本文认为,林业在应对气候变暖中具有不可替代的作用、潜力巨大。因此,我国在加快林业发展步伐的同时,应建立国内碳汇交易机制,积极应对气候变暖。碳核算的现实目的是为生态效益补偿确定合理的补偿依据。碳核算的最终目的是明确各林业生产单位的森林固碳实物量和价值量,汇总形成宏观的森林固碳实物量和价值量,既为建立我国区域性碳市场做准备,也为我国参与世界气候交易提供契机,为参与国际碳贸易谈判提供定期的数据支持。  相似文献

This paper provides an analysis of global warming policy as the provision of a global public good. Using a regional model composed of thirteen world regions, the paper shows how disparate incentives among the regions hinder a shift from a Business As Usual (BAU) policy to a Globally Optimal Policy (GOP). In the BAU scenario, there will be large variations in impacts from warming across the regions, meaning some countries have little incentive to participate in collective agreements. Under the GOP scenario, negative impacts from global warming will be significantly reduced in some regions resulting in strong incentives for these regions to press for action. The paper finds that an optimal regulation could save Europe, India, and Africa hundreds of billions of dollars per year by the end of this century, but would cause additional costs to China, Russia, Canada and the USA. Under the optimal regulatory framework, higher levels of abatement are required for developing countries, worsening the existing climate equity problem.  相似文献

Environmental management requires, among other things, the incorporation of environmentally friendly technologies into production processes of environmentally friendly technologies into production processes at the producer level and the adoption of energy consumption patterns which save energy use at the household level. The systemwide approach involving both technology choice and consumer preference seems particularly essential for controlling the total emission of global warming gases. CO2 and other global warming gases, as well as certain pollution causing gases, are produced when fossil fuels are burnt; and the consumption of fossil fuels occurs in both the production and consumption of goods and services. In this paper we discuss how input–output analysis can be used to estimate the entire production and consumption of global warming gases conditional on production technology and consumer preferences. A bstract . An examination of urban warming trends in the United States offers a statistical model that points out that the urban areas cited most heavily by the Environmental Protection Agency for violating ozone standards are not the areas with the greatest warming trends. After accounting for environmental and geometric characteristics of the urban landscape, a negative relationship is found between ozone standard violations (by an urban center) and a measure for the urban area's temperature. The simultaneous system of equations also suggests that industrial firms located in these centers employ lobbyists (successfully) to minimize the degree of an EPA citation. Much of the evidence adds some support to the theory of economic regulation , the capture theory of regulation, and the rent seeking model in the public choice literature.  相似文献

A bstract An international carbon tax has been the subject of considerable recent discussion as an economic incentive instrument to combat the perceived threat of global warming lesuking, primarily, from the use of the carbon emitting fossils–coal, oil, and natural gas–in the production of energy. During 1991, the European Union proposed the adoption of such a tax to be imposed by each member nation. The economic merits as well as the problems associated with the proposed European carbon tax are discussed along with the political prospects for its adoption. It is concluded that even though early adoption of the tax is unlikely, the economic merits of this tax instrument for the alleviation of global warming accompanied by changing political parameters may lead to its adoption in the long run.  相似文献
