旅客运输需求是我国铁路客运专线运输组织与经营管理的基础。从市场总量、客流性质、旅客平均运距、跨线客流比例几方面概括我国铁路既有线客运市场的现状特征,基于京津城际铁路客流调查数据,分析城际客运专线客流量的周期性与波动性特征以及客流构成情况。参考国外高速铁路运营的成功经验,提出在坚持路网整体性和产品多样性的前提下,合理运用节拍式列车开行方案,满足旅客出行需求,对我国客运专线客流组织原则及合理开发客运专线产品进行探讨。  相似文献

The principal aim of this paper is to evaluate the impact of the future European high-speed train network on accessibility, by reducing time distance between places and modifying their relative location. We compare the current situation with that foreseen for the year 2010, according to the Outline Plan of the European High-Speed Train Network, in order to analyse which areas will most benefit from construction and improvement of the infrastructure. It is hypothesized that the high-speed train will certainly bring the peripheral regions closer to the central ones, but will also increase imbalances between the main cities and their hinterlands. A weighted average distance indicator is applied for this purpose. This measure identifies the spatial distribution of accessibility in the area of study, emphasizing the infrastructure effects, and locates accessibility changes at the European level. A Geographic Information System (GIS) has been used to carry out this study.  相似文献

Car-sharing organizations (CSO) have recently spread throughout central European cities and currently have 20000 members. They lower individual fixed costs of car availability change the incentive structure of private vehicle use by transforming nearly all costs into variable costs. A survey of all current Austrian CSO members is used to identify the characteristics significant of members. A procedure is proposed to quantify urban local market segment potentials and is applied to two residential areas. The net impact of CSOs depends on how the new incentive structure changes mobility behavior. A controlled experiment of voluntary new members was carried out to compare pre-membership and membership trip structure and modal split. Results indicate a substantial reduction of aggregate private vehicle mileage. While the share of trips by car is constant, changes in trip length are observed, with there being different changes for households which previously owned a car and those which did not. Combining behavior impact with market segment size results in the quantification of emission reduction and car ownership reduction (land use demand) due to car-sharing, which is a decentralized demand-side transport policy.  相似文献

This paper examines the policy processes behind Singapore's car quotas. The policy, when filtered through the market mechanism, had a number of unintended consequences. The public's unhappiness with certain features and ‘loopholes’ of the system resulted in many changes to the rules. The effects of recent measures to curb speculation on quota premiums are evaluated. Problems with Singapore's Weekend Car Scheme are also discussed. The lesson for transport policy makers elsewhere is that in attempting to deal with the road congestion problem through car ownership policies, an asset market for vehicles should be taken into account.  相似文献

Using a four round Delphi survey, a focus group and semi-structured interviews, this study investigates the respondent perspective of the public sector role in providing an environment conducive to the development of the rural tourism sector in Britain and South Africa. Although South African respondents generally perceived a greater need of support for the rural tourism sector than did their British counterparts, many of the problems, concerns and frustrations that emerged from the study were similar. Respondents perceived the public sector as ‘leader’, ‘strategist’, ‘mentor’, ‘co-ordinator’, ‘champion’ and ‘partner’ in their endeavour to build the rural tourism sector. Grappling with the problems of uplifting the quality, viability and communal benefit of rural tourism is seen as a futile exercise if the facilitatory platform of rational policy, planning and support conducive to the sustainability of the sector, is not in place. Above all local authorities are seen as ‘the enabler’ of successful rural tourism projects that diversify the local economy and generate employment and entrepreneurial opportunities. However, whilst there is respondent acknowledgement of the role played by the public sector, there is evidence of widespread disenchantment with the efficacy with which this role is fulfilled.  相似文献

With two of the busiest air traffic corridors globally, Sydney-Melbourne (SYD-MEL) and Sydney-Brisbane (SYD-BNE), very liberal open skies agreements, and the world's most isolated large city in Perth, air freight in Australia should be destined for substantial growth, but has in contrast to other regions such as the US not yet materialised. This paper identifies challenges surrounding domestic air freight markets in Australia and compares the provision of road vs air freight services utilising gravity modelling methods. Our findings suggest the impedance of domestic air freight services in Australia is greater for regional areas between the primary cities (such as Canberra, between Sydney and Melbourne) than remoter areas (such as Cairns in Northern Australia). Our models show further that in addition to distance, air freight capacity on any of our analysed routes is despite being demand-pulled in terms of GDP dependency significantly attuned to factors at both the origin (in particular domestic trade capability, i.e. manufacturing and logistics) and destination.  相似文献

The ‘Network City’ planning strategy espouses sustainable accessibility. The aim is to re-orient the existing urban structure by focussing development at places with high accessibility in order to support an effective public and private transport system. The implementation phase calls for changes to planning practices: the need for public transport planning and development change to be mutually supportive; the need for road network planning and road design to place land use-transport integration as the core objective rather than traffic efficiency and for the need to stage development according to planned population and employment targets. This must take place within a new participatory approach. All this requires planners to gain new skills. To achieve this the system of planning must remain strong.  相似文献

The decision-making process for planning new urban public transport systems in the UK is examined by studying 11 new and planned systems. The objectives of building the systems relate to transport and development issues. A number of key factors are taken into account during the decision-making process: forecast demand, image, deregulation of buses, technological innovation, private sector involvement and the funding mechanism. The requirement for proven technology and the forecast demand for the systems reduces the choice to one of light rail or bus. The effects of bus deregulation, funding and image, essentially reduce that choice to light rail or nothing. Cost should be kept low, which suggests a bus based system, but current legislation favours more expensive light rail systems. The conclusion is that although transport planners make rational decisions within the current political framework, the framework, and therefore some of the decisions, are not rational.  相似文献

We study the determinants that affect the capacity of ports to attract cruise ships in Spain. The conclusion is that the likelihood of having cruise traffic is linked to ports located in populous areas and close to large airports, ports not specialized in container traffic but sharing facilities with ferries traffic and ports having a minimum depth of water. The amount of cruise traffic that a port can generate is also related to the population and the air connections, along with the tourist appeal and the facilities shared with other types of port traffic, namely roll-on roll-off and ferries.  相似文献

This paper presents a comprehensive analysis of air services dynamics during the recent economic crisis. Through a regression analysis, we show that at the country scale, the change in the supply of seats is highly dependent on economic growth, confirming the cyclical nature of the air sector. Hence the crisis of air services has much more affected the USA, Europe and Japan than the rest of the world. However, many countries deviate from this general trend. In a second step, using the existing literature, we explain some of these deviating figures. National specificities and airline strategies seem to influence the intensity of the crisis. We argue that the intensity of the crisis in the US is due to the structural oversupply of the air sector. Through other cases, especially the Middle East, we show that hubbing strategies might reduce the impact of the crisis, or at least make it less dependent upon local economic dynamics. In contrast with other authors, we found no positive impact of the share of low-cost carriers on the supply during the crisis, despite their success in some specific contexts like between Europe and Morocco.  相似文献

Internationally, transit oriented development (TOD) is characterised by moderate to high density development with diverse land use patterns and well connected street networks centred around high frequency transit stops (bus and rail). Although different TOD typologies have been developed in different contexts, they are based on subjective evaluation criteria derived from the context in which they are built and typically lack a validation measure. Arguably there exist sets of TOD characteristics that perform better in certain contexts, and being able to optimise TOD effectiveness would facilitate planning and supporting policy development. This research utilises data from census collection districts (CCDs) in Brisbane with different sets of TOD attributes measured across six objectively quantified built environmental indicators: net employment density, net residential density, land use diversity, intersection density, cul-de-sac density, and public transport accessibility. Using these measures, a Two Step Cluster Analysis was conducted to identify natural groupings of the CCDs with similar profiles, resulting in four unique TOD clusters: (a) residential TODs, (b) activity centre TODs, (c) potential TODs, and (d) TOD non-suitability. The typologies are validated by estimating a multinomial logistic regression model in order to understand the mode choice behaviour of 10,013 individuals living in these areas. Results indicate that in comparison to people living in areas classified as residential TODs, people who reside in non-TOD clusters were significantly less likely to use public transport (PT) (1.4 times), and active transport (4 times) compared to the car. People living in areas classified as potential TODs were 1.3 times less likely to use PT, and 2.5 times less likely to use active transport compared to using the car. Only a little difference in mode choice behaviour was evident between people living in areas classified as residential TODs and activity centre TODs. The results suggest that: (a) two types of TODs may be suitable for classification and effect mode choice in Brisbane; (b) TOD typology should be developed based on their TOD profile and performance matrices; (c) both bus stop and train station based TODs are suitable for development in Brisbane.  相似文献

It is generally agreed that government ownership and participation in national carriers and regulated air service agreements can lead to inefficiencies and abuses of market power. This can result in poor carrier performance and service levels, impeding further growth in tourism markets. This paper contrasts this theory with recent case evidence from the Caribbean and the Middle-East. The former represents the mature exotic type beach holiday while the latter is a fast developing religious, cultural and multi-product form of tourism. In both cases multi-step relationships exist between the development of air transport policy and the number of incoming visitors. The strength and significance of these interrelationships are tested using two separate best-fit Structural Equation Models (SEMs) based on a panel data set of a selection of endogenous and exogenous variables for the period 2000-2007. It is found that, despite both regions’ continued government participation in national carriers, only in the Caribbean has this appeared to have resulted in the expected dampening effect on tourism output, whereas a reverse effect was found for the sample of Middle-Eastern states. Focussing on their formidable hub-and-spoke networks, state owned and vertically integrated Middle-Eastern carriers are still encouraged to offer competitive fare and service levels to capture 6th freedom traffic with the growing number of long-stay visitors being one of the main beneficiaries of this.  相似文献

Engineering and improved road safety education has resulted in an overall decrease in road traffic accident numbers in Christchurch, New Zealand. The temporal trends of crash data from 1980 to 2004 reveal that lowering of crash rates is not occurring at a uniform rate throughout the day, with comparative increases in crash rates occurring during morning rush hour, and during the ’school run’. No spatial clustering around schools was identified. This suggests that policies to reduce school travel related road accidents need to be focused on reducing overall traffic levels rather than focusing geographically on areas in the immediate vicinity of schools.  相似文献

This paper highlighted the importance of market orientation as a strategy for the success of rural tourism enterprises. The purpose of the work was to identify an explanatory model for the market orientation adopted by rural tourism enterprises. The explanatory factors identified were as follows: category; information and communications technology use; and the entrepreneur's gender. It was also found that the location of the enterprise relative to its competitors may also influence market orientation adoption. A spatial econometric model was used that took into account the characteristics of the rural tourism enterprise and its physical location, in terms of their effect on market orientation adoption. This study addresses the structure, nature and composition of stakeholder networks related to rural tourism in a Portuguese National Park (Peneda‐Gerês National Park). In particular, it examines their interactions along the following dimensions: marketing information (marketing exchanges such as flyers, tourism information and information on specific events), administrative resources (logistic and technical support), human resources (allocation of human resources), training (training of local stakeholders in the area of promotion) and financial resources (financial support). In terms of methodology, it uses both qualitative and quantitative techniques. The analysis of the type and nature of interactions among different stakeholders within a specific rural tourism destination is the main focus of this study. Among these, the marketing information network shows both a high number of connections and high centrality indices, which may indicate that there is a significant share of information about common projects, products and services among stakeholders. In contrast, the training network evidenced the opposite behavior pattern. The study also contributes to a better understanding of how different local stakeholders are positioned in a complex structure of interactions that are critical in providing useful directions to maximize potential opportunities that may contribute to promote rural tourism and local development efficiently. The recent proposed alliance between Air New Zealand and Qantas is examined in the context of public opinion within New Zealand. Overall, public support for the alliance was lacking, and several reasons for this are discussed. More than half of respondents were not in favour of the Government of New Zealand having majority ownership in Air New Zealand. In this case, however, the New Zealand public act as both consumers and stakeholders. Thus, the proposed alliance raises issue of national interest as well as consumption-based considerations.  相似文献

A brand valued by passengers would be able to convey quality and credibility, adds value to air transport the service, and increases passengers' willingness to pay a premium for tickets. However, studies on consumer-based brand equity in the air transport sector have been scarce, especially in developing countries such as Brazil. This study examines the relationship between marketing strategies adopted by Brazilian airlines in the domestic market and the strengthening of consumer-based brand equity (particularly brand associations with brand awareness, perceived quality, and brand loyalty). A literature review and a survey of 33 managers from Brazil's top airlines were conducted to develop the study's conceptual model. To empirically test the model, another survey was conducted on 480 passengers at six airports in the central western, southern, and southeastern regions of Brazil and the data analyzed via structural equation modeling. The results show that joint investments are necessary for innovation in service, price promotion, and event sponsorship in order to strengthen the key consumer-based brand dimensions. This study provides a basis for the development of future studies on passenger-based brand equity and helps airlines target their marketing strategies with maximum effectiveness.  相似文献

As a governance perspective, transition management views the engagement of a wide variety of stakeholders in policy development as a necessary element in furthering sustainability through enhanced social learning. Yet as a literature it has paid relatively little attention to public consultation on socio-technical change. Here we set transition management in the context of longstanding debates in science and technology studies, technology assessment and deliberative democracy. Empirically, we use national survey data on Finnish public opinion of state support for future transport options. Showing how transport practices and attitudes to transport innovation policy vary with both demography and geography, we argue that these differences have implications for policy legitimacy. We suggest that, both given and despite the practical difficulties of deliberative democracy, use of participative opinion surveying to better understand social groups with needs and interests that differ from national averages, may help to enhance policy legitimacy and hence the success of transition management.  相似文献
