Social movements have been viewed as vehicles through which the concerns of poor and marginalized groups are given greater visibility within civil society, lauded for being the means to achieve local empowerment and citizen activism, and seen as essential in holding the state to account and constituting a grassroots mechanism for promoting democracy. However, within development studies little attention has been paid to understanding how social movements can affect trajectories of development and rural livelihood in given spaces, and how these effects are related to movements’ internal dynamics and their interaction with the broader environment within which they operate. This paper addresses this theme for the case of social movements protesting contemporary forms of mining investment in Latin America. On the basis of cases from Peru and Ecuador, the paper argues that the presence and nature of social movements has significant influences both on forms taken by extractive industries (in this case mining) and on the effects of this extraction on rural livelihoods. In this sense, one can usefully talk about rural development as being co-produced by movements, mining companies, and other actors, in particular the state. The terms of this co-production, however, vary greatly among different locations, reflecting the distinct geographies of social mobilization and of mineral investment, as well as the varying power relationships among the different actors involved.  相似文献

This article is an attempt to demonstrate how, in the absence of infrastructural requirements for development in the rural areas, the interpersonal relationships of women articulated through their households, kinship networks and community structures serve as indispensable mechanisms for their survival. These mechanisms are seen as part of an indigenous socio‐economic framework that is referred to here as the ‘economy of affection’. This framework is presented, through ethnographic data, as a means of facilitating moral, social and economic support among the indigent rural people in KwaZulu‐Natal. Taking cognisance of local organisational forms and resources is the best possible way to reconstruct South Africa's vast hinterland against the background of a history of development patterns, where rhetoric has played a more important role than actual substantive contributions to development of the rural poor, and where capital investments, technology and expertise of a post‐industrial nature are unlikely to spread.  相似文献

Communal rangelands (including their woodland component) contribute significantly to rural livelihoods in that a variety of natural resources are utilised for direct use and for exchange in local and more distant markets. Natural resources are also valued for purposes which are not ‘economic’ (eg for ceremonial and aesthetic reasons) and because of their ecological functions. The fact that many of these uses are not monetised means that their true social and economic value is often underestimated and not taken adequately into account when assessing, for example, the viability of land redistribution projects. The ecological dimension is as crucial as the socio‐economic: how sustainable is this multifold use of communal rangeland resources? More positively, can the productivity of ‘natural capital’ be increased, and how can the benefits of multifold utilisation activities be more widely distributed to help address rural poverty? This article discusses conceptual models drawn from the general literature which may be of relevance; reviews some of the southern African evidence on rural livelihoods and natural resource use; and attempts to draw out the lessons for poverty assessments and land reform policy.  相似文献

Accessibility and mobility are embedded in the development nexus in far-reaching ways. Field studies of mobility among women and men in rural settlements with poor road access illustrate the frustrations and costs of living off-road. They are frequently marginalized and invisible, even to local administrations. State decentralization appears to have had little positive impact in reducing “tarmac bias” and improving rural service delivery. A range of potential interventions, from Intermediate Means of Transport to electronic communications is reviewed, and opportunities for building social capital in off-road areas through nurturing improvements in state–civil society relations are considered.  相似文献

健康人力资本在农村经济中发挥着重要作用,农户健康受损时,会通过"劳动效应"、"挤占效应"和"情感效应"影响其经济脆弱性,而社会资本作为一种非正式机制,在血缘、地缘与业缘关系的连接下,通过及时获取信息与资源等对农户经济产生影响。文章利用"中国家庭收入调查2013"数据实证分析了健康冲击和社会资本对农户经济脆弱性的影响及作用机制。通过倾向得分匹配(PSM)和处理效应模型解决内生偏误问题、建立中介效应模型后,回归结果显示:健康冲击会通过挤占效应和情感效应两条渠道机制对农户经济产生负向影响,社会资本分项指标则通过信任渠道机制对农户经济产生正向影响;男性户主更易因遭受健康冲击而陷入经济脆弱困境,处于劳动年龄的户主在利用社会资本缓解经济脆弱性方面更具优势;而社会资本在缓解健康冲击对农户经济脆弱性中的作用并不显著,一个可能的原因是在农村社会中,社会资本等非正式机制逐渐被正式医疗保障机制所替代。在稳健性检验中,构造基于预期贫困定义的贫困脆弱性指标(VEP)进行替换变量回归,进一步证实所得结论。文章的政策涵义在于,应加强对于农户健康风险的管理,并重新挖掘社会资本在农村经济发展中的作用,从而缓解经济脆弱性,阻断贫困。  相似文献

Economic reforms in rural China have brought opportunities to diversify both within-farm activities and off-farm activities. Participation in these activities plays an important role in increasing rural households' income. This paper analyzes the factors that drive rural households and individuals in their income-source diversification choices in a Northern China township. At the household level, we distinguish three types of diversification as opposed to grain production only: within-farm (non-grain production) activities, local off-farm activities, and migration. We find that land availability stimulates on-farm diversification. Local off-farm activities are mostly driven by households' asset positions and working resources, while migration decisions strongly depend on the household size and composition. At the individual level, we analyze the determinants of participation in three different types of jobs as compared to agricultural work: local off-farm employment, local self-employment and migration. We find a clear gender and age bias in access to off-farm activities that are mostly undertaken by male and by young people. The households' asset positions as well as village networks are found to strongly affect participation in off-farm activities.  相似文献

The contribution of natural resources to the livelihoods of the rural poor is widely acknowledged, yet not much is known about trade in these resources. This article investigates local-level trade in plant-based mats and baskets in Khanyayo Village, Pondoland, Eastern Cape, focusing on the social aspects of harvesting, resource tenure and trade in Cyperus textilis and products made from it. It explores the way the mat and basket trade contributes to the livelihoods of the rural poor and argues that crafting is mainly the domain of very poor or widowed women, who use it to supplement their diverse and multiple livelihood strategies. Although its cash contribution to the total household income is minimal, crafting is seen by local people as extremely important. However, mat and basket traders face a number of internal and external struggles, which must be understood by policy makers if crafting is to contribute to the fight against poverty in rural areas.  相似文献

Based upon the experience of Tanzania, this paper relates resource allocation in the health sector to the output of health, by contrasting access to and utilization of available health services by urban and rural populations. The writer argues that increased health expenditures alone cannot yield an efficient health care return unless the additional expenditure is spread ‘thinly’, in keeping with the realities of population distribution, transport possibilities, and disease patterns in most poor countries. Detailed data are presented for recurrent and capital expenditures for health facilities at different levels, and the output of those institutions is considered in terms of the volume of services offered. Those services are then measured according to their utilization by urban and rural populations. Because referral systems are found to function only marginally, it is argued that further building of large hospitals is not justified in the present situation of most poor countries. Specifically, the writer describes the ways in which Tanzania is changing its inefficient and unjust health care system. The paper concludes that the major obstacles to change are not shortages of resources or technologic ignorance but social systems that do not place high value upon the health care needs of rural peasants. It is in this way that the professional and elitist interests of the few are often destructive of the needs of the many.  相似文献

Community-based natural resource management (CBNRM) has become an important tool in promoting environmental and ecological sustainability as well as improving community access to eco-system services. However, CBNRM has been criticised as a programme that is largely driven by initiatives which are exogenous to local communities, promoting the agenda of external actors. In view of this, there is now increased attention given to CBNRM programmes that are co-management driven and which seek the participation of all community stakeholders. Using existing literature and field-based data, this article explores the role of social capital in promoting the management of common pool resources in tribal areas of KwaZulu-Natal. It is argued that social capital can be a vehicle through which the accumulation of different forms of capital can be achieved and contribute to sustainable environmental management.  相似文献

Recent debates about governance, poverty and environmental sustainability have emphasized a “rights-based” approach, in which equitable development is strongly associated with individual and communal rights. This paper reviews this approach and explores its practical application to Thailand's “Community Forestry Bill,” which seeks to establish communal rights of access and conservation in forest reserve areas. The paper examines conflicts concerning watershed forests and mangroves in Thailand, and argues that efforts to support rural livelihoods through community rights have been undermined by a state that has frequently supported commercial interests or opposed decentralization to minority groups. The paper documents how civil society organizations may negotiate rights within the wider public spheres in which rules, rights, and “community” are established, and defended.  相似文献

Abstract: Women constitute the majority of rural dwellers experiencing the worst effects of poverty while carrying the responsibility of securing a living for their households. Historically, rural women have practised a multiplicity of livelihoods that have always remained survivalist and less effective in generating cash income. However, well‐intended state interventions through Poverty Alleviation Programme (PAP) projects for women's empowerment have instead removed women from their practice of survivalist livelihoods without offering them the necessary enabling conditions to establish independent biographies for practice of ‘modern’ cash generating strategies. Based on a systematic sample of 177 households and interviews with women in Ga‐Ramogale, this article concludes that PAP projects have, rather than empowering women for sustainable participation in rural development, deepened their poverty and deprivation by enticing them away from the practice of livelihoods for which they had developed experience, skills and knowledge over years, and thereby effectively engendering increased reliance on dependency‐oriented livelihoods.  相似文献

对2004~2010年我国不同地区农业的资源配置扭曲情况的分析表明:由于"二元经济"的影响,我国农业的资本和劳动存在着明显的跨部门配置扭曲。如能有效消除此类扭曲,我国农业TFP能提高6%~36%。各地区的资源再配置效应对农业TFP增长率有着显著影响,并且各地区的资源再配置效应存在明显差异。对全国各个地区而言,土地资源再配置效应都是影响农业资源再配置效应的主要因素,资本和劳动再配置效应则相对较弱。由此可见,促进城乡资本和劳动力市场一体化以及进一步完善农村土地流转市场是现阶段降低农业资源配置扭曲、促进农业TFP增长的主要途径。  相似文献

This study provides an integrated framework and practice model of the sustainable livelihoods (SL) and the asset-based community development (ABCD) approaches. A household survey of a rural village in South Africa is used as a basis of analysis to demonstrate the application of the integrated approach. The results elucidate the vulnerability of the people and a range of inter-locking and multi-dimensional factors contributing to poverty in the community. The results also show people's assets, capabilities and activities which enable them to cope and survive despite constraints and shortcomings. It was found that the integrated SL/ABCD framework is a useful framework to understand the strengths of a vulnerable community in order to plan and implement sustainable community development strategies.  相似文献

In the past few decades, rural areas have experienced major socioeconomic changes. Due to modernisation and deepening globalisation, the economic and employment potential of many traditional livelihoods has decreased. Currently tourism is increasingly seen as a relevant tool for addressing rural problems in developing countries and tourism is actively used for economic diversification and opening up new ways to generate income and employment. However, many development models, such as integrated rural tourism (IRT) with emphasis on co-planning, learning and participation, originate from the Global North. This calls for careful considerations when such models are applied to the Global South's rural contexts. This research note discusses some of the key challenges of rural tourism development, especially related to the integration of the tourism industry and rural communities in developing countries, and overviews the applicability and conditions of the IRT framework as a potential approach for rural tourism development in the developing world.  相似文献

Four case studies are summarized in which oppressed people have successfully assumed control over their own destinies and development strategies. Lessons from experience are drawn, at the national and macro-economic level, from Guinea-Bissau where the popular liberation movement has grown into the national government without losing close contact with its constituency; from the Sarvodaya movement in Sri Lanka which has started as a modest development organization of poor people, based on indigenous social and cultural values, and which has grown into a popular movement of 1 million people (of 14 million total population) in some 2000 villages; from the SEWA (Self-Employed Women's Association) in Ahmedabad, India, where oppressed street vendors, artisans, junksmiths and garment-makers have founded their own bank (which now has 1000 shareholders and 10,000 depositors) to circumvent usurious lending practices and to gain access to capital at their own terms; and from a Quechua community in central Bolivia where handicrafts producers' cooperatives have successfully maintained self-reliance and cultural identity through conscious choice of appropriate technology at their own terms. Lessons on development as a form of liberation are drawn from the social praxis of each of these examples.  相似文献

People seem to want to make many similar uses of similar levels of affluence, wherever they stand in their local class structures. But class position, government, and market methods of allocating capital resources can frustrate their wishes in various ways, chiefly by barring them from access to the capital they need. capital markets are efficient when commercial production (in proportion to its efficiency) earns the means of bidding for the capital it needs. But domestic production cannot do that—it is the commercial wage-income of the domestic entepreneur, not the productivity of the domestic use, which has to bid for domestic capital. So there is no reason why open capital markets should arrive at optimal (i.e., most-productive) allocations either between the two systems of production, or within the domestic one. The problem is familiar to many economists of undeveloped societies. This article (by a non-economist) explores it in relation to developed societies, and concludes that socialists would do well to revise some traditional beliefs about public, private and domestic ownership.  相似文献

The poor development of road infrastructure is one of the main obstacles to economic activity and therefore to employment in rural areas of sub-Saharan Africa (SSA). Using cross-sectional data from 31 SSA countries, this study examines, from a gender perspective, the effect of access to paved roads on youth unemployment in rural areas in the region. The seemingly unrelated bivariate probit framework has been adopted in analysing the data. This approach is used for addressing the possible endogeneity bias that occurs when the dependent variable and regressor are both endogenous and binary. The major finding of this study reveals that access to paved roads in rural areas reduces the probability that young people will face unemployment. The aforementioned is more pronounced for young women than for young men. Moreover, the greater the proximity to the road increases, the greater its reducing effect on the probability of young people being unemployed. It is therefore important that the development of road infrastructure in rural areas be at the centre of public policies to address youth unemployment in SSA countries. This will significantly increase women's empowerment, through their participation in the labour market, and the full economic participation of young people.  相似文献

Abstract: In this study we address the issue of access to drinking water in rural areas related to agricultural productivity performance. Considering an agricultural household model as our basic conceptual framework, we analyze the theoretical aspects of increasing the access rate to drinking water on agricultural productivity. First, we show that the increased access rate to drinking water is conducive to agricultural productivity due to increased intrinsic productivity of individuals and additional gain in time for agricultural production. Second, it transpires that the constraints on the access to drinking water may be costly in terms of decreased productivity and well‐being of rural people. Furthermore, based on a sample of 27 African countries over the period 1990–2010, estimation results do not reject the assumption that increasing access to drinking water has a positive effect on rural productivity growth. This positive effect is reinforced by the presence of a better sanitation system, even after controlling for country‐specific effects and for the characteristics of rural areas.  相似文献

Effective management of waste and the promotion and management of recycling activities are necessary for sustainable and liveable cities. A key but unrecognised element in promoting recycling is the efforts of waste pickers who make a living from recycling mainline recyclables. This article aims to describe the approaches used on 10 landfills in South Africa to manage waste pickers’ access to recyclables and their daily activities on the landfills. A multiple case study design and cross-case analysis were used in this study. The sustainable livelihoods framework (SLF) was used to analyse and explain the data. The results showed that waste management policies and practices directly influence the waste pickers’ access to recyclable waste and their livelihoods. Finally, some inclusionary and exclusionary practices are highlighted that could guide inclusive, participatory and co-productive practices for waste pickers in South Africa towards increased recognition, access, dignity and income.  相似文献

The paper first critically reviews past and current practices in how rural road investments are selected. An attempt is then made to develop an operational approach that is grounded in a public economics framework in which efficiency and equity concerns are inseparable, information is incomplete in important ways, and resources are limited. A key problem addressed is that a potentially important, though unknown, share of the benefits to the poor from rural roads cannot be measured in monetary terms. The proposed method aims to identify places where poverty, inaccessibility and economic potential are high. The method is illustrated for Vietnam.  相似文献
