What＇s on NPC ＆ CPPCC Sessions 2010？——Highlights of Premier Wen＇s Press Conference

The Third Session of 11th National People＇s Congress （NPC） of China and the Third Session of the 11th National Committee of the Chinese People＇s Political Consultative Conference（CPPCC） are held in Beijing from March 5-14 ,and March 3-12 respectively,China＇s less than two weeks time lasted but most important＂two sessions＂ won spotlights this year with no exception .     

Two Sessions: Hopes Fill into Trades

March in Beijing doesn't only embrace the warm spring's coming, also the two parliamentary sessions of China, the national conference in the highest level of China's parliament and top political advisory body. This year's two sessions, namely, the 2nd Session of the 11th Na-tional People's Congress (NPC) and the 2nd Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC) lasted from March 5 to 18, and March 3 to 14, respectively. It was the first NPC & CPPCC held since international financial crisis China strongly felt last September.

Hold 1.8-Billion Mu Arable Land-the Bottom Land

The New Growth Enterprise Board

As a serious snowstorm hit most of southern China,some heart-warming news on the capital markets came from the National Work Conference on Securities and Futures Supervision held on January 16th and 17th.According to Shang Fulin,Chairman of the China Securities Regulatory Commission（CSRC）, securities regulators hope to open a new stock market in the first half of the year aimed at high-growth enterprises.＂The Growth Enterprise Board has a chance to be launched after China＇s first two sessions,＂ said Chen Siwei, Vice- Chairman of the Standing Committee of the National People＇s Congress （NPC） on January 19th, ＂Preparations for the Growth Enterprise Board have been completed, and we are just waiting for the go-ahead.＂     

NPC ＆ CPPCC in Foreign Officials Eyes

NPC ＆ CPPCC was closed in Beijing on March 13, during the two sessions, not only Chinese but the overseas kept a close watch on the two annual sessions, the proposals covering all fields of China development, for instance, to improve the people＇s livelihood, to perfect citizen＇s health care system, and to stimulate domestic demand. Our journalists also invited some foreign officials in China to comment on the event. During the interview, they paid close concern on the two sessions that it is favorable to access China＇s policies; so that they could convey the policy to the companies willing to invest in China or do business with Chinese companies. The officials were interested in the issues such as the ＂stimulus package＂, the reforms related to the democratization process, the environment protection, and the economic policy for foreign companies.

Im/Ex in April, 2010： First Monthly Trade Deficit in Six Years

On April 10, 2010, General Administration of Customs of the People＇s Republic of China （GAC） released the profile of China foreign trade import and export in April and the first quarter of this year. China＇s trade balance turned red in March with the country＇s first monthly trade deficit in six years. The GAC attributed the March deficit to shrinking exports of labor-intensive products, surging imports and rising commodity prices.

Anti-Monopoly Law and Its Implications for Foreign Companies in China

On August 30 2007, after more than a decade of legislative efforts, the Standing Committee of the National People＇s Congress （NPC）, China＇s top legislature, completed its third official reading of the draft Anti-monopoly Law （AML） and formally adopted it as thecountry＇s first comprehensive competition law. The Anti-monopoly Law will become effective on 1 August 2008, to guard against monopolistic conduct, safeguard competition, improve economic efficiency, protect public and consumer interests, and promote the healthy development of the socialist market economy. On June 10, 2010, General Administration of Customs of the People＇s China （GAC） Republic of released the profile of China foreign trade import and export in May and the first five months of this year. China returned to a trade surplus in April on strong exports growth after posting its first monthly deficit in almost six years in March, and Chinas exports surged by 48.5 percent year on year in May, while the imports climbed 48.3 percent, the General Administration of Customs （GAC） announced.

China＇s import and export in March, 2009 continued to be another month of decreasing trade. According to the customs＇ statistics, the total import and export value for March amounted to US$162.02 billion, 20.9% decreasing compared with the same period last year.
