This paper examines the wage differential between the genders in a newly industrialized economy-Taiwan. The objective is to verify the existence and magnitude of the Taiwanese wage differential (or discrimination as some would term it) and contrast it with findings in the United States.The gender gap was estimated for the private sector and the public sector respectively. It was found that wage discrimination against females does exist. The magnitude of the “discrimination” falls within the same range as the empirical estimates for the U.S. In Taiwan, however, the wage discrimination appeared to be slightly more severe in the public sector.A measure for the discriminatory effects of the “occupational segregation” was proposed and implemented. Contrary to common belief, the “occupational segregation” was not an important factor in wage discrimination. Nor did the disparity of jobs distribution in terms of “industry” generate any significant level of wage discrimination. The main source of gender discrimination (in terms of wage rates) came from the lower returns to the “productivity” characteristics (experience, education, tenure, etc.) and not from seemingly popular hypotheses of occupational segregation (or, in more general terms, job segregation). This study investigates public–private sector wage differentials for male and female waged employees in Pakistan. This is done using latest nationally representative data from the Pakistan Living Standards Measurement Survey (PSLM) 2005. We adopt three methodologies to obtain robust estimates of the wage differential and the results reveal that public sector workers enjoy large wage premia. The gross pro-public wage differential is much larger for women than for men. Our findings also show that while private and public sector workers’ differing characteristics ‘explain’ a larger proportion of the private–public wage gap for men, this is not the case for women.  相似文献

The present study examines the public-private sector wage gap in South Africa using individual cross-sectional data for 2000–14. Results from unconditional quantile regressions and generalised Oaxaca–Blinder type decompositions show that the wage gap is an inverted-U shape across the wage distribution. The ‘composition effect’ is more important than the ‘price effect’ at the bottom of the distribution while the opposite applies at the top. Key factors underpinning the ‘composition effect’ are unionisation, industry of employment and education, while those associated with the ‘price effect’ are education, race and occupation.  相似文献

Using counterfactual decompositions combined with quantile regression, we investigate the pattern of gender wage differentials in Asian and Latin American countries and combine the findings with existing evidence for European and other mostly developed countries. While in the group of Latin American countries glass ceilings are prevalent, no clear evidence of glass ceilings is found in the group of Asian countries where, generally, sticky floors or a mixed pattern is the norm. The findings are robust with as well as without occupation controls. In addition, analysis by sector points to glass ceilings in the public sector in most countries, while in the private sector the patterns vary. Combining the new evidence from the present study with existing evidence (in total we consider 60 countries), a comprehensive global picture of gender wage differentials is provided. Possible explanations for differences in patterns of gender wage differentials are discussed.  相似文献

This study compares the wages in the public and private sectors in Japan. In addition to comparing overall wage levels, we examine the differences in the wage structures, specifically, the relative wages by gender, age, education, and region. The size of the public sector wage premium depends crucially on the size of the private companies chosen as the comparison group. Wage gaps by gender and educational attainment are smaller in the public sector than they are in private companies. The public sector's age–wage profile is steeper than that of the private sector. Public sector wages are more compressed. In other words, the wages are relatively higher at the lower end of the wage distribution and relatively lower at the higher end. The regional wage differentials are smaller in the public sector. Here, the wage levels of public sector workers are relatively higher in rural regions and relatively lower in large metropolitan regions. To ensure the efficient provision of public services, it is inappropriate to compare only mean wages.  相似文献

This paper looks into the wage differential between local and foreign workers in Macao. We applied standard wage decomposition techniques to official wage statistics to identify wage gaps according to sector and occupation, among other dimensions. The results suggest that, in addition to wage discrimination against foreign workers as a whole, Macao’s employers tend to pay skilled foreign workers premium wages, whereas less-skilled foreign workers receive lower wages than their local counterparts.  相似文献

In this study, we investigate the anatomy of older workers’ wages. The central question is whether the wage cushion—i.e., the difference between actual wages and collectively agreed-upon (maximum) contractual wages—contributes to the fact that wages continue increasing at older ages. We follow the wages of individual workers in twenty-two sectors of industry in the Netherlands using administrative data for the period 2006–2010. In the public sector, we find no evidence of a wage cushion. Wage scale ceilings set in collective agreements are guiding for older workers’ wages, and workers earning a contractual wage equal to a wage scale ceiling are not compensated with higher additional wages. In the private sector, we do find evidence of a wage cushion. Wage scale ceilings are less restrictive and workers earning a contractual wage exceeding the highest wage scale ceiling experience higher contractual wage growth. The private sector wage cushion enhances wage differentiation and allows for wages that continue increasing at older ages.  相似文献

Between 1940 and 1950 wage differentials narrowed substantially, a phenomenon that economic historians have called the “Great Compression.” This paper dis-aggregates the Great Compression into changes within and between the public and private sectors. We show that wage differentials declined in the public sector as well as in the private sector; had the public sector decline not taken place, the Great Compression would have been substantially smaller. In this regard, the experience of the 1940s stands in stark contrast with that of the past two decades, during which a relatively rigid public sector wage structure has dampened overall increases in wage inequality.  相似文献

从市场经济体制的建立到经济社会高质量发展,我国不同部门市场化程度有所差异,劳动供给的部门异质性随之体现。基于中国劳动力动态调查数据,结合汉森门槛回归模型和劳动供给模型,依托部门市场化程度的差异性,文章探讨了工资对劳动力个人供给的非线性影响及其部门异质性。主要得出以下研究结论:第一,我国市场部门与公共部门劳动力的个人劳动供给有所差异。第二,工资与个人劳动供给呈现非线性关系并且存在部门异质性。实证分析结果显示,工资对个人劳动供给的影响存在三个"突变点",工资门槛均使得工资"激励效应"加强并呈现逐步增加的趋势。第三,劳动供给的工资门槛存在性别、城乡和行业异质性。第四,随着年龄增长、人力资本积累,个人劳动时间供给趋于降低,签署书面劳工合同使得市场部门劳动力工作时间显著增加,而政治面貌显著影响公共部门劳动供给。总体来看,无论是市场部门还是公共部门,我国劳动力个人供给曲线均未"向后弯曲",国民经济高质量发展、改善收入分配格局、提升居民幸福感等议题需持续关注。  相似文献

This paper investigates the impact of outsourcing on wage settlement in the public sector. The study characterizes the equilibrium wage offered by the public sector union to a government bureau competing against private sector firms. It is predicted that the union will offer a concession wage in an attempt to block outsourcing when its members' outside employment options are sufficiently unattractive and will offer a non-concession wage otherwise. The study contributes to the literature on outsourcing and wage determination in the public sector.  相似文献

This paper presents an equilibrium theory that accounts for how cyclical patterns of employment and real wages vary between genders and across industries. Workers' self-selection of industrial sectors, gender differences in comparative advantage among sectors, sector-nonneutral shocks, and resulting mobility of workers across sectors play the key roles in explaining wage and employment cyclicality by gender and by industry. Numerical simulations demonstrate that reasonable parameter values exist under which the current model accords with several stylized facts. These parameter values are characterized most importantly by men's comparative advantage in the sector subject to larger cyclical demand shocks.  相似文献

On the basis of anecdotes centered on the alleged “circuitous routing of checks,” researchers focusing on the pre-Fed check-clearing system have usually argued that it was inefficient. In this paper we study a 1910 check remittance register from the State National Bank of Bloomington, Illinois—we dissect the way the bank forwarded checks to various destinations for clearing and collection. We find that the bank followed an orderly process of check remittance according to which checks tended to move in the “right direction.” This casts doubts on the alleged pervasiveness of cycling and circuitous routing of an extreme nature in the pre-Fed check-clearing process.  相似文献

This paper investigates the impact of the different occupational distributions of the gender groups on the gender wage differential in Brunei. We disaggregate occupational differences into explained and unexplained portions as this can provide better estimates of across-occupation and within-occupation wage differentials. Using data from the Brunei 1995 Labor Force Survey report, results indicated that the gender wage difference is approximately 60%. Unlike other studies, it is found that in Brunei the unexplained portion of occupational segregation has had an impact on gender wage differentials and accounts for approximately one-third of the observed gap. Interestingly, the unexplained component of the within-occupation gap is relatively less than in some developed economies. This is attributed to the effects of the large public sector in Brunei and its regulated pay scales.  相似文献

Labour market segmentation (LMS) is thought to generate poverty and inequality and its existence has been often documented by estimated earnings functions identified by such endogenous income-determining factors as occupation, firm size and sector. Past research is open to the criticism that it ignores the extent to which workers are able to gain access to the high wage segments of the labour market. The paper investigates various dimensions of LMS in Cyprus and shows that the market is segmented by sex, an exogenous factor, as well as by the endogenous factors of public/private sectors of employment and firm size. Evidence is presented to show how the Cyprus labour market operates to erect barriers which serve to restrict access of workers to the high wage segments.  相似文献

This paper addresses a popular debate on teacher pay in a developing country context, namely whether teachers are under-paid or over-paid. Using national level household survey data from Bangladesh, we find that teachers are significantly under-paid in comparison to non-teachers who possess similar human capital and other observed characteristics. A decomposition exercise of the teacher non-teacher wage gap reveals that the teacher non-teacher salary difference is driven mostly by differential returns to observed characteristics. Our results suggest that there is some equity justification for allowing an “across-the-board” increase in teacher pay particularly for female, rural and aided school teachers in Bangladesh.  相似文献

Since the end of the 1980s, the number of migrants working in the urban labor market has increased dramatically. However, migrant workers are treated differently from urban workers. In this paper we examine the labor market discrimination against rural migrants from the point of view of wage differentials using CHIP-2007 data. We apply Jann pooled method to deal with index number problem and use Heckman two step model to correct selection problem when decomposing the wage gap. The decomposition results show that a significant difference in wage gains persists between the two groups as late as 2007. In 2007 migrants only earned 49% of urban workers' income and 17% of the wage gap cannot be explained by observed factors. In detail, differences in educational attainment, work experience and distribution across industry, occupation, and ownership of enterprises account for most of the explained wage gap.  相似文献

This paper analyzes whether a black–white racial wage differential exists in the nursing labor market in the US. Despite claims of a nursing shortage, little examination of whether racial inequalities in the labor market might contribute to this purported shortage has occurred. Possible explanations for black–white differences in RN compensation include racial differences in: occupation; returns to skills; metropolitan residency; union membership. Regression analysis on wages for registered nurses (RNs) was conducted. Findings suggest a wage penalty for non-union black nurses compared to non-union white nurses as well as the absence of a racial wage differential for union nurses.  相似文献

The aim of this study is to determine how the change in the balance between public–private sector employments affected public and private earnings during the 1990s and 2000s in Turkey. We use the Oaxaca–Blinder and quantile decomposition methods to determine the wage gap between public and private sectors utilizing the 1994 Household Income Distribution and Consumption Expenditure Survey and the 2008 Household Budget Survey conducted by the Turkish Statistical Institute. The study determined that the primary difference in the average wages between sectors arises from the differences in the endowments without correction for gender. After adjusting for correction using quantile regression, we find that the difference in the endowments between sectors at lower quantiles explains the majority of the raw wage gap; whereas a substantial amount of the raw wage gap is explained by the sector effect at higher quantiles.  相似文献

This paper analyzes travelers' choice behavior by using combined revealed preference/stated preference (RP/SP) survey data on work-trip mode choice in Shanghai, taking into consideration different scales across the two data sources. Several versions of a multinomial choice model are specified and estimated. The estimation results suggest that the utility function with money cost divided by income by equivalence scale be chosen as the preferred model. Based on the preferred model, values of time and sample aggregate elasticities of choice probabilities are calculated. The results show that values of “in-vehicle time” and “out-of-vehicle time” are 64 and 82% of the sample mean wage, and that in terms of elasticities, “in-vehicle time”, “out-of-vehicle time” and “money cost” are the most important attributes for bus, subway and taxi passengers, respectively. The conditional elasticities given low, middle and high income levels indicate that bicycles seem to be an inferior good for all income levels. Bus and subway transport are inferior goods for people at middle and high income levels but normal goods for those at a low income level. Taxis are a normal good only for low income levels; for middle and high income levels, they are a luxury good. The results obtained may be used for transportation policymaking in Shanghai.  相似文献
