Using data from the Employment Opportunities Pilot Project, we examine the relationships between minimum wages, wage growth, and on-the-job training. We find that minimum wage jobs exhibit less wage growth than other jobs, particularly for men. We find no evidence, however, of a unique minimum wage effect on training opportunities. We conclude that indirect methods of proxying training with wage growth can be misleading as they fail to distinguish whether the reduced wage growth of workers on minimum wage jobs results from their receiving less training than other workers or whether it is strictly a result of the wage determination process.  相似文献

This study uses panel data to examine the wage and employment dynamics of minimum wage workers. Compared with workers earning above the minimum, minimum wage workers are much more likely to be new entrants or to exit the labor market. Changes in industry, occupation, and access to job training are particularly important to improving the wages of minimum wage workers. Many minimum wage workers earn less than their potential wage temporarily because of nonwork circumstances that make higher-paying jobs less attractive.  相似文献

This paper examines the incidence and density of firm-provided training for workers in flexible work arrangements – i.e., non-regular employees who are working part-time or with fixed-term employment contracts – and analyzes the effect of this training on skills, productivity, and wage growth, using a unique survey of Japanese workers. Among non-regular employees, those who work on a full-time basis are found to receive a higher density of both on-the-job training (OJT) and off-the-job training (Off-JT). Participation in firm-provided training is shown to improve job skills and productivity, but does not appear to impact the wage growth of non-regular workers. However, training participation is shown to make the transition from non-regular to regular employment in the current occupation more likely, enhancing the probability of future wage increases.  相似文献

We estimate the effect of minimum wages on employment duration using event history data from the 1988-1994 rounds of the National Longitudinal Survey of Youth. Existing literature takes two alternative tracks: Some studies predict reduced turnover due to rents created by minimum wages, others focus on the expected increase in turnover due to reduced job amenities and imperfect information. We find that for men, the net effect of a minimum wage depends on its magnitude relative to the typical wage in the local labor market. We find some evidence that where the minimum wage is low, separation rates for men hired at the minimum wage are reduced. We also find that as the relative value of the minimum wage rises, separation hazards increase. We interpret these findings as evidence that rents may accrue to minimum wage workers, but that the job matching process is undermined when the minimum wage binds.  相似文献

While foreign-owned firms have consistently been found to pay higher wages than domestic firms to what appear to be equally productive workers, the causes of this remain unresolved. In a two-period bargaining framework we show that if training is more productive and specific in foreign firms, foreign firm workers will have a steeper wage profile and thus acquire a premium over time. Using a rich employer-employee matched data set we verify that the foreign wage premium is only acquired by workers over time spent in the firm and only by those that receive on-the-job training, thus providing empirical support for a firm-specific human capital acquisition explanation. This paper investigates the roles of manufacturing employment, neighborhood poverty, and family structure in determining wages among Detroit, MI workers, just prior to the current economic crisis. Employment in manufacturing has been crucial for blacks and whites: 39% of black and of white men in the Detroit metropolitan area worked in manufacturing in 2000. Regression analysis in this paper estimates employment in manufacturing raised wages 15.8% for all workers in the metropolitan area, 24.4% for blacks and 13.8% for whites. It finds a higher wage penalty (4.7%) for blacks in non-manufacturing industries than is found when manufacturing sector jobs are included (2.6%). Wage returns to education were greater in the non-manufacturing employment sector, especially for blacks. Residence in the poorest central city neighborhoods reduced wages significantly for white manufacturing and non-manufacturing workers. Its coefficient was insignificant for black workers. Gender and marital status effects on wages differed between blacks and whites in magnitude: White women suffered a larger penalty for their sex than black women (22.6 versus 9.6%) yet black men enjoyed a greater return to marriage than white men (27.5 versus 25.0%). Controlling for manufacturing reduced the gender wage gap and the returns to marriage for men. These findings suggest greater accessibility for women; and lower returns to marriage in non-manufacturing sectors. Among employed blacks access to manufacturing jobs has been their main source of decent wages. The adverse effects of the industry??s job loss in the 1980s and 1990s impacted all Detroit residents. Other high wage industries have employed relatively few blacks, have not paid them well; and have suffered job loss and slow growth over the period. Education could have raised wages for non-manufacturing workers, but not as much as access to manufacturing jobs. Today as in 2000, Detroit??s residents desperately need job creation or relocation to the central city; and job training and anti-discrimination policy enforcement throughout the metro-area. All of these would be necessary to offset job loss and reduce inequality and poverty in Detroit. The extent to which blacks will benefit from 2010?C11 improvements in manufacturing employment in Detroit depends upon whether private companies and the state provide equal access to the jobs and the training new technologies require.  相似文献

Estimated age and job seniority profilesof relative marginal productivity and relative wages indicatethat both on-the-job skill formation and job matching are significantsources of the growth of productivity and wages with time inthe labour market. Using hourly and weekly wages from the Canadian Labour Force Survey from 2000 until 2018, workers were separated into full-time and part-time and the following striking observation was documented. The overall gender wage gap is larger than either the full-time pay gap or the part-time pay gap, even after controlling for detailed personal and job characteristics. This result is a consequence of two findings: (i) part-time wages are lower than full-time wages, and (ii) the majority of part-time workers are women. In aggregation, this brings down the average female wage, leading to a larger aggregate gender wage gap. This was further linked to a differential selection by gender into full-time and part-time work, with women of higher earnings potential being overrepresented in the pool of part-time workers, resulting in no gender pay gap in the part-time worker category. Policies targeted at encouraging full-time employment for women should therefore reduce the gender wage gap.

We examine the period from 1991 to 2005 to document the effects of a changing Japanese labor market on the consequences of job change for workers, focusing on the change in the wages between initial and subsequent employment. During this period, job changes caused by separations from the initial job that were involuntary from the workers point of view increased and the wage losses from job change grew. As well, while age-earnings profiles for continuously employed career workers remained the same in 1993 and 2003, the age-earnings profiles of newly hired workers grew flatter during the period. Hence, an erosion in the earnings of newly hired workers relative to incumbent workers occurred and the effect was to increase the job change wage losses for older workers. Thus, while the losses from changing jobs grew in general, they also grew more age-related over the sample period.  相似文献

Our paper reconciles the debated literature on the role of the Chinese unions by exploring the heterogeneous effects of unionization on wages in firms with and without political connections. We utilize a survey of 1268 firms in 12 cities to verify our hypothesis that wages increase due to unionization, but this union wage effect is significantly depressed by firms' political connections. Through a detailed analysis of the mechanism behind the empirical results, we conclude that unions increase workers' wages by strengthening the bargaining power of workers, while this bargaining power can be weakened by firms' political connections. Our main conclusion is robust to a series of robustness checks. Moreover, the results from quantile regressions inform us that the union wage effect and the role of political connections may vary along with the firms' wage distribution. Our findings suggest that the solution to further increase wages for low-wage workers and reduce wage inequality is to make the labor union an independent organization which can freely bargain with firms in terms of workers' wages and benefits, rather than an agency subordinate to the government whose role can be affected by the government support and undermined largely by firms' political connections.  相似文献

文章利用2011年浙江省杭州市最低工资标准调整的契机,调查分析了新的工资标准实施前后最低工资制度在农村转移劳动力中的执行力度及其影响因素。研究发现,工资标准的提高使农村转移劳动力的最低工资标准执行力度由原先的80%降低到70%左右;最低工资制度在提升劳动者收入上发挥了一些效果。研究显示,企业性质、企业规模和企业所处的地理位置均是影响最低工资制度执行力度的因素;劳动者的人力资本水平也是影响执行力度的重要因素。文章认为,当前的最低工资制度存在着工资标准过低和执行力度不足的问题,大幅度削弱了该政策提升劳动者工资的作用。  相似文献

In this paper, a hedonic pairing process is modeled in which some workers may be overeducated or undereducated as an equilibrium outcome of a dynamic labor market. Undereducated workers are those whose abilities and training permit them to move into a job with higher qualifications, whereas overeducated workers are highly qualified workers who select into lower-skill, entry-level jobs that provide the training (or signal) necessary for promotion. The empirical model shows that these pairing types cannot be directly identified in a cross section since all workers are exactly educated during a portion of their career. However, pairing types may be imputed by comparing predicted and observed qualifications of the worker and predicted and observed requirements of the firm. Using a rich cross section and a panel of British working-age males to identify the pairing types, we confirm the predicted career development patterns with regard to on-the-job training, promotion, and wages.  相似文献

The French labor market is segmented between permanent and temporary workers. The second category has difficulty in getting an open-ended contract. This paper aims at depicting workers on short-term contracts and shows the consequences on their professional career are negative and significant. A large part of the wage gap between permanent and temporary workers remains unexplained by observable characteristics. They receive less on-the-job training and their likelihood of obtaining a stable job is lower than 30% after 1 year and a half. They have also a higher probability of being the adjustment variable in case of an economic negative shock. These different findings show the importance of using public policies to encourage transitions from fixed-term to permanent employment and reducing labor-market duality.  相似文献

Based on the microdata from the Basic Survey on Wage Structure and the original survey, we estimate the Mincerian wage function, incorporating job tasks, to examine the importance of job task wage premiums as well as long-term changes in the Japanese labor market. In the estimation, we found that the association between abstract tasks and wages is positive and that a one standard deviation increase in the abstract task scores was associated with a 21.2% wage premium, while that of routine and manual task wage premiums are negative. We also found that the total explanatory power of three task scores (routine, abstract, and manual tasks) is higher than that of the education dummies or the major occupation group dummies. We also confirmed two testable implications from the Roy model regarding the workers’ self-selection into occupations in the Japanese labor market. These findings are similar to those obtained by Autor and Handel (2013). On the other hand, we found no major changes between 2005 and 2016 in the coefficients of routine, abstract, or manual task scores as well as their explanatory powers in the wage function. We then observed that demand for labor increased in many occupations involving many non-routine or manual tasks, but at the same time, the supply of labor to those occupations also increased. Therefore, we discussed that the change in labor demand and supply may be one of the reasons for the stable relationship between job tasks and wages.  相似文献

随着人口红利减弱,中国技能短缺问题愈发突出,如何有效应对技能短缺成为当前经济社会发展面临的紧迫问题。文章就雇主应对技能短缺的方式提出四个假设,并基于中国人民大学劳动人事学院"中国雇主—雇员匹配数据追踪调查",采用Tobit模型考察了雇佣条件在改善技能短缺上发挥的作用。结果表明:工资对技能短缺的影响并不显著,没有证据显示上调工资能改善企业的技能短缺问题,而签订长期劳动合同有利于缓解高技能劳动力短缺,强化在职培训和劳动保护有助于改善低技能劳动力短缺。本研究为破解技能短缺难题提供参考,企业应对技能短缺应因事为制,避免提高工资的惯性思维,注重高技能劳动者在职业发展上的需求,关注低技能劳动力在劳动保护上的诉求,并保证持续有效的在职培训。  相似文献

In this article, the effect of wages on the job tenure is studied using microeconomic data on industrial companies. The data cover a period of 11 years starting from the first quarter of 1980 and contain several pieces of information on workers, jobs, and companies. The models were estimated in a competing risk framework. According to the results the wage groups of the workers and relative wage within a company are positively related to the job tenure. These effects are larger among the persons who leave the industry than among the persons who find new industrial jobs.  相似文献

We investigate the effects of on-the-job training on firm productivity and wages using a large panel data set constituted of all large and medium size manufacturing firms in China over 2003–2007. We estimate firm productivity carefully with a recent semiparametric method and combine the propensity score matching and the difference-in-differences techniques to estimate the treatment effect of training. We find consistent evidence that i) training helps boost firm productivity and wages; ii) the higher the training expenditure per capita, the higher the increase in productivity and wages; iii) firms benefit more from training than workers. These findings are not sensitive to industrial capital intensity or firm ownership structure.  相似文献

In this paper, I study the wage a firm sets to attract highability workers (hipos) in situations where people compete fora job. I show that the more people compete, the larger a firm'sincentives to sort high and low ability workers. Moreover, workerswill signal their (high) ability in situations with many competitorsonly if a job offers a high enough wage. The objective of the paper is to investigate if previous informal employment experience of youth affects later labor-market outcomes in transition economies. We consider the effects on employment, decent job and wages. Some theories suggest that previous informal job experience may extend informality later and negatively impact decent employment and wages, while others argue that informal jobs may provide training, networks and working attitudes to young workers hence improving their formal employment and wage potential. We rely on the newly-produced School to Work Transition Surveys for seven transition economies of Southeast Europe and the Commonwealth of Independent States. Our results robustly suggest that early informality of youth is negative for the later labor-market outcomes. However, for the wage, there is limited evidence that the negative effect potentially turns positive for long informal job experiences. The negative effect of informal job on later outcomes is stronger for females, while any differences between the two regions of transition economies are neither systematic nor robust.  相似文献

Using two surveys from 2017, we analyze the gender wage gap for urban workers in Myanmar. We start from a standard wage equation and condition on education, experience, health and a small set of household demographic attributes. Subsequently we control for differences in occupational choice and sector of employment. We estimate the models with sample selection correction and this leads to estimated average wage offers that are lower than the observed average wages for women. Selection into wage work results in a workforce where female wage-workers have higher levels of education compared to their male counterparts. However, average wages for female workers continue to be 29% lower than male average wages. Differences in observable attributes do not account for this gap. Instead, it is associated with a lower base wage and lower remuneration of women’s experience. Going beyond the traditional decomposition methods, we utilize our matched employer–employee survey to generate exact comparisons of female and male production workers with equal levels of education and experience, employed in the same enterprises. Even in this setting, we find a gender wage gap of 13%. Our analysis thus indicates discrimination against women in Myanmar’s labor markets.  相似文献
