Research Summary: We use a large‐sample inductive approach to explore the impact of two social liberalization policies (legalization of same‐sex civil unions and medical marijuana) and one anti‐liberalization policy (passage of abortion restrictions) on innovation. First, we show that liberalization policies increase state‐level patenting, while the anti‐liberalization policy reduces patenting. Next, we examine three possible mechanisms that could explain the findings. The results suggest that liberalization policies can increase the collaboration diversity of inventors, and hence, the rate, novelty, and impact of their innovation output, through promoting more liberal views and more openness to diversity. We also find speculative evidence that social liberalization policies increase entrepreneurial entry through promoting more diverse social interactions. We do not find evidence for liberal policies attracting top inventors from other regions. Managerial Summary: How does the social context impact the rate and direction of innovation? This article examines this question by exploring the impact of two social liberalization policies (legalization of same‐sex civil unions and medical marijuana) and one anti‐liberalization policy (passage of abortion restrictions) on innovation in the United States. We first show that liberalization policies increase patenting, while the anti‐liberalization policy reduces patenting. Further analyses highlight the impact of these policies on individuals’ openness to diversity as a driving mechanism. We show that inventors collaborate with more diverse partners after the implementation of liberalization policies, producing more innovations and more novel and impactful ones. We discuss the implications for firm location decisions, the impact of corporate social responsibility on innovation, and sources of regional competitive advantage.  相似文献

The deployment of Arabic, Chinese, and Cyrillic top-level domain names is explored in this research by analyzing technical and policy documents of the Internet Corporation for Assigned Names and Numbers (ICANN), as well as newspaper articles in the respective language regions. The tension between English uniformity at the root level of the Internet׳s domain names system, and language diversity in the global Internet community, has resulted in various technological solutions surrounding Arabic, Chinese, and Cyrillic language domain names. These standards and technological solutions ensure the security and stability of the Internet; however, they do not comprehensively address the linguistic diversity needs of the Internet. ICANN has been transforming into an international policy organization, yet its linguistic diversity policies appear disconnected from the diversity policies of the United Nations, and remain technically oriented. Linguistic diversity in relation to IDNs at this stage mostly focus on the language representation of major languages that are spoken in powerful nation-states, who use the rhetoric of national pride, local business branding, and inclusion of non-English speakers. This situation surfaces the tension between nation-states and the new international governing institution ICANN.  相似文献

Undernutrition and low dietary quality remain widespread problems in poor population segments, especially among smallholder farmers in sub-Saharan Africa. Hence, the question how smallholder systems can be made more nutrition-sensitive is of particular relevance for research and policy. Recent studies analyzed whether increasing farm production diversity may help to improve nutrition. Most existing studies found a positive but small effect on dietary diversity on average. The underlying mechanisms were not examined in detail. This article tests the hypothesis that the effect of farm diversity on nutrition is small because production diversity is positively associated with dietary diversity obtained from subsistence production but negatively associated with dietary diversity obtained from the market. This hypothesis is confirmed with data from Kenya, using different indicators of production diversity and dietary diversity scores at household and individual levels. The results underline the important role of markets for smallholder diets and nutrition. Hence, strengthening markets and improving market access should be a key strategy to make smallholder systems more nutrition-sensitive.  相似文献

Many EU citizens are concerned about animal welfare. The policy literature has responded to these concerns by suggesting a variety of policy instruments to policy makers. However, a gap in knowledge exists regarding which instrument should be applied under which conditions in the policy environment. This article presents the results of multiple inductive case studies of eight European countries to better understand the contingencies to animal welfare policy instruments and to further complement the framework of policy instruments available to policy makers. The qualitative evidence from this study is presented in the form of a policy decision tree indicating instruments likely to be effective under given conditions. The findings suggest that a “one size fits all” solution for animal welfare in the EU is unlikely to be effective and that although a market-based policy within the current EU context is in many cases inevitable, the barriers are numerous and require policy instruments tailored to the specific context.  相似文献

Increasing interdependencies and deepening uncertainty change how the information society can be governed sustainably. In response, policy approaches worldwide are being reconsidered and new approaches developed that are more appropriate to these conditions. This article explores the conditions under which policies that worked in the past remain appropriate and when they will likely fail. It explores the role of dynamic analytical frames and a reconsideration of the normative principles of information society policies in overcoming these weaknesses. New instruments and policy arrangements that are considered include the establishment of boundary conditions (“guardrails”) for players, reliance on adaptive forms of policy, and reliance on ethics across all layers of governance. Driven by the global heterogeneity of values and the diversity of historical, economic, political, and cultural conditions, national and global governance arrangements will likely become more multi-centric. To avoid regulatory drift and fragmentation, policy must strive to create dynamic learning systems that help to continuously improve information society governance.  相似文献

This paper examines how and why activist groups representing marginalized communities of color are increasingly engaging in communications technology policy issues, particularly in relation to issues of digital access and representation. It explores three distinct but related case studies to disentangle the issues and concerns of a range of communities of color, and the challenges and opportunities for their advocates in navigating the highly technical communications technology policy arena: the first case study, which centers on the NAACP's original opposition to net neutrality, reveals the primacy of issues surrounding the “digital divide” to populations of color, and the difficulties of engaging in technical conversations surrounding Internet governance when issues of access persist. Meanwhile, the second case reviews the campaign by Free Press to promote set-top box liberalization as an issue of representation and diversity to both policymakers and citizens. The final case, which examines the work of the Tribal International Carrier to build an alternative internet service network for Native populations, highlights the precarity which organizations must strategically navigate in order to mitigate the influence of both the state and large corporations over Internet policy issues in order to both serve and represent their constituents. In all, this paper presents and extends upon a novel approach to communications policy research, foregrounding the need to integrate critical race frameworks and, relatedly, to center the breadth, depth, and lived experiences of communities of color, which can therein facilitate more inclusive digital media and communication environments and policy structures.  相似文献

We conduct a firm‐level, 6‐year longitudinal analysis on the impact that racial diversity in human resources has on financial performance. When considering short‐term performance outcomes, we predict a curvilinear relationship between diversity and performance (i.e., firm productivity). Although we find evidence of a U‐shaped relationship between racial diversity and productivity, the relationship is stronger in service‐oriented relative to manufacturing‐oriented industries and in more stable vs. volatile environments. For longer‐term profitability, we propose and find support for more of a positive linear relationship between diversity and performance (i.e., Tobin's q) than a nonlinear one. This linear effect is stronger and more positive in munificent compared to resource‐scare environments. Thus, we aid in reconciling existing, often contradictory, studies by demonstrating the potential short‐term vs. long‐term impact of racial diversity on performance. Walter Adams is one of the strongest critics of the Chicago School of Economics. Yet he was trained at the University of Chicago. This article traces Adams' education in economics and delineates two distinct Chicago traditions of antitrust policy. Adams is linked to the earlier Chicago tradition of Henry Simons and, to some extent, Frank Knight. The consistency of Adams' policy views on antitrust is shown and the connection of these views to pragmatism and Jeffersonian precepts is argued.  相似文献

Research summary : This article examines the effects of an R&D team's composition on its performance outcomes in hypercompetition. The fundamental feature of firms in hypercompetitive settings is that they are constantly challenged to improve their competitiveness in a relentless race to outperform one another. Analyzing a unique data set from the Formula 1 motorsport racing industry, we find an inverse U‐shaped relationship between team diversity in task‐related experience and performance an important result that diverges from well‐established theories developed in more stable environments. Fundamentally, we show that the role of R&D team experience diversity varies depending on the size of the organizations in which R&D teams operate. While we find a moderating effect for firm age, this effect is not as robust as that of firm size. Managerial summary : This article examines the relationship between R&D team composition and performance in fast‐moving environments. Firms in these environments are constantly challenged to improve their competitiveness by outperforming one another. Analyzing a unique data set from the Formula 1 motorsport racing industry, we find that a team's diversity in job‐related experience increases its performance up to a certain extent. Once R&D teams become too diverse, performance decreases because communication and coordination become more difficult. We also show that the role of R&D team diversity varies depending on the size of the organizations in which R&D teams operate. Mexico is by far Latin America's largest trader and the country with the most free trade agreements. Notwithstanding the success of its trade policy, the liberalization of its telecommunications sector was limited and generated a dispute at the WTO. This article offers an overview of Mexico's trade policy, with special emphasis on its policy regarding trade in telecommunications services and the 2002–2004 Mexico–United States dispute over telecommunications at the WTO. The dispute is the first one over trade in telecommunications services at the WTO and has generated interest among many developed and developing countries.  相似文献

This paper extends previous work in the development of a methodology for ill-structured policy problems. It argues that recent advances in the structure and logic of argumentation allow one to develop a new basis for treating policy issues. In brief, policies may be viewed as the outcome of a process of reasoning (argumentation) whose purpose is to establish the basis (rationale) for the policy. This paper shows how the tools of symbolic logic may be applied to handle arguments containing strong inconsistencies. The tools presented allow treatment of one of the most fundamental issues concerned with ill-structured problems, the divergence between opposing formulations or perceptions of a problem.  相似文献

This paper examines the relationship of performance with product and international diversification on Japanese multinational firms from 1977 to 1993. We show the relationships between diversification and performance change over time through the use of multiple time periods and accounting for keiretsu membership. Results show that while diversity strategies vary between keiretsu and non‐keiretsu firms, performance is not much different. Across time periods, performance varies considerably, but strategies are less variable. Product diversity has weak effects on firm performance only in one time period, while international diversification has negative profitability and positive growth consequences in in some periods. These results suggest first that diversification strategies and their effects on performance vary across time periods and generally produce some unexpected findings. Spectrum license auctions are widely recognized by economists as more efficient than lotteries or administrative approaches to allocate exclusive rights to spectrum. But whether spectrum auctions are the most efficient spectrum policy still generates debate, in part because the answer may vary depending on exactly what is being optimized, what else is assumed or held constant, and the policies to which one is comparing spectrum auctions. This paper examines the complex confluence of US spectrum policy and fiscal policy. It concludes that economically efficient spectrum policy requires several distinct optimizations, including devolvement of an efficient set spectrum rights and the optimal approach to raising and recycling government revenue in that devolvement process. It also requires allocation policies that take into account possible distortions of the secondary market for spectrum via the capital gains tax. The paper argues that there is no compelling theoretical case or empirical evidence that spectrum auctions are distortionary, and examines cases in which the most efficient policy is to auction spectrum and “recycle” the revenue to offset more distortionary revenue instruments. This paper also examines cases in which it is most efficient to allocate spectrum rights without raising revenue, for example when transactions costs are high or distributional concerns can prevent or delay efficiency-enhancing reforms.  相似文献

Vibrio vulnificus has been identified as one of the main causative agents of foodborne disease associated with shellfish consumption. Infections of V. vulnificus increase during the summer months due to higher densities of the bacteria in warmer water and inappropriate handling of shellfish. In Florida, the daily harvest period is regulated to control the length of time between shellfish harvest and processing, and this harvest period has been recently reduced during the summer months to decrease the risk of foodborne disease. Adoption of this public health policy can affect the profitability and economic sustainability of wild oyster harvesters, especially in resource-dependent coastal communities. This study develops a dynamic and stochastic bioeconomic model to assess the impact of this policy on fishers’ harvest and revenues, and weighs that impact against the policy’s potential public health benefits. Our results show that fishers will experience reduced harvests early in the season due to the shorter harvest hours, but this initial loss is partially recouped later in the season as harvests remain high for longer than they would have if the policy were not in place. This study highlights the relationship between food safety interventions and management of fishery resources, and provides a comprehensive framework for evaluating the costs and benefits associated with such interventions.  相似文献

This special report discusses the need for a national food policy in the USA. Based on a speech1 made by Carol Tucker Foreman, Assistant Secretary, Food and Consumer Services, of the US Department of Agriculture (USDA), it is part of an ongoing debate in that country. Assistant Secretary Foreman made the speech at the Food and Agricultural Outlook Conference sponsored by the USDA in Washington DC, 14–17 November 1977. The views presented here are not an official US government statement, but rather one part of an important policy making process. It is widely accepted that over two-thirds of the average annual increase in per capita wealth of the United States is attributable to technological change as it becomes embodied in new products, new capital equipment and new production methods. Technological change is the result of research and development (R&;D) carried out by the scientific and engineering communities. Surprisingly, since the first issue of The Engineering Economist appeared in 1966, only one article has addressed R&;D as a public policy issue. Our profession distinguishes itself from that of conventional economists in that we are both economists and technologists. Apropos “going to the next level,” it is time to take a broader view of our professional role. Technology policy is defined as the government's decisions of how and whether to intervene in private R&;D and its provision of funds for public R&;D. This article addresses one instrument of technology policy: the research and experimentation (R&;E) tax credit. Using a traditional engineering economics framework, we evaluate the potential effectiveness of the tax credit in stimulating R&;D. Our general conclusion is that the R&;E tax credit is a weak incentive for stimulating R&;D.  相似文献

A wide variety of machines and human users in separate organizations communicate with one another via interconnected computer networks. The development and use of these Inter-Organization Networks (IONs) has serious implications for the public telecommunications infrastracture. It is increasingly unclear where the ION participants' networks end and the public network begins. This article defines and gives examples of IONs, and discusses the primary policy issues raised by their use. In order to understand and predict policy outcomes, the relationships between technical, organizational and policy variables are discussed in detail. The model presented illuminates the strategic significance of IONs. The analysis focuses on the new economics of interorganization communications introduced by this telecommunication-based innovation.  相似文献

The objective of this paper is to analyse how the job-related diversity in academic research teams influences their scientific performance. To achieve that objective, an empirical study of a university's research teams was carried out during the years 2006–2009. The results reflect a non-significant effect of functional diversity on research teams' performance, whereas status diversity affects in a positive and significant way. However, educational diversity has a significant negative impact when a certain threshold is exceeded. The effect of institutional diversity presents an inverted U-shaped relation with the number of published articles by the research teams. The results reveal that the relationship between diversity and research performance may not be a simple and direct one because its effect could depend on the organisational context and the type of diversity attributes.  相似文献
