South Korea, Taiwan, Singapore, Hong Kong, China and India have become much larger force in the world economy. Due to the enormous contribution of the use of information and communication technologies (ICT) in economic growth, this study investigates four main issues related to technological innovation and knowledge network in ICT among six countries. First, indicators of technological innovation were evaluated and used to compare capability of technological innovation in ICT between the six countries. Secondly, differences in innovation configurations among six countries were manifested. Thirdly, relative innovation strengths of these six countries were examined in five sub-technological fields. Finally, this study consists of analyzing the interactions into knowledge network among them; moreover, this study manifests the difference of knowledge network in five sub-technological field of ICT. The empirical findings of this study, based on analysis of a patent and citation dataset comprised of all patents granted by the U.S. Patents and Trademark Office (USPTO) to assignees in six countries from 1976 to 2006, are helpful to understand the comparative development of technological innovation of ICT in six countries.  相似文献

This paper investigates the distributional effects of globalization on innovation using 86 countries data from 1986 to 2016. Our results derived from the dynamic panel quantile regression technique show that overall globalization has a positive influence on national innovation in the least innovative countries. Similar evidences are found when utilizing globalization (de jure) and social globalization indices. Subsample analysis shows that globalization leads to better innovation performance in the medium innovative countries among OECD countries. Therefore, our findings contribute to the existing literature in identifying the changing effect of globalization on innovation.  相似文献

This paper aims to determine whether the dichotomy between the science, technology, and innovation policy based on neoclassical and evolutionary schools of economics is applicable to developing countries. Regarding the fundamental differences in foundations of these two economic paradigms, policymakers have been forced to select and to follow one of the two seemingly competing views. However, in developing countries, due to various market and government coordination failures, complying with one of the schools has not been successful in practice. From the past, there has been some controversy between neoclassical and evolutionary schools on the subject of science, technology and innovation policy. Using a survey questionnaire and statistical analyses of the results, this paper shows that, due to the institutional setting and structural conditions in developing countries, despite the fundamentally different foundations of the competing schools of thought, the policy implications of the schools have converged. Drawing on Theme Analysis Method, the rationales are first conceptualized and then the fuzzy method is applied to reveal the respondents’ tendency to the extracted rationales and implications of the two competing schools. In conclusion, the statistical results validate the proposed hypothesis.  相似文献

从效率差异视角构建国家创新影响力评价方法,揭示“一带一路”沿线国家创新要素流动倾向性以促进交流合作。运用DEA模型测算各国创新效率,根据DEA原理识别国家间的认可关系,构建创新网络并用节点特征向量中心度表示各国创新影响力,分析创新影响力类型、创新网络特征及创新投入冗余率与产出不足率。结果发现,各国创新效率存在显著差距;各国分别处于创新网络中心、核心和边缘位置,国家创新影响力依次递减;按照创新要素相对强度,沿线国家可分为6种创新类型;最后,提出沿线国家间开展创新交流与合作的必要性和途径。  相似文献

现有转轨经济理论研究中鲜有对转轨国家的技术创新效率问题进行探讨,而技术创新是转轨国家经济持续增长的源动力。基于此,本文运用整体分析和分段分析的研究方法,对24个转轨国家的技术创新效率进行了评价和比较,发现渐进式改革的国家技术创新效率从整体上高于激进式改革的国家,并且从其阶段变化动态来看,前者的效率提升幅度也大于后者。同时,需要指出的是转轨国家技术创新效率远远低于世界平均水平,未来转轨国家应该在政策和行动中加大对技术创新的投入力度,进一步提高研发支出在GDP中的比例,加快创新型国家的建设步伐,以便尽快赶上并超过世界技术创新效率的平均水平。  相似文献

支持发展劳动密集型产业的经济学家们认为,发展中国家资本匮乏,而劳动力资源丰富,发展劳动密集型产业,符合比较优势原则,有利于解决就业问题;而反对者则指出了比较优势战略理论的三点不足,并认为,从长期看,资本密集型产业可以更多地促进就业。两方的争论,对我们的产业结构调整和技术进步政策有重要的启发。  相似文献

The concept of leveraged innovation to create wealth within regions, countries and economies is not a new concept. Competitiveness of regions in the increasingly global economy now requires not only that innovation be present within a regional economy, but also that mechanisms exist to effectively transfer those developed innovations from the research laboratory to the marketplace. It is surmised that increased innovation, and the transfer of this innovation, can lead to increased prosperity of regions (Porter). As such, many developing countries around the world are looking at investments in innovation as a means to spur regional economic development and wealth creation while preserving national competitiveness. That said, innovation investment is by no means an exact science. Historically, typical “innovation investments” have been focused on “tangible” capital infrastructure projects such as the establishment of incubators and science parks. While many regions point to the existence of such tangible innovation assets as proof of investment in innovation, it has been discovered that in some cases, an investment in the capacity building of human networks to engage in technology transfer and commercialization related activities can act as a stronger facilitator for the transformation of economies and produce a larger return on investment in innovation for the country. Given not only Portugal's, but other regions throughout the EU-Zone, recent financial and economic woes, it bears examination on whether investing in the innovation and technology transfer knowledge and “know how” of key human networks within a struggling economy is a worthwhile investment for financially struggling countries during the current times of fiscal crisis.  相似文献

以272家江苏省民营制造企业为研究对象,实证研究了企业的竞争战略与技术创新的关系。研究发现:实施低成本战略的企业进行工艺创新和产品创新的倾向均不明显,实施差异化战略的企业倾向于进行产品创新,实施混合战略的企业进行工艺创新和产品创新的倾向都明显,且实施强度显著高于实施低成本战略和差异化战略的企业;总体来看,所有企业的工艺创新强度都要高于其产品创新强度,产品创新强度整体偏低,这意味着企业转型升级的重点应放在产品创新上。  相似文献

The empirical analysis is conducted using a unique panel data set of 47 developed and developing countries from 1970 to 1990. The results suggest that: (1) high-technology imports are relevant in explaining domestic innovation both in developed and developing countries; (2) foreign technology has a stronger impact on per capita GDP growth than domestic technology; (3) IPRs affect the innovation rate, but this impact is more significant for developed countries; (4) the results regarding FDI are inconclusive.  相似文献

ABSTRACT

Under the new climate change regime ushered in by the 2015 Paris Agreement, technology development and transfer have emerged as essential means of global action for climate change mitigation and adaptation. In particular, technological innovation has appeared as a leading component to be accelerated, encouraged, and enabled under the Paris Agreement. However, while making the rule book to implement the Paris Agreement, a clash has occurred between developed and developing countries over the meaning of technological innovation and the intervening policies of the United Nations Framework Convention on Climate Change (UNFCCC) to support innovation in developing countries. By exploring rule-making processes and expert-meetings under the UNFCCC, this paper examines how this discursive contestation has progressed in relation to the meaning of technological innovation and the creation of an appropriate institutional design to support developing countries’ achievement of technological innovation. The analysis is based on the theoretical framework of discursive contestation between the two discourses of de-regulatory ecological modernisation and green governmentality with right-to-development. This research concludes by positing some policy implications.  相似文献

The diversity in innovation patterns across manufacturing and service industries and in their outcomes in terms of hourly labor productivity are investigated in this article considering six European countries. The Schumpeterian insights into the variety of innovation are developed in this work by identifying different innovation–performance relationships for industries and countries, relying either on the dominant role of product innovation, or on the diffusion of process improvements. Moreover, the “push” effect of innovation is combined with the “pull” effect of demand, by considering the impact of the dynamics of consumption and investment at the sectoral level. The results point out a “North-South” divide across EU countries, with the three countries of Northern Europe closely associated to the model of productivity growth based on product innovation, and the three Southern countries, mainly relying on the mechanisms by which process innovation is at the root of productivity improvements.  相似文献

Both developed and developing worlds today face significant economic crises. For winning their future, all countries will have to boost their capacity to innovate. Since technological innovation has now become the mantra for employment generation through growth of exported goods and to ensure sustained economic growth, current national technological innovation capacity governance policies need to be grounded on four basic pillars: (1) adopting an actionable taxonomy of technological system components utilized by enterprises operating in the fiercely competitive global marketplace; (2) relying on greater public-private partnership for targeted specialization in emerging technology industries; (3) complementing research-university-linked incubators with metropolis-based innovation hotspots; and (4) mandating a prioritized choice criteria function for technological innovation project funding. Why these pillars are important and how to strengthen national technological innovation capacity building-blocks are described in this essay on the basis of lessons learned from studies in many Asian developing countries and some developed countries of the world.  相似文献

This paper examines the role of local health systems in developing countries in health biotechnology innovation. The heath systems encompass the final users of health biotechnology products and services. In innovation studies in general, users have been identified as playing vital roles as sources for innovation and in shaping the innovation process. It is therefore of interest to cast light upon the role of users in the health biotechnology innovation in developing countries. This paper briefly reviews literature on science and technology based health innovation in both industrialised and developing countries. It then examines to what extent the focus of developing countries is on their local health problems and explores the linkages between the organisations involved in research and development of health biotechnology products and services with the local health system, and thereby identifies the main roles of their own health systems in the innovation process. The paper bases this analysis on research on publication patterns and case studies on leading developing countries in health biotechnology and focuses particularly on health biotechnology development in Brazil, Cuba and India.  相似文献

The innovation performance of firms is primarily determined by their own innovative activities and the interaction with their innovation-related environment. This environment typically differs among countries. We assess empirically these differences on firms' innovation performance. To that end we first estimate the relationship between an aggregate innovation input measure and an aggregate innovation output measure, thereby explicitly controlling for structural differences between countries. We then consider the extent to which firms located in a particular country perform better or worse than this estimated benchmark performance. The analysis is based on a panel dataset that we have constructed from Eurostat's first and second Community Innovation Survey. In order to control for possible data contamination we employ an outlier-robust estimator. It appears that among the fourteen countries considered Italy, Germany and Ireland offer an environment that facilitates most the transformation of innovation-related inputs into commercial outputs while the environment in Denmark is the least facilitating.  相似文献

作为一种新的贸易形态与商业模式,数字服务贸易在推动国家创新发展中的作用愈发显现。本文基于2011—2019年全球66个国家的面板数据,就数字服务贸易对国家创新能力的影响作用进行了实证研究,探讨收入差距在二者之间可能发挥的作用,并基于不同经济发展水平的国家样本展开了异质性分析。结果表明:数字服务贸易对国家创新能力的提升具有显著的正向影响;收入差距在二者之间发挥部分中介作用;高收入国家发展数字服务贸易对国家创新能力的显著提升作用更强,而中等收入国家受限于经济发展所处阶段,短期内一定的收入差距可以阶段性地提升国家创新能力,但长期来看,仍需避免收入差距过快拉大的现象。为此,包括我国在内的中等收入国家需要在既定发展条件下,通过改革收入分配制度,推动数字服务贸易与收入差距协调发展,进而共同促进国家创新能力的提升。  相似文献
