This paper documents the extent and nature of non-employment factors in migration. The labor force status of over 18 million recent interstate migrants in the United States and stated reasons for moving reported in several surveys in the U.S. are examined. Labor force migrants are heterogeneous in terms of the relationships between acquisition of employment and the migration decision, and in terms of the influence of decision makers outside of the migrant household including firms and the government. Numerically important categories of migrants not traditionally captured in migration models exist, including the elderly, the military, and movers from abroad. Whereas non-employment reasons are secondary to employment reasons for a majority of labor force migrants, non-employment factors are singularly important or operate in combination with employment factors for the majority of all migrants. The heterogeneity of migrant types and migration reasons needs to be better captured in migration models. 相似文献

知识管理正在成为军队发展的新战略思维。装备安全管理实践中存在着大量的隐性知识,对这些隐性知识进行挖掘,可以大大提高装备安全管理工作的效率和效益。文章分析了装备安全管理实践中隐性知识的来源,介绍了隐性知识转移、沉淀和转化方法,并根据我军装备管理的特点,结合我军装备管理实际,利用美军隐性知识挖掘技术中的任务回顾法(AAR),提出了装备安全管理隐性知识挖掘策略,以装备管理中的装备安全管理为例对任务回顾法(AAR)进行了应用,研究了如何应用隐性知识挖掘技术对装备管理中的隐性知识进行挖掘,进而实现应用隐性知识使装备管理中好的经验做法得以推广。 相似文献

This paper presents the results obtained from computer simulations conducted to determine the sensitivity of occupational employment demands to shifting patterns of Federal expenditures. The general model utilized is described and the effects of four hypothesized shifts in national priorities upon U.S. manpower requirements in the early 1960's are estimated. Selected occupations are classified and ranked according to their sensitivity to changing patterns of resource allocation between military and civilian activities. From these findings implications for economic and manpower forecasting are derived and discussed. 相似文献

A bstract . Empirical evidence is provided, using vectorautoregressive techniques, that the employment impacts of defense spending are not equally distributed among racial and gender lines and across time. While increases in defense spending were generally found to be associated with increases in each of the unemployment rates , in the 1980s, it was observed that black males were most severely impacted by such spending, while white males were least severely impacted. It is hypothesized that this finding is consistent with a military industrial complex that has become increasingly complex and which focuses more on high tech weapons procurement than on personnel and maintenance concerns. In contrast, non-defense spending increases were associated with unemployment rate decreases in all categories. However, in terms of the distribution of these "favorable" impacts, white males benefitted the most and black males benefitted the least. 相似文献

A BSTRACT . The authors of this article review the late E. Lynn Turgeon's contributions to economics, including his studies of the Soviet economy, use of qualitative and demographic analyses, his Keynesian critique of U.S. economic performance, and his critique of international financial markets. Turgeon's comparative approach led to unique insights about the challenges that confronted planned economies, including the differential impact of military spending on the demand-constrained economy of the United States and the supply-constrained economy of the Soviet Union. His study of the Soviet and planned economies also informed his analysis of the U.S. economy and international adjustment mechanisms. Turgeon argued for expansionary fiscal and neutral monetary policies, prudential restrictions on portfolio capital flows, and increased foreign direct investment and foreign assistance to shift the burdens of adjustment from deficit to surplus countries. Throughout his career, Turgeon measured economic policies by their effects on real people, including impacts on employment, the environment, living standards, and distributions of income and wealth. 相似文献
