This paper examines the controversy surrounding advance notice within the framework of a simple jobless duration model that is based on the differential search intensity of notified and nonnotified workers. The determinants of notice are also analyzed to evaluate whether the observed benefits are a chimera produced by sample selection, and a procedure is outlined for calculating the effects of mandatory notice using voluntary notice data  相似文献

A review of the literature on the empirical effects of advance notification of plant closings (voluntary and mandated), including the authors' recent study using data drawn from the 1984 Survey of Displaced Workers. suggests that advance notice reduces the probalility that displaced workers suffer any spells of unemployment and may also moderated temporary increases in area unemployment rates. There is little evidence of adverse effects of advance notice, either to workers or to firms. The implications for public policy are discussed.  相似文献

This article analyses the role of deviations from higher level collective agreements adopted in firm-level bargaining to regain higher labour mobility, net positive employment effects and a resurgence of labour productivity. Using Italian firm-level data, after performing preliminary pooled ordinary least squares and fixed effects estimates, we adopt a difference-in-difference approach combined with a propensity score matching. All the estimations show that opting out clauses notably increases both hiring and separations, but without significant variations in terms of net employment. In addition, no significant labour productivity gains are obtained. The only significant change concerns the increase in the share of temporary workers.  相似文献

The decline of collective industrial relations has shifted the focus of industrial relations research to the study of individual employment disputes. In this article, we investigate whether employer‐initiated workplace voice is associated with improved resolution of individual complaints or grievances workers make against employers. We find that our measure of workplace voice is associated with less serious problems, more informal methods of dispute resolution, more satisfactory outcomes for workers and lower quit rates. However, these findings need to be set against generally low rates of satisfactory dispute resolution for all employees in our sample.  相似文献

Using a large linked employer–employee data set for Germany, we find that the existence of a works council is associated with a lower separation rate to employment, in particular for workers with low tenure. While works council monopoly effects show up in all specifications, clear voice effects are only visible for low tenured workers. Works councils also reduce separations to nonemployment, and this impact is more pronounced for men. Insurance effects only show up for workers with tenure of more than 2 years. Our results indicate that works councils to some extent represent the interests of a specific clientele.  相似文献

This paper investigates the effects of advance notice of impending job loss on the length of jobless spells of displaced workers. We evaluate the performance of a formal search model and offer a generalization of the model that provides an alternative but related approach to the most recent empirically based literature. Evidence of gains from early search are found for all broad gender-occupation groups except blue-collar males.  相似文献

Based on a survey of organizations that have collective agreements covering part-time workers, this study reveals that flexibility in scheduling work and employees' preference for part-time work are the two most important reasons for hiring part-time workers in unionized organizations. Unlike most of the literature on part-time work and workers, this study's results suggest that savings in wages and benefits are of minor importance in hiring part-time workers covered by collective agreements.  相似文献

This article uses data from the 1990 and 1993 panels of the Survey of Income and Program Participation to analyze relationships between disability status and job mobility. We identify individuals who experienced voluntary or involuntary job separations over a 20-month period and examine the effect of disability status on rates of job change and wage growth following a job change. The results show that disabled workers are more likely to experience involuntary job changes than are nondisabled workers, but there is little difference in the wage effects of job changes by disability status.  相似文献

Fewer than 50% of British employees now have their pay and conditions affected by collective pay-setting institutions — collective bargaining or wages councils. This paper charts the historical context for the current picture of a decollectivized Britain, constructing a time series on coverage from 1895 to 1990. Extant estimates and sources of coverage data are presented and discussed alongside estimates drawn from a source used only sparingly before now — the number of workers affected by changes in wage rates of national agreements or wage orders. The recent decline in collective bargaining coverage is the most prolonged ever recorded and has been noticeably steeper than the fall in union density, such that the proportion of British workers covered is lower now than in the 1940s. With the abolition of wages councils in 1993, collective pay-setting machinery now affects the pay and conditions of fewer workers than it did in the 1930s.  相似文献

This paper examines the association between individual-level cultural values and employees’ commitment to, and citizenship behaviors towards, their employing organization and union. Based on a study of Chinese manufacturing workers, several significant findings emerged, most notably that workers distinguished clearly between the organization and union as foci for commitment and that horizontal, but not vertical, collectivism was positively associated with union commitment and union citizenship behavior. Our results suggest the need to differentiate between horizontal and vertical collectivism when considering the effects of cultural values on attitudes towards unions and collective action.  相似文献

As collective bargaining in the United States declines, diverse forms of worker representation are proliferating. Strategic dilemmas of representation are central to the diverse organizations and coalitions representing disparate aspects of workers' interests. Unions continue to bargain collectively, while forming alliances with other groups and providing an array of services to members. Other organizations and loose associations represent specific aspects of workers' interests and advocate on their behalf while stopping short of collective bargaining. This article compares the scope, objectives and methods of worker representation by unions and non‐bargaining actors. It argues that the key dilemmas of which workers to represent, over what issues and through which organizational forms, apply both to unions and to non‐bargaining actors, such as community organizations, and advocacy groups, which represent select interests of particular workers. These non‐bargaining actors are key strategic allies for unions. While these organizations do not take on collective bargaining, they are sometimes better positioned to represent other key needs and interests of workers. The legal‐political and mutual insurance needs of workers are sometimes well met by these emergent groups. However, these organizations do not, and cannot, provide the advantages of traditional collective bargaining.  相似文献

In non‐profit organizations (NPOs), volunteers often work alongside paid workers. Such a co‐production setting can lead to tension between the two worker groups. This article examines for the first time if and how volunteers influence the separation of paid employees, and thus it contributes to the debate over whether volunteers can substitute paid workers. Using Austrian data at the organizational level, we find a significant impact of volunteers on the separations of paid workers in NPOs facing increased competition. These findings support the assumption that a partial substitution effect exists between paid workers and volunteers.  相似文献

We investigate migrant construction workers’ experiences in the Former Soviet Union, examining their attitudes to other ethno-national groups, unions and collective action. Industrial relations and migration studies view migrant workers’ hypermobility and diversity, under conditions of low union coverage and rising nationalism, as potentially obstructing consciousness-raising and mobilizing. Workers in our study faced union indifference, ethno-national segregation and discrimination. However, managerial abuses, informality and contestation from below led to spontaneous mobilization. Lack of institutional channels to solve these disputes drove workers’ further mobility. Complex mobility trajectories and collective action translated into increased awareness of collective interests and rejection of nationalist ideologies. The outcome is ‘multinational workers’ potentially resistant to nation-state politics and capital's logics but also aware of the value and usefulness of collective solidarities. Thus, previous arguments solely associating exit with individualistic attitudes, and post-socialist legacies with workers’ quiescence present only partial pictures.  相似文献

Using Belgian linked employer–employee data, we examine how collective bargaining arrangements affect the relationship between firms' profitability and individual wages via rent‐sharing. In industries where agreements are usually renegotiated at firm‐level (‘decentralized industries’) wages and firm‐level profits are positively correlated regardless of the type of collective wage agreement by which the workers are covered (industry or firm). On the other hand, where firm‐level wage renegotiation is less common (‘centralized industries’), wages are only significantly related to firms' profitability for workers covered by a firm‐level collective agreement. Thus, industry‐wide contracts that are not complemented by a firm‐level collective agreement suppress the impact of firm profits on workers' wages in centralized industries.  相似文献

This paper uses longitudinal data from Australia to examine the extent to which overskilling—the extent to which work‐related skills and abilities are utilized in current employment—is a transitory phenomenon. The results suggest that while overskilled workers are much more likely to want to quit their current job, they are also relatively unconfident of finding an improved job match. Furthermore, some of the greater mobility observed among overskilled workers is due to involuntary job separations, and even where job separations are voluntary, the majority of moves do not result in improved skills matches.  相似文献

This article develops a theoretical model of collective action at work using the key concepts of mobilization triggers, facilitating factors, and inhibiting factors. It then illustrates the value of this model for understanding why a low‐pay, low‐skill, blue‐collar manufacturing facility remained non‐union, drawing primarily on the accounts of a limited sample of redundant workers. These accounts are used to demonstrate the importance of social contexts where inhibiting conditions dominate and where management practices succeed in gaining worker consent and forestalling a collective response from workers.  相似文献

We examine the effects of collective bargaining legislation, such as (among others) bans on replacement workers and reinstatement rights, on private sector strike activity and wage settlements using Canadian data from 1978 to 2008. Our estimates indicate that this legislation does not have a statistically significant effect on the incidence of strikes. However, we do find that some of the policy variables have a statistically significant effect on strike duration and wage settlements.  相似文献

The obstacles that discourage organizing among high-tech workers are well documented in the industrial relations literature. Discussion about factors that help workers overcome these obstacles, however, is sparse. This case study uses interviews and other evidence to analyze how high-tech workers formed the Washington Alliance of Technology Workers (WashTech/CWA). I find that WashTech/CWA improved constituents' working conditions through attempts to engage in collective bargaining, mutual benefit activities, and political action. WashTech/CWA is having greater success using mutual benefits, such as information and training services, and political action in part as a result of the obstacles workers encountered when trying to access collective bargaining.  相似文献

Using a large‐scale linked employer–employee dataset from western Germany, this paper presents new evidence on the wage premium of collective bargaining contracts. In contrast to previous studies, we seek to assess the extent to which differences in wages between workers in covered and uncovered firms arise from the nonrandom selection of workers and firms into collective bargaining coverage. By measuring the relative wage changes of workers employed in firms that change contract status, we obtain estimates that depart considerably from previous results relying on cross‐sectional data. Results from analyzing separate transitions show that leaving industry‐level contracts is associated with subsequent wage losses. However, the results from a trend‐adjusted difference‐in‐difference approach indicate that particularly the transitions to no coverage appear to be associated with negative shocks. Overall, our findings provide no evidence of a “true” wage effect of leaving wage bargaining, once we account for differences in pretransition wage growth.  相似文献

This study develops and tests a model of union effects on staffing practices. Unionism is found to be associated with fewer recruitment sources—suggesting that unionism reduces the need to increase applicant supply. Some data suggest that unionization increases the use of formal selection methods—consistent with arguments that higher costs make it important that the best applicants be selected. Other data support the idea that unions resist selection practices that break down the collective identity among workers.  相似文献
