This paper proposes a new method to measure and monitor the risk in a banking system. Standard tools that regulators require banks to use for their internal risk management are applied at the level of the banking system to measure the risk of a regulator’s portfolio. Using a sample of international banks from 1988 until 2002, I estimate the dynamics and correlations between bank asset portfolios. To obtain measures for the risk of a regulator’s portfolio, I model the individual liabilities that the regulator has to each bank as contingent claims on the bank’s assets. The portfolio aspect of the regulator’s liability is explicitly considered and the methodology allows a comparison of sub-samples from different countries. Correlations, bank asset volatility, and bank capitalization increase for North American and somewhat for European banks, while Japanese banks face deteriorating capital levels. In the sample period, the North American banking system gains stability while the Japanese banking sector becomes more fragile. The expected future liability of the regulator varies substantially over time and is especially high during the Asian crisis starting in 1997. Further analysis shows that the Japanese banks contribute most to the volatility of the regulator’s liability at that time. Larger and more profitable banks have lower systemic risk and additional equity capital reduces systemic risk only for banks that are constrained by regulatory capital requirements.  相似文献

资产不透明的金融机构过度依赖批发性融资进行监管套利不利于系统性风险的防控。在此背景下,本文首先在经典银行道德风险模型的基础上引入关联性,从资产透明度和监管套利的视角分析银行系统性风险累积的内在机理。而后利用2007-2018年中国上市银行微观数据,构建资产透明度指标和系统性风险指标(SRISKMES),对理论推论进行实证检验。主要结论有:(1)资产不透明、监管套利会提高银行的系统性风险。(2)监管套利弱化了资产透明度和资本监管机制对银行系统性风险承担的约束作用,资产透明度与资本监管机制在约束系统性风险承担中的协调作用不明显。(3)以大银行为主的债权银行受监管套利的影响相较于受资产透明度的影响更明显。在此基础上,我们对完善金融风险防范体系以及监管机制提出了若干建议。  相似文献

In this paper, we develop a simple two-period model in which a bank’s investment (e.g., loans) is influenced by short-term financing and a probability of a financial crisis. When banks ex ante expect to be bailed out during financial crises, they do not necessarily internalize the cost of financial crises and invest more. We argue that the level of systemic risk in the banking sector is largely driven by (1) the way in which banks finance their investment (e.g., loans) using more short-term debt and/or (2) the increase in asset commonality amongst banks. We use three measures that arguably capture two dimensions of “bank systemic risk”, namely, (1) bank funding maturity and (2) bank asset commonality, to empirically test whether bank systemic risk has a positive effect on corporate investment. We document that in a sample of publicly listed firms in the United States over the period 1991–2013, bank systemic risk is positively associated with the firm-level investment ratio after controlling for a large set of country- and firm-level variables. In addition, we show that a firm's leverage strengthens the positive effect of bank systemic risk on corporate investment, suggesting that more financially constrained firms experience a larger effect of bank systemic risk on corporate investment than less financially constrained firms.  相似文献

改革开放初期,中国有很多资本高度密集的大型国有企业,需要大量资金维持生产运营,若无法获得足够的银行贷款以致资金链断裂而破产倒闭,极易引发动荡。本文研究发现,在当时中国资本稀缺的要素禀赋结构下,为确保“重要而不能倒”的国有企业获得足够的银行贷款而不破产倒闭,不适合采用放开银行准入以促使银行竞争的方式,反而应限制银行准入,控制银行数量。原因在于,放开银行准入增加的仅是中小银行,其资金动员能力有限,与国有企业的规模特性不相匹配,更重要的是,大量中小银行进入会分流大银行的存款,降低大银行的资金动员及服务国有企业的能力,导致国有企业的贷款成本和破产风险因此而上升。本文指出,一个国家的银行业结构内生于该国的经济发展战略。限制银行准入的政策安排通过在金融方面支持国有企业,在改革初期起到了维护国防安全、保障国计民生和维持社会经济稳定的作用,为平稳推动改革创造了条件。  相似文献

本文基于2007年第一季度至2019年第四季度中国A股32家上市银行非平衡面板数据,从“冲击”和“传染”两个维度考察了政策连续性对银行系统性风险的影响。实证结果表明,政策连续性程度的提高通过降低银行个体风险和减弱银行个体与系统的关联性进而显著降低了银行系统性风险。进一步分析发现,政策连续性降低了银行被动风险承担水平而非主动风险承担意愿,减弱了银行间接关联程度而非直接关联程度。异质性分析表明,经济下行和货币宽松时期,政策连续性对系统性风险的降低效应更大,并且本身破产风险越高、信息透明度越低的银行,其系统性风险受政策连续性的影响越大。区分不同类型的政策发现,货币政策、财政政策、汇率与资本项目政策的连续性上升均能显著降低银行系统性风险,其中货币政策连续性对银行系统性风险的影响力度最大。  相似文献

理解经济运行环境的变化才能更有针对性地制定和实施货币政策和宏观审慎政策。中国经济在2012年前后迈过工业化的高峰期,家庭部门发生从制造到服务的消费升级,企业部门出现从资本密集型向人力资本密集型的产业结构转型,中国的经济结构转型进程与高收入国家类似发展阶段的经历高度一致。经济结构转型过程中,传统资本密集型行业信贷需求大幅下降,新兴人力资本密集型行业信贷需求相对较低且在债务主导的金融服务体系中面临融资供给制约。由于市场内生的企业信贷供给和需求双双下降,总需求不足问题凸显。宏观经济稳定方面,宏观经济运行特征由此前的“易热难冷” 转向“易冷难热”,“债务—通缩”风险加大。这要求货币政策在执行中更加注重温和通胀目标,充分运用各种政策工具确保总需求和总供给的平衡。金融稳定方面,防范系统性风险的重点要与时俱进地调整。时间轴上要特别关注经济周期和金融周期下行叠加带来的系统性风险;空间轴上不仅要关注“大而不能倒”的系统重要性机构,还须加强“小广散”金融机构的稳定性,注重与其相关的风险传染。  相似文献

Using a sample of small firms that defaulted on their bank debt in France, Germany, and the United Kingdom, we find that large differences in creditors' rights across countries lead banks to adjust their lending and reorganization practices to mitigate costly aspects of bankruptcy law. In particular, French banks respond to a creditor‐unfriendly code by requiring more collateral than lenders elsewhere, and by relying on collateral forms that minimize the statutory dilution of their claims in bankruptcy. Despite such adjustments, bank recovery rates in default remain sharply different across the three countries, reflecting very different levels of creditor protection.  相似文献

Consolidation has been a fact of life in the wholesale financial services sector, resulting in fundamental change in the financial architecture and public exposure to systemic risk. The underlying drivers include advances in transactions and information technologies, regulatory changes, geographic shifts in growth opportunities, and the rapid evolution of client requirements, which in combination have obliged financial firms to rethink their roles as intermediaries. Moreover, financial sector reconfiguration has accelerated as a result of the global market turbulence that began in 2007, with governments either forcing or encouraging combinations of stronger and weaker financial firms in an effort to stem the crisis and improve systemic robustness. In the process, financial firms that are “systemic” in nature and had a major role in creating the crisis have come out of it with even larger market shares and greater systemic importance. Given the episodic socialization of risk in the form of widespread use of public guarantees to firms judged too big or too interconnected to be allowed to fail, the role of systemically important financial institutions (SIFIs) is central to the financial architecture and the public interest going forward. This survey paper considers the sources of systemic gains, losses and risks associated with SIFIs in historical context, in the theoretical and empirical literature, and in public policy discussions—i.e., what is gained and what is lost as a result of the available policy options to deal the dominant role of SIFIs in the financial architecture?  相似文献

本文基于中国银行业和企业的数据,对"双支柱"调控的微观稳定效应进行了研究。实证结果表明:一方面,宏观审慎政策能够减弱货币政策的银行风险承担渠道传导效应,有效抑制银行在宽松货币政策下的过度风险承担;另一方面,在宽松货币政策下,企业有提高负债率的激励,而宏观审慎政策能够有效抑制企业过度负债的动机;同时,宏观审慎政策能够降低企业对银行贷款的依赖程度、促进企业优化债务结构,而货币政策与宏观审慎政策的配合强化了这一作用。上述实证结果说明"双支柱"调控政策对银行和企业两个微观层面主体都具有更好的稳定效应。此外,本文的实证分析还发现,"双支柱"调控对银行风险承担和企业负债行为的影响在不同经济周期阶段具有显著的差异性,同时,"双支柱"调控的政策效果在不同性质的银行和企业中也有所不同,这意味着在制定"双支柱"调控政策时需考虑经济周期以及银行和企业异质性,以进一步提高政策的针对性和有效性。本文的相关研究结论丰富了"双支柱"调控在微观层面的传导效应等方面的文献,并为中国实施"双支柱"调控的科学性和有效性提供了一定的经验证据。  相似文献

基于大样本微观银行信贷数据,本文研究经济政策不确定性对企业的银行贷款成本的影响。研究发现,经济政策不确定性升高导致企业的银行贷款成本增加,且使得在中小型银行贷款的企业成本增加更多。异质性分析表明,经济政策不确定性升高对受政策因素影响较大的企业如小微企业、私营企业等的银行贷款成本的影响更为明显。进一步,对企业的银行贷款违约风险的研究发现,随着经济政策不确定性升高,企业的银行贷款违约风险反而降低。这表明,经济政策不确定性升高使得银行选择风险评级更低的贷款,符合谨慎性动机。本文研究结论表明,经济政策不确定性升高时,银行“自我保险”动机的增强使得企业的银行贷款成本增加,这在中小型银行中表现得更加明显,同时也更多地转嫁给中小企业。本文为经济政策不确定性对企业投资、宏观经济波动等的研究提供了微观解释机制,并揭示了政府经济政策的一致性、稳定性对维护金融稳定的重要作用。  相似文献

This study investigates the effects on risk and financial stability of the taxes on bank liabilities introduced across European countries after the global financial crisis. Using a difference-in-differences setup, we show that banks responded to the implementation of liability taxes by reducing their interbank exposure, and by increasing both equity, at least in the short term, and the risk weight of their assets. When we consider these adjustments in a microsimulation model for bank portfolio losses, we find that liability taxes reduce risk in the banking sector and could therefore decrease the cost of crises.  相似文献

分析城商行流动性风险化解中的政府手段和市场机制,对于下一步规范城商行营商环境、化解流动性风险具有参考意义。本文首先通过银行间的博弈模型,发现政府持股比例越高会增加城商行同业负债比例,进而提高流动性风险发生的可能性;当经济处于下行周期时,全社会资金需求不足,大型银行资金投放的机会成本降低,有利于城商行获得同业负债,但却进一步积累了流动性风险。其次,通过系统GMM对2011—2018年80家城商行的非平衡面板数据进行分析,实证结果验证了理论假说。最后,结合理论与实证分析,进一步提出政府行为边界,破除隐性担保,建立城商行资金内部定价机制以及完善城商行监管体系等方面的政策建议。  相似文献

近年来我国利率市场化改革积极推进,实体经济发展积极向创新驱动转型,一个亟须研究厘清的关键问题是,银行业竞争如何驱动企业创新活动?本文关注银行价格竞争对企业创新的影响,以2013—2018年沪深两市的上市企业为样本,采用"中介效应"因果分析模型,实证检验了银行价格竞争对企业研发投资的影响,并识别出以融资约束为中介渠道的作用机制。研究发现,银行价格竞争不仅会提高银行的风险容忍度,直接增加R&D投资的信贷供给意愿,而且还会通过降低贷款价格和增加贷款可得性来缓解企业整体的融资约束,间接促进企业创新活动。这一机制在解除贷款利率管制之后以及在民营企业层面体现得更加明显。本文的研究结果对于深化金融市场化改革、改善金融服务实体经济效果以及实施经济创新驱动发展战略,具有明确的政策启示。  相似文献

We show that bank risk rises, particularly for larger banks and those with greater interest-sensitive liabilities, during times of economic policy uncertainty through two economic channels: “credit rationing” and “revenue diversification.” The credit rationing channel shows that economic policy uncertainty increases aggregate loan spreads, exacerbating both adverse selection and moral hazard problems leading to higher bank risk. The revenue diversification channel suggests that as economic policy uncertainty reduces bank profits from traditional interest-based products, banks diversify into other non-traditional activities, thereby increasing their instability. Overall, our findings highlight the impact of economic policy uncertainty on exacerbating bank risk.  相似文献

Using confidential data on a large sample of relationship lending, we analyze the determining factors of the collateralization of business loans from banks, distinguishing between firms with observable risk and firms with hidden information. We achieve three main results. First, we provide evidence that observably riskier borrowers are encouraged to give more collateral to banks to obtain a loan, whereas firms with hidden information are less risky borrowers, offering collateral to signal their quality. Second, we show that relationship banking has a direct impact on the use of collateral and produces moderating effects on the other determining factors. Finally, we observe that distant bank branches—i.e., branches that encounter greater difficulties collecting soft information and obtaining site-specific data from headquarters—are more likely to require collateral than local bank branches.  相似文献

The aim of this paper is to analyze the impact of central bank transparency on systemic risk in emerging banking markets using a sample composed of 34 banks from Central and Eastern Europe for a period spanning from 2005 through 2012. Results indicate a positive and significant relationship between central bank transparency and financial institutions’ contribution to systemic risk. On the other side, increased central bank transparency significantly reduces the idiosyncratic risk of banks. The relationship is influenced by the restrictiveness of regulatory framework. We argue that a more transparent central bank is beneficial for the banking sector from a microprudential perspective. However, it may create incentives for financial institutions to engage in risky activities and through herd behavior may increase individual contribution to the risk of the banking system.  相似文献

This article examines current initiatives in respect of bank financial distress in response to the 2008‐2009 financial crisis, suggesting that there is considerably more work to be undertaken before bank regulatory oversight, bank corporate governance, and bank resolution regimes have the appropriate preventive safeguards, governance, and timely, efficient and fair responses to bank financial distress. The corporate governance of banks and other financial institutions differs from the governance of corporations because of prudential regulation, banks' significance to the financial system, the different nature of stakeholders with investments at risk, and the existence of deposit insurance. The article offers a number of policy options in respect of how banks and other financial institutions could enhance their prudential, prescient, and pragmatic oversight and governance in a way that protects creditors, deposit holders, and other stakeholders, as well as the public interest in a healthy and sustainable financial sector. We investigate whether the public sector’s ability as the guarantor of last resort (GLR) to help banks or to guarantee banks’ liabilities affects the sensitivity of interest costs to bank fundamentals. We use a global bank sample and find that the sensitivity is an increasing function of GLR risk, regardless of the method applied to describe this risk. Therefore, our results indicate that increased levels of GLR risk might foster market monitoring by depositors.  相似文献

In this study we present a comprehensive forward‐looking portfolio simulation methodology for assessing the correlated impacts of market risk, private sector and Sovereign credit risk, and inter‐bank default risk. In order to produce better integrated risk assessment for banks and systemic risk assessments for financial systems, we argue that reasonably detailed modeling of bank asset and liability structures, loan portfolio credit quality, and loan concentrations by sector, region and type, as well as a number of financial and economic environment risk drivers, is required. Sovereign and inter‐bank default risks are increasingly important in the current economic environment and their inclusion is an important model extension. This extended model is demonstrated through an application to both individual Brazilian banks (i.e., 28 of the largest banks) and groups of banks (i.e., the Brazilian banking system) as of December 2004. When omitting Sovereign risk, our analysis indicates that none of the banks face significant default risk over a 1‐year horizon. This low default risk stems primarily from the large amount of government securities held by Brazilian banks, but also reflects the banks' adequate capitalizations and extraordinarily high interest rate spreads. We note that none of the banks which we modeled failed during the very stressful 2007‐2008 period, consistent with our results. Our results also show that a commonly used approach of aggregating all banks into one single bank, for purposes of undertaking a systemic banking system risk assessment, results in a misestimate of both the probability and the cost of systemic banking system failures. Once Sovereign risk is considered and losses in the market value of government securities reach 10% (or higher), we find that several banks could fail during the same time period. These results demonstrate the well known risk of concentrated lending to a borrower, or type of borrower, which has a non‐zero probability of default (e.g., the Government of Brazil). Our analysis also indicates that, in the event of a Sovereign default, the Government of Brazil would face constrained debt management alternatives. To the best of our knowledge no one else has put forward a systematic methodology for assessing bank asset, liability, loan portfolio structure and correlated market and credit (private sector, Sovereign, and inter‐bank) default risk for banks and banking systems. We conclude that such forward‐looking risk assessment methodologies for assessing multiple correlated risks, combined with the targeted collection of specific types of data on bank portfolios, have the potential to better quantify overall bank and banking system risk levels, which can assist bank management, bank regulators, Sovereigns, rating agencies, and investors to make better informed and proactive risk management and investment decisions.  相似文献

Using data of bank loans to Greek firms during the Greek crisis we provide evidence that affiliated firms, having access to the internal capital markets of their associated group, are less likely to default on their loans. Furthermore, banks require lower loan collateral coverage from affiliated firms and are less likely to downgrade the affiliates’ credit profile. Finally, banks are more likely to show forbearance to affiliated firms with non-performing loans. The results are consistent with the view that banks manage their relationships with firms in a business group jointly, as opposed to viewing each firm as an independent entity. Our findings also suggest that the value of risk sharing through internal capital markets increases when external financing is scarce.  相似文献
