Poverty, inequality, and growth in urban China, 1986–2000   总被引:1,自引:0,他引:1  
Although urban China has experienced spectacular income growth over the last two decades, increases in inequality, reduction in social welfare provision, deregulation of grain prices, and increases in income uncertainty in the 1990s have increased urban poverty. Using a large repeated cross section household survey from 1986 to 2000, this study maps the changes in income, inequality, and poverty over the fifteen-year period and investigates the determinants of poverty. We find that the increase in poverty in the 1990s is associated with the increase in the relative food price and the need to purchase items that were previously provided free or at highly subsidized prices by the state, i.e., education, housing and medical care. In addition, the increased saving rate of poor households, which is due to an increase in income uncertainty, contributes significantly to the increase in poverty measured in terms of expenditure. The poverty measure presented compares spending needs to resources available to meet those needs. The analysis is for the U.S.; however, lessons from other countries regarding desirable properties of a poverty measure are considered. A primary focus is internal consistency between thresholds and resources. This study is among the first for the U.S. to describe an internally consistent poverty measure, drawing from recommendations of the U.S. National Academy of Sciences (NAS). Thresholds reflect spending needs as “outflows.” Resources measure “inflows” available to meet spending needs. The U.S. Consumer Expenditure Survey is used for thresholds, and the Current Population Survey is the basis for resources. Trends are reported with comparisons to the official and a relative measure. An important finding is that increases in expenditures for shelter, captured in the NAS thresholds, suggest a greater increase in the number of families not able to meet basic needs than is reflected by official poverty statistics over this time period.  相似文献

The poverty line, generally defined as the minimum income level necessary to enable a person to consume a normatively stipulated basket of goods, is widely used to set income target for the poor. But mere provision of this target income will not lead the poor to adopt the normative consumption pattern. In order to induce them to do so, it is necessary to set suitable price targets along with the income target. An attempt has been made here to fix these targets assuming that the consumers' demand pattern can be represented by the linear expenditure system. We revisit Wagner’s law by function of government expenditure. Using data of 14 European countries between 1996 and 2013, we apply panel data and SUR methods to assess public expenditure–income elasticities. We find that some functions of government spending for a few countries (e.g. Austria, France, the Netherlands and Portugal) validate Wagner’s law. For the Netherlands, expenditures with environment protection increase more than proportionately to economic growth, and for France that is the case of spending in housing and community amenities. In addition, Greece is the only country where two public spending items react more than one to one to growth.  相似文献

Seasonal food deprivation in Bangladesh, locally known as Monga, sometimes rises to the level of famine during the pre-harvest period of aman rice. An analysis of household income and expenditure survey data shows that income and consumption are lower during Monga than in other seasons, and that seasonal income greatly influences seasonal consumption. Econometric estimates reject the hypothesis of perfect consumption smoothing. In the northwestern region of greater Rangpur, rural households suffer disproportionately from Monga. Seasonal differences in poverty across regions are due mainly to differences in household-specific seasonality of income and consumption. Income diversification explains the lower incidence of income seasonality observed in non-Rangpur regions. To contain seasonal hunger in greater Rangpur, public policies should promote rural income diversification together with seasonal migration. A flexible microfinance scheme that provides both production and consumption loans on flexible repayment terms could help diversify income and reduce seasonality of income and poverty.  相似文献

We investigate how demand for both the financing and the provision of redistributive policies is affected by information about immigration and poverty. Information about immigration has a positive impact on desired tax progressivity among low-income respondents and a negative one among higher income earners. Information about poverty has no impact. On the provision side, middle- and high-income respondents increase desired public education expenditure in response to poverty, while low-income respondents reduce desired education spending in response to immigration. These heterogeneities are consistent with protectionist reactions to immigration and poverty.  相似文献

The issue of multidimensionality is well established in poverty research, and it is generally recognised that income alone is inadequate as a measure of social inclusion or quality of life (QoL). However, social policy still tends to address the different dimensions of QoL—such as poverty, health, housing and social cohesion—in isolation. This raises the question of the variation across dimensions or groups in the extent of multidimensionality. For instance, are housing or health problems experienced by people with a range of other QoL problems, or do they tend to occur in isolation? Does this differ between social risk groups, such as lone parents, older adults or children? The answers have implications for the service needs of people with health problems or with inadequate housing. We address these issues in this paper, analysing the 2013 quality of life module on the EU-SILC data for Ireland and adapting the adjusted headcount ratio methodology of Alkire and Foster to address the issue of multidimensionality.  相似文献

估计地方政府保障房实际支出与合理支出之间缺口的大小对于判断政府供给责任以及制定保障房建设规划具有非常重要的意义。为此,本文运用IMF较为齐全的40个国家(地区)2005-2007年的面板数据,估计了地方政府保障房的合理支出值,利用《2009年江苏省住房保障目标任务完成情况表》估算了江苏各市(县)政府保障房的实际支出值,以江苏各市(县)为例测算地方政府保障房支出缺口。估计结果表明,几乎所有地方政府均存在保障房支出的正缺口。经济发展水平居中且受到上级政府监管力度不大的苏中地区政府保障房支出缺口相对较大,苏南和苏北地区缺口相对较小。深化经济体制改革与加大监管力度双管齐下、约束地方政府非公共服务行为,有利于促使保障房的实际支出值等于或者接近合理支出值,从而缩小地方政府的保障房支出缺口。  相似文献

本文结合收入及健康、教育、生活状况、卫生状况和食物支出五个非收入指标,构建了“收入导向型”多维贫困指数,采用中国家庭追踪调查(CFPS)数据的农村子样本,考察多维贫困的识别、追踪和流动性问题。在比较了6维贫困指标和多维贫困指标对贫困识别的效果后研究发现,仅依据收入、教育和生活状况三个维度即可有效识别和追踪贫困家庭,并且在这三个维度下均处于贫困状态的农村家庭跳出贫困陷阱的概率显著低于一般收入贫困家庭。研究表明,扶贫政策应当在减少收入贫困基础上更多关注多重剥夺对贫困家庭整体福利的影响,并致力于提高贫困家庭的持续脱贫能力以增强其跳出贫困陷阱的可能性。  相似文献

Household budget data collected in 1966–1971 in eleven cities in six South American countries are used to define individual mean budget structures (means of budget shares across households). These structures are then compared by indexes of dissimilarity, calculated for the entire budget and also for major components: food, animal protein foods, nonfood, and housing and clothing. Differences among cities in real income account for much of the difference in the share of the consumer budget devoted to food, which in turn is a principal source of overall budget dissimilarity. Within the food and nonfood budgets separately, income is of somewhat less importance; prices and preferences become more significant. Budget structures tend for this reason to be similar for cities in the same country. The structure of nonfood spending also varies markedly between coastal and interior cities, largely because of differences in housing costs. The available price data account for dissimilarities which depend on the price of a single large category of spending, but they do not help explain structural differences involving many categories: prices seem more important for nonfood than for food expenditures. Regression analysis is used to weigh the importance of each variable contributing to dissimilarity.  相似文献

Recent studies have drawn attention to the high prevalence of stunting among children in rural India. In fact, these estimates point to more pervasive deprivation than conventional measures of poverty based on income or consumption expenditure shortfalls imply. Since stunting reflects cumulative nutritional and health deprivation, it is likely to persist despite higher incomes. With a view to shedding some new light on this issue, an analysis of the determinants of stunting is carried out, based on a recent all‐India survey of rural households. While income matters, other factors acting independently of it matter too. These include household size, whether household head is male, caste affiliation, mother’s age at marriage, mother’s age, age composition of children, male–female wage differences, hygiene and sanitation facilities, and prices of food items. So, while higher incomes will help mitigate stunting, careful attention must also be given to enhancing women’s autonomy through more remunerative employment opportunities for them, enabling households to improve hygiene and sanitation facilities, and facilitating more competitive local markets for food.  相似文献

This article evaluates the distribution of public expenditure on subsidized goods and services over income categories. It is argued that undifferentiated application of usual measures of dispersion must be rejected when judging the distribution of these expenditures, because there are hardly any subsidized goods and services for which the government aims at equal consumption. Such an application requires a normative distribution of expenditure. The normative distribution of expenditure is derived from a normative distribution of consumption and the distribution of normative charges. Central elements are needs of consumers and their financial capacity. The normative distribution of consumption is based on government intentions with respect to the goods and services under consideration.  相似文献

Knowing consumer reaction to changes in prices and income is important in formulating microeconomic policies, such as public utility prices and commodity taxation. This paper analyses the consumption patterns of consumer goods grouped into eight broad commodities in Sri Lanka during the period 1975–2016, using a system-wide framework. The analysis indicates that Sri Lankan consumers allocate more than half of their income to food and nearly four fifths of their income to food, housing, and transport combined. The estimated income and own-price elasticities reveal that food, housing, medical care, and transport are necessities; clothing, durables and recreation are luxuries; and demand for all commodities is price inelastic except for recreation. To investigate the consumption growth pattern, we decomposed the growth in consumption and change in budget shares of the eight commodities into income, relative price, and change in taste. We also simulated per capita consumption expenditure of the eight commodities under various policy scenarios and found that income growth has played a significant role in Sri Lankan consumption patterns.  相似文献

Despite a broad consensus on the need to take into account the value of public services in distributional analysis, there is little reliable evidence on how inclusion of such non-cash income actually affects poverty and inequality estimates. In particular, the equivalence scales applied to cash income are not necessarily appropriate when including non-cash income, because the receipt of public services is likely to be associated with particular needs. In this paper, we propose a theory-based framework designed to provide a coherent evaluation of the distributional impact of local public services. The valuation of public services, identification of target groups, allocation of expenditures to target groups, and adjustment for differences in needs are derived from a model of local government spending behaviour. Using Norwegian data from municipal accounts and administrative registers we find that the inclusion of non-cash income reduces income inequality by about 15% and poverty rates by almost one-third. However, adjusting for differences in needs for public services across population subgroups offsets about half the inequality reduction and some of the poverty decrease.  相似文献

Using detailed micro-level income and expenditure data, we study the effects of monetary and government spending policy shocks on income and expenditure inequality in the US from 1990 to 2018. We find that expansionary monetary and government spending policy shocks systematically decrease income, disposable income and expenditure inequality. There is evidence of time variation on the effects and monetary policy and transfer payment shocks. Various impulse responses suggest that the impacts of the policy shocks increase during and after the Great Recession. The responses of income and expenditures of households at different percentiles suggest that expansionary monetary and government spending policy have a larger positive impact on households with low income and expenditures relative to those at the top of the distribution. We do not find evidence of the significant impact of Quantitative Easing policies on income inequality, however, expenditure inequality appear to increase due to the policies.  相似文献

The pandemic of chronic non-communicable diseases (NCDs) poses substantial challenges to the health financing sustainability in high-income and low/middle income countries (LMICs). The aim of this review is to identify the bottle neck inefficiencies in NCDs attributable spending and propose sustainable health financing solutions. The World Health Organization (WHO) introduced the “best buy” concept to scale up the core intervention package against NCDs targeted for LMICs. Population- and individual-based NCD best buy interventions are projected at US$170 billion over 2011–2025. Appropriately designed health financing arrangements can be powerful enablers to scale up the NCD best buys. Rapidly developing emerging nations dominate the landscape of LMICs. Their capability and willingness to invest resources for eradicating NCDs could strengthen WHO outreach efforts in Asia, Africa, and Latin America, much beyond current capacities. There has been a declining trend in international donor aid intended to cope with NCDs over the past decade. There is also a serious misalignment of these resources with the actual needs of recipient countries. Globally, the momentum towards the financing of intersectoral actions is growing, and this presents a cost-effective solution. A budget discrepancy of 10:1 in WHO and multilateral agencies remains in donor aid in favour of communicable diseases compared to NCDs. LMICs are likely to remain a bottleneck of NCDs imposed financing sustainability challenge in the long-run. Catastrophic household health expenditure from out of pocket spending on NCDs could plunge almost 150 million people into poverty worldwide. This epidemiological burden coupled with population ageing presents an exceptionally serious sustainability challenge, even among the richest countries which are members of the Organization for Economic Co-operation and Development (OECD). Strategic and political leadership of WHO and multilateral agencies would likely play essential roles in the struggle that has just begun.  相似文献

Food expenditures and subsistence quantities of poverty status and non–poverty status US households are analysed within a Linear Expenditure System that postulates subsistence quantities to be linear combinations of demographic variables. Using the US Bureau of Labor Statistics' 1992 Consumer Expenditure Survey and Detailed Monthly Consumer Price Indices, this article obtains expenditure elasticities, own–price elasticities and subsistence quantities for each income group across nine broadly aggregated food commodity groups. Elasticity estimates and subsistence quantity estimates differ across income groups, supporting the premise that policies targeted at specific income groups should be based on the target group's elasticity estimates rather than average population elasticities. Parameter estimates are then used to simulate how subsistence quantities and own–price elasticities can be expected to vary according to the demographic composition of the household within a specific income group.  相似文献

I construct a two-period overlapping generations model in which longevity is positively affected by public spending on health services and negatively affected by pollution. It is shown that the parameters which determine the extent of environmental degradation (i.e., emission rate and pollution abatement) may also represent additional factors affecting the dynamics of the economy, the likelihood of multiple (non-trivial) steady-state equilibria and the emergence of poverty traps. The distribution of public spending between public health care and pollution abatement that maximizes equilibrium income is also derived. This distribution of spending minimizes the threshold which the economy needs to surpass in order to avoid a poverty trap while, under certain circumstances, it can maximize equilibrium welfare as well.  相似文献

本文利用安徽省城镇住户调查数据探讨了二次分配对城镇居民收入差距的调节效果。研究表明,个人所得税和最低生活保障制度对收入差距的调节效果微乎其微;社会保障支出在一定程度上缩小了可支配收入的基尼系数,但是考虑到单位对住房公积金、养老保险、医疗保险的配套支出,最终的结果扩大了城镇居民的收入差距;目前,养老金和退休金对调节收入差距的效果最为显著,但是养老金和退休金的收入差距也比较大。  相似文献

文章基于与2015年度诺贝尔经济学奖得主迪顿的接近理想需求系统 AIDS 来源相同的EASI需求系统 ,采用CHNS调查数据 ,运用 EASI需求系统实证分析了各类食品价格上涨对不同收入等级城镇家庭消费与福利的影响 ,并比较了收入补贴与价格补贴的经济效果.研究发现:(1)我国城镇居民动物性食品消费支出占食品总支出的比重最大 ,其次是粮食和蔬菜 ,城镇居民的食品消费结构为"动物性食品+粮食+蔬菜" ,这说明动物性食品价格上涨对我国城镇居民日常膳食消费的影响相对较大.(2)粮食价格对困难户和最低收入家庭的福利影响最大 ,动物性食品价格对较低收入家庭的福利影响最大.(3)对低收入家庭而言 ,当动物性食品价格上涨时 ,收入补贴政策的效果优于价格补贴政策 ;当粮食价格上涨时 ,价格补贴政策的效果优于收入补贴政策.文章最后从生产、补贴政策和分配制度的角度提出了政策建议.  相似文献
