Disbanding an Effective System for Self Regulation of Advertising: Beyond the Media Council of Australia

This paper analyses the role of government, advertisers, advertising agents, and the industry complaints body in unravelling what was once an effective self regulatory system for advertisements. It outlines the connection between the system for the accreditation of advertising agents and the system of fuzzy Codes of Practice rules for the content of advertisements that regulated Australian advertising until the end of 1996. It shows how a revamped competition policy, government review, aggrieved advertisers and an entrenched Advertising Standards Council contributed to the demise of the Media Council system of self regulated advertising. The paper describes the new self regulatory system that has been put in place and analyses both the old Media Council Code of Practice rules and the rules of the new Advertiser Code of Ethics.     

More Dialogue and Further Development

In January 2008 Slovenia took over the six-month rotating Presidency of the EU Council and this is the first time since the wide EU expansion in 2004 that a new member state bears this responsibility. China is Slovenia＇s most important trading partner in Asia and in the past few years the turnover between China and Slovenia has been increasing steadily. Since 1992, China and Slovenia have maintained high-level contacts and regular dialogue. In November 2007, Slovenian Prime Minister Janez Jansa paid a visit on the state level, which was very successful and provided a new push for further strengthening of bilateral ties. This year marks the 16th anniversary of the establishment of diplomatic relations between China and Slovenia. China＇s Foreign Trade appreciated the opportunity to interview His Excellency Dr. Marjan Cencen, ambassador of the Republic of Slovenia to the People＇s Republic of China, and discuss bilateral relations of the two countries, the new business exchange, while also taking a look at relations between China and EU.     

International briefing 7: Training and development in Singapore

Singapore’s only resource is its people. It has made HRD as a key strategy for economic development since its inception. Its economic success story is entwined with the training and development of its workforce. A national manpower development infrastructure has been put in place to facilitate training and lifelong learning of its people for the twenty‐first century under a master plan called Manpower 21. Continuous training and skills development has been possible through close cooperation between the state, employers and the unions through unique working relationships between several policy‐making institutions, such as the National Manpower Council and the National Wages Council.

At its Edinburgh meeting on 11th and 12th December 1992 the European Council came to a number of conclusions regarding the future financing of the Community. The following article examines the implications of the new financial perspective.     

Slimmed May Day Holiday

Last November the State Council of China decided to renew its holiday system by reducing the seven-day May Day holiday to three days and introducing three new one-day public holidays, namely the Qingming Festival, Dragon Boat Festival and Moon Festival. By doing so, the three golden-week holidays that were introduced in 1999, namely the Spring Festival, May Day and National Day, could be better distributed.     

THE CONSUMERS' COUNCIL BILLS 1929–1939

Three attempts were made in Parliament to create a Consumers' Council between 1929 and 1939. The proposed Council was to have powers to investigate and recommend price fixing, and although all three bills were unsuccessful, some of the issues discussed are still of contemporary interest.

The Sine-Egyptian Joint Business Council Business Forum Held

On December 25, Chairman Wan Jifei led the Chinese business delegation attending the Sino-Egyptian Joint Business Council Business Forum co-hosted by the CCPIT and the Sino-Egyptian Business Council in Cairo, Egypt. Chinese vice Premier Li Keqiang who was on a visit to Egypt attended the forum and addressed the opening ceremony.

Doors and boundaries: A recent history of the relationship between research and practice in UK organizational and management research

This article looks at a selection of significant episodes in the history of organizational and management research, and the policies in this field of the UK Social Science Research Council. The episodes begin in the Council's early days in the mid-1960s, and run through its high-profile efforts to improve management research at the end of the 1980s to the start of a new initiative sanctioned by the Council in 2001. They have been chosen because they are important milestones in the development of the field. They also illustrate a central issue which has been evident throughout the period: whether management research should be framed as essentially different or merely seen as carrying some sort of deficit or remedial gap with respect to the other ‘founding disciplines’. They also illustrate an important dilemma facing the funding agency in its longstanding if erratic attempts to engage with the processes through which social science research is used – namely the tension between the goals and rhetoric of excellence and relevance. One episode which illustrates these issues particularly well is that of the Open Door Scheme, a radical SSRC innovation in the 1970s which encouraged non-academic participation in the selection of management research topics. Changes within the funding agency over the same period are crucial for this story. We reflect on their relevance for the episodic developments within management research. From these points of enquiry, we derive a historical, institutional analysis of the interactions between public research funding and management research, of the interplay between the worlds of practice and research, and the ways in which a dialectic has been constructed between concepts of use and relevance, on the one hand, and excellence and rigour on the other.

This article develops a new comprehensive policy proposal to stabilise the European Economic and Monetary Union in the long term. This public debt resolution mechanism attributes sufficient credibility and feasibility to the no bailout clause. It is a variant of a 2016 proposal by the German Council of Economic Experts. However, such a resolution mechanism has tough prerequisites in order to reduce moral hazard and free riding.

The Witches' Brew

Satellite broadcasting has been front-page news in the UK recently; thus this article is timely. Regrettably, the British Government's proposals could not be included; however, the main purpose here is to look at satellite broadcasting from the viewpoint of possible pan-European controls. As such, if this article puts the new British proposals into the context of a European framework it will have served its purpose well. To set the scene an attempt is made to outline the issues and problems which must be considered, and a summary of the main proposals for launching and operating satellites is given. The main thesis considers the powers and possible activities of the European institutions—the European Community and Council of Europe—with regard to controls of advertising on satellite broadcasting in Europe.

The Asian Crisis, the IMF and Dr Mahathir

While in the literature concerning the Asian crisis extensive coverage has been given to the course of events in the countries implementing IMF-supported programmes, scant attention has been paid to other countries that also suffered from the crisis. Potential alternatives to the IMF way of handling the crisis are thus in danger of being neglected. The project on which this paper is based was funded by the Indo-Dutch Program on Alternatives in Development (IDPAD) in collaboration with the Indian Council of Social Science Research (ICSSR).     

Consolidation vs. Enlargement — the issue for the European community

The EC Council of Ministers seems to have made up its mind to admit Greece to the Community. If so, the accession of the other South European countries willing to join — Spain, Portugal and Turkey — is merely a question of time. What are the implications of such an enlargement of the EC for the Community of the Nine and for the four new members?
