Following the FCC's decision to partially deregulate radio, attention is now focusing on the possibility of television deregulation. The authors review the radio deregulation decision and apply similar criteria to television. Debate centres around government v marketplace control; the extent to which stations meet FCC standards for information, local and total non-entertainment programming; and, the effect of deregulation on provision of non-entertainment programming. The real question is when should deregulation take place. The authors suggest that the FCC and Congress should pave the way for deregulation by encouraging competition. 相似文献

Technological advances in satellite communications and changes in regulatory philosophy in the USA came together at the end of the 1970s to foster a new medium — direct broadcasting by satellite (DBS). DBS, similar to other new television distribution systems, holds the promise not only of serving the people who cannot be reached by conventional television systems, but also of offering diverse programming to existing television audiences. However, the potential problems raised by the FCC's interim DBS regulations might jeopardize the economic viability and the development of future DBS systems in the USA, and might affect the interests of DBS audiences. 相似文献

Evidence from the Pacific and elsewhere suggests that countries deregulate their telecommunications sectors as economic development proceeds. Theoretical considerations support this, since arguments for (against) deregulation are mostly applicable to industrialized (developing) countries. Several such arguments are surveyed. Actual instances of telecommunications deregulation in Pacific countries are also cited to confirm this hypothesis. The scarcity and simplicity of telecommunications in early development stages favour cooperative, regulated solutions; as technological progress makes services more abundant and varied, competitive, deregulated approaches become more attractive. 相似文献

Considerable work has been reported on the tradeoffs associated with direct broadcast satellite (DBS) systems. These studies have considered total investment costs (space segment plus ground segment), but have not dealt with a number of other business-related parameters which affect system design. This article addresses some of these issues from the viewpoint of a commercial entity in the USA. It considers intial financing, short-term v long-term competitive advantages, system features v cost, effects of partially shifting the investment burden to the consumer, technology improvements, satellite constraints and economies of scale, flexibility, commercial alliances, and regulatory constraints. Examples are given to illustrate the tradeoffs involved and the effects of some of the factors. 相似文献

Since initially presented in the 1982 Department of Justice Horizontal Merger Guidelines, market definition has been adopted nearly worldwide as a framework to see if a merger would substantially lessen competition. This framework is useful for addressing the similarly counterfactual question of whether forbearance from regulation would lead to an increase in prices. In this context, however, the usefulness of a merger-based market definition is limited. Because the alternative to forbearance is regulation, and since some regulated rates may be below competitive levels, finding that deregulation would lead to market power as defined for mergers need not justify continued regulation. Forbearance in telecommunications highlights market definition questions regarding gross vs. marginal substitutes, dynamic efficiencies, and service bundling. It also reveals ambiguities in the meaning of “geographic market.” Market definition also has limited applicability if regulation exists not to prevent high prices but the abuse of dominance through predatory pricing. 相似文献

Changes in the state of telephony markets paved the way for significant regulatory and legislative reforms in the telecommunications sector in the 1990s. In Canada, the 1993 Telecommunications Act was enacted to promote the emergence of competitors in a market that had until then been dominated by regional monopolies. This paper examines the Canadian telecommunications regulatory framework and analyzes the regulatory privileges given to new entrants at the expense of former telecommunications monopolies. Such regulations, which were meant to induce competition, ended up hurting consumers and distorting the market process. This paper also shows how the Canadian government recently eliminated many of those regulations by seizing control of the policy agenda from the telecommunications regulator. 相似文献

The issue of determining the types and quality of interconnection between US telephone companies and their new competitors is addressed. Instead of prescribing a detailed solution, a regulatory commission should establish ground rules for negotiations, ie ‘market rules’. Presents a method for estimating the impact on national development of installation of telecommunication facilities in rural areas of developing countries. A methodology developed by Hardy is applied to three groups of developing countries and a hypothetical rural region to estimate the impact on GDP per thin route satellite earth station installed over a ten year period. A logarithmic relationship between telephone density and impact on GDP per earth station is found, so that the impact per earth station increases with lower telephone densities. The model can be used to estimate the impact on national GDP of telephone installations and/or thin route earth stations in regions of low telephone density. 相似文献

This article examines the recent strategy adopted by the US television production industry in coping with the changing worldwide media environment. Developments in the USA include the commercial networks' declining audience share, the increasing penetration of cable TV, and spiralling production costs; abroad, the coming of age and increased sophistication of the televesion industry and the strengthening of programme import regulations are significant. Access to foreign markets is becoming critical to the financial equation of US producers and distributors of high-budget TV programmes. The authors examine the broadband digital divide by analyzing the impact of policy and regulation on broadband Internet diffusion. Their multiple regression analysis shows factors that determine broadband diffusion in technologically developed countries do not necessarily have the same impact in less developed countries. They show that in technologically developed countries, there is greater broadband diffusion in countries that make a higher financial investment in information and communication technologies (ICTs), have effective governing practices at the national level, have higher levels of education, and are more urban. In technologically developing nations, a competitive telecommunications sector and higher investment in ICTs lead to greater broadband diffusion, with investment having an even larger impact in the developing world than in the developed world. In addition, stronger democratic political institutions, higher levels of national income and lower levels of income inequality increase diffusion, but the presence of a national telecommunications regulatory authority has a negative impact. These results suggest that the path to widespread availability and use of broadband requires different strategies depending on a nation's level of technological development. 相似文献

The USA has steadfastly held to a flat rate for local telephone service, whereas most other countries are characterized by a user-sensitive (measured service) system of pricing. Economic theory suggests some method of measured service pricing more accurately reflects the true costs of local service. This article seeks to determine how many US consumers could be induced to switch to measured service pricing, and using ordinary least squares, derives a model of the demand for measured service. The factors are identified that will induce the US population to move towards a measured service rate structure. The findings indicate that consumers are quite responsive to both relative price (between a local flat rate and a measured service rate) and advertising. 相似文献

Numerous studies document the relationship between telecommunications and economic development. The main types and relative merits of these are summarized. The paper argues that more of the same will do little to help promote accelerated telecommunications investment in developing countries as needed. Rather, the efforts should now mainly concentrate on conveying existing sector knowledge to governments and international agencies. Since partial deregulation in 1980, there has been a massive consolidation of firms in the U.S. railroad industry premised
largely on efficiency gains. We estimate a cost function and use it to calculate cost effects for specific mergers and for
all mergers at the industry level from 1983–2003. Our central results are that consolidation in the railroad industry accounts
for about an 11.4 percent reduction in industry costs (more than $4 Billion in 1992 prices), and that while there are tremendous
differences across mergers with respect to the direction, level, timing, and source of cost impacts, most mergers result in

Students in developed countries preparing for overseas careers in agricultural development may not appreciate the value of studying their own country's agricultural system, especially its history. Three topics chosen from the agricultural development of the USA show the relevance of such studies: disposition of the public lands, programmes to help sharecroppers in the cotton-producing South in the 1930s, and interagency conflicts and institutional factors in the overall agricultural programme of the 1930s.
