随着社会经济的发展,传统的农业生产模式存在的问题日益凸显,乡村经济和社会发展面临着较大的压力。农业资源的合理利用和环境保护是乡村振兴的要求之一。传统农业模式往往存在土地过度开垦、化肥农药过度施用等问题,导致土壤质量下降、生态环境破坏。通过建设现代农业产业园,引入先进的农业技术可以有效解决这些问题,提高农业生产效率,保护生态环境,进而实现可持续发展。2017年以来,我国累计支持创建了250个国家现代农业产业园,初步形成以园区引领农业现代化的新格局。通过对实施农业产业园的案例进行调研和分析,得出建设现代农业产业园在促进乡村振兴、可持续发展、推动乡村经济转型升级、改善生态环境和促进农民增收等方面有着重要作用。 相似文献

研究目的:探讨《城乡规划法》对土地利用规划的影响,为新一轮土地利用总体规划的修编提供参考。研究思路:通过对新颁布的《城乡规划法》的解读,在与《城市规划法》对比的基础上,从城乡统筹规划、两规的衔接以及公众参与等角度,简要分析新法对现阶段土地利用规划的影响。研究结论:提出土地利用规划的编制应进一步强化城乡统筹观念,尽早构建和明晰全国规划体系、以法律形式明确界定两者的任务及衔接内容、政府部门权责的确定与落实等建议。 相似文献

Rural Sustainable Development is a very important topic under the European Union policy, and it is currently promoted through the European Agricultural Fund for Rural Development 2014–2020. This fund is managed at sub-regional level by the Community-Led Local Development approach that involves Local Action Groups in order to promote the objectives of Rural Sustainable Development within rural municipalities. Each Local Action Group applies the Strengths, Weaknesses, Opportunities and Threats analysis in order to identify for its own rural municipalities the strategic elements to which it will allocate the European Agricultural Fund for Rural Development budget. Nevertheless, this analysis has some general shortcomings, including difficulties in managing a large number of Strength and Weakness factors. In addition, the importance of each factor cannot be measured quantitatively, and the same factor may be characterized both as a Strength and a Weakness. Further difficulties may occur in the case of partnerships between different Local Action Groups, such as disagreement about whether a given factor is a Strength or a Weakness, lack of information about the relationships between Strength and a Weakness factors and decision alternatives, as well as impossibility of ranking the decision alternatives.Thus, this research aims to overcome the drawbacks of the Strengths, Weaknesses, Opportunities and Threats analysis and to support Local Action Group partnerships in the sustainability evaluation of their rural municipalities, and therefore to aid the identification of a common Rural Sustainable Development strategy to allocate the European Agricultural Fund for Rural Development budget. This decision problem was tackled by applying a Multiple Criteria Spatial Decision Support System that integrates a Geographic Information System with the Multiple Criteria Decision Aiding methods “Technique for Order Preference by Similarity to Ideal Solution” and “Dominance-based Rough Set Approach”.In order to demonstrate the validity of this methodological approach, this Multiple Criteria Spatial Decision Support System was applied to a study area of thirteen rural municipalities located in Apulia Region (Southern Italy); these municipalities belong to the same landscape unit, but they are managed by five different policy makers that represent the Local Action Groups. The results provided the maps of environmental, economic and social sustainability rankings of rural municipalities as well as their overall sustainability value. Based on these rankings, a specific Rural Sustainable Development strategy was identified for the allocation of the European Agricultural Fund for Rural Development. This paper investigates the emergence of Marine Spatial Planning (MSP) through Rhetorical Analysis of three UK marine policy documents. The analysis focuses on the rhetorical presentation of key MSP policy documents located within the previous Government period and seeks to reveal the rationality of how MSP was constructed at that time. This highlights the assumptions and ideologies emerging from this area of Government regulation and suggests that MSP reveals a discourse that may be aligned with New Labour and that bears the hallmarks of post-political environmental consensus. The findings of the analysis allow us to understand the significance of MSP's emergence and to question the future of MSP within a new political context. 相似文献

Brazilian small-scale farmers are seeking new types of collaborations and economic opportunities amid a changing world. Market opportunities, however, have incurred demanding environmental, financial and labor requirements, and created trade-offs between expanding cash crops and maintaining livelihood security. We analyze the Tomé-Açu region in the Brazilian Amazon, where different collaborative models between small-scale farmers and other social agents (industries, government, non-governmental organizations) have emerged. Local farmers are engaging in collective actions and pursuing different types of partnerships, which facilitate knowledge exchange and access to market niches, also helping them overcome the infrastructural and logistical deficiencies that have historically limited rural development in the region. In particular, we discuss the diffusion and adoption of agroforestry and oil palm production systems among small-scale farmers. We examine the challenges and opportunities these partnerships and social innovations have created for local farmers, who are part of heterogeneous groups with distinct roles, assets and contexts. The state-led oil palm program posed challenges to small-scale farmers who experienced asymmetrical relationships within their partnership with private companies. On the other hand, the farmer-led agroforestry model opened new opportunities for farmers who had more flexibility in deciding their production arrangements, developing new agroforestry techniques, and pursuing commercialization pathways. Despite their limited power, small-scale farmers have been able to overcome some structural barriers through innovations, entrepreneurship, and renegotiation of oil palm contract farming. Thus, their ability to engage in both farmer-led agroforestry and state-led oil palm programs provides concrete examples of the potential of local governance based on collaborative arrangements to support sustainable farming production systems. 相似文献
