Higher corporate taxes are often argued to depress wages (a tax incidence effect), while higher wages may require compensation via lower corporate tax rates (a fiscal compensation effect). Yet, existing empirical evidence ignores that (i) both effects are likely to occur simultaneously (necessitating a joint estimation approach), and (ii) capital mobility might play a critical moderating role for the strength of both effects. Using a panel data set comprising 24 OECD countries over the period 1982–2007, we address both these deficiencies. This clearly illustrates the simultaneous existence of tax incidence and fiscal compensation effects. Moreover, capital mobility (and the ensuing relative bargaining power of economic agents) has a significant influence on both the prevalence and strength of these effects.  相似文献

This paper attempts to investigate the effects of changes in the lump sum tax and the profit tax rate on the input, output and price decisions of the risk averse monopoly under demand uncertainty. It is assumed that, while the monopoly must determine its capital ex ante, it may modify the output and price determinations through adjusting its labor ex post. As the results of its analysis, the paper presents the new propositions with respect to the corporation taxes which have never been shown in both the deterministic models and the models which exclude the possibility of two-stage input decisions, even under demand uncertainty.  相似文献

A costly arbitrage model, developed for the Australian imputation tax system, shows that stocks paying dividends with a tax credit are likely targets for ex‐dividend arbitrage. We show that order imbalance, based on the direct observation of buyer and seller initiated trades, is a key factor in price movements around the ex‐dividend day. Buying pressure before the ex‐dividend day aimed at capturing the dividend and tax credit leads to an increase in prices that subsequently reverse in the ex‐dividend period. This effect is concentrated in those stocks distributing a tax credit with their dividend payments. The price pressure resulting from order imbalance is substantially higher around the ex‐dividend day relative to the effect observed outside this period. Our results reject the model of Frank and Jagannathan ( 1998 ) that bid‐ask bounce is responsible for the ex‐day premium and provide support for explanations based on taxes, transaction costs, and incomplete price adjustment on the ex‐day.  相似文献

It is well established in the economics literature that before-tax prices are not independent of sales-tax rates. This paper shows that a sales-tax imposed in a high tax region can decrease the tax-included price for a buyer in a low tax region who purchases from a seller in the high tax region. Therefore, it may be more profitable for Internet retailers to be located in high tax regions. An empirical analysis shows that automobile manufacturers in the European Union (EU) set higher before-tax recommended prices for countries with low indirect taxes. This may contribute to the explanation of the flow of Internet automobile sales from high tax countries to low tax countries in the EU.  相似文献

This paper develops a general equilibrium model with alternative forms of import restrictions, international capital mobility, and taxes on the rate of return on foreign capital in the context of a small open economy using an external increasing returns technology. Within this framework, this paper analyses the price and welfare effects of import liberalization in the presence of tax on foreign capital and of factor flows liberalization in the presence of alternative forms of import restrictions. It is shown, among other things, that, in contrast to the existing literature on constant returns to scale economy, the optimal policy towards foreign factors is possibly tax under each form of import restrictions.  相似文献

This article investigates how international coordination vis-à-vis sales tax policies affects the welfare of participating countries. A country's tax policies have asymmetric effects on the pricing behaviors of domestic and overseas producers. International cooperation endogenizes the externality that improves the purchasing power of foreign residents, but at the cost of its own residents’ work efforts. The first-best taxes are lower than in the noncooperative case. When world welfare is utilitarian, smaller economies may experience welfare losses from cooperation under the weak income effect of sales tax. We propose a coordinated tax rule that all countries agree to employ.  相似文献

This paper reports welfare and terms of trade effects from border adjustments in the indirect taxes used by major U.S. trading partners using a numerical general equilibrium model of world trade and production due to Whalley (1985). Where the United States is a net importer of manufactures (as with Japan and the EEC) the United States gains by having these countries administer taxes on a destination rather than an origin basis. This is because the taxes involved typically have higher rates on manufactured products, and a discriminatory origin basis tax with higher rates on exportables operates akin to an export tax.  相似文献

This paper analyses the importance of taxes on corporate income and production‐related tangible infrastructure as determinants of foreign direct investment (FDI) in Central and Eastern European countries (CEECs). We operationalise taxes using effective average tax rates on the bilateral level and employ indices derived from principal component analysis as a proxy for the infrastructure endowment. In the empirical analysis we control for a possible interrelation between taxes and infrastructure as determinants of FDI – an issue usually neglected in the literature. Specifically, a favourable infrastructure endowment may compensate for relatively high taxes. Hence, higher taxes may not deter FDI. The results from our panel econometric analysis of bilateral outward FDI flows of seven home countries in eight CEECs for the 1995–2004 period in an augmented gravity model setting show that (i) both taxes and infrastructure play a role in the location decisions made by multinational enterprises; (ii) telecommunication and transport infrastructure are of special significance to FDI; and (iii) the tax‐rate sensitivity of FDI indeed decreases with the level of infrastructure endowment.  相似文献

Despite a recent flurry of empirical research on the effects of taxes on small business activity, state-level taxes faced by entrepreneurs have been overlooked by most of the existing literature. Using a 50-state panel of tax policy information spanning the years 1989 through 2002, our analysis reveals that state tax policies generally do not appear to have quantitatively important effects on entrepreneurial activity. When we find statistically important effects, we find that higher individual income tax rates, the existence of a state-level estate, inheritance or gift tax, and a higher weight on the sales factor in the state corporate income tax apportionment formula all slightly reduce a state’s share of the national entrepreneurial stock. Results also indicate that states with more progressive personal income tax structures and states that have more aggressive corporate income taxes through the imposition of a combined reporting requirement both tend to have slightly higher entrepreneurship rates. The composition of state tax portfolios is not found to be a significant determinant of state entrepreneurship.  相似文献

Road traffic in Germany is currently subject to two specific taxes: the energy tax on fossil fuels, like diesel or gasoline, and the motor vehicle tax. However, neither can be justified by either the ability to pay principle or by the benefit principle. They cannot be defended as steering taxes either, since they do not provide appropriate incentives to influence behaviour according to the objectives of environmental policy in general and climate policy in particular. Therefore, it is suggested that the motor vehicle tax be abandoned and the energy tax be transformed into a CO2 emissions tax. This would require tax rates on the different fossil fuels to be proportional to their respective carbon contents, which, in turn, implies a considerable rise in the price of diesel relative to that of gasoline. As the international competitiveness of German long haul transport companies would suffer if this reform were implemented nationally, a European approach to the reform of road traffic taxation is desirable.  相似文献

Does tax policy affect the rate of self-employment in a modern welfare state? This question is analyzed empirically based on Swedish data for the entire postwar period. Available tax data indicate that payroll taxes have had a negative influence on the unincorporated rate of self-employment, though the effect is modest. No effects from regular labor income taxation or capital gains taxation are found. The paper improves upon earlier studies in that it tries to separate the effects of different taxes and uses cointegration techniques. A further extension is that it studies a Scandinavian high-tax welfare state. Earlier time-series studies analyzing self-employment and taxation have, with few exceptions, been based on data from countries with relatively low tax levels and less comprehensive welfare systems, notably the USA and the UK.  相似文献

This paper develops a general trade model with many traded goods, many internationally mobile factors, and with endogenous labor supply. Within this framework, the employment and welfare effects of taxes on trade, on wages and on the returns of the internationally mobile factors are examined. The employment maximizing and the first- and second-best tax structures are determined. The analysis identifies the conditions under which variable labor supply increases the welfare cost of a trade and a capital tax, and demonstrates the need for joint determination of taxes on trade and on the returns of factors in variable domestic supply.  相似文献

本文借鉴ELES模型,利用横截面数据对我国不同收入等级的城镇居民八类消费性支出进行了微观模拟,对其需求的价格弹性进行测算。在此基础上,分析了居民在消费支出过程中承担增值税、消费税和营业税的情况,对税负转嫁的方式和力度进行了实证评估。结果发现,我国商品税不具有明显的累退性,商品税“中性”特点显著。但在不同收入阶层之间税收负担份额是不同的,居民税收负担与商品税征税范围、税率等要素高度相关。基于此,提出要逐步降低商品税比重、进一步扩大“营改增”范围、完善消费税功能、以及将价内税改为价外税等政策建议。  相似文献

In Germany there is one tax on tobacco and also five different taxes on alcohol. The tax revenues of 2012 amounted to 17.4 billion euros. But neither tobacco nor alcohol taxes can be sufficiently legitimised. The taxes collide with the principle of tax equality and cannot be justified on the basis of external effects. The best political solution would be to eliminate them, but this option is unlikely because of the current EU legislation. As long as the EU regulations remain unchanged, Germany can only keep the tax rates at a low level.  相似文献

This paper uses a new detailed global data set on export taxes at the HS6 level and the MIRAGE global Computable General Equilibrium model to assess the impact of export taxes on the world economy. We find that removing export taxes would have worldwide effects: the average export tax on global merchandise trade was 0.48 per cent in 2007, with the bulk of these taxes imposed on energy products. The removal of these taxes would increase global welfare by 0.23 per cent, a larger figure than expected gains from the Doha Round. Both developed and emerging economies, such as China and India, would gain from such policies even if they currently impose export taxes. Medium and small food‐importing countries without market power (such as the least‐developed countries) would also benefit from the elimination of export restrictions – especially during food crisis situations. Both the energy sector and the export taxes implemented by the Commonwealth of Independent States countries appear to play a critical role in the overall economic impact of such a policy change. However, the fact that some countries, such as Argentina, would experience income losses due to such a policy change is a major challenge to overall positive reform in this area.  相似文献

Abstract

This article examines William Baumol’s theory about the interaction between taxation and entrepreneurship and proposes an extension to it. The analysis shows that the traditional form of Baumol’s model, focusing mainly on the level of taxes, cannot be used in order to explain what happened in the Greek case. Utilising historical evidence from the mid 1950s to the late 1980s, this article confirms that problematic tax rules create difficulties for entrepreneurship and can lead to unproductive forms of it, as Baumol suggests. However, the focus here is on aspects of the system of taxation that Baumol’s model, examining solely tax rates and levels of taxation, neglected. It is shown that, as far as Greek entrepreneurship is concerned, the adverse effects of the system of taxation came not from the level of taxes, but mostly from a series of issues that increased its perceived unfairness and illegitimacy. Some of such issues were the complexity and frequent change of legislation, the insufficient organisation of the tax bureaus as well as the lack of adequate training and arbitrariness of the members of tax services. The evidence presented here suggests that Baumol’s model can be enriched by taking into consideration these aspects of taxation too.  相似文献

Low tax morale is associated with domestic tax evasion. We find evidence of cross-border equity flows designed to evade taxes in low tax morale countries. Using Foreign Portfolio Equity Investment (FPI) flows into 21 OECD countries from 138 source countries and an index of tax morale from the World Value Survey (WVS), we show that individuals in countries with low tax morale engage in tax evasion via roundtripping through tax havens. This allows them to benefit from differential taxes applied to foreign investors vis-a-vis domestic investors. Our results remain robust to various measures of tax morale and distinct subsamples.  相似文献

We examine whether the Chinese government's anti‐corruption enforcement reduces corporate tax burdens. Using a difference‐in‐difference approach, we find tax burdens of firms located in corrupt political leaders’ jurisdictions are lower after these leaders were deposed. An analysis of two tax policy changes shows that the reduction in tax burden is more pronounced when corrupt politicians had more power in levying taxes.  相似文献

This paper studies optimal direct and indirect taxation in an endogenous growth framework with a productive public good and costly tax collection. Optimal (growth-maximizing) tax rules are derived under exogenous collection costs. The optimal direct–indirect tax ratio is shown to be negatively related to the administrative costs of collecting these taxes, as documented in cross-country data. This result also holds under endogenous collection costs (with these costs inversely related to administrative spending on tax enforcement), but for these to generate significant effects on tax collection requires implausibly high degrees of efficiency in spending, or the allocation of a large fraction of resources to tax enforcement. Depending on how it is financed, the latter policy may entail adverse effects on growth. Improving ‘tax culture’ and the sense of civic duty through greater budgetary transparency may be a more effective policy to improve tax collection and promote economic growth.  相似文献
