While policy-makers understand the vast benefits of publicly funded and not-for-profit research, governance practitioners have the difficult task of defining processes that can best foster high performance for science and technology (S&T) labs not primarily driven by profits. This qualitative study develops a new taxonomy based on two dimensions, the nature of the funding relationship between the parent organisation and the S&T lab and the degree of interdependence between the lab's research units. We discuss the dynamics uncovered for each of the four archetypes with illustrative cases and argue that high-performance governance of S&T labs requires an internal coherence linking the processes of planning, funding and performance evaluation.  相似文献

The Millennium Project involved 237 scientists, futurists, and policymakers around the world in a two-round Delphi on the future issues of science and technology (S&T) over the next 25 years. This is the first of a 3-year study. The study began by asking science attaches to Washington, DC, what questions were worth asking to their leading scientists and issues that were important to explore on an international basis. A series of questions were identified and rated. Actions to address the questions were also suggested and rated. The results are presented in this paper with some regional differences discussed. The next year of the study interviewed S&T policymakers for the management and policy implications of these findings, and the third year developed scenarios based on these implications.  相似文献

This paper evaluates technology forecasting and foresight (TF/F) methods in relation to users' decision systems for science and technology (S&T) strategies. As TF/F is an aid to decisions for attaining S&T goals, we examine the serviceability or suitability and acceptability of the methods and outcomes of TF/F for decision systems and S&T strategies. The focus is on extrapolation and Delphi methods because they are so widely used in technology forecasting (TFC). Based on the complaint analysis of TFC that revealed inaccuracy as the most serious obstacle to its acceptance, this paper especially analyses the meaning of accuracy. Learning from the experiences of TFC, the suitability of technology foresight (TFS) to cognitive structures in users' decisions is discussed. Finally, some lessons from TFC are presented for TFS.  相似文献

为了应对科技革命和产业变革带来的挑战,引领本国经济走出金融危机的影响,世界主要国家近年来陆续出台了一系列支持科技成果转化的新举措,涉及宏观层面的创新战略和政府科技管理机构调整、中观层面的专项计划和平台建设以及微观层面的机制创新。通过对这些新举措进行系统梳理,并结合我国科技成果转化存在的问题,从围绕创新链统筹配置科技资源、创新科技中介服务机构建设模式、加强科技成果转化各环节信息化建设等3个方面,为强化我国科技成果转化提出了政策建议。  相似文献

Existing studies on bubbles have been mainly concerned with investigating the stationarity properties of stock prices and market fundamentals. We develop a new method of testing for bubbles that relates the bubble component of stock prices to the probability of bursting in the context of the Weibull distribution. There were several eruptions and subsequent collapses of seeming bubbles over the past three decades: 1987 (Black Monday), 2000 (information technology (IT) boom) and 2007 (housing market boom). Using US monthly data for the S&P 500 and NASDAQ series, we have found that the S&P 500 series contained an explosive bubble only during the boom of the housing market that occurred before the 2007 global economic crisis, and the NASDAQ market contained an explosive bubble during the surge of stock prices peaking in 1987 and 2007, although our stationarity tests fail to detect the bubbles. No bubble was found in both the S&P and NASDAQ series during the 2000 IT boom. Our evidence corroborates the criticism that the traditional unit root and cointegration tests may not be able to detect some important class of bubbles.  相似文献

Science and technology (S&T) allows (1) automation to replace human labor, (2) enhanced human labor capabilities, (3) quicker and cheaper production of goods, and (4) more complex products and processes. In order to maintain competitive advantages, it is critical for any country to understand what other countries are producing in S&T, and what intrinsic S&T capabilities are being developed.India and China are the two most populous countries in the world. These two dynamic economies are advancing rapidly in S&T, and it is prudent to assess the quantity and quality of their research output as well as to examine trends in their S&T capabilities.This paper, the first of four in a Special Section on China's and India's S&T, introduces the remaining three papers. Specifically, this paper describes the motivation for the studies, the background for understanding national S&T assessments, an overview of text mining, a brief picture of the Indian and Chinese S&T establishments, and a summary of the analytical techniques used in the assessments.  相似文献

This work presents a futuristic scenario of science and technology in India in relation to development and social change. Organizational, financial, developmental, etc. trends in science and technology have been identified as consequences of history, culture and national policy alternatives conceived in the past and perceived for the future. The present course of action is considered unlikely to bridge the existing gap between science and society in India. This paper addresses the question of how Indian pharmaceutical firms have transformed themselves from reverse-engineering firms focused on the domestic market to research-driven firms with global presence. It analyses the crucial and changing role of national, then international, innovation and regulatory policies and their impact on growth, performance and technology evolution of Indian pharmaceutical firms. The paper argues that although public policy increased market turbulence, it also provided new opportunities for firms to expand and build new technology, knowledge and market capabilities. From the 1950s Indian firms have pursued a variety of research, marketing and internationalization strategies to tackle changes prompted by policy, markets and knowledge complexities. The paper traces firm strategies that vary both in time and by firm, and argues that the successful firms have evolved substantively towards knowledge-based strategies. The paper then attempts to identify future directions for strategy, knowledge and markets.  相似文献

This paper discusses recent conceptual approaches to technical change, based on an emerging diversity of policies and increasing “institutional specialization” and clarification of the role of the private and public incentives to support S&T. This fact is reflected in the trend in developed economies towards increasing private investment in science and technology and we argue for the need to promote public policies in modern societies fostering competence building.This broad concept has motivated the work behind the present special issue, which was launched during the 6th International Conference on Technology Policy and Innovation (ICTPI), hold in Monterey, Mexico, in the summer of 2003. Under the broad designation of “Connecting People, Ideas, and Resources across Communities” the Conference brought together a range of experts to discuss technology, policy and management in a context much influenced by a dynamic of change and a necessary balance between the creation and diffusion of knowledge. Thus, this special issue includes a set of extended and revised contributions to the Monterey conference that are largely grounded on empirical experiences of different regional and national contexts. The aim of this introductory paper is to set the stage for these contributions, with an original contribution on possible views for emerging science and technology policies.  相似文献

基于科学的产业在经济发展中具有极强的活力,正成为21世纪国家经济发展的新引擎和新一轮产业革命的摇篮。选择医药制造业作为科学产业的典型案例,以我国内地31个省份数据为研究样本,运用模糊集定性比较分析(fsQCA)方法,探讨经济、科学、技术、政策条件对科学产业发展绩效的联动效应及路径选择。结果表明,单一条件并不构成制药业高绩效的必要条件,前因条件多重并发形成驱动制药业高绩效的多样化组态;存在驱动制药业高水平绩效的3条路径,分别是科学与技术双元主导驱动型、经济主导逻辑下的科学与政策驱动型以及经济主导逻辑下的技术与政策驱动型;存在导致制药业非高水平绩效的两条路径,且这两个组态的核心条件相同,即非经济水平和非科学研究。结论有助于深化对我国科学产业发展背后多重因素间复杂互动本质的理性认识,并为基于科学的产业成长带来有益的实践启示。  相似文献

在对铸造、纺织、机床、汽车零件、聚合物、软件6个产业的企业和科技机构调查的基础上,就科技机构和政府政策在促进企业的技术进步中的作用进行了国际比较分析。中国、日本、韩国、印度、墨西哥、中国台湾省的调查都显示,科技机构和政府的财政、税收、信贷、培训等政策措施在促进企业的技术发展中起着十分重要的作用。但在不同的国家和地区,特点和效果有所不同。机构的改革和政策的调整是较为普遍的趋势。  相似文献

Challenges faced by the biotechnology and pharmaceutical industry, including reduced R&D productivity and the expiration of drugs that are high in demand, are recently being addressed through technological innovation. Such innovations are highly likely to change the structure and functioning of the industry. Since 2000, biotechnology and pharmaceutical companies have actively made strategic alliance, and technological innovations have changed the source of innovation from R&D to entrepreneurship within the industry. In this study, we identify the evolution of entrepreneurship and discuss the changes caused by technological advancements since 1980 by analysing patterns of exporting and acquiring technology data from Medtrack. Over difference period, biopharmaceutical firms have gained new knowledge and improved technology, and have implemented this newly acquired knowledge and innovation to introduce drugs to the market.  相似文献

We decompose the recent patent increase into components representing (1) an increase in resources made available to research and development, (2) an across-the-board rise in the patent yield of an R&D dollar, and (3) changes in the patent yield in individual industries. Two high tech fields, computer hardware and pharmaceuticals, account for 22 percent of the patent increase. While these two industries had the fastest R&D growth among the industries we study, the pharmaceutical industry experienced a decline in its patent yield, limiting its patent growth. We show that increased R&D spending accounts for 70 percent of the patent increase. We discuss our results in the context of alternative hypotheses of the patent surge. We also compare our results to the anecdotal evidence of firm R&D performance at the industry level.  相似文献

Based on resource curse hypothesis, this paper carries out an econometric analysis on the relationship and its transmission mechanism between energy exploitation and economic growth with cross-province panel data over 1991–2006. Results reveal that there is the significantly negative correlation between energy exploitation and economic growth, which indicates since the 1990s, the resource curse effect from energy exploitation has appeared evidently; though, before the implementation of the Western development strategy, energy exploitation acted negatively on opening degree, S&T innovation and human capital input, the effect was yet uncreated. However, after the implementation of the strategy, the effect emerged evidently as a result of the enhanced negative effect of energy exploitation on S&T innovation and human capital input. Moreover, further tests indicate that energy exploitation impeded economic growth mainly through three indirect transmission channels: The crowding-out effect towards human capital input and S&T innovation, and the weakening of institution aroused by rent-seeking and corruption.
