In recent years, and in line with EC plans, telecom operators have been facing the need to deploy high-speed, fiber-based infrastructure. What is the socio-economic impact of these new investments on growth and local development? What are their effects on the labor market outcomes, in terms of firm productivity and entrepreneurship? What is the role of regulation and competition in spurring the deployment and the adoption of ultra-fast broadband networks? In this survey, we review the existing literature on ultra-fast, fiber-based broadband network, devoting special attention to the results and to the methodology used in the most recent studies.  相似文献

Within the growing literature on broadband development, much research has focused on infrastructure competition and spatial effects driving investment incentives in broadband provision. However, less attention has been paid to the geographical factors explaining very high capacity fibre based network rollout. The purpose of this paper is to examine these geographical effects of rollout of these networks by utilizing basic data mining techniques in conjunction with exploratory spatial data analysis. In explaining the rollout of these networks, the paper derives from the literature a geographical model on broadband provision and examines it empirically by focusing on the spatial and temporal effects driving very high capacity fibre-based network development in the Netherlands. The paper confirms previous research on market uncertainty and the techno-economics of broadband development, but shows, in addition, that more specific factors related to local effects and demand uncertainty are vital in explaining the rollout of very high capacity fibre-based network.  相似文献

This paper investigates the hypothesis that technological convergence has been a major driving force for the recent productivity increase in Korea. Based on the dynamic panel data of Korean industries, the direct impact of information and communication technology (ICT) on labor productivity is assessed through growth accounting, and the indirect network effect of ICT on industrial total factor productivity (TFP) is estimated. The results confirm the essential role of broadband networks for successful convergence. The policy implications for the regulatory change are drawn from the empirical analysis.  相似文献

Using a 2004 cross-sectional database of digital cable systems in the U.S., we provide new evidence that the effects of vertical ownership ties between systems and programming suppliers persist in spite of extensive channel capacity expansion, as well as new competition from direct broadcast satellites. Focusing on four program network groups (basic outdoor entertainment, basic cartoon, basic movie, and premium movie), we generally find that integrated cable systems carry their affiliated networks more frequently and carry unaffiliated rival networks less frequently—a pattern identified by previous studies using data prior to DBS or the capacity expansion effects of digital cable. We also find that integrated systems that do carry rival networks often position them on digital tiers having more limited subscriber access, a pattern not investigated in previous studies.  相似文献

This paper examines the determinants of sector-specific regulation imposed on broadband markets related both to efficiency objectives of regulators and to those of narrowly defined interest groups. We test hypotheses derived from the normative and positive theoretical literature employing recent panel data on 27 European Union member states taking into account endogeneity of the underlying regulation and market structure variables. Our empirical specification employs three different estimators based on instrumental variables in order to identify causal effects. We find evidence supporting both regulators pursuing normative objectives and inefficiencies related to regulatory path dependence, bureaucracy goals and an inadequate consideration of competition from mobile broadband networks. Our results call for adjustments in the institutional design of the decision-making process under the current European Union regulatory framework.  相似文献

In this paper we use panel data on NUTS 1 regional data for 27 EU countries in the years 2006–2010 to analyze determinants of broadband diffusion. We estimate both linear demand specification and the logistic diffusion function. We find that, after controlling for regional differences due to socioeconomic factors, inter-platform competition approximated by an inter-platform Herfindahl index has a significant positive impact on broadband diffusion. Broadband deployment is lower in countries in which DSL has a greater share in Internet access and it is higher in countries in which cable modem has a greater share in Internet access. Moreover, we find that competition between DSL providers has a significant and positive impact on broadband penetration. First, higher prices for a fully unbundled local loop connection, which represent the cost of providing copper-based Internet services, have a significant and negative impact on broadband penetration. Second, a greater incumbent share in DSL connections has a significant and negative impact on broadband penetration.  相似文献

In Portugal, until recently, the telecommunications incumbent offered broadband access to the Internet, both through digital subscriber line and cable modem. We estimate the impact on broadband access to the Internet of the structural separation of these two businesses. Using a panel of consumer level data and a random effects mixed logit model, we estimate the price elasticities of demand and the marginal costs of broadband access to the Internet. Based on these estimates, we simulate the effect of structural separation on prices and social welfare. Our estimates indicate that structural separation would cause a substantial welfare increase. These results raise questions about the policy of some countries of allowing the dual ownership of telephone and cable networks.  相似文献

Governments worldwide actively promote broadband development, owing to its positive impact on economic growth. Although many studies have identified the determinants of broadband adoption, this study re-examines the determinants by applying Arellano–Bond GMM dynamic panel data estimation with more complete panel data for OECD countries. The estimation can not only closely capture the dynamics of broadband diffusion but also solve an endogeneity problem existing in the estimations of previous studies. The estimation results indicate that content is also a significant factor, in addition to previous broadband penetration and platform competition, as commonly identified in previous studies. This study further examines and compares determinants in different stages segmented by adopter categories proposed by Rogers. The results reveal different determinants in different stages. The key determinants are income, education, and content in the innovator and early adopter stage; platform competition and previous broadband penetration in the early majority stage; and broadband price in the late majority and laggard stage. Governments should thus devise and implement appropriate strategies for the major potential adopters in each stage instead of adopting a one-size-fits-all strategy. The results of this study provide a valuable reference for countries in early stages of broadband development or for those planning or reviewing their strategies.  相似文献

This paper analyzes the debate regarding the implications of international firms' strategies for their environmental approaches across multiple regions by distinguishing between symbolic and effective environmental operations. Furthermore, we extend previous literature by considering the relevant moderating role of a firm's liability of origin on these relationships. Using panel data of 292 firms in the period from 2011 to 2018 in the energy and utility sectors, our results show that a firm's progressive globalization increases its environmental disclosure but does not affect its environmental performance. Interestingly, our results demonstrate that a weak home country institutional context reinforces a global firm's interest in gaining legitimation through both its environmental disclosure and performance; however, a strong level of home country institutional development reduces its interest in environmental sources of legitimation. Our results contribute to previous literature on how global firms may gain environmental legitimacy using diverse strategies.  相似文献

Future 5G networks aim at providing new high-quality wireless services to meet stringent and case-specific needs of various vertical sectors beyond traditional mobile broadband offerings. 5G is expected to disrupt the mobile communication business ecosystem and open the market to drastically new sharing based network operational models. 5G technical features of network slicing and small cell deployments in higher carrier frequencies will lower the investment barrier for new entrants to deploy local radio access networks and offer vertical specific services in specific areas and allow them lease the remaining required infrastructure on demand from mobile network operators (MNO) or infrastructure vendors. To realize the full vision of 5G to benefit the society and promote competition, innovation and emergence of new services when the 5G end-to-end network spans across different stakeholders administrative domains, the existing regulations governing the mobile communication business ecosystem are being refined. This paper provides a tutorial overview on how 5G innovations impact mobile communications and reviews the regulatory elements relevant to 5G development for locally deployed networks. This paper expands the recent micro licensing model for local spectrum authorization in future 5G systems and provides guidelines for the development of the key micro licensing elements. This local micro licensing model can open the mobile market by allowing different stakeholders to deploy local small cell networks with locally issued spectrum licenses ensuring pre-defined quality guarantees for the vertical sectors’ case specific needs.  相似文献

We study the impact of ultra-fast broadband (UFB) infrastructures on the total factor productivity (TFP) and labor productivity of firms. We use unique balanced panel data for the 2013–2019 period on incorporated firms in Italy. Using the geographical location of the firms, we merge firm-level data with municipality-level information on the diffusion of UFB, which started in 2015. We derive consistent firm-level TFP estimates by adopting a version of the Ackerberg et al.’s (2015) method, which also accounts for firm fixed effects. We then assess the impact of UFB on productivity and deal with the endogeneity of UFB by exploiting the physical distance between each municipality and the closest optical packet backbone node. Our results show an overall positive impact of UFB on productivity. Services companies benefit the most from advanced broadband technologies, as do firms located in the North-West and South of Italy. We further decompose the impact of full-fiber networks from mixed copper-fiber connections and find that the former significantly contribute to enhancing firm productivity. Finally, by exploiting Labor Force Survey data, we provide suggestive evidence that productivity increases from UFB might be related to structural changes at the workforce level.  相似文献

Policies mandating unbundling of copper telecommunications networks have now been in place for more than 15 years, and it is thus becoming possible to study their long-run effects. This paper reviews the existing evidence on the effects of copper unbundling, and presents new empirical results based on regression analyses of broadband penetration in OECD countries from 2001 to 2010. The results show that the long-run effect of copper unbundling on household broadband penetration rates is negative, a finding which is consistent with previous research, including with research suggesting that copper unbundling has slowed the deployment of FTTP infrastructures, especially in Europe. Based on an analysis of the similarities and differences between the unbundling of copper networks and fiber networks, the paper concludes that mandated unbundling of fiber networks would likely deter deployment of Next Generation Access networks (NGAs).  相似文献

This paper examines the hypothesis that ICT penetration has positive effects on economic growth. On theoretical grounds, this paper discusses three channels through which ICT penetration can affect growth: (i) fostering technology diffusion and innovation; (ii) enhancing the quality of decision-making by firms and households; and (iii) increasing demand and reducing production costs, which together raises the output level. This paper conducts three empirical exercises to provide a comprehensive documentation of the role of ICT as a source of growth in the 1996-2005 period. The first exercise shows that growth in 1996-2005 improved relative to the previous two decades and experienced a very significant structural change. The second exercise uses the traditional cross-country regression method to identify a strong association between ICT penetration and growth during 1996-2005, controlling for other potential growth drivers and country-fixed effects. The third exercise uses the system Generalized Method of Moment (GMM) for dynamic panel data analysis to tease out the causal link between ICT penetration and growth. This analysis also shows that, for the average country, the marginal effect of the penetration of internet users was larger than that of mobile phones, which in turn is larger than that of personal computers. The marginal effect of ICT penetration, however, lessens as the penetration increases. This paper points out several policy implications drawn from its analyses and findings.  相似文献

This study aims to assess the economic benefits of high-speed broadband within and across neighboring counties in Germany. Utilizing a balanced panel dataset of 401 German counties with data from 2010 to 2015 as well as different panel estimation techniques, we find that an increase in average broadband speed has a significantly positive effect on regional GDP in the average German county. Furthermore, we find that broadband deployment in German counties induces not only substantial economic benefits in terms of direct effects within counties but also positive regional externalities across counties. According to our estimation results, an increase in average bandwidth speed by one unit (1 Mbit/s) induces a rise in regional GDP of 0.18%. This effect is almost doubled if we also take regional externalities into account (0.31%). Moreover, we find that regional agglomeraton effects are of particular relevance for rural counties. Our cost-benefit analysis of subsidies based on conservative estimates suggests efficiency gains, as the total economic per capita benefits (€164) of subsidy programs to encourage broadband expansion exceeded their associated per capita costs (€114).  相似文献

The current regulatory framework in the European NGA market provides the basic principles for the gradual migration from service-based competition over the legacy copper access networks to facilities-based competition over fiber-based Next Generation Access (NGA) networks. This paper initially reviews the related literature and shows that: (i) an unbundling policy that boosts entry by alternative operators promotes service-based competition but provides operators with disincentives to invest in network upgrade; (ii) there is no consensus about the optimal regulatory policy that promotes competition and encourages investments in NGA networks; and (iii) the reviewed research articles are not consistent with the current regulatory framework in the European NGA market in terms of both the evolution of the regulatory goals over time and the recommended regulatory settings. This paper aims to propose a novel approach in order to effectively meet the current regulatory goals using the recommended settings. It is shown that the proposed approach, which is based on the basic principles governing a Credit Default Swap (CDS), provides an effective migration path towards facilities-based competition over NGA networks.  相似文献

We examine the effects of broadband speed on county unemployment rates in the U.S. state of Tennessee. We merge the older National Broadband Map dataset and the newer FCC dataset in lengthening our broadband access data over the period 2011–2015. Extending the dataset improves the precision of the estimates. Our panel regressions control for potential selection bias and reverse causality and show that broadband speed matters: unemployment rates are about 0.26 percentage points lower in counties with high speeds compared to counties with low speeds. Ultra-high speed broadband also appears to reduce unemployment rates; however, we are unable to distinguish between the effects of high and ultra-high speed broadband. We document beneficial effects of the early adoption of high speed broadband on unemployment rates. Better quality broadband appears to have a disproportionately greater effect in rural areas.  相似文献

This paper aims to test jointly two economic puzzles: the effect of financial development and Information and Communication Technology (ICT) on economic growth. Theories predict a positive effect of financial development and ICT on growth but empirical studies on these relationships produced mixed results. Further, we investigate the interaction between financial development and ICT Diffusion to test whether the impact of financial development on growth is strengthened by better ICT infrastructure. In this paper we assess empirically these relationships in some MENA countries. The empirical study is based on estimation of a dynamic panel model with system GMM estimators. There are three main findings. First, our empirical results join empirical literature that find a negative direct effect of financial development on economic growth. This ambiguous relationship may be linked to many phenomenons but there are not yet clear explanations of this puzzle. Second, the estimates reveal a positive and significant direct effect of ICT proxies on economic growth. This implies that MENA countries need to reinforce their ICT policies and improve using of new Information and Communication Technology. Finally, the interaction between ICT penetration and financial development is found positive and significant in the growth regression. This implies that economies in Mena region can benefit from financial development only once a threshold of ICT development is reached.  相似文献

Despite 5G still being embryonic in its development, there is already a quest for evidence to support decision-making in government and industry. Although there is still considerable technological, economic and behavioural uncertainty, exploration of how the potential rollout may take place both spatially and temporally is required for effective policy formulation. Consequently, the cost, coverage and rollout implications of 5G networks across Britain are explored by extrapolating 4G LTE and LTE-Advanced characteristics for the period 2020–2030. We focus on ubiquitous ultrafast broadband of 50 Mbps and test the impact of annual capital intensity, infrastructure sharing and reducing the end-user speed in rural areas to either 10 or 30 Mbps. For the business-as-usual scenario we find that 90% of the population is covered with 5G by 2027, but coverage is unlikely to reach the final 10% due to exponentially increasing costs. Moreover, varying annual capital intensity or deploying a shared small cell network can greatly influence the time taken to reach the 90% threshold, with these changes mostly benefiting rural areas. Importantly, simply by integrating new and existing spectrum, a network capable of achieving 10 Mbps per rural user is possible, which is comparable to the UK's current fixed broadband Universal Service Obligation. We contribute to the literature by quantifying the effectiveness of the spatial and temporal rollout of 5G under different policy options.  相似文献

Despite the importance of information and communications technology (ICT), previous studies of the business value of information technology have yielded mixed results. This study provides new empirical evidence that demonstrates the impact of cities' ICT on firm performance. A series of panel datasets are assembled to measure the improvement of city's ICT infrastructure and the change of firm performance during the years 2001–2016 in China. The findings demonstrate that city's ICTs positively promoted firm performance, including financial profitability, marketing performance and innovation performance. Instrumental variables are employed to verify the positive impact of city's ICTs infrastructure on firm profitability. Taking advantage of an exogenous variation of telecommunications upgrade as a natural experiment, this study uses the difference-in-difference approach to establish causality between cities' ICT infrastructure and firm profitability. Mechanisms are explored, which shows that better labour quality, lower costs and higher transparency are the three possible channels through which ICTs influence firm profitability.  相似文献
