Industrial policy has long been criticized as subject to protectionist interests; accordingly, subsidies to domestic producers face disciplines under World Trade Organization agreements, without exceptions for environmental purposes. Now green industrial policy is gaining popularity as governments search for low-carbon solutions that also provide jobs at home. The strategic trade literature has largely ignored the issue of market failures related to green goods. I consider the market for a new environmental good (like low-carbon technology) whose downstream consumption provides external benefits (like reduced emissions). Governments may have some preference for supporting domestic production, such as by interest-group lobbying, introducing a political distortion in their objective function. I examine the national incentives and global rationales for offering production (upstream) and deployment (downstream) subsidies in producer countries, allowing that some of the downstream market may lie in nonregulating third-party countries. Restraints on upstream subsidies erode global welfare when environmental externalities are large enough relative to political distortions. Climate finance is an effective alternative if political distortions are large and governments do not undervalue carbon costs. Numerical simulations of the case of renewable energy indicate that a modest social cost of carbon can imply benefits from allowing upstream subsidies.  相似文献

During the 1980s and 1990s, most developing countries in Sub-Saharan Africa and Latin America implemented structural adjustment reforms, which included the liberalization of export crop markets and the abolition of marketing boards. The emergence of new marketing systems may have altered price transmission mechanisms, especially if collusion behaviors have appeared among domestic stakeholders along the marketing chain. I use threshold cointegration tools to analyze the dynamics of world price transmission to coffee growers in three deregulated markets. The methods I use allow me to test the presence of a threshold in both the cointegrating relationship and its corresponding error correction model. Over the pre-reform period, I detect asymmetric price adjustments that appear favorable to producers - deviations from the long-run equilibrium resulting from largest increases in world prices being eliminated relatively quickly - and disappear in the post-reform period. On the contrary over the post-reform period, the results suggest that largest decreases in world prices may be transmitted relatively quickly to growers. These results can be seen as expressions of a favorable pricing policy over the pre-reform period and an unfavorable influence of new private agents over the post-reform period, meaning that in some cases reforms may have failed to create competitive market structures.  相似文献

随着农业贸易自由化的推进,国内农业支持政策对于提高农业竞争力和解决"三农"问题至关重要。自1995年以来,WTO成员为遵循《农业协议》的要求,通过调整国内农业政策,将国内农业支持逐渐由"黄箱"转向"绿箱"。通过对WTO成员中大量使用"绿箱"支出的三个发达成员——美国、欧盟、日本的国内农业支持政策改革及其"绿箱"政策实施情况的考察,可以看出,由于"绿箱"补贴增加了农民收入并使农民面临的风险减少,会刺激农民进行生产性投入,增加农业生产,加剧国际农产品市场竞争的不公平性,使发展中国家的农业生产者在国际竞争中处于不利地位。因此,WTO成员在实现农业支持向"绿箱"转变的同时,应对其补贴总量进行控制和削减,减少变相的价格支持。  相似文献

This paper assesses the degree and pattern of monetary policy activism in the United States, Canada, West Germany, the United Kingdom, and Japan during the recent period in which managed-floating exchange rates prevailed. Floating exchange rates enhance the potency of a discretionary monetary policy. Yet central banks in these countries shifted toward less discretionary monetary targeting during the late 1970s in response to rising inflationary pressures and expectations. But whether such targeting actually reduced policy activism is unclear since targets were expressed in wide ranges and often were missed. Following 1981, at least three of these countries–the United States, Canada, and the United Kingdom–reverted to an avowedly more discretionary pattern of response to changes in real demand pressures, interest rates, and exchange rates. Since mid-1986, Germany, the United Kingdom, and Japan–and, to a lesser extent, Canada–have intervened heavily in the foreign exchange market and so have greatly increased their official dollar holdings. Moreover, through August 1987, the effects of this intervention on these countries' domestic money supplies apparently have been sterilized only partially.  相似文献

全球金融危机愈演愈烈,各国政府使出浑身解数以刺激经济回暖,随着短期利率接近于零,常规货币政策几近失效之时,美、英等发达国家试图通过量化宽松货币政策的实施刺激国内私人部门消费和投资的增长。当国内实体经济无法容纳这部分过剩的流动性时,必然导致流动性溢出,大量国际资本涌入大宗商品市场和新兴市场,催生资产泡沫,给新兴市场国家造成通胀的压力。本文通过新近发展的面板VAR模型分析了量化宽松政策的流动性溢出效应及其对金砖国家物价的影响。  相似文献

Although temporary trade barriers are perceived as a feasible policy instrument for securing domestic jobs in the presence of increased globalization and economic downturns, no study has assessed whether such temporary barriers have actually saved domestic jobs. To overcome this deficiency, we evaluate the China-specific safeguard case on consumer tires petitioned by the United States. Contrary to claims made by the Obama administration, we find that total employment and average wages in the tire industry were unaffected by the safeguard. Further analysis reveals that this result is not surprising as we find that imports from China are completely diverted to other exporting countries partly due to the strong presence of multinational corporations in the world tire market.  相似文献

We develop a two‐country Cournot oligopoly model with product differentiation across countries and production‐generated pollution. The abatement of pollution by the firms in response to emission taxes is endogenous, and the number of firms can be fixed or there may be free entry and exit of firms in both countries. We propose particular unilateral and multilateral piecemeal policy reforms of emission taxes and production subsidies such that domestic industries will not suffer any loss of international competitiveness (defined in terms of either market share or profits), emission levels will be lower, and welfare could be higher in both countries.  相似文献

This paper uses an overlapping generations model to analyze monetary policy in a two-country model with asymmetric shocks. Agents insure against risk through the exchange of a complete set of real securities. Each central bank is able to commit to the contingent monetary policy rule that maximizes domestic welfare. In an attempt to improve their country’s terms of trade of securities, central banks choose to commit to costly inflation in favorable states of nature. In equilibrium the effects on the terms of trade wash out, leaving both countries worse off. Countries facing asymmetric shocks may therefore gain from monetary cooperation.  相似文献

This paper simulates the saving in terms of the total abatement cost of CO2 emission reductions for different trading games reflecting the potential cooperation among organizations including the European Union (EU), the Asia-Pacific Economic Cooperation (APEC) countries, the Union of South American Nations (USAN), and the Indian Ocean Rim Association for Regional Cooperation (IOR-ARC). A game approach is conducted to determine if the cooperation will come into existence among the organizations stated above. A similar idea is applied to the four largest emission countries, China, the United States, Russia, and India, as four individual players in the trading game.Joining the market is the strictly dominant strategy for any organization from the results. The Nash equilibrium shows that, regardless of the organizations that have already existed in the market, joining the market is always the best policy for the remaining organizations which are currently not in the market. Similarly, India likes the organization to which it belongs, i.e. IOR-ARC, to trade with the EU and APEC, and the U.S. wants the organization to which it belongs, i.e., APEC, to cooperate with the organizations USAN and IOR-ARC. However, China and Russia prefer trading with other countries within their own organizations.  相似文献

This study is intended to develop understanding of possible impact of a domestic cap-and-trade climate policy on local agriculture. We focus the study on the transition period after the policy has raised input prices for production but before establishment of new equilibrium in agricultural commodity markets. We construct a policy simulation model based on production economics that explicitly considers producer behavior in the focal period. We apply the model to a production region in the US to quantify the impact of different levels of carbon price on production cost, production value, and farm income. Our case study shows that: (1) producers have ability to alleviate the cost impact, (2) producers may benefit by selling carbon credits in the carbon market but the revenue is likely to be limited, (3) the economic return of farm production is critical to the impact assessment, (4) the impact may vary across producers, and (5) regulation on the fertilizer industry is an important policy element that can influence the assessment of the impact. This paper develops a general equilibrium model to examine the optimal level of environmental preservation in terms of its costs and benefits for a closed as well as an open economy. The optimal preservation policy for a closed economy is to tax the general population and use the tax revenue to compensate affected workers. Furthermore, for a small open economy, free trade in resources can meet whatever shortage of domestic productive resources that may occur, thereby leading to a higher optimal level of environmental preservation.  相似文献

Recent episodes of housing bubbles, which occurred in several economies after the burst of the United States housing market, suggest studying the evolution of housing prices from a global perspective. We utilise a theoretical model for the purposes of this contribution, which identifies the main drivers of housing price appreciation, such as, for example, income, residential investment, financial elements, fiscal policy and demographics. In a second stage of our analysis, we test our theoretical hypothesis by means of a sample of 18 OECD countries from 1970 to 2011. We employ the vector error correction econometric technique in terms of our empirical analysis, which permits us to model the long-run equilibrium relationship and the short-run dynamics, which also helps to account for endogeneity and reverse causality problems.  相似文献

Recently a number of studies have recognized that trade policy can be substituted for by competition policy. This study demonstrates, however, that there is a fundamental difference in the working of terms‐of‐trade effects between competition policy and tariff policy and that if countries optimally set their respective competition policies, it is unlikely to result in a tariff‐war‐like state in which all countries adopt distortionary policies. Instead, in a Nash equilibrium, one country maintains perfect competition in its domestic service sector while the other country tolerates imperfect competition.  相似文献

日本和欧美等发达国家已经建立了较为成熟的碳交易市场,并通过碳交易取得了显著的环境和经济效益。我国国内的碳交易市场机制十分落后,还没有一个成熟的国际碳交易市场。作为能源消耗大省,辽宁省的碳减排压力指数全国位列第六,辽宁省低碳经济建设任重道远,务实发展碳交易市场是发展低碳经济的首要任务。本文首先详细论述了辽宁省发展碳交易市场的重要意义,指出碳交易市场对辽宁经济建设、财政收入、环境改善及增强企业竞争力都具有较大的推动力。通过对辽宁省碳交易市场发展现状的分析,发现辽宁省碳交易市场建设中存在的问题主要集中在CDM项目、碳交易所建设及自愿减排市场上。根据辽宁省发展阶段的特点,提出了推进碳交易市场建设的相关建议。  相似文献

This paper employs mean–variance spanning tests to examine the diversification potential of multinational firms and foreign market indices from the perspective of investors in the G7 countries over the 1984–1995 period. We find evidence that multinational corporations may have provided diversification benefits for investors in Germany and the United States. We find that the addition of foreign market indices to a domestic portfolio—inclusive of multinationals—provided substantial diversification benefits in all countries. The economic importance of the shift of the portfolio frontier varied considerably across markets.  相似文献

Climate change mitigation policy is the most difficult to come before our polity in living memory. There can be no solution without international agreement involving all substantial economies, and yet each country has an incentive to free ride on others. The international agreement must have five parts: agreement on the objective in terms of concentrations of greenhouse gases in the atmosphere, agreement on allocation of an emissions entitlements budget among countries, agreement on rules for international trade in entitlements, agreement on developed countries taking the lead on development of low-emissions technologies, and agreement on assistance from developed countries for climate change mitigation in developing countries. Two sources of market failure must be corrected to achieve emissions reduction targets efficiently: the external costs of emitting greenhouse gases and the external benefits of private investment in innovation in relation to low-emissions technologies.  相似文献

This study develops a world spatial equilibrium softwood lumber model comprised of the major importing and exporting countries/regions to analyse the impacts of global trade reform on the world softwood lumber market. The results show that free trade leads to an increase in lumber trade, and Canadian producers and US consumers are the biggest beneficiaries. Trade liberalization improves the overall world welfare as world producer and consumer surpluses increase. The result highlights the importance of moving towards free trade in the global softwood lumber market.  相似文献

In contrast to the existing partial equilibrium literature considering the effects of a trade cost reduction on unionised wage under a given market structure, we show the effects by determining the domestic market structure endogenously. A lower trade cost reduces the number of active domestic firms, but it increases unionised wage in the active domestic firms under decentralised unions. Although a lower trade cost increases wage in the active domestic firms, it reduces domestic employment and total union utility at the free entry equilibrium. So, a trade cost reduction benefits domestic employed workers by increasing the unionised wage, but its effect on the total domestic workers is not favourable. If there is a centralised union, a lower trade cost reduces the number of active domestic firms, unionised wage, domestic employment and union utility.  相似文献

Market intermediaries in importing countries in the form of state trading enterprises (STEs) involve government manipulation of market structure that can be designated a nontariff measure because they are perceived to affect market access. However, the trade effect may be only an unintended consequence of the pursuit of the domestic concerns towards which the objectives of the STE are targeted as well as the extent of the exclusive rights that it is given. These objectives may reflect concerns about domestic distortions or, where these do not exist, redistribution towards producers or consumers. To this end, identifying the domestic effects of STEs through the use of producer and consumer subsidy equivalents that complement measures of the trade distorting effect is important in gauging the overall impact of STEs. In this paper, we outline a method to measure these policy equivalences which can be readily applied to aid transparency in trade negotiations.  相似文献

文章探讨本国企业与外国企业在以产量竞争的方式争夺出口市场的情况下,本国政府对本国企业实施提高竞争对手成本(RRC)战略的投资进行补贴的理论依据。通过两次运用两阶段博弈,文章对由补贴政策、企业RRC投资、产量和利润水平决定构成的三阶段博弈进行了因果关系的比较静态分析,认为在一般情况下,对本国企业RRC投资补贴有利于本国企业在国际市场中产量、市场份额和利润的增加,也有利于本国社会总福利水平的增加,对外国企业产量、利润和社会福利则形成负面影响。由于RRC战略较之掠夺性定价温和且更易实施,这一政策对于保持我国出口稳定增长具有一定积极意义。  相似文献
