Pollution prevention (P2) remains the key pollution reduction strategy in the US despite its limited success in improving environmental performance. To aid the targeting of policies to promote the types of P2 that achieve environmental goals, this study investigates the intricate nature of P2 adoption by (1) distinguishing among three types of P2: procedural changes, input and material changes and equipment and product changes, (2) disentangling the adoption decision into a binary and a count decision, and (3) analyzing benefit- and cost-related factors. Using a sample of facilities of S&P 500 firms, I employ NB hurdle models to analyze how facilities respond to these factors in making P2 adoption decisions. I find that facilities that have lower cost of adoption due to past P2 experience have higher likelihood of adoption and higher rates of adoption of all types of P2. However, those exposed to greater threat of enforcement action find limited scope for P2 in achieving environmental compliance objectives. Some regulatory threat variables even have a negative effect. Facilities also adopt P2 to enjoy market-related benefits: final good producers are more likely to adopt P2 that appeal to consumers (input and material changes), while intermediate good producers are more likely to adopt P2 that is valued by its supply chain (procedural changes). Community characteristics and other knowledge sources are not always positively associated with the likelihood of adoption nor with the rate of adoption.  相似文献

Previous research provides opposing theoretical arguments regarding the effect of environmental regulation on financial performance. As one important argument, the Porter hypothesis claims that tighter regulation improves financial performance. This study provides empirical evidence on this debated effect. In particular, we employ panel data analysis to examine the effect of Clean Water Act regulation, as measured by permitted wastewater discharge limits, on expected future financial performance, as measured by Tobin’s q, for publicly owned firms in the chemical manufacturing industries. We find that tighter permitted discharge limits lower Tobin’s q; i.e., more stringent Clean Water Act regulation undermines expected future financial performance. By decomposing Tobin’s q into its constituent components—market value and replacement costs—and estimating each component separately, we find that tighter permitted discharge limits lower both components with a larger impact on market value, which implies that investors revise their expectations of the discounted present value of future profits in response to changes in Clean Water Act regulation.  相似文献

Requirements that individuals or companies self-report violations are common in regulation and law enforcement. This paper studies how violators’ aversion to lying affects the design and merit of enforcement regimes that require self-reporting. Even when a self-reporting requirement produces costs of lies and enjoys no economic advantage in the absence of lie aversion, I find that self-reporting improves enforcement efficiency. With lie aversion, self-reporting enables greater deterrence of violations at a lower cost of monitoring. Corollaries to this result are that (1) the presence of lie aversion enhances social welfare; (2) enforcement regimes that elicit more noxious lies when false reports are made—for example, a compulsory versus voluntary self-reporting feature—are advantageous; and (3) under an optimal enforcement regime, lying generally occurs and the self-reporting sanction is higher than the average sanction for a false report.  相似文献

Behavior in the local commons is usually embedded within a context of incentives, regulations and social norms for the group of resource users. Standard environmental economics has tended mostly to focus on the material incentives and regulations that transform the relative material costs and benefits of various/specific/certain actions. However, there exist behavioral aspects and social norms that affect how individuals value material and non-material incentives, and thus determine their decision to either cooperate or over-extract resources from a common-pool. This paper discusses the importance of social norms in shaping behavior in the commons through the lens of experiments—in particular, experiments conducted in the field with exactly those people who usually face these social dilemmas in their daily lives. Using a large sample of experimental sessions inclusive of around one thousand people, both villagers and students, I test some hypotheses about behavior in the commons, wherein regulations and social norms constrain people’s choices. The results suggest that people evaluate several components of intrinsic and material motivations in deciding whether or not to cooperate. While responding in the expected direction to an imperfectly monitored fine for over extraction, the valuation of the private net cost of violating the regulation is not a sufficient explanation for participants’ changes in behavior in the experiments. Even when violations have zero cost, people may react positively to an external regulator who issues a normative statement about a rule aimed at solving a particular social dilemma.  相似文献

States are using regulatory‐, information‐, and management‐based policies to encourage the adoption of pollution prevention (P2) and reduce pollution. Using a sample of facilities of S&P 500 firms which report to the Toxic Releases Inventory from 1991 to 2001, this study employs dynamic panel data models to examine the effectiveness of state legislations and policies in increasing P2 and reducing toxic releases. I find that toxic waste legislations are effective in reducing toxic releases and in promoting P2, but the effect of policy instruments differ. Facilities in states with reporting requirement and mandatory planning adopt more P2 even in states that do not emphasize toxic waste reduction. The effectiveness of reporting is stronger among facilities with good environmental performance, while the potency of mandatory planning is greater among facilities with past P2 experience. In contrast, numerical goals reduce toxic pollution levels only among those which have been subjected to high levels of enforcement action. These suggest that reporting requirement and mandatory planning may be promoting the P2 practices which can improve public image and which benefit from enhanced technical know‐how, but they are not causing meaningful pollution reductions, implying that the existing policies must be complemented by other approaches to achieve higher reductions in toxic pollution levels. Firms’ Compliance to Environmental Regulation: Is There Really a Paradox?   总被引:1,自引:0,他引:1  
It has often been claimed that firms’ compliance to environmental regulations is higher than predicted by standard theory, a result labeled the “Harrington paradox” in the literature. Enforcement data from Norway presented here appears, at first glance, to confirm this “stylized fact”: firms are inspected less than once a year, detected violators are seldom fined, but still, serious violations seem relatively rare. However, at a closer look, the pattern seems less paradoxical: enforcement of minor violations is lax, but such violations do flourish; serious violations, on the other hand, are subject to credible threats of harsh punishment, and such violations are more uncommon. This seems quite consistent with predictions from standard theory. We argue that the empirical existence of the Harrington paradox is not well documented in the international literature. The claim that firms’ compliance with environmental regulations is generally higher than predicted by standard theory should thus be regarded as a hypothesis rather than an established fact.  相似文献

This article concerns itself with the environmental role of heavily polluting industries since 1970, analysing its development in 11 basic industries, as well as electricity production and road transport, in 32 industrial countries. It argues for a green industrial policy, demonstrating that other mitigations of environmental pressure in industrial countries—end-of-pipe treatment, relocation to the Third World, structural change in the industrial sector and even environmentally oriented modernization—have so far been unable to solve the problems of ‘dirty industries’, although some approaches have shown (some) promise.  相似文献

This paper attempts a theoretical model (Section I) of a dynamic relationship, brought about by environment-saving technological changes over time, between output and water pollution. The improvement in environmental quality is studied in terms of adoption of relatively environment-saving processes in petroleum refining industry. This is done (Section II) by empirically fitting the Gompertz function or the growth rates of diffusion of the processes by the use of multiple regression equations. Social desirability of substituting the relative environment-saving process is examined in terms of social benefit-cost analysis (Section III). Thereafter, (Section IV) an attempt is made to find social policy variables which could be used in order to accelerate diffusion of environment-saving processes. The analysis concludes that both “carrot” (incentives, say, in the form of accelerated depreciation allowances for purchase of environment-saving process equipment) as well as “stick” (in the form of stricter enforcement of water pollution control laws) are necessary for inducing adoption of the desired technological changes over time.  相似文献

Direct environmental regulation has been in place in the United States for more than twenty-five years. Yet there has been little study of what actually affects regulatory enforcement levels. This study examines enforcement issues by focusing on water quality enforcement by the Louisiana Department of Environmental Quality. The study finds that penalties are more likely to occur, and are likely to be higher, the more serious a firm's violation of a regulation. Penalties are also more likely, and likely to be higher, if a firm has a previous record of environmental violations. In contrast to other studies, however, we do not find that enforcement varies across regional offices. In addition, we did not find any systematic effects of the Weingast and Moran (1983) theory of legislative dominance. We did, however, find evidence of rent extraction, along the lines of McChesney (1987; 1991).  相似文献

This paper presents a game theoretic morphological analysis of the strategic interactions between environmental enforcement authorities and polluting firms. The models explore the role of discretion that such authorities enjoy, either in deciding how to pursue environmental violations (investigative and prosecutorial discretion) or in judging them (judicial discretion). The purpose is to identify both the optimal firms’ behaviour in terms of compliance, and the enforcement authorities’ optimal strategies in terms of enforcement actions to undertake. Consistent with the setting of the game theoretic models, the role of the enforcement agencies in deterring firms from polluting is, then, empirically tested by means of laboratory experiments. Laboratory evidence on compliance behaviour of firms when faced with enforcement conditions predicted by the theoretical models set up is discussed for the different experimental treatments performed. Overall, we suggest that making environmental enforcement less predictable for the firms, and thus creating a degree of uncertainty for the violators, can actually encourage deterrence and, thus, improve compliance. Thus, a partly unpredictable enforcement strategy may generate more compliance than an environmental policy that is known with certainty in advance.  相似文献

This paper analyzes the effect of changes in real exchange rate on manufacturing employment. Our theoretical model predicts the positive effect of depreciation of real exchange rate on employment through a firm’s expectation on changes in real exchange rate and the interaction between real exchange rate and a firm’s import and domestic input. Using China’s manufacturing data during the 1980–2003 period, we find that depreciation of real exchange rate promotes employment growth in manufacturing industries, while change in real exchange rate is not a significant factor in promoting wage growth. We also find that an increase in export share offsets partially the effects of real exchange rate on employment and real wages. This article investigates the long-run relationship between labour productivity and employment, and between labour productivity and real wages in the case of the Indian manufacturing sector. The panel data set consists of 17 two-digit manufacturing industries for the period 1973–1974 to 1999–2001. We find that productivity-wages and productivity-employment are panel cointegrated for all industries. We find that both employment and real wages exert a positive effect on labour productivity. We argue that flexible labour market has a significant influence on manufacturing productivity, employment and real wages in the case of Indian manufacturing.  相似文献

Globalization has caused Chinese manufacturers to develop quickly while simultaneously meeting green barriers to export products. Whether internationalization has led to improved environmental management practices among Chinese manufacturers is also a related question. Using survey data collected from 377 Chinese manufacturers in four industrial sectors, we find that international institutional pressures positively relate to domestic environmentalism of Chinese manufacturers and their adoption of environmentally-related organizational learning practices. Environmental learning is a viable method for Chinese manufacturers to ease their environmental burdens by replicating environmental management practices of their foreign counterparts. On the policy side, the Chinese government should follow other developed countries efforts to deploy environmental regulations and policies, further motivating environmental awareness and responses in the manufacturing industry.  相似文献

This paper presents the results of research undertaken between 2002 and 2004 into the impact of technological change on the UK consumer magazine industry. The findings highlight patterns of innovation, both in the range of products (most notably monthly magazine titles) and the structure of organisations and work practices, which have tended to elude much of the contemporary debate within the ‘cultural industries’ approach adopted in the media studies discipline. Instead, our analysis makes use of insights from the innovation literature to highlight the impact of technological discontinuities on the capabilities of both incumbent firms and new entrants. It also highlights the important and growing role that is being played in innovation-led industries through the adoption of organisational practices that find their origins in the traditions of project-based firms.  相似文献

We analyse factors driving inter- and intra-firm diffusion of Information and Communication Technologies (ICT) using data from Irish manufacturing firms over the period 2001 to 2004. We find that the path of ICT diffusion has been uneven across firms, industries and space, which is consistent with the theory of new technology adoption. Our results suggest that firms that are larger, younger, fast growing, skill-intensive, export-intensive and firms located in the capital city region have been relatively more successful in adopting and using ICT. We find positive technology spillovers from firms that have adopted ICT located in the same industry and region.  相似文献

The paper starts from Schumpeter’s proposition that entrepreneurs carry out innovations (the micro level), that swarms of followers imitate them (meso) and that, as a consequence, ‘creative destruction’ leads to economic development ‘from within’ (macro). It is argued that Schumpeter’s approach can be developed into a new—more general—micro-meso-macro framework in economics. Center stage is meso. Its essential characteristic is bimodality, meaning that one idea (the generic rule) can be physically actualized by many agents (a population). Ideas can relate to others, and, in this way, meso constitutes a structure component of a ‘deep’ invisible macro structure. Equally, the rule actualization process unfolds over time—modelled in the paper as a meso trajectory with three phases of rule origination, selective adoption and retention—and here meso represents a process component of a visible ‘surface’ structure. The macro measure with a view to the appropriateness of meso components is generic correspondence. At the level of ideas, its measure is order; at that of actual relative adoption frequencies, it is generic equilibrium. Economic development occurs at the deep level as transition from one generic rule to another, inducing a change of order, and, at the surface level, as the new rule is adopted, destroying an old equilibrium and establishing a new one.  相似文献

Stringent environmental regulations may encourage industrial innovation, as technological advancements lower the cost of pollution abatement (Popp et al. in Handbook of the economics of innovation, vol II. Academic Press, Burlington, pp 873–938, 2010). The pollution-havens hypothesis, on the other hand, indicates that, rather than innovating, dirty industries may relocate to countries with less stringent environmental regulations (Copeland and Taylor in J Econ Lit 42(1):7–71, 2004). Thus, more stringent environmental regulations may increase or decrease innovative activities. This paper examines empirically the impact of environmental regulations on R&D intensities and R&D expenditures in 21 manufacturing industries in 28 OECD countries from 2000 to 2007. I consider pollution intensity and the relative ease of relocation (immobility) as industry characteristics that determine the optimal industry response to increased environmental policy stringency. I find that more pollution intensive industries innovate less as regulatory environments become more restrictive relative to less pollution intensive industries. At the same time, more immobile industries innovate more than more mobile industries as environmental regulations become more stringent, illustrating innovation as an alternative to relocation.  相似文献

While many studies have looked at innovation and adoption of technologies separately, the two processes are linked. Advances (and expected advances) in a single technology should affect both its adoption rate and the adoption of alternative technologies. This paper combines plant-level data on US coal-fired electric power plants with patent data pertaining to NOX pollution control techniques to study this link. As in other studies of environmental technologies, the effect of other explanatory variables is dominated by the effect of environmental regulations, demonstrating that the mere presence of environmental technologies is not enough to encourage its usage. Nonetheless, I do find that technological advances are important for the adoption of existing combustion modification technologies. However, these advances are less important for the adoption of newer post-combustion control techniques, which are adopted only when needed to comply with the strictest emission limits.  相似文献

Using data for a large sample of manufacturing and service sectors in 14 EU countries, this paper shows that the value added and TFP growth rate differential between high and low human capital intensive industries is greater in countries with low than countries with high levels of employment protection legislation. We also find that such negative effect of EPL is slightly stronger for countries near the technology frontier, in the manufacturing sector and after the 1990s. We interpret these results suggesting that technology adoption depends on the skill level of the workforce and on the capacity of firms to adjust employment as technology changes: therefore, firing costs have a stronger impact in sectors where technical change is more skill-biased and technology adoption more important.  相似文献
