This paper investigates differences between the educational attainment of immigrants, children of immigrants and native-born individuals in Australia by using Australian Youth Survey (AYS) data combined with aggregate Australian Census data. Differences in educational attainment are decomposed into: (i) typical demographic and socio-economic sources common to all ethnic groups; (ii) unobserved region of residence and region of origin effects; and (iii) neighbourhood effects such as degree and ethnic concentration of particular ethnic groups in different neighbourhoods. A theoretical model incorporating these effects is proposed but structural estimation is not possible for lack of appropriate data. Instead, a reduced form methodology is proposed and employed. The empirical results identify positive ethnic neighbourhood effects in high school completion and university enrolment for some immigrant groups in Australia, in particular first and second generation immigrants from Asia. The results indicate that it is not just the size of the ethnic network but the ‘quality’ of the network that is important.  相似文献

The earnings gap between each of Whites, Asians, and Blacks is decomposed into the effects on earnings of productivity-related characteristics, wage discrimination and occupational segregation. Unlike previous Canadian studies, this paper analyses the relative economic position of both immigrant and native-born visible minorities and explicitly incorporates the effect of discrimination in occupational attainment on the earnings gap. The results indicate that policies aimed at increasing the ethnic representation across occupational categories would be effective only for Black men. Anti-discrimination legislation aimed at decreasing the earnings gap between visible minority and White women should have a dual focus: they should aim at reducing the inter-occupational wage discrimination; they should provide training programs to extend the career ladders confronting ethnic minority women.  相似文献

We study the role of ethnic networks in migrants’ job search and the quality of jobs they find in the first years of settlement. We find that there are initial downward movements along the occupational ladder, followed by improvements. As a result of restrictions in welfare eligibility since 1997, we study whether this increases the probability that new migrants accept ‘bad jobs’ quickly and then move onto better jobs over time. Holding employability constant, our results support this view. However, accounting for their higher employability, new migrants seem to fare better up to 1.5 years after settlement.  相似文献

This paper examines the economic attainment of Canadian immigrants. Although foreign-born males initially earn less than the native-born, their earnings rise more rapidly with Canadian labour market experience, and after 14years their earnings equal and exceed those of the native population. It is also shown that the use of Mincer's identity leads to biased results when estimating the earnings of the immigrant population.  相似文献

This article carries out an empirical examination of the origin of the differences between immigrant and native-born wage structures in the Spanish labour market. Special attention is given in the analysis to the role played by occupational and workplace segregation of immigrants. Legal immigrants from developing countries exhibit lower mean wages and a more compressed wage structure than native-born workers. By contrast, immigrants from developed countries display higher mean wages and a more dispersed wage structure. The main empirical finding is that the disparities in the wage distributions for the native-born and both groups of immigrants are largely explained by their different observed characteristics, with a particularly important influence in this context of workplace and, specially, occupational segregation. This paper utilises the occupational attainment approach to investigate immigrant labour market assimilation, complementing other assimilation approaches such as employability, earnings, skills-match and job satisfaction. Our results show that all immigrant groups suffer from initial occupational attainment disadvantage. Worryingly, no ‘catch-up’ over time is evident – even when disaggregated to reflect different cultures and backgrounds. Nor is there much evidence that the occupational status of younger arrivals matches those of Australian born residents, despite being immersed in local mores and institutions while undertaking schooling in Australia. Newer cohorts of immigrants (those who arrived between 2000 and 2014) are also more prone to suffering an occupational penalty. We recommend policymakers subsidise bridging courses to aid recognition of overseas-obtained qualifications and encourage immigrants to obtain local qualifications that can complement their overseas-obtained work experience. This will increase their ‘Australian-ready’ skill-set and occupational attainment in their new host country.  相似文献

Understanding the economic integration of minority ethnic communities requires an analysis of the educational process. This paper examines second‐generation immigrant youths’ educational attainments in comparison with those of similarly aged native Swedes. Binomial‐logit, grouped‐regression and multinomial‐logit models are applied to longitudinal data, 1991–1996. The results give evidence for socioeconomic determinants of post‐compulsory education and for parental influence on educational choices. Parental income affects second‐generation immigrants’ post‐compulsory education and Swedes’ choice of level of education. In general, the stronger the labour market positions of the parents, the higher the probability of the children continuing education. It is also found that the geographical origin of second‐generation immigrants matter, with youths of Asian origin having a higher probability of continuing their education. We suggest policy changes on different levels based on the evidence of the paper, as short‐run, long‐run and in general.  相似文献

Using detailed time-use data from 2002–03 and 2009–10 for Spain, we analyse changes in the time-allocation decisions of the Spanish population, with a focus on the time devoted to total work. Consistent with prior literature, we document that the concept of ‘iso-work’ (e.g. the time devoted to total work by gender is equal) does not hold in societies with stringent gender roles, such as Spain. Women devote more time to total work than men, and this difference has increased throughout the period studied by 2 hours per week. The relative increase in total work for women compared to men can be explained by a relative increase in market work of 8 hours per week, coupled with a relative decrease in nonmarket work of 6 hours per week, which have led Spanish women to devote, relatively, 2 fewer hours to leisure per week in 2009–10, compared to 2002–03. We propose social norms as a potential explanation of these empirical findings. By uncovering how individuals allocate their time inside and outside the market over a period of time, our results may improve our understanding of the dynamics of economic change and welfare.  相似文献

Native and foreign-born workers with a high school degree or less education work in different types of occupations. This article exploits the 1986 Immigration Reform and Control Act to examine whether legal status causes immigrants to work in occupations that use skills similar to those of natives. Legal status decreases the manual skill intensity of immigrants’ occupations by about two percentiles. It increases communication skill intensity by a similar amount. This reduces the skill gap between Mexican-born and native-born American workers by 11–15%.  相似文献

This paper examines the variability of workers’ earnings in Canada over the period 1982–2006. We decompose the total variance of workers’ earnings into a ‘permanent’ component between workers and a ‘transitory’ earnings instability component over time for given workers. We then investigate the statistical relationships between these components and indicators for the business cycle. The most marked change in earnings variances in Canada since 1982 is the general rise in total earnings variance, which is essentially driven by a quite dramatic rise in long‐run earnings inequality. The patterns across age categories of the two variance components are almost opposite. Long‐run earnings inequality generally rises with age, but earnings instability is seen to generally decline with age, so that earnings instability is markedly highest among entry age workers. Unemployment rate effects are positive on almost all variance measures, while higher unemployment is associated with widened long‐run earnings differentials and greater short‐run earnings instability.  相似文献

Many studies have investigated the relationship between women on corporate boards (WOCB) and firm performance in accordance with the ‘business case’ for board gender diversity. However, these have been conducted on large firms. This study re-examines this relationship for a sample of French listed SMEs over the period 2010–2014 using a dynamic panel GMM estimator to mitigate endogeneity issues. We find that the percentage of WOCB is positively and significantly related to firm performance. However, the other proxies for board gender diversity are not statistically different from zero. We argue that the relationship is not straightforward. This finding is interesting as it sheds light on the ‘business case’.  相似文献

This study explores the possibility that being both a ‘female’ and an ‘immigrant’ will impose an earnings disadvantage on immigrant women in Norway. Well-known techniques are used to decompose the earnings gap between Norwegian men and immigrant women into portions attributable to productivity differentials, portions attributable to a gender effect, and portions attributable to an ethnic effect. The analysis supports the following conclusions: First, there is evidence of a double negative effect on female immigrant earnings. Second, gender effect is more important than ethnic effect. Finally, the discrimination estimates are robust to the alternative methods used in decomposing Norwegian men-immigrant women earnings gap.  相似文献

We analyse gender wage gaps in Italy in the mid-1990s and in the mid-2000s. In this period, important labour market developments took place and they could have had a gender asymmetric impact on wages. We identify the time trends of different components of the gender wage gap across all the wage distribution. Although the unconditional gender wage gap remained roughly constant over time, we find that the component of the gap due to different rewards of similar characteristics deteriorated women’s relative wage. We show that especially women at the centre-top of the wage distribution swam against the tide: while the trend in female qualifications slightly reduced the gender wage gap, the gender-relative trends in the wage structure significantly increased it.  相似文献

This article analyses the microeconomic sources of wage inequality in the United States from 1967–2012. Decomposing inequality into factors categorized by degree of personal responsibility, education explains over twice as much of inequality today as 45 years ago. However, neither hours worked nor education, industry, marital status, or geographical location can explain the rise in income inequality. In fact, ‘unfair’ inequality (income disparity derived from non-responsibility factors) has risen faster than ‘fair’ inequality (income disparity derived from responsibility factors), regardless of the set of variables chosen as fair sources of inequality. We further examine income inequalities within gender and racial groups, finding substantial heterogeneity. Overall, using micro data to understand the sources of inequality and how these changes over time can provide better information for policymakers motivated to combat rising inequality.  相似文献

Previous studies have reached mixed conclusions regarding the relationship between inequality and per capita income. These studies, however, fail to consider gender differences in income inequality and how these may impact on the relationship between income inequality and per capita income. Using Australian taxation statistics, we derive three sets of Gini coefficients (i.e. female, male and total) for the period 1950–2013. We then examine the relationship between inequality and real per capita income and find that a gender-specific threshold panel regression outperforms three other conventional models. Our findings suggest that ‘one set of coefficients does not fit all’ in that the use of aggregate and constant coefficients may mask variations within, and between, gender inequality over time.  相似文献

The article looks into the determinants of occupational choices of working children in Bangladesh. Using data from 6668 Bangladeshi working children aged 5 through 14, the article estimates several binary and multinomial logit regressions, separately for boys and girls. The article confirms that most children work in the informal sector where formal sector’s jurisdiction and regulations are absent. Specifically, the article finds that children are least likely to work in the service occupation and are more likely to work in the textile sector. The findings highlight the diversity in the occupational distribution of child workers by gender and show how their individual and family characteristics influence occupational choices. The service sector, which comprises of mostly maids, is a hidden sector. This sector makes children vulnerable to abuse. Thus, it is suggested that policy makers need to come up with effective legislations that would protect the children who work in the ‘hidden informal’ sector.  相似文献

Canada has a large foreign-born population with an increasingly diverse ethnic profile. The 1986 Employment Equity Act designated ''visible minorities,'' Aboriginal peoples, women, and disabled persons as facing labor market disadvantages. This review of a growing body of research on ethnic earning differentials shows that the sizeable earnings shortfall of Aboriginal peoples could be ''explained'' by their lesser endowments of work-related characteristics. The high variance in discrimination estimates among men can be traced to the treatment of immigration effects, aggregation of diverse ethnic groups, and the choice of the non-discriminatory earnings norm.  相似文献

This article argues that an assessment of progressivity over time can provide an indication of progress towards a ‘more’ progressive or a ‘less’ regressive health financing system and can be useful to policymakers. It introduces a framework to characterize ‘shifts’ in progressivity in health financing between two time periods using the popularly known Kakwani index of progressivity and other associated indices. It also decomposes the ‘shifts’ in progressivity into the relative contributions of the changes in income distribution and the changes in the distribution of health payments. Further, it proposes graphics that statistically analyses how the ‘shifts’ in progressivity vary along the distribution of income. A pro-poor (pro-rich) shift implies that the health financing mechanism is becoming more (less) progressive or less (more) regressive between two time periods. A proportional shift means that progressivity is constant between the two periods. This framework is applied to nationally representative household data from South Africa. It emerged that such characterization is a very useful tool for policy in assessing progress towards equitable health financing.  相似文献

This paper is concerned with inter‐group differences in the chances of being in different occupational classes. In particular, it focuses on Indian and on Black‐Caribbean men, in Britain, who were in full‐time employment. It asks: how much of the relative lack of occupational success experienced by Indians and Black‐Caribbean men can be explained by ethnic disadvantage and how much by the fact that they have the wrong worker attributes? It develops a decomposition methodology for answering this question within the context of discrete choice models with more than two alternatives, and it applies this methodology to microdata from the 1991 Census for Britain.  相似文献

We analyze how a country's immigrant population—defined as the stock of people born abroad—affects the probability of a terrorist attack in the host country. Using data for 20 OECD host countries and 183 countries of origin over the 1980–2010 period our OLS and 2SLS regressions show that the probability that immigrants from a specific country of origin conduct a terrorist attack in their host country increases with a larger number of foreigners from such countries living there. However, this scale effect does not differ from the effect domestic populations have on domestic terror. We find scarce evidence that terror is systematically imported from countries with large Muslim populations or countries where terror networks prevail. Policies that exclude foreigners already living in a country increase rather than reduce the risk that foreign populations turn violent, and so do terrorist attacks against foreigners in their host country. Highly skilled migrants are associated with a significantly lower risk of terror compared with low skilled ones, while there is no significant difference between foreign-born men and women.  相似文献
