Participation in social activities and the formation of social ties, networks, and capital are crucial in shaping not only the quality of life and health of an individual, but also in creating socially sustainable communities. This paper examines to what extent the urban environment shapes an individual’s level of satisfaction with his or her social contacts. A particular emphasis is placed on isolating the role of commuting times in impeding this outcome. The city of Vienna, Austria, is used as a case study. A statistical model considers elements of an individual’s neighborhood including population density and urban centrality, as well as personal characteristics and transportation-related factors. Results indicate that those with one-way commutes of 30 min or longer result in lower levels of social satisfaction. Residing in a neighborhood with high transit level of service and car ownership positively impact social satisfaction.  相似文献

Many cities in the world seek to establish more sustainable urban transport systems with a view to reduce accidents, congestion, air and noise pollution, and to improve social interactions, liveability and amenity values. Against this background, this paper frames urban transportation as an issue of justice: contemporary transport systems are characterized by injustice, as they tend to favour and prioritize motorized transport, accepting that considerable environmental and social burdens are put on more sustainable forms of transportation, other traffic participants and society as a whole. To conceptualize ‘urban transport justice’, the paper discusses three dimensions where injustices are apparent: Exposure to traffic risks and pollutants; distribution of space; and valuation of transport time. It is argued that public and political recognition of urban transport injustices provides significant argument for changes in urban planning, transport infrastructure development and traffic management.  相似文献

To date, the majority of studies which consider transport from a social exclusion perspective have been conducted in the context of the developed world where both income poverty and lack of transport are relative rather absolute states. In a unique departure from these previous studies, this paper explores the relationship between transport and social disadvantage in the development context, the key difference being that income poverty is absolute and where there is much lower access to both private and public transportation generally. Thus, it seeks to explore whether the concept of social exclusion remains valid, when it is the majority of the population that is experiencing transport and income poverty compared with the minority who do so in advanced economies.The paper is based on a scoping study for the Republic of South Africa Department of Transport (RSA DOT), which primarily involved focus group discussions with a range of socially deprived urban and peri-urban population groups living in the Tshwane region of South Africa. In a second departure from previous studies which consider transport and social disadvantage in the development context, the study takes a primarily urban focus. The rationale for this is that theoretically low income urban settlements do not suffer from the lack of transport infrastructure and motorised transport services in the way that more remote rural areas do. The policy issue is therefore less a question of addressing a deficit in supply and more one of addressing particular aspects of public transit service failure, which are more readily amenable to relatively low cost, manageable, small-scale national and local policy interventions.A primary aim for the study was to reinvigorate cross-government debate of these issues in the hope of breaking South African government’s long-standing and persistent policy inertia in the delivery of equitable and socially sustainable urban transport systems.  相似文献

This paper applies the theme of sustainable development to the case of urban transport and daily mobility of the inhabitants of a city. A set of indicators which simultaneously takes the three dimensions of sustainability—environmental, economic, and social—into account is suggested. We present here the results of exploratory research funded by Renault Automobile Manufacturers, carried out to verify the feasibility and the usefulness of elaborating such sustainable mobility indicators. Values of the economics, environmental and social indicators are presented for the Lyons case. These estimations are mainly based on the household travel survey held in this city in 1994–1995. In the end, this set of indicators should allow the comparison of different urban transport strategies within an urban area, but also between different urban contexts, and through time. The conditions of generalization of these measurements of indicators are then discussed.  相似文献

The growth of private motorised urban mobility has become a key issue in relation to environmental quality in China’s cities. This paper reports on a nationwide study of the changes in car use in the 2000s, conducted in eleven large cities. This may assist us in filling the gaps in our existing knowledge, which is based on individual city cases. It is apparent that China’s large cities are embracing a new era of the automobile at an unexpected speed and scale. However, at the same time, it seems that a ‘peak’ in car use has occurred in Shanghai and Beijing, as either the absolute number of VKT per capita has dropped or its growth has slowed in these cities. The changes in urban mobility are deeply affected by social and economic transition factors. The paper provides an in-depth analysis of the effects of increasing incomes and the growing middle class, changing lifestyles and the emerging consumer society, the appearance of the e-Society and an increasingly ageing society. In particular, the growing demand for car use by the younger generation (G2), women and elderly people for the purpose of social activity has become an important force behind the increase in overall VKT. The paper concludes with a discussion of current theoretical perspectives and the issues which should be addressed in future research on the social aspects of private motorised urban mobility in China.  相似文献

Daily mobility of disadvantaged social groups, particularly low-income people, has gained increasing interest since the daily life of these people may encounter significant constraints that lead to certain social issues such as social exclusion and segregation. The concept and measure of activity space have been applied to measure the spatial barriers and inequalities faced by the low-income group in their daily life. However, research on how the daily mobility of different social strata has evolved over a longer period in parallel with urban development has been very limited. This study aims to address these gaps by investigating the activity space of the low-income group in comparison with other income groups in Hong Kong from 2002 to 2011, a period when several subway lines were opened. Four indicators were employed to capture the spatial extent and diversity of activity space. Propensity score matching was used to compare the activity space and mobility of the low-income group with those of the below-average and higher-income groups, while controlling for several confounding factors. The findings indicate that the activity space of the low-income people has not improved over the decade, despite some marked expansion of public transport infrastructure and urban development. In addition, a persistent gap in activity space between the low-income group and other income groups has remained stark in both urban areas and the new towns. Policy recommendations are put forward with a view to improving the daily mobility of the low-income group, with avenues for future research identified as well.  相似文献

Rapid urbanization and a drastic socioeconomic transition from the centrally planned system to a market system in China provide a rare opportunity of observing urban transport equity. Literature on urban transport equity in Chinese cities is increasing. However, our understanding of urban transport equity in China is dominated by individual empirical studies, and an overall picture remains absent. This paper contributes the first literature review on urban transport equity in transitional China. Two key questions are answered. They are how transport equity is understood and examined in China, and what progress can be made to obtain universal knowledge of urban transport equity. This paper addresses the two questions by engaging with recent theoretical dialogue between the political philosophy of justice and Western transport equity research. This theoretical dialogue reconceptualizes transport equity into the equitable accessibility distribution mediated by institutional architecture to achieve equality of social opportunity among people. Based on a critical review of equity-concerned China transportation research and its reconceptualization, we propose an agenda for furthering urban transport equity research in transitional China. This research agenda calls for a shifted research focus (a) on evaluating the accessibility distribution of specific transport projects and policy, (b) on unpacking the political economy of transitional urban transport governance that determines the triumph/failure of the pro-growth/pro-equity accessibility distribution in the real setting, (c) on tracking the impact of accessibility distribution on disadvantaged groups' socioeconomic status and social mobility and putting forward appropriate policy/institution to improve the accessibility of disadvantaged groups, and (d) on revealing how the emerging social trends (e.g., information technology revolution and the aging society) reshape the individual capability to move/accessibility distribution.  相似文献

We compare the travel behavior of urban versus suburban baby boomers in the Boston metropolitan area. Using propensity score matching to attempt to control for self-selection and data from two surveys implemented in 2008 and 2010, we find that the urban boomers tend to be less automobile-dependent than suburban baby boomers. Urban baby boomers also make more recreational non-motorized transport (NMT), social, utilitarian, and transit commute trips. Most of these differences seem to be primarily a result of the urban setting, not the particular preferences of boomers living in urban settings. We find very small self-selection effects on automobile commuting, recreational NMT, and utilitarian trips: 1–7% of observed influence. We also find some evidence that baby boomers’ preference for social activities tends to be mismatched to their environments – suburban boomers want more social opportunities than their settings enable. For public transport, we find a relatively large self-selection effect, 43% of observed influence, suggesting a transit-oriented boomer market segment exists.  相似文献

This paper examines two potentially contradictory trends in tourism planning in cities; the emphasis on partnership and public participation. Public–private sector partnerships are part of the post-Fordist planning orthodoxy in the UK and involve a coalition of local and non-local agents and particularly elite groups. These partnerships are often one step removed from urban government and raise issues about accountability and local democracy. The tourism literature on community tourism development and community involvement is underdeveloped in the context of urban tourism. Nonetheless, evidence suggests that local urban social movements can be influential in the development process and that planners and developers need to embrace these interests if sustainable tourism products are to be developed. The considerable growth in cultural and heritage tourism and recreational shopping has created tensions within tourist historic cities, which may be amenable to resolution through public participation. In York, heightened civic awareness of the role of tourism in the local economy and the intensification of competition for investment/consumption, demands a re-evaluation of its tourism strategy. These participatory policies are far removed from the more radical models of public participation but may be all that is achievable in a competitive climate dominated by entrepreneurial city management.  相似文献

Walking and cycling can make a considerable contribution to sustainable transport goals, building healthier and more sustainable communities and contributing to traffic and pollution reduction. There have been many national and local initiatives to promote walking and cycling, but without a long term vision and consistent strategy it is difficult to see how a significant change may be achieved. This paper presents three alternative visions for the role of walking and cycling in urban areas for the year 2030: each vision illustrates a ‘desirable’ walking- and cycling-oriented transport system against a different ‘exogenous social background’. These visions have been developed through a process of expert discussion and review and are intended to provide a stimulus for debate on the potential for and desirability of such alternative futures. Each is based on the UK and represents a substantial change to the current situation: in particular, each of the visions presents a view of a society where walking and cycling are considerably more important than is currently the case and where these modes cater for a much higher proportion of urban transport needs than at present. The visions show pictures of urban environments where dependence on motor vehicles has been reduced, in two of the visions to very low levels. The methodological approach for devising visions is informed by work on ‘utopian thinking’: a key concept underlying this approach is one of viewing the future in social constructivist terms (i.e. the future is what ‘we’, as a society, make it) rather than considering the future as something that can be ‘scientifically’ predicted by the extrapolation of current trends.  相似文献

Transport planning is gradually shifting targets towards modifying the pedestrian streetscapes that favor walking and enhance urban sustainability. We cannot be optimistic about walkability on condition that walkable streets are not evenly distributed within urban settings. Auditing the street walkability and associated social inequalities in developing countries should provide critical implications for transport planning. This paper identifies the most common indicators in existing indicator classification frameworks based on word frequency; and then establishes an indicator classification system (connectivity, accessibility, suitability, serviceability, and perceptibility) through expert panel evaluation for auditing street walkability in China. Using a case of Hangzhou metropolitan area, a set of 13 indicators are first selected by referring to the established indicator classification system and then aggregated into an integrated walkability index (IWI) through the catastrophe theory (CT) model after appropriate data treatment (standardization, normalization and correlation calculation). Camera signaling data are employed to validate the developed IWI. Results show that IWI is efficient to audit street walkability. IWI presents great heterogeneity at segment level. In general, higher walkability is observed in streets across the central and western areas. Walkability profiles of the segments are further produced by the clustering approach and the categorized groups can inform more targeted planning options. Spatial regression is finally utilized to quantify the associations between community socio-demographics and neighborhood IWI at two levels. We discover that lower neighborhood walkability would be observed in socioeconomically disadvantaged communities. These results suggest that significant social inequalities in street walkability should exist across the communities within Hangzhou metropolitan area. The developed IWI not only brings a standardized measurement of street walkability in the field of transport planning, but also paves the way for addressing the social inequalities in street design across various jurisdictions.  相似文献

Like other major metropolitan areas, the urban complex that extends from Los Angeles to Orange County faces numerous transportation challenges. Daily traffic congestion, reduced productivity and loss of income, air pollution, environmental degradation and significant energy consumption are only a few outcomes of the millions of miles travelled every day on the region’s highways and streets. An important response to this significant urban challenge has been the desire for further expansion of an efficient public transportation network and increasing densities in particular areas within the larger metropolitan region. In this paper, we estimate the current energy consumption patterns in various communities, arguing that policy attempts to achieve higher density and better jobs-housing balance should fully consider the social geography of our metropolitan areas and their close relationship with energy consumption patterns.  相似文献

While the bicycle is commonly understood as a suitable alternative to fulfil most of urban mobility needs, adoption rates of this transport mode vary considerably among urban areas. Those at early stages of adoption, identified as starter cycling cities, face numerous challenges, reducing the effectiveness of policies and strategies. Much research has been dedicated at identifying social and physical environment conditions favouring the use of the bicycle. Assuming cycling potential results of a good combination of physical and socio-demographic factors, we set out to identify dominant contexts generating high levels of cycling potential. The previously developed Gross Potential for Cycling is applied to 21 Portuguese municipalities of different spatial contexts. By looking at the particularities of different typologies of urban territories, a set of k-means clustering analyses investigates which combination of factors contribute to the establishment of a high cycling potential.The results indicate that, in the set of case studies, high accessibility to schools and urban centralities are common in high cycling potential areas, regardless of spatial context. Three clusters were identified from the combination of the age profile of residents and the connectivity features of the territory, defining the main typologies of high cycling potential areas. As different urban typologies pose distinct configurations on the performance of the different evaluated indicators, these outcomes are crucial to inform policy makers on where to prioritize investment for the establishment of a new cycling culture.  相似文献

This article explores the transport modal practices of parents with young children in everyday urban life. It is based on a qualitative multi-site approach that takes into account the geographic location, urban form and socio-economic characteristics of four Vancouver (British Columbia) neighborhoods. Our analysis of semi-structured interviews with parents reveals that modal practices were contextually contingent along a spectrum of auto-dependency, multimodality and altermobility. The results expose the contradictions, inequities and social ambiguities of parental modal practices and raise questions about how they might represent possible instances of a transition away from auto-dependency and towards sustainable transportation.  相似文献

This paper investigates the impact of urban spatial structure on the opportunities for people to participate in face-to-face activities. We make use of the Social Interaction Potential (SIP) metric, a tool to measure the average level of opportunity for people to engage in face-to-face activities given some basic constraints on their daily mobility patterns. Generally, this opportunity is a reflection of whether the urban spatial structure – a term that broadly applies to the spatial arrangement of land-uses and the interactions between them – constrains or permits the ability for potential activity partners to be at the same place and time. In this paper, the SIP metric is applied to 42 metropolitan regions in the United States with populations over 1,000,000 people. These measurements are regressed against a set of indicators of urban sprawl to expose the relationship between spatial structure and SIP. The indicators are generated by a factor analysis of a large set of variables describing the scale, centrality and dispersion of land-uses in addition to several other structural and infrastructure-related variables. Cluster analysis is also used to organize the regions into similar groupings with respect to their structural characteristics and the level of SIP they provide. The findings indicate that social interaction potential is hampered by decentralization, fragmentation, and longer commutes in the largest metropolitan regions in the country. Interestingly, the negative effect of decentralization on SIP Efficiency is found to be nearly ten times stronger than that of fragmentation and nearly 20 times stronger than the effect of mean commuting duration.  相似文献

Much of the literature on community attitudes to tourism development relates to rural areas in developing countries while urban environments in developed countries and pre‐development scenarios have been neglected. The paper is concerned with resident attitudes to tourism development proposals and their perceived impacts in the Worsley area of the city of Salford, England. The results show that the community is divided on the issue of support for tourism development based on the perceived benefits and costs of tourism and that the anticipated negative environmental consequences are significantly more influential than positive economic or social impacts. Over the past decade, researchers have refocused their attention upon the interconnection between locationally disadvantaged communities and poor transport services in order to better understand social exclusion. Limited access to private and public transport has often been identified as a major contributing factor to social isolation and economic poverty that certain groups in the community experience. To date, an insufficient amount of research attention has focused on the elderly or seniors, who are often identified as being subject to social exclusion because of difficulties associated with travelling outside their homes to access services and facilities especially for non-car drivers. Moreover, a disproportionate amount of research undertaken on transport related forms of social exclusion in Australia has understandably looked towards the outskirts of its major urban centres, where services and facilities are sparsely located and generally only accessible by car. This paper provides a different insight by analysing a middle distant municipality where large spatial concentrations of seniors are to be found, some of whom do not have ready access to a car or have difficulty accessing the public bus service. Using a variety of data sources for a municipality in Melbourne, this case study reveals that social exclusion of non-car driving seniors is reinforced by a regional public transport system that cannot adequately service the entire municipality. For now, the incidence of locational and transport related disadvantage is restricted to small pockets of the municipality, but as seniors age and surrender their car driving licences this problem could become more serious. The study concludes by calling for more analyses to be undertaken into transport engendered social exclusion if this problem is to be contained as the post-war baby-boomers generation ages across most of the middle suburbs of Australian cities.  相似文献

During the past decade, there has been an increased focus on mobility in the social sciences linked to the so-called ‘mobility turn’, which claims that as mobility is so pervasive it should not be viewed as a rupture in society but as a normal way of life. This is certainly the case in urban contexts of sub-Saharan Africa where mobility forms an integral part of livelihood and income-generating activities. Drawing on in-depth qualitative research conducted in Accra, the capital of Ghana, this paper explores the mobility of urban residents in differing parts of the city in relation to their livelihood strategies. Through illustrating the ways in which the mobility of urban residents is aided or hindered by Accra's transport system, and by examining how this in turn influences their livelihood strategies, the paper contributes to an alternative new mobilities paradigm that is more considerate of, and builds upon insights from, the global South where such research has a longer pedigree than in the global North.  相似文献
