This paper analyses the impacts of information and communications technology on output and labour productivity growth in Finland in 1995–2005. Information and communications technology (ICT) accounted for 1.87 percentage points of the observed labour productivity growth at the average rate of 2.87 per cent. The contribution from increases in ICT capital intensity was 0.46 percentage points. The rest is attributed to multi-factor productivity growth in ICT production, especially in telecommunications production. The ongoing outsourcing of ICT production to low-wage countries provides a threat to productivity performance in the future. Policy makers should consider where the next wave of productivity growth will come from.  相似文献

This study investigates the contribution of modern communication infrastructure characterized by high speed broadband access network on the productivity growth, production structure and factor demands for US industries and for the aggregate economy. To evaluate such contribution, we modify the traditional cost function by incorporating communication infrastructure as input in production process in conjunction with other public infrastructures. The network externality and spillover effect of broadband access technology are captured by introducing broadband penetration rate as a shift factor in industry level production function. Empirical results show that the increased use of modern communications infrastructure increases the productivity of all industries with wide variations across industries. Estimated impacts on input demands show that increase in use of communications infrastructure service saves labor and materials and increase the demand for private capital. Finally, aggregate social rate of return on such investment has been estimated for policy implications.  相似文献

In this article we discuss the nature and productivity of informal innovation networks, i.e. informal collaborative arrangements between organizations engaged in product or process innovation. Such networks can be used in any phase of the innovation process, but their informal nature makes them especially suited for its fuzzy front end. We explore their potential in technology exchange and learning on the basis of a combination of organization network theory and knowledge management theory. We discuss issues in network governance and network operational management and discuss the basic dilemma – which we named the Daphne-dilemma – facing attempts to improve the productivity of informal innovation networks: too little management effort may lead to under-exploitation of their potential and poor productivity, but too much management effort may destroy their informal nature and hence their creative and explorative potential.  相似文献

Integrated broadband networks are very costly, but many US industry analysts believe their introduction to the residential sector should be a national policy goal. Unfortunately current policy towards fibre-to-the-home is inherently unstable, and pits public and private needs against one another. A choice must be made between a public infrastructure approach, in which social costs and benefits are given greatest weight, and a private market paradigm, where communications networks develop according to market forces. This article assesses the telecommunications needs of developing countries and the possibility of using satellite communications to meet those needs. Three primary technological factors provide a guide to this application: small inexpensive satellite earth stations can provide a solution to the problem of limited ground facilities; satellites can operate in a broadcast and multiple acess mode as well as in a conventional point- to-point mode; and, the capacity required to support a single interactive digital terminal is about 1000 times less than that required to support a voice telephone and abput 1 000 000 times less than that required for video transmission. These factors lead to consideration of new forms of national networks based on satellites, microprocessors and small earth stations which do not follow the North American model. These new advanced forms of networks can co-exist with conventional voice networks, and can provide a realistic alternative for consideration by national telecommunications authorities.  相似文献

Quantifying the impact of new technologies on economic activity has proven notoriously difficult. Indeed, it has taken decades of research to understand confidently the linkages between the advances in information, communications, and technology (ICT) spawned by the personal computer and aggregate economic activity. Today, the rapid deployment of broadband technology presents economists with this same challenge. In this paper, we explore the foundations of network and growth externalities that are associated with broadband deployment. We find that both theoretical and empirical models that better specify the micro-transmission paths in which broadband are likely to enhance economic output, employment and productivity are needed.  相似文献

Communication networks in R & D laboratories are shown to have structural characteristics, which when properly understood can be employed to more effectively maintain the laboratories' personnel abreast of technological developments. Informal relations and physical location are shown to be important determinants of this structure. Informal relations can be developed through formation of project teams and intergroup transfers and loans. The effect of physical location on communications is especially strong and should be given serious consideration when designing research facilities.  相似文献

A wide variety of machines and human users in separate organizations communicate with one another via interconnected computer networks. The development and use of these Inter-Organization Networks (IONs) has serious implications for the public telecommunications infrastracture. It is increasingly unclear where the ION participants' networks end and the public network begins. This article defines and gives examples of IONs, and discusses the primary policy issues raised by their use. In order to understand and predict policy outcomes, the relationships between technical, organizational and policy variables are discussed in detail. The model presented illuminates the strategic significance of IONs. The analysis focuses on the new economics of interorganization communications introduced by this telecommunication-based innovation.  相似文献

This paper investigates the hypothesis that technological convergence has been a major driving force for the recent productivity increase in Korea. Based on the dynamic panel data of Korean industries, the direct impact of information and communication technology (ICT) on labor productivity is assessed through growth accounting, and the indirect network effect of ICT on industrial total factor productivity (TFP) is estimated. The results confirm the essential role of broadband networks for successful convergence. The policy implications for the regulatory change are drawn from the empirical analysis.  相似文献

The hypothesis is put forward that, after three decades of stability, there is now the prospect of significant change in the vertical and horizontal structure of the mobile market place. On the supply side, significant factors are, first, the availability of a new and very powerful form of mobile connectivity in the shape of 5G, and second, software defined networking, which allows a single network to provide a variety of heterogeneous services or ‘slices’. On the demand side, the digital transformation of the whole economy (and not just the communications sector) creates the need for diverse communications functions operating in a universe with a much wider set of digitally transformed services.Mobile operators will find themselves contesting customer relationship with firms or other organisations providing these services in an integrated fashion, and thus risk replacing their direct link with end users with becoming the wholesale supplier of an expanded but ‘commoditised’ communications product. We may also observe fewer radio access networks; more competitive backhaul; and the (partial) vertical disintegration of mobile network operators. The regulatory changes implied may include heavier regulation of fewer RANs, and the need for market analyses to confront situations in which network operators sell more and more of their services to a variety of heterogeneous content and application providers – some of them exercising substantial levels of market power.  相似文献

Recent technological developments make it possible to provide all telecommunications services (TV, telephony and internet) via the TV cable and fixed telephony network. Moreover, a new infrastructure based on optical fibre (to the home) is emerging in some places, which may in the future replace both existing networks. Making use of the available economic literature, the paper analyzes some of the consequences of the emergence of one electronic communications market. It focuses on two policy issues: the consequences of convergence of technologies and competition between networks for regulation in the short and medium runs, and the role of public investment in the rollout of optical fibre. It concludes that the present state of regulation may have some undesirable effects in the face of convergence and that public investment in a new general purpose infrastructure may have important advantages.  相似文献

The Independent Commission for World-Wide Telecommunications Development (Maitland Commission) reported that telecommunication networks, including public telephone systems, are an infrastructure which aids economic development throughout the world. The Commissions objective is to bring the majority of the world's population within easy access of a telephone and, in time, other communications services. Development in the Pacific Islands region is slowed by a lack of efficient communications. The islands are spread over 29 million square kilometers of ocean and extremely vulnerable to natural disasters. Pacific Island Nations (PINs) have problems of foreign exchange, skill shortages, and poor credit terms. Telecommunications infrastructure audits showed the overall regional teledensity of 3 telephones per 100 population. The individual countries vary form 8.3 in Fiji to 1.5 in Papua New Guinea and 25.2 in New Zealand. The population of the developing island countries is in mostly rural areas where there is a chronic shortage of telephones. The constraints on radio systems can be overcome with satellite technology. The new technologies are coming on the market faster than these countries can afford to handle them. By using satellite technology and sharing facilities PINs can greatly reduce the cost of telecommunications systems. Fiber optic cables will be used to carry large volumes of traffic over major routes while satellites can be used for a array of services for the smallest PIN nation to the largest route rim country. Work is being done to standardize the equipment specifications and to develop policies for the coordination of regional telecommunications training. To further facilitate communications development in this area, changes need to be made in international funding priorities for development, and recommendations by the Maitland Commission must be taken seriously.  相似文献

I find that school union representatives’ ‘boundary spanning’ communications throughout the school district predict the diffusion of knowledge between schools. Hence, my data reveal school union representatives as critical conduits for improvement‐related knowledge transfer and innovation. Yet, I also find that these external networks interact strongly with the level of workforce participation characterizing each school: The effects of external networks on internal knowledge diffusion are considerably stronger in more participative schools compared to less participative schools. This research contributes to industrial relations scholarship by demonstrating how union‐related institutions can foster unique social structures that directly strengthen innovation‐related capabilities, as well as how the efficacy of these networks depends on managerial norms at different areas of the organization. This study is also of timely practical relevance at a time when labour unions are increasingly painted as obstacles to, rather than potential facilitators of, improvement and innovation.  相似文献

This paper analyses the impact of information and communications technology (ICT) on the productivity growth in Korea with the dynamic general equilibrium (DGE) model including investment-specific technological change. According to the balanced growth path analysis, ICT investment-specific technological change accounts for 18.8% to labor productivity growth in 1995–2005, then 14.3% in 2006–2015, and the decline in the rate of ICT investment-specific technological change has contributed to the slow productivity growth since the mid-2000s. In cyclical fluctuations, ICT investment-specific technological shocks were significant in output variance in 1996–2005, but neutral technological shocks and non-ICT investment specific shocks became dominant in 2006–2015. In sum, it can be concluded that the impacts of ICT investment-specific technology have diminished in the growth path and cyclical fluctuations. The result that increased (decreased) ICT investment intensity with faster (slower) ICT investment-specific technological change lead to higher (lower) productivity growth indicates that Korea has been a case against the productivity paradox, and sustained technological progress in ICT and expansion of ICT usage could have boosted the productivity growth. Therefore, this study implies that facilitating ICT progress and ICT usage outside of the already well-performing ICT manufacturing can help Korean economy raise the productivity growth rate.  相似文献

Aspects of communications between people working in R&D laboratories and their customers in the operating divisions of a company have been analysed, based on a series of in-depth interviews with people working in British Telecommunications plc (BT) Laboratories. Formal and informal communication channels interact to some extent, and their use is affected substantially by the type of customer for a particular project. Senior managers use informal networks to a greater extent than managers at lower levels, and are more likely to communicate about process rather than project matters.  相似文献

The Internet is evolving as a powerful force in the new marketplace where the nexus of competition has changed from individual firms to efficient supply chain networks both between firms and within industries. This study explores Internet adoption patterns and operational applications in US supply chain networks. The data reveal that the integration of the Internet into supply chain management applications has increased and has moved away from indiscriminate application of novel Internet technologies towards becoming a focused endeavor with precise expectations and measurable goals. Specifically, the study finds that Internet usage within supply chains is maturing as evidenced by enhanced and increased productivity, reduced costs and increased profit for participating firms.  相似文献

In the late autumn and early spring of 1977–1978, four ‘small research communities’ began using EIES, a computer-mediated communications system. The purpose of the operational trials was to see if the use of a system of this type to tie together geographically dispersed scientists working in the same research speciality area would increase the communication and productivity within the groups. All four groups were charged with assessing the impact of the system upon their members. In addition, the Division of Mathematical and Computer Science funded an overall study which provides comparable data across groups. This article summarizes the data collected in the ‘preuse’ and ‘three-month follow-up’ stages of the project. The distributions of usage, reasons for low use, and subjective evaluations of the system by its users are presented.  相似文献
