Does Foreign Direct Investment Provide Desirable Development Finance？ The Case of China

Foreign direct investment (FDI) is often considered as a cost-effective and risk-reducing source for development finance. This paper,however,shows that FDI finance often entails underestimated risks and costs. FDI might react sensitively to business cycles and might not be as "permanent" as conventionally believed. FDI might also accelerate other forms of capital flow in times of financial difficulties and,hence,destabilize financial order. In addition to the risks,compensations to FDI and the high import-dependency of FDI-related trade lead to a considerable drain on the balance of payments. Moreover,the reliance on foreign capital for development finance is equivalent to building a Ponzi financing scheme and,therefore,is unsustainable. Given the fact that FDI financing is risky and costly and China does not lack savings,it is suggested in the present paper that China's efforts in attracting FDI should not aim at external capital provisioning.

随着我国对开开发以后,经济得到快速发展,这主要归功于我国充分根据我国国情,积极主动地吸引和利用外资,对促进我国科技发展、国民就业、扩大出口起到了积极的作用,本人简要分析国外投资情况及对我国国内经济的影响.

房地产投资是区域经济的重要组成部分,将房地产投资与经济的协调发展和可持续发展观相结合,提出房地产投资的发展目标是实现房地产投资与区域经济的可持续协调发展。一方面,分析了房地产投资和区域经济发展之间的关系,探讨房地产投资对于经济增长的促进作用,以此来实现两者的协调发展;另一方面,将可持续发展观引入房地产投资,从生态持续、经济持续、社会持续3个方面分析了房地产投资对于区域可持续发展所施加的影响。     

Pursuing Sustainable Development： A Comment on China as the Largest Foreign Investment Recipient

This paper examines the role of foreign investment in China with particular focus on its implications for environment. It shows that most of investments generate both positive and negative effects on China＇s environment. Many of these projects are located in the so-called pollution-intensive industries. This paper tries to elaborate the existing greater environmental implications by the foreign investments. It is concluded that only by honestly evaluating the environmental and social impact of liberalizing trade and investment can China determine whether expand or contract foreign capital utilization for further development.     

国际投资协定中"投资"定义条款的重构——以中国与"一带一路"沿线国家BITs为视角

中国与"一带一路"沿线国家BITs"投资"定义条款主要以"资产"为定义基础,外延开放,限制要素多元,但仅注重静态定义,定义范围泛化,要素解释缺失,循环定义问题突出."投资"定义的不确定性导致BITs适用边界失守,在平衡利益方面失效,与ICSID的定义解释之间严重脱节.重构"投资"定义条款,应在"属概念"静态统一的基础上回归动态本质,立足"双重"格局,在平衡利益上发挥实效,区分增量与存量投资,加强互补性,融合合法性和发展性要素.     

Determinants of Indonesian rural secondary school enrolment: gender,neighbourhood and school characteristics

In recent years the school enrolment rates of children aged 13–15 and 16–18 years have increased sharply in Indonesia, not only in urban but also in rural areas. Using various data sets spanning the years from 1993 to 2007, this paper investigates changes in factors associated with the enrolment of secondary school aged children in rural areas. It sheds light on the roles of gender and of neighbourhood and school characteristics, which have rarely been examined in the Indonesian context. The study finds that the disappearance of a gender gap in secondary enrolments between 1993 and 2007 contributed significantly to the rise in the overall enrolment rate. The findings also show that children living in wealthier communities and communities with a high proportion of enrolled children are more likely to attend school. Finally, various school characteristics are shown not to be strongly or consistently correlated with school enrolment.

The relationship between corruption and public investment at the municipalities＇ level in Indonesia

This research is conducted to quantitatively measure the relationship between corruption and public investment at municipalities＇ level in Indonesia. According to Nash Equilibrium derived from mixed strategies, the relationship between corruption and public investment can be both positive and negative depending on the level of the corruption Index. Moreover, the econometric estimations from cross section data and pooled data consistently confirm that the relationship between corruption and public investment is in non linear quadratic form. It was found that the public investment reaches the lowest level when the corruption index ranges from 4.42-4.64.     

创新驱动发展战略下固定资产投资结构与经济增长的关系研究

根据拓展的柯布-道格拉斯生产函数,构建用固定资产投资板块结构来测度创新驱动发展的实证模型,运用2013-2017年全国省级面板数据,探讨在创新驱动背景下我国固定资产投资结构对经济增长的影响。研究表明:2013-2017年固定资产投资依然对经济增长有显著的促进作用,但产出弹性系数在逐渐变小;分类别来看,基础设施投资对促进经济增长没有明显作用,但房地产开发投资和制造业投资对我国当期经济增长具有显著的促进作用;对比创新驱动发展战略实施前后来看,房地产开发投资的产出弹性系数在变小,制造业投资的产出弹性系数在变大。因此,在总量上要保持一定比例的固定资产投资率,结构上要加大制造业投资、控制基础设施投资、保持房地产开发投资稳定。     

可持续发展阶段政府指导外商直接投资作用浅析

在可持续发展阶段，不同于以往的控制、主导作用，政府相机发挥作用的功能应以政府指导的形式表现出来。在吸引外商直接投资领域，政府指导作用的有效性表现在：用优惠政策的整体布局形成外商投资动力、保证国内企业得到有利的技术外溢条件、创造国内企业规模扩大和提高竞争力的条件。政府应通过激励和约束，指导外商直接投资实现整体协调、投资方向高度化、现代化、投资形式多样化的政策目标。     

中国农村人力资本投资与农村经济发展

文章认为,目前我国农村广泛存在着教育投资动力不足和教育能力缺乏的问题,其中原因主要是农村人力资本的投资收益率不高。除此之外,教育体制方面的不健全、学校教育与农村经济发展状态脱节的事实以及农业职业教育力度不够,在很大程度上制约了农村人力资本的投资额。但在现代新农村环境下,只有依靠加大对农村人力资本投资才能够真正实现农村经济的可持续发展。在这种现实的背景条件下,文章对人力资本投资和农村经济发展之间的相互关系进行了说明和分析,以试图对农村人力资本收益与农村经济发展提供一些思路。     

外商直接投资对安徽经济发展的影响及对策

外商直接投资对带动区域经济的发展具有重要作用。改革开放以来，安徽省在吸收和利用外商直接投资方面取得显著成效。文章概述了安徽外商直接投资的发展历程及特点，并运用EVIEWS软件对外商直接投资促进安徽经济发展作了实证分析。同时指出安徽在利用外商直接投资方面所存在的问题，并提出相应的对策建议。
