The use of genetically modified (GM) crop technology in tackling food security problems and poverty reduction in Africa continues to generate debates over its benefits and safety. Only four countries, South Africa, Sudan, Burkina Faso and Egypt have commercialized GM crops in Africa but controversy surrounds current cultivation of GM maize in Egypt. Our study provides new perspectives on the status, development and regulation of GM crops through examining the views of 305 stakeholders in six African countries across four regions: South Africa, Kenya (East Africa), Egypt and Tunisia (North Africa), Ghana and Nigeria (West Africa), supplemented by interviews with relevant international organizations. The study revealed the challenges leading to the development of biosafety regulatory frameworks and the role of individual stakeholders in the facilitation of GM crops across African countries. This study also revealed that some countries may go through a Fiber–Feed–Food (F3) approach to adopt GM crops where Bt cotton will be adopted first followed by GM crops for livestock feed while undergoing all the necessary assessments before producing GM foods for human consumption. An overwhelming majority of stakeholders placed emphasis on risk analysis (risk assessment and management) in view of limited capacity, lack of scientific expertise and public concern, and encouraged a centralized approach to risk assessment similar to the European Union model of the European Food Safety Authority (EFSA).  相似文献

In most poor countries today, farmers still plant no GM food or feed crops at all. Some are now planting GM cotton, but GM food and feed crops have not yet been grown commercially anywhere in developing Asia or the Middle East, and in only one African country (South Africa). Government authorities in most of these countries have not yet given farmers official permission to plant any GM food or feed crops—superficially in most cases because of precautionary concerns about biological safety. The more fundamental reason is now a fear that consumers in high-income importing regions, such as Europe and Japan, will shun imports from any country that begins planting GM varieties. The new EU regulation calling for strict labelling and traceability on all GM-derived foods and feeds (requiring a costly physical segregation of GM from non-GM all the way up the marketing chain) will further discourage the planting of GM crops in poor countries.  相似文献

The inclusion of genetically modified maize in food aid shipments to Southern Africa during the 2002 food crisis rekindled debates over agricultural biotechnology. As the region edged ever closer to famine – putting the lives to some 14 million Africans at risk – corporate pundits, government officials and biotech’s critics debated the health and environmental dangers posed by the new technology.By situating the decision to send genetically modified maize to Southern Africa in the context of US–European debates over agricultural biotechnology, it becomes clear that the promotion of biotechnology has nothing to do with ending hunger in the region. Indeed, American food aid shipments to Southern Africa have little to do with the famine at all. Instead, I argue that US food aid policy following the 2002 crisis was intended to promote the adoption of biotech crops in Southern Africa, expanding the market access and control of transnational corporations and undermining local smallholder production thereby fostering greater food insecurity on the Continent.  相似文献

Because food insecurity is primarily a problem of low household incomes and poverty, and not just inadequate food production, projects and programs for food insecure African farmers which aim at increasing production of subsistence crops may be ineffective. Instead, government should look for ways to improve returns to farmers' resources in a broader context, which may include expanded opportunities for non-farm microenterprises and agricultural labor. This has been the conventional wisdom since the writings of Amartya Sen. Still unclear, however, are the implications of his thinking for the roles of African women farmers who are traditionally the food-crop producers in Africa and are often food insecure. Immediate expansion of income-earning activities such as cash cropping and non-farm microenterprises may not be possible for women in male headed households in many African societies where cash income is seen as part of the male domain. In addition, women farmers may need a long adjustment period to diversify their income sources fully because most African countries are at the early stages of structural transformation. Different developmental interventions, both in policy and in technology, are therefore needed to address food security and economic transformations in Africa in the short and long term.  相似文献

Risk to the image of food exporting countries in foreign markets for food products has been advanced as a reason for them to ban commercial release of genetically modified (GM) crops. The aim of this paper is to explore the reality and intensity of such a risk. In-depth interviews have been conducted with key distributors in the European food sector to ascertain factors that they consider important in determining reputation of exporting countries, and to ascertain whether GM impacts on such reputations. Highly negative consumer sentiment towards GM in Europe seems likely to continue to influence food industry buyers against importing GM food. However, no evidence was found that presence of GM crops in a country causes negative perception of non-GM food imported from that country. Provided adequate steps are taken to avoid accidental contamination of conventional crops, producer countries do not appear at great risk of damaging their overall country image for food products if GM technology is introduced.  相似文献

The term ‘commercial agriculture’ has come to have two definitions: one for industrialized countries, and another for developing countries. Many academics and journalists imply that, for example, African agriculture is only ‘commercial agriculture’ when Africans are producing export crops such as coffee, cotton or tea for industrialized countries. Everyone knows about seasonality. But what exactly do we know? This study systematically measures seasonal price gaps at 193 markets for 13 food commodities in seven African countries. It shows that the commonly used dummy variable or moving average deviation methods to estimate the seasonal gap can yield substantial upward bias. This can be partially circumvented using trigonometric and sawtooth models, which are more parsimonious. Among staple crops, seasonality is highest for maize (33 percent on average) and lowest for rice (16½ percent). This is two and a half to three times larger than in the international reference markets. Seasonality varies substantially across market places but maize is the only crop in which there are important systematic country effects. Malawi, where maize is the main staple, emerges as exhibiting the most acute seasonal differences. Reaching the Sustainable Development Goal of Zero Hunger requires renewed policy attention to seasonality in food prices and consumption.  相似文献

Despite rapid population growth, increasing land pressure and urbanization, farmers in Sub-Saharan Africa have not intensified their production in a sustainable manner and farming systems remain predominantly subsistence-oriented. In response, developing country governments increasingly implement programs that promote crop intensification and more commercially-oriented agricultural systems. Rwanda’s Crop Intensification Program (CIP), launched in 2007, is one such example. However, despite its apparent success in raising production of several priority crops, there are legitimate concerns about the food and nutrition security implications for households that are encouraged to consolidate their land, specialize in their production, and increasingly rely on markets for their food needs. Using recent household survey data and a propensity score matching difference-in-differences method, we find that participation in land consolidation activities had ambiguous consumption effects: it positively impacted on consumption of roots and tubers, but had a negative effect on meat, fish and fruits consumption and the potential availability of vitamin B12 in participants’ diets. This calls for a review of CIP implementation practices to enhance the program’s food and nutrition security outcomes, with improvements in market functioning and market access being potential starting points.  相似文献

This paper investigates the effects of Chinese market policy on crop production in the reform process. After a brief review of the policy changes due to the reform, the theoretical significance of Chinese market policies for crop production is demonstrated diagrammatically. It is shown that under the current market system the production of main crops is significantly influenced by both market and quota prices. While relatively high quota reduces the influence of market prices on production, relative price changes between competing crops will lead to shifting farmers’ cultivation preferences if inputs are constant. Empirical analysis, based on cross-section data for the period 1985–1997 from the province of Zhejiang, confirms these hypotheses. The effects of policy variables, however, prove to be crop-specific. If the potential of crop production in China is to be better used, an even more market-oriented agricultural policy is required.  相似文献

Attitudes and perceptions of stakeholders are crucial in the acceptability of GM foods. Past research focussed on consumers, but paid little attention to the food industry and its gatekeepers, especially in Africa. Therefore, a survey was conducted covering 39 respondents from the milling industry and supermarkets, the main processors and distributors of maize products, in seven urban centres of Kenya. Respondents, mostly from senior management, were well educated and had a good knowledge of biotechnology. Their major sources of information were the media for the supermarkets, and brochures and the food industry for the milling companies. Respondents generally appreciated the benefits of biotechnology, but had concerns about the environment, although few people considered GM food harmful to human or animal health. Most respondents found traceability of GM products important, but would prefer not to label them because of the costs and possible negative consumer reactions. Respondents were largely non-committal on the use of GM products in their companies, preferring to decide on a case-by-case basis. The few negative responses, mostly from the milling industry, were affected by high risk and low benefit perceptions. Most respondents do not like the idea of labelling GM food. Better communication between research and the food industry is now needed, and more research on the labelling of GM products.  相似文献

Low-income households in Sahelian West Africa face multiple shocks that risk compressing their already-low food consumption levels. This paper develops a multi-market simulation model to evaluate the impact of common production and world-price shocks on food consumption of vulnerable groups in Sahelian West Africa. Empirical analysis confirms that poor households bear the brunt of ensuing consumption risks, particularly in closed markets, where trade barriers restrict imports, and the poor find themselves in a bidding war with richer consumers for limited food supplies. In the absence of trade, a drought that reduces domestic rainfed cereal production by 20% would compress already low calorie consumption of the rural poor by as much as 15%, four times as much as other household groups. Conversely, a 50% spike in world rice prices hits the urban poor hardest, compressing calorie consumption by up to 8%.Policy responses need to focus on two basic mechanisms that can help to moderate this pressure – consumer substitution among staple foods and trade. Immediately south of the Sahel, coastal West African countries enjoy higher rainfall, dual rainy seasons, more stable staple food production based on root crops (cassava and yams) as well as frequent double cropping of maize.Our simulation results suggest that regional trade in maize, yams and cassava-based prepared foods like gari and attieké could fill over one-third of the consumption shortfall resulting from a major drought in the Sahel. Increasing substitutability across starchy staples, for example through expansion of maize, cassava and sorghum-based convenience foods, would further moderate consumption pressure by expanding the array of food alternatives and hence supply responses available during periods of stress.  相似文献

This article analyzes evolving institutions and practices of anticipatory risk governance in India, through the lens of two recent and highly controversial developments in governing genetically modified crops in Indian agriculture. These developments include, first, conflicts over approving (or not) the very first genetically modified food crop in India and a related experiment in participatory decision-making; and second, proposals to revamp the existing biosafety regulatory system (with its checks and balances across diverse sources of authority) with one that elevates scientists and scientific expertise to the pinnacle of decision-making power. The article analyzes the distinct means by which legitimacy is sought to be conferred upon the means and ends of anticipatory risk governance, as reflected in these two examples. I contrast claims to legitimacy deriving from innovative experiments in participatory democracy with legitimacy claims based upon “objective” science, showing that despite acknowledged need for the former, the latter is still being prioritized. The article concludes by identifying the contours of an evolving science-society contract in India, as revealed by these cases.  相似文献

Nearly 40% of the rice consumed in Africa is imported. That is about one third of all rice traded in world markets. With such high dependence on imports, Africa is highly exposed to international market shocks with sometimes grave consequences for its food security and political stability as attested by events during the 2008 food crisis. In this paper, it is argued that Africa can turn the rising trends in world markets to a historical opportunity to realize its large potential for rice production. After a review of the policy responses of African countries to the 2008 global rice crisis, the opportunities and challenges for enhancing domestic rice supply are discussed. The competitiveness of rice production in Africa is analyzed for selected countries and rice ecologies. The potential for increasing paddy production is illustrated using a spreadsheet simulation that considers alternative rice sector development scenarios. Reducing the yield gap and expanding cultivated rice areas under lowland and irrigated hold the greatest potential for substantially increasing paddy production in Africa.  相似文献

In spite of good rains in Africa in 1985, 30-35 million people suffered the effects of famine. Much of Africa is still dependent on food aid. The main causes of insufficient food production are land degradation--desertification--and high population growth. Distribution of the US $2.9 billion in food and non-food aid has been hampered by transport and logistical problems. The major challenge for 1986 is non-food support. Only US $460 million (15.3%) of non-food aid had been received as of March. Country profiles of Angola, Chad, Ethiopia, Mozambique, Somalia, Sudan, Lesotho, Mali, Mauritania, Niger, Rwanda, Tanzania, and Zambia show a pattern of high food assistance needs and displaced refugee populations. The 1st 6 of the group suffer from civil strife. There is some good news; e.g. Niger, which is embarking on agressive agricultural development, and Tanzania, which has enjoyed bumper crops, but the crisis is clearly far from over. Few African Governments have been willing to face the population problem; population in the area will probably continue to increase at 3% yearly. It is shown that desertification: reducing the biological potential of the land through over-exploitation, animal husbandry, and deforestation, is a wordwide problem particularly acute in Africa. Lost production totals $26 billion annually. Straightforward cost-benefit analysis of projects to halt or reverse the problem does not adequately take factors such as human attachment to the land into account. Unfortunately halting desertification does not receive the attention it should receive from donor agencies. Investment goes towards high-return projects, e.g. power dams; sugar factories, when a more careful study reveals that returns from afforestations are much more long-term. There has been increased consciousness of the long-term benefits of dryland rehabilitation, which will hopefully impact policy in the future. But since desertification is a self-accelerating process, there is a need for very rapid action.  相似文献

A sharp escalation in worldwide commodity prices precipitated the global food crisis of 2007–2008, affecting the majority of the world’s poor, causing protests in developing countries and presenting policymakers with the challenge of simultaneously addressing hunger, poverty, and political instability. These food price shocks fomented violent civil responses in some countries, but not others, offering a unique opportunity to assess the factors that contributed to these disturbances. We explore this question empirically with specific reference to Africa, where “food riots” occurred in at least 14 countries. By examining the socio-economic and political conditions facing African countries, we attempt to answer why only some countries in Africa witnessed food riots in late 2007 and early 2008, while others did not. Our empirical analysis demonstrates that higher levels of poverty (as proxied by the Human Poverty Index), restricted access to and availability of food, urbanization, a coastal location, more oppressive regimes and stronger civil societies are associated with a higher likelihood of riots occurring. We also examine three country cases (Egypt, Mozambique, Niger) which represent different circumstances and responses to the food crisis, and identify specific factors that were associated with food protests in each case. Our study highlights the importance of pro-poor policies and investments and improved governance in addressing the problems facing the poor and in helping secure political stability. As the frequency and variability of natural disasters increase in response to climate change, such policies can serve to protect the poor from the debilitating consequences of the resulting shocks.  相似文献

Enactment of plant breeders' rights legislation has recently been a contentious political issue in several countries. An economic perspective to the issue is presented through consideration of the structure of the plant breeding and seed industries. A theoretical account is given of the probable economic effects of plant breeders' rights legislation in developing countries. Aspects which might be usefully considered when examining whether a particular developing country should enact plant breeders' rights legislation are also discussed. Finally, general issues faced by the international agricultural research centres with respect to plant breeders' rights are also outlined and some particular issues discussed.  相似文献

Most developed countries have adopted labelling policies for genetically modified (GM) food. In April 2004, Canada implemented a voluntary labelling policy for GM and non-GM food, while France adopted the European Union’s new extended mandatory labelling of GM food. I present the result of a qualitative survey of GM and non-GM food labels in supermarkets in Canada and France, five months after the introduction of the new policies. I find that there are almost no GM labelled products in France and non-GM labelled products in Canada. Each policy tends to crowd out the targeted label attribute. However, Canadian consumers can choose between GM and non-GM organic products, whereas there are only non-GM products in French supermarkets. Recent political developments in Quebec suggest that the labelling landscape may change in Canada, either with an increase in the number of non-GM products at the retail level or a transition towards a mandatory labelling policy like in France.  相似文献

Africa has achieved the fastest growth rate of inward foreign direct investment (FDI) recently. Yet heightened political hazards present substantial challenges to foreign firms in Africa. This study examines the entry strategies that firms may take to mitigate such hazards by exploring the relationship between political hazards and entry mode choices in Africa. We further consider how an investing firm’s host country experience and foreign aid provided by its home country government to host countries in Africa can influence this relationship. In a sample of listed Chinese firms’ investments in Africa from 2000 to 2014, we find that Chinese firms tend to use the joint venture mode when political hazards are high in an African country. This relationship is weakened when they accumulate host country experience and when the Chinese government’s foreign aid to an African country increases. Our findings point to firm-level strategies to mitigate political hazards as well as instruments available to home country governments to help their multinational firms operating in host countries characterized by unstable political environments.  相似文献

Despite the rapid expansion in the global area planted with genetically modified (GM) crops, there has been resistance to this technology in Europe: this article considers why. Molecular technologies used to produce GM crops are reviewed and crops currently and soon to become available listed. It is argued that the prospects for GM crops depend on: (1) consumer acceptance — which depends on the perception of the benefits GM crops offer and on confidence in the legislative framework and regulatory procedures designed to identify and quantify any potential disadvantages; (2) further technological advances — which might reduce any adverse consequences of and enhance the benefits from GM crops; (3) patent law — which underpins incentives for private investment and largely determines the development of market structure; and (4) the relative profitability of GM crops vis à vis conventionally bred varieties — which will be a key determinant of the area planted. Importantly, regulations which increase consumer confidence may also raise the costs of planting GM crops and therefore will act to reduce the area planted.  相似文献
