A key element of New York City Mayor Michael Bloomberg's New Housing Marketplace program has been the use of voluntary inclusionary zoning, through which private developers have been offered tax breaks and density bonuses to develop affordable housing on newly rezoned land. While this program has failed to alleviate the housing affordability crisis in New York City, little attention has been paid to its political effects on community‐based struggles over housing. This article addresses this question by examining the 2005 Greenpoint‐Williamsburg Waterfront Rezoning, which combined a voluntary inclusionary zoning program with a tenant services contract intended to mitigate the residential displacement effects of the rezoning. I critically examine its design, execution and monitoring, based on two years of work as an organizer and administrator of the tenant services contract. I argue that technologies of consent and control have reshaped the politics of housing in North Brooklyn by replacing resistance to gentrification with amelioration of its effects, through the anticipated creation of affordable housing. The upshot has been an emergent politics of housing in which real estate‐led development is regarded not as a cause of gentrification but as its solution.  相似文献

The government of Botswana has adopted simple but workable strategies to tackle the entire problem of informal settlements that have arisen in the urban areas due to fast urbanization. Through a two-pronged strategy of self help squatter upgrading and site and services program, low income persons have been provided with serviced land, security of tenure, and help to build their own shelter. Also provided is social, economic and line infrastructure. Today self help urban housing accommodates more than 60% of Botswana's urban population. To enable replicability and sutainability of this program, the principles of cost recovery, cross subsidy and affordability have been introduced.  相似文献

This paper presents the results of an implementation evaluation of a Benefits-to-Wages (BtW) program operated in Perm, Russia. In part because of the low level of support for Active Labor Market Programs (ALPs) by Russian national and regional governments, municipalities have begun implementing ALPs of their own. Participation in the BtW program is limited to an unemployed adult in very low income family where at least one child is present. The program appears to be highly successful, with 74% of applicants finding jobs while still participating in the program. The assessment found that participation in the program, and job acquisition in particular, were important in raising participant families' incomes. Nevertheless, only about 10% of participants with jobs were lifted out of poverty. Receipt of certain social services and Employment Services, including training, had little impact on which participants succeeded in finding a job. Similarly, person attributes, such as education and prior work experience paid no statistically significant role. This pattern is consistent with a situation in which job requirements are modest and are met by most program participants. Various patterns indicate the program did have a positive effect on job acquisition, although the absence of a control group prevents any stronger statement.  相似文献

The purpose of this paper is to elaborate on previous research that deals with the implications of alternative housing concepts for the estimation of the welfare effects of housing programs. We compare one housing concept, which defines housing in terms of a composite good housing services with an alternative in which housing is treated as a bundle of attributes. We extend the analysis in the literature by concentrating on welfare measures that are applicable to a much broader class of government programs than those that have been discussed before. We focus in the Hicksian surplus measures which are particularly suited to handle structure in which constraints on quantity are impused. In the theoretical sections we rigorously show that the Hicksian surplus measures of welfare change based on the composite good housing services will be biased whenever a housing program imposes restrictions on the consumption of attributes. The direction of the bias depends on the nature of the program. Empirical work confirms the predictions of the theoretical analysis.  相似文献

Evidence-based prevention and intervention programs for youth behavioral and mental problems have been implemented by many local community program providers. Due to the differences among communities in resource availability and the demand for services, however, policymakers and program practitioners require ways of measuring organizational efficiency in terms of resource commitment and improvement in individual outcomes. In this paper, we propose a robust productivity index for monitoring managerial performance and detecting exceptions in dynamic environments. Robust productivity bounds are constructed to identify innovators who make a technical shift. The approach is illustrated with panel data on youth outcomes from a selected multi-site community prevention program between the fiscal years 2010 and 2015. The results suggest that our approach not only permits classification of the innovators, but also recognizes patterns of change in productivity.  相似文献

In light of additional information market agents would achieve better outcomes, for example, a lower ask price for the buyer and a higher offer price for the seller. I examine this notion in a labor market, where employers and employees do not possess perfect information about wages, and address the question of who benefits from the information provided by job placement services? The empirical strategy considers the two-sided nature of the labor market. Estimates of employee and employer incomplete information are contrasted between users and non-users of placement services provided by Job Corps, America’s largest and most important job training program for youths. Findings suggest that employees that use placement services don’t have more information about better offer wages, relative to non-users. Interestingly, firms that employed users of placement services are better informed about reservation wages relative to firms that employed non-users.  相似文献

This paper provides a meta‐analysis of microeconometric evaluation studies on the effectiveness of active labor market policies. The analysis is built upon a systematically assembled data set of causal impact estimates from 57 experimental and quasi‐experimental studies, providing 654 estimates published between January 1990 and December 2017. We distinguish between the short and longer term impacts in our analysis; at 6, 12, 24, and 36 months after program start. After correcting for publication bias and country‐specific macroeconomic characteristics, subsidized labor and public employment programs have negative short‐term impacts, which gradually turn positive in the longer run. Schemes with enhanced services including job‐search assistance and training programs do not have these negative short‐term effects, and stay positive from 6 until 36 months after program start.  相似文献

The Canadian VCR is a climate change mitigation program that relies on firms' desire to signal environmental responsibility to external stakeholders through voluntary information disclosure. We analyze indicators of strategic behavior through three measures of engagement with the VCR program (annual participation behavior, quality of action plans and repeat participation), and test for differences in these measures among firms subjected to different regulatory climates that arise over time, across provinces and across economic sectors. Our findings suggest an increased perception of a regulatory threat in later years, as evidenced by an increase in participation rates, higher quality of action plans and higher rates of repeat participation. We also find higher levels of engagement with the VCR program in provinces with large petroleum (Alberta) and manufacturing (Ontario) industries and that have established provincial level greenhouse gas reporting mechanisms, and in certain sectors such as petroleum, electric utilities and to some extent services. Facility siting models known as location covering techniques have proven to be useful particularly for emergency medical services (EMS) planning, given the importance of ambulances responding to demand within some maximum time constraint. These models represent a set of methods which focus the health planner's attention on the access of people to health care, since they attempt to “cover” people in need of service within some specified time standard.This research develops a technique for the locational planning of sophisticated EMS systems, characterized by multiple levels of emergency health services. Specifically, a two-tiered system with “basic life support” and “advanced life support” capabilities is modeled as a goal program.By applying location covering techniques within a goal programming framework, this study develops a method for the siting of multilevel EMS systems so that (1) each service level maximizes coverage of its own demand population, and (2) “back-up” coordination between levels is assured. The usefulness of this goal program as a health planning tool is evidenced in the model's explicit articulation of EMS policy objectives and its ability to link system levels in terms of “goal-directed behavior”. The working of this multilevel covering model is demonstrated by reference to EMS planning scenarios and related numerical examples.  相似文献

This study investigates the costs and benefits of a prior approval mechanism instituted by the New York State Health Department to review the need for the provision of selected types of costly health care and services. The review is made prior to the provision of the service and Medicaid payment for the service is contingent upon the result of the review. Costs include program administration and form processing. Benefits include the value of services which are either denied or modified as a result of the prior approval process. The analysis indicates that three of the seven prior approval categories are cost-beneficial without regard to deterrence benefits. For the other four categories, the results of this study have been used to propose new policies.  相似文献

This paper addresses the use of the Internet to provide business development services such as training, consulting, counselling and networking. Using a Delphi study of experts from around the world, the possible uses of the Internet as well as criteria for successful implementation are presented. Three critical success factors for providing online services are identified. First, an effective use of online resources requires that the inherent strengths of the Internet be exploited. Using online tools when they are perceived to be a ‘second-best’ mode of communication is inefficient and can be counterproductive. Second, personal contact is still very important and can complement online services. Third, successful online services require an effective Internet site and program management. The study also shows that the specific nature of entrepreneurship and entrepreneurs must be carefully considered when developing online services. The entrepreneur is more concerned about his/her problems and is less concerned with the problems of others. However, he or she is willing to participate in a small learning network if the benefits go beyond that of just learning together. Similarly, online training for entrepreneurs should be complemented by a face-to-face component. An efficient/effective pure online training program for entrepreneurs would be very difficult if not impossible to develop and implement.  相似文献

We examine the efficacy of providing self-employment training to unemployed and other individuals interested in self-employment using data from Project GATE. This experimental design program offered self-employment training services to a random sample of individuals who expressed a strong interest in self-employment. We find that Project GATE was effective in helping unemployed participants to start their own business, leading to significant impacts in self-employment and overall employment soon after program entry. The program also helped unemployed participants remain self-employed and avoid unemployment even five years after program entry. However, the program was not effective in improving the labor market outcomes of participants who were not unemployed.  相似文献

Amidst state-level budgetary pressures and growing elderly populations, many US states have adopted managed care for home-based services funded through the Medicaid program. New York State’s managed care mandate is part of a Medicaid ‘Redesign’ targeting health outcomes, cost control, and administrative efficiency, reflecting features emphasized by both governance and New Public Management frameworks, but neither adequately captures this case. Incorporating a Polanyian perspective can elucidate this market expansion and related reactions and re-regulation. Drawing from interviews with staff of service-providing agencies, this case study reveals outcomes contrary to goals: administrative complexity, containment of care, and unexpected costs.  相似文献
