The Spokesman of Deutsche Bank's Board of Managing Directors delivered The Gilbart Lecture on Banking last year under the auspices of King's College London at an occasion sponsored by the National Westminster Bank plc and organised by the Chartered Institute of Bankers. The text of Herr Kopper's lecture is reproduced here with permission.     

What Makes an Independent Regulator Independent?

As private capital is increasingly invested in utilities across the globe, the issue of regulation and its inferace with different types of government, culture and society has become every more complex. This article focuses on the design of regulatory systems outside the US and the UK. With references to current practice in many countries, the author argues that formal regulatory independence and accountability is not always a necessary condition for effective regulation (though where feasible and effective it carries potential economic benefits). On the other hand, he also argues that an informal or advisory regulatory system may work better in some situations. In all circumstances, informal accountability and a clear understanding of the "rules of the game" are crucial for effective regulation.     

What Makes a Business Company Ethical?

Interest in ethical implications of business strategy and behaviour is on the increase around the globe and raises a number of fundamental questions which are addressed here, including what reasons a company might have for behaving ethically and what forms such ethical concern might take. Two particularly topical issues considered are the moral responsibilities of shareholders and the responsibilities of Western business to help improve the ethical quality of business in Central and East Europe.     

What Makes a Successful Global Executive?

Even organizations with long histories and considerable success in staffing their global businesses often feel their strategies for executive development are inadequate. This article, based on an in-depth study of successful global executives,seeks to identify the best ways of developing their talent - arguing that they are made, not born. The authors found that the underlying development processes are the same for global as for domestic executives, but that the experiences they need and the lessons they must learn are very different. The article discusses these and what both the organizations and the executives themselves must do to make it all happen.

Mergers Among German Cooperative Banks: A Panel-based Stochastic Frontier Analysis

Based on an unbalanced panel of all Bavarian cooperative banks for the years of 1989--97, which includes information on 283 mergers, we analyze motives and cost effects of small-scale mergers in German banking. Estimating a frontier cost function with a time-variable stochastic efficiency term, we show that positive scale and scope effects from a merger arise only if the merged unit closes part of the former branch network. When we compare actual mergers to a simulation of hypothetical mergers, size effects of observed mergers turn out to be slightly more favorable than for all possible mergers. Banks taken over by others are less efficient than the average bank in the same size class, but exhibit, on average, the same efficiency as the acquiring firms. For the post-merger phase, our empirical results provide no evidence for efficiency gains from merging, but point instead to a leveling off of differences among the merging units.     

Stakeholders' Impact on Turnaround Performance: The Case of German Savings Banks

This study explores how savings banks as powerful stakeholders of SMEs in Germany assess turnaround performance. It tests the impact of the support provided by German savings banks and distressed SMEs' actions with survey data from corporate advisors. The results show that structural and continuing support foster turnaround performance. This support is conducive in the initial stage of turnaround but negligible in the recovery stage. Contributing to stakeholder theory and turnaround management, the findings shed light on the factors that motivate a selected stakeholder's involvement and SMEs' ability to engage in actions fostering this stakeholder's support for a turnaround.     

What moves German Bund futures contracts on the Eurex?

The German 10‐year Bund futures contract traded on the Eurex futures and options exchange in Frankfurt became the world's most actively traded derivative product by the end of 1999. In this article, we provide a detailed exploration of the interday and intraday return volatility in the Bund futures contract using a sample of five‐min returns from 1997 to 1998. The evolution of interday volatility is described best by a MA(1)‐fractionally integrated process that allows for the long‐memory features. At the intraday level, we find that macroeconomic announcements from both Germany and the U.S. are an important source of volatility. Among the various German announcements, we identify the IFO industry survey of business climate, industrial production (preliminary), and Bundesbank policy meeting as being by far the most important. The three most significant U.S. announcements include the employment report, the National Association of Purchasing Managers (NAPM) survey, and employment costs. Overall, U.S. macroeconomic announcements have a far greater impact on the Bund futures market than their German counterparts. © 2002 Wiley Periodicals, Inc. Jrl Fut Mark 22:679–696, 2002

我国已经入世,银行业将进一步扩大开放。外资银行的进入既促进了我国经济的发展,同时又不可避免地带来一些负面影响。本文分析了目前我国对外资银行监管中存在的问题,借鉴国际上的一些经验,提出了相应的建议。     

What a Difference a Year Makes: Time Lag Effect of Information Technology Investment on Firm Performance

How long does it take for a firm to realize the performance benefits of its IT investment? This article explores the time lag effects of IT investment on firm performance. Using longitudinal data of 1421 firm-time observations over a period of six years (1991–1996) as the initial time point of IT investment, we examined time lag effect on firm performance in a five-year time window. The performance data for the sample spans 12 years, from 1989 to 2000. The results demonstrate a strong support for time lag effects on the relationship between IT investment and firm performance. Specifically, our study found that it took an average of approximately three to four years after the year of investment for the firms in our sample to realize the greatest performance benefits. The findings offer useful implications for researchers and managers to better understand the link between IT and firm performance so that they can make wiser decisions to maximize the business value of their investments.
