During the past 15 years, membership rates in many unions have been declining in Denmark, Finland and Sweden. Reasons for this decline may be similar to what has happened in other countries—occupational change and neoliberal ideology and policies—but in the three Ghent countries, changes in the unemployment insurance system may also have affected trade union membership losses. The major part of the decline has taken place in a period of low unemployment, which may have reduced the employee incentive to take unemployment insurance, but will increasing unemployment rates mean more trade union members? At least for the LO‐ and SAK‐affiliated trade unions, it seems that trade union independent unemployment funds may be alternatives for workers who take unemployment insurance.  相似文献

With the post-war breakdown of the industrial relations consensus ‘the trade union question’ has been central to British politics. In this article, the authors argue that no settlement will be lightly achieved and that it will require detailed policies based on radical principles. This is the second of two papers dealing tvith the emergence of black shop-floor union power and the changing structure of industrial relations in South Africa. This paper examines union developments in the post-Wiehahn era, The policies of the major union federations and the impact of the black unions' emphasis on shop-floor bargaining. It is clear that the established unions, the State and individual company managements have been significantly affected by this development. The main issue in the near future is seen to be the dividing-line between managerial prerogatives and worker-participation.  相似文献

This paper provides a qualitative analysis of the services that the anti–union consultants and law firms have provided to American employers during the past three decades and an account of the campaign tactics of several ‘superstars’ of the union–free movement. It describes a multi–million dollar industry that has helped employers to circumvent the intent of federal labour law through a vast array of union–busting tactics, implemented before the union arrives and continuing until after it is defeated: tactics that are designed, at every juncture, to undermine employees’ free choice of bargaining representatives.  相似文献

With the introduction of Economic and Monetary Union (EMU), the sovereignty of national monetary institutions has been replaced by a common monetary institution, the European Central Bank (ECB) and national currencies have been replaced by a common currency, the euro. EMU therefore implies the loss of national monetary policy autonomy and internal exchange rate flexibility inside the EMU area. However, external exchange rate adjustment, i.e. adjustment of the euro exchange rate, remains a feasible adjustment mechanism. This paper analyses how internal and external exchange rate flexibility affect macroeconomic adjustment in EMU and non-EMU countries. To do so, a model is constructed in which three countries interact: two countries that decide to form a monetary union and a third country that does not participate in the monetary union. Numerical simulations of a representative example are used to characterise the adjustment dynamics induced by monetary and fiscal policies before and after the start of the EMU.  相似文献

Reports on the effects of government's role in stimulating technological development provide a mixed picture. Some policies have had the expected, stimulating effect and other policies have not. We suggest that specific characteristics of technologies that government has sought to stimulate have not been taken into account when governments formulated and implemented innovation policies. While technologies can be characterized according to more dimensions, we focus on two highly relevant characteristics. Technologies either develop in a discrete manner, independent of what specific knowledge has been developed in the past, or develop cumulatively. In addition, network effects may be present or absent in the market anticipated for the products for which a technology is used. A 2×2 typology of technological development ensues. We suggest that governments should consider developing policies to stimulate technological change keeping these characteristics in mind.  相似文献

Using an ethnographic case study approach this article provides empirical evidence concerning the response of local union stewards to managerial-led change during and after the process of privatisation. It is suggested that the key mediating factors of a decisive ideological purpose and local leadership style provide the ingredients for sustainable union renewal. Wider implications are noted, in particular a gap between national trade union policies and workplace industrial relations practices.  相似文献

Turkey has some unique characteristics, one of which is that it is the only Muslim country seeking to join the European Union. Internally, it has been going through a new and challenging experience in recent years: implementing free-market economic policies under a 'Conservative Democrat' government, the leadership of which comes from moderate Islamism. Many observers think that Turkish experience shows how Islam and the market economy are compatible. This article critically evaluates these reformist economic policies implemented since late 2002 and highlights the major factors behind Turkey's success story.  相似文献

The testing of employees for drugs has become a major workplace issue in the late 1980s. By all accounts, many firms have implemented, or at least considered, some sort of drug screening program. While various experts have debated the importance and necessity of initiating such programs, there has been only limited investigation of the differences between union and nonunion workplaces in how such programs are initiated and administered. This article investigates some questions related to those differences. The first part examines the differences between union and nonunion workplaces and their implementation of drug screening programs. We present differences derived primarily from the fact that nonunion employers are constrained only by constitutional and statutory law in their introduction and implementation of drug screening programs. Unionized employers, on the other hand, are constrained by collective bargaining and the grievance resolution process. The second part of the article examines union responses to employer-initiated drug testing programs. The third part examines arbitration decisions on drug testing provisions in unionized workplaces. We outline the major areas in which arbitrators have rendered decisions, including definitions of behavior that could trigger reasonable suspicion testing and whether the employer has the right to unilaterally institute or expand drug testing programs.  相似文献

Larger memberships resulting from union mergers and consolidations have heightened the issue of union responsiveness to economic and noneconomic needs of members. In this study, we focused on a gender-moderated relationship between union size and perceived union tolerance for sexual harassment, in which low perceived tolerance (a desirable outcome) was anticipated as a noneconomic need relevant to union women. Data were collected from women and men officers (N?=?120) in various unions. Officers were viewed as well-positioned informants on tolerance in relation to union policies and practices. As hypothesized, the data confirmed that women in larger unions rated tolerance significantly higher (an undesirable outcome) than women in smaller unions. No such tolerance variation was found for men in relation to smaller and larger unions. Implications for union revitalization and future research on union size are discussed.  相似文献

The lack of a validated measure of active–passive union participation and a dearth of research into the relationship between generational cohort and union participation challenge union leaders to develop policies and practices to facilitate union renewal. We address these issues by (a) developing a multidimensional measure of union participation that captures both active and passive components, (b) using structural equation modelling to validate the measure within a nomological framework, and (c) investigating the impact of generational cohort on all paths in our framework. Data from members of a large American union confirm that generational cohort influences how union members participate in their union. The two‐factor measure developed in this study facilitates research into antecedents and outcomes of passive and active union participation. Our findings should also prove useful to unions seeking to increase participation within their membership, academics researching unions and generational cohort, and human resource practitioners operating in unionised environments.  相似文献

Studies of recent developments in personnel management have concentrated on personnel specialists. It is also necessary to consider how general managers view labour relations. This article analyses a survey of the senior site managers, ‘factory managers’, in 229 large manufacturing establishments. The need to examine higher levels of firms notwithstanding, the establishment level remains of crucial importance, for it is here that policies are implemented. Factory managers might be expected to see labour relations as unimportant. In fact, they saw them as crucial to the operation of the plant, and the managers played a substantial role in decisions on personnel questions. They saw labour relations not in terms of overcoming union opposition, or even of formal institutions, stressing instead the involvement of individual employees. This article analyses these findings and raises some questions about the extent and depth of British management's commitment to this new style of labour relations.  相似文献

自改革开放以来,对外贸易已经成为我国经济增长中极为重要的因素。随着经济全球化的加快,区域竞争与合作也日益激烈,要保持和扩大我国对外贸易对经济增长的促进作用,贸易结构和政策就要不断调整和完善。对我国现阶段的贸易结构研究,能有效分析我国当前外贸易结构的现状以及存在的问题,据此方能提出和制定相应的对策建议,对中国从贸易大国转变成贸易强国有一定的启示意义。  相似文献
