The end of the milk quota system in Europe has resulted in substantial structural changes to the dairy industry, calling its future into question, especially in mountainous areas. This study analyzes the internal and contextual factors that influence dairy restructuring in French mountainous areas. Three complementary logit models are used to specify farmer decisions (e.g., dairy production exit, stability, and growth). Original and exhaustive geo‐located administrative datasets are combined to create a farm longitudinal dataset and characterize farm‐restructuring patterns on a fine geographical scale. Farm size, corporate legal status, and specialization are positively associated with farm growth. Viable diversification strategies through either farm processing or agro‐environmental scheme contracting are also highlighted. Farm sustainability is supported by the economic success of the local industry and the propensity to adopt extensive practices. With respect to public policy, dairy policy appears to have the strongest impact. Thus, the liberalization of dairy policy threatens the future of dairy farming, particularly in areas with low milk density and no production under labels. This work calls for a policy that promotes the collective dimension of dairy farm performance. The current rural development policy alone may be insufficient to support farms’ long‐term sustainability.  相似文献

Agricultural intensification by irrigation is increasingly regarded as the key to solving food supply problems in Sub‐Saharan Africa. Conversely, mounting empirical evidence suggests that irrigation externalities might preclude long‐term sustainability of arable agriculture. Choosing between intensive irrigation schemes and less intensive farming systems is therefore, problematic. The paper examines the implications of irrigation intensification in south‐eastern Nigeria using adjacent rain‐fed farms as the counterfactual. The analyses found mixed results. When first introduced, the irrigation scheme increased marginal factor productivity and gross margins but this has subsequently declined to the extent that the marginal factor product of land has become negative. The annual yields of the irrigated farms were also less stable than those of the less intensive rain‐fed farms. These results indicate the dilemma that irrigation externalities present to sustainable agricultural policy and suggest a need to look again at the potential for developments in rain‐fed systems.  相似文献

This article explores the potential of a farm technology to simultaneously improve farm efficiency and provide wider environmental and social benefits. Identifying these ‘win-win-win’ strategies and encouraging their widespread adoption is critical to achieve sustainable intensification. Using a nationally representative sample of 296 Irish dairy farms from 2015, propensity score matching is applied to measure the impact of milk recording on a broad set of farm sustainability indicators. The findings reveal that the technology enhances economic sustainability by increasing dairy gross margin and milk yield per cow. Furthermore, social sustainability is improved through a reduction in milk bulk tank somatic cell count (an indicator of animal health and welfare status). Conversely, milk recording (as it is currently implemented) does not impact farm environmental sustainability, represented by greenhouse gas emission efficiency. While the study shows that milk recording is a ‘win-win’ strategy, ways of improving current levels of utilisation are discussed so that milk recording achieves its ‘win-win-win’ potential in the future.  相似文献

The agricultural sector in the EU Southern Neighbourhood Partners (SNP) is struggling to respond to sustainability challenges. It needs stronger policies to deliver balanced sustainability outcomes in economic, social and environmental terms. Based on recent information and a structured assessment of the impacts of prevailing public policies on the sustainability of agriculture in Tunisia, Morocco, Egypt and Turkey, carried out within the Sustainmed project ( https://sustainmed.iamm.fr ), we conclude that several factors contribute to the struggles in strengthening sustainability functions of agriculture in these countries. In the main, there is a lack of policy coherence toward sustainability uncovered by the dual, unbalanced consideration given to different sustainability factors in the study countries: pure economic factors largely prevail over factors related to resource conservation and social and cultural values, these latter factors being a precondition for long-term economic growth. Consequently, there is a genuine need for a more consistent vision of sustainability issues in future policy agendas, including better data systems and specific policies to incentivise sustainable agriculture in the SNP; as the challenge over the coming decades in these countries will be to increase agricultural production and productivity while at the same time managing natural resources sustainably. Findings can guide policymakers and other stakeholders in the agricultural sector to identify pathways towards sustaining agriculture in the SNP.  相似文献

Sustainable Agriculture is a term that has grown out of global call for sustainable development. Unfortunately, the term has been very widely adopted to represent a variety of initiatives. If the term is to retain any meaning it must be refined and defined. In this paper sustainability was defined as: The maintenance of the net benefits agriculture provides to society for present and future generations. This definition is very much a humanist approach, which includes both consumer and producer surplus. The paper identifies the conflict that may occur between consumer surplus, producer surplus and total economic surplus. From a consumer surplus point of view food security, and discounting are major issues. The compensating variation of a famine may be infinite making food security a primary goal of many nations. The maximization of the net returns from agricultural production represents me producer surplus point view. A second, somewhat related concern is the maintenance of minimum level of income in the agricultural sector. Consumer surplus is threatened by food scarcity, and agricultural income is threatened by surpluses. Price is the best measure we have of scarcity. To discuss sufficiency in the absence of price is very misleading. Similarly, describing sustainability in terms of expected output and prices is also misleading. It is unplanned scarcity and abundance that threatens food security and economic viability respectively. It is therefore, the ability of the agricultural system to respond and rule out extreme price that is central to the issue of sustainability. Given the inelastic nature of the demand the ability for sustainable agriculture may largely be a function of the elasticity of supply. The ability of fixed factors such as land to enter and exit a sector may also augment sustainability. A thirdsource, of economic flexibility is alternative technologies that can be applied at very low or high prices. This flexibility has to be valued not at expected prices but rather for the option values at extreme prices. Government has a role in sustainability. Governments should pursue policies which enhance the elasticity of supply. Policies that stabilize income through prices have the opposite effect. These programs should at a minimum be decoupled. Secondly, governments should spend research dollars on technologies that enhance the elasticity of supply. Finally, land set aside programs, add great deal to the elasticity of supply.  相似文献

Agriculture faces huge challenges regarding sustainable use of soils and its sustainability performance in general. There are three different approaches to sustainable agricultural production commonly proposed, namely intensification, agro-ecological approaches and high-tech industrial approaches. Often, some propose that only agro-ecological approaches are truly sustainable options, with particular benefits for soil protection, while others argue that intensification or high-tech performs better through land sparing. In this viewpoint, we scrutinize the notion of “sustainable agricultural production” and the role these approaches may play for such, in particular addressing the controversy of “naturalness” versus “artificiality” in production systems. Consumers often perceive agriculture as “natural”, but agriculture today thrives always on strong human intervention. We posit that agriculture is linked to soils and natural processes, but that this provides little guidance on what sustainable agriculture should be. Being “natural” need not be an aspect of being sustainable. If it is, arguments for this need to be provided. Furthermore, revealed consumer preferences may much less frequently posit being “natural” as a central criterion for food consumed than usually assumed. By all this, we do not want to promote any of those three approaches uncritically. We rather argue for enlarging the option space for sustainable agriculture in an unprejudiced way.  相似文献

For global sustainability it is imperative to find a balance across the three main components of sustainable development which are the economic, social and environmental aspects. However, it is not a simple task to make these contexts compatible, usually because of economic pressures which transform them into opposed objectives. This framework occurs across several dimensions within society and the economy, where the agricultural sector is not an exception. The objective of this study is to analyse the efficiency, total factor productivity and returns to scale in an economic, social and environmental perspective in farms of the European Union (EU) regions through Data Envelopment Analysis (DEA) approaches. The research concerning the returns to scale will be complemented by the Keynesian models. Data obtained from the European Union Farm Accountancy Data Network (FADN) was considered. The results show that in maintaining or improving the levels of production in farms, it is often possible to greatly reduce, in some cases, the consumption of fertilizers and crop protection products. On the other hand, from a social perspective, some European Union regions are more generous in the salaries paid to farming workers and absorb more labour, which in a European context of unemployment, may be an interesting way to realistically look at and be engaged in the agricultural planning in a sustainable way, founding a balanced trade-off among the economic, social and environmental dimensions.  相似文献

Many have suggested that a new form of sustainable agricultural productivism is needed in response to the challenges to food security posed by climate change and population growth. This paper employs elements of ecological modernisation theory and focusses on sustainability challenges and solutions, as well as the knowledge networks and production rationale to assess whether the intensive horticultural industry located in the Spanish province of Almería represents sustainable productivism. The Almerían horticultural industry, lauded as an example of neo-endogenous growth, manifests a range of sustainable technologies addressing environmental impacts. Yet, we argue that Almerían horticulture represents ‘weak ecological modernisation’ and its main sustainability challenges are posed by water scarcity, a demand led production rationale and the precarious situation of family farms that at present provide a degree of economic embeddedness in this highly industrialised production model. A competitive imperative yields marketing organisations huge sway in production decision-making, and while a cost-price squeeze has driven efficiency in the use of farm inputs and product innovation, it has paradoxically made further advances in sustainable water management very difficult to achieve. Transforming the Almerían horticultural industry into a truly sustainable model of productivism would require the concerted efforts of individual farmers and marketing organisations as well as regional and local water governance institutions and land use planning. A significant obstacle to this remains the dominant normative perception that justifies groundwater abstraction on the grounds of its high economic returns and the perceived inability of small farmers to invest in desalinated water or further technological solutions.  相似文献

Sustainable agriculture is considered as an appropriate alternative to what some would see as the more environmentally harmful conventional agriculture. Among the existing options within sustainable agriculture, organic farming is probably the most widely adopted. Certification of organic products aims to guarantee that organic agriculture rules are satisfied. However, certification does not always relate to sustainable practices. The present work uses database analysis to obtain a general picture of organic pig production in The Netherlands in terms of environmental sustainability. To do so the nitrogen pollution potential and other parameters of the system are evaluated. Farms were divided into four production types: grazing, mixed-vegetable, mixed-husbandry and swine (i.e. pigs). The results presented here reveal that 72% of the farms do not adjust the number of animals to the farm size. Consequently, the production of nitrogen often surpasses the limit stated by the EU (170 kg N ha?1 y?1). In general, swinetype farms have smaller farm sizes and are among the most polluting ones. These farms cannot be considered as a land-related production, one of the premises for organic husbandry according to the EU regulation. This illustrates that the fulfilment of the law does not necessarily entail the implementation of organic principles. To address this dilemma, share-land agreements are proposed as an alternative to allow specialized farms to diversify production and support biological cycles within the agroecosystem that emerges from between-farm collaborations.  相似文献

With the sustainable development goals has come a renewed global interest in ending hunger and achieving food security, while preventing natural resource degradation. Despite this renewed interest and increased commitments to invest in agricultural development, there is an outstanding debate over the technological trajectories to sustainability. The debate centres on sustainable agricultural intensification (SAI) and agroecological intensification (AEI) pathways to agricultural sustainability. Using a systematic literature review approach, this study examines the debate over AEI and SAI. This study employs a theoretical framework based on the economic, social, and ecological dimensions of sustainable agriculture within a policy and institutional space. Based on the sustainability dimensions, a discourse analytical technique is applied to unravel the debate. The results reveal differences in actor composition in the SAI and AEI pathways. Both pathways aim to promote food security with optimal and sustainable use of inputs; however, the actors differ on discourse relating to the concept of farming, the role of genetic engineering, the scale of operation, land use and soil health. Resolving these differences requires a blended sustainability approach that moves beyond the current AEI and SAI debate by acknowledging the tradeoffs and synergies of the socio-economic and ecological dimensions.  相似文献

Publicly available statistics regarding rural demographics, rural society and land use are presented and analysed using Geographic Information System (GIS). Our aim was to provide a quantitative basis for discussion of rural policy issues such as urban encroachment. Productivity (tonnage) of crop agriculture has increased by about 230% over 40 years while that of livestock (expressed as livestock units) has remained constant. Agricultural consolidation and intensification seen in southern Ontario has not translated into economic sustainability where on-farm income declined from 1991 to 2000. However, on-farm income in southern Quebec and municipalities adjacent to Toronto increased, perhaps due to the niche markets created in these regions. The increases in agricultural activity throughout southern Ontario have occurred in regions that have been designated as sites for innovation clusters, thus providing a foundation of resources for bio-based industries to expand and innovate. Reflecting on trends of demographics and production systems we conclude that rural policy should orient its geographical delineation to regional and inter-provincial scales. Our analysis indicates that rural populations and communities are sustainable but agricultural enterprises have changed radically; they have maintained or increased productivity but lost profitability. Applying a rural landscape design to the entire region would help address the sustainability of agriculture and rural communities.  相似文献

Farm succession and inheritance is increasingly considered a complex phenomenon which not only affects core dimensions of farm family life but also the agricultural sector more widely. Intergenerational farm transfer in particular is increasingly viewed as fundamental to the sustainability and development of global agriculture. In the majority of EU countries, the average age of farmers is increasing, while the number of farmers under 40 years of age is decreasing. There is growing concern that this demographic trend may have negative impacts on the agricultural industry because it is younger and not older farmers who are associated with more efficient and effective production practices. The question of what motivates decisions to transfer farms is a complex one, and research to date has not apparently enlightened agricultural policy to the extent that current trends towards an ageing farm population are being managed. This research aims to investigate economic and financial aspects of the policy drivers of farm succession and inheritance in Ireland to understand what it is about the policy environment that is failing to stimulate higher levels of farm transfer. It draws on the Teagasc National Farm Survey data which provides Irish data to the Farm Accountancy Data Network in the European Commission. A hypothetical microsimulation model is used to investigate economic factors of farm transfers, with scenarios created to test these factors and their impacts on the transfer process. The Net Present Value (NPV) of income streams for farmers and their successors are calculated to assess which scenarios have the highest/lowest financial effects. The findings illustrate a range of possible scenarios for farm succession/inheritance, with some results indicating that under current policy retaining a farm until death may be more economically beneficial to a farmer than transferring land before death.  相似文献

Organic agriculture figures prominently in the policies adopted by the EU to improve the environmental impact of agriculture. It may also potentially provide other benefits such as high-quality, health-enhancing food products and advancements in rural development. Recent years have brought new research to assess the environmental and economic implications of organic conversion. Economic efficiency comparisons between organic and conventional farms have been extended to include environmental performance. The inclusion of this variable in efficiency analysis may be useful when assessing the potential impact of suggestions to improve environmental regulations and policies. This paper applies the environmental efficiency model to the analysis of different technologies and calculates productivity and efficiency with and without environmental impacts. In the empirical part of the paper Data Envelopment Analysis (DEA) and bootstrap techniques are applied to detect and measure differences between organic and conventional agriculture aggregate efficiency and productivity in a sample of vineyard farms operating in semiarid, non-irrigated conditions in Navarre (Spain), taking farms’ nitrogen surplus and pesticide toxicity indicators to consideration. The results for these particular agronomic conditions suggest that organic agriculture is more environmentally efficient than conventional agriculture in dryland farming, in that it achieves a more favorable production to environmental impact ratio. Nevertheless, conversion to organic production methods for extensive vine cultivation under arid conditions does not guarantee substantial environmental gains, since the organic farms in our sample do not display inferior levels of pollution emissions per unit input as extensive conventional production. The overall environmental efficiency of organic farming is largely attributable to the fact that organic farms come closer to the frontier of their own technology. We find no significant technological differences in environmental productivity, however. In terms of policy implications, these findings suggest that the tightening of specific environmental restrictions in organic standards should involve consideration of technological differences in environmental productivity between organic and other alternative technologies. If organic technology is less productive, more restrictive regulation could undermine the economic viability of farms, and thus undermine the other benefits of organic farming. The results also indicate that, at the local level, it could be convenient to address part of organic subsidies to further improvements in the control of pollution from fertilizers and pesticides.  相似文献

To assess the attainable greenhouse gas (GHG) mitigation potential from crop production in China's most important grain production region, the North China Plain (NCP), single farm environmental and economic performances of 65 winter wheat–summer maize (WW–SM) producing households were determined. The results revealed a huge heterogeneity among farms, with up to five times higher environmental impact of worst compared to best performing farms. Astonishingly no trade-off between productivity and sustainability could be identified in the region, with high-yield farms emitting no different amounts of GHGs per hectare compared to low-yield farms. Building on cluster analysis, with farms grouped according to their economic and environmental performance into ‘poor’, ‘fair' and ‘good’ producers, the regional GHG mitigation potential was estimated. Under the scenario assumption that all grain in the NCP is produced under ‘good’ production conditions, 21% and 7% of GHG could be mitigated in wheat and maize production, respectively. The study shows that in the NCP, exemplary for China's rapidly developing agricultural sector, the crop management skills of a substantial share of farmers could obviously not keep pace with the massive input intensification. Among others, farmer–farmer trainings are recommended to close the gap in crop production performance among producers.  相似文献

Aligning existing agricultural polices with UN-Sustainable Development Goals is imperative for the transition towards a cleaner and planet friendly food production, especially for a geographically and demographically diverse country like India. In this context, the present study focuses on ascertaining the major social and environmental challenges affecting agriculture in India, while evaluating the potential of efficient policy restructure in boosting growth within this sector. The methodology incorporates a quantitative assessment of social, ecological and economic indicators of agricultural sustainability in India, coupled with a co-relation analysis between several nutrition and land-based indicators for leading agriculture states across the country. The results highlight that despite attaining sufficiency in terms of food production, access to food by all in the country remains a major challenge along with incoherence between certain Sustainable Development Goals (SDGs) indicators and their corresponding data values. Furthermore, a critical analysis of operational as well as recommended agriculture and farmer welfare policies indicate that formulation of an overarching policy influencing sustainable management of agricultural systems, combined with proper implementation of social welfare schemes, would lead to the timely realisation of SDG 1 (no poverty), SDG 2 (zero hunger), and SDG 3 (good health and well-being) in India. Consequently, an umbrella policy (National Policy on Eco-Agri-Food Systems) has been proposed by authors for sustainable management of the country’s entire agricultural value chain. Recommendations related to agricultural waste management and adoption of planetary healthy diets have also been suggested for enabling the smooth transition of agriculture as a sustainable enterprise in India.  相似文献

The UK Brexit vote triggered a new wave of policy developments for a future outside the EU. In this context, we analyse the business performance of English hill and upland farms, characterised by marginal economic conditions but also high nature value (HNV). The analysis aims to help identify farm-level management and policy options for greater economic, environmental and social sustainability. Business performance is measured as technical efficiency and the occurrence and persistence of abnormal profits, estimated through stochastic frontier analysis and static and dynamic panel-data methods. The results help indicate rationales for recent trends including farm enlargement, farm family diversification, and agri-environment scheme entry. The single farm payment is found to be negatively associated with farm technical efficiency while agri-environmental subsidies were positively associated to short-term farm profitability. Farm adaptation and resilience during a period of likely turbulence in external circumstances is discussed in light of these findings, as well as potential parallels with marginal HNV areas across Europe.  相似文献

In recent years, the traditionally pasture‐based dairy farms in New Zealand have become more intensive by using higher proportions of supplementary feed. This trend has been attributed to a range of factors, such as productivity enhancement, overcoming pasture deficits and the improvement of body condition scores. However, there is a lack of knowledge as to how feed use intensification affects the technical efficiency of dairy farms in New Zealand. This paper addresses the research gap by estimating the impact of feed use intensification on the technical efficiency of New Zealand dairy farms, using a fixed effects stochastic production frontier model and a balanced panel of 257 farms from 2010 to 2013. The empirical results show that technical efficiency on New Zealand dairy farms is positively and significantly influenced by feed use intensification, herd size and milking frequency.  相似文献

The FLINT project (Farm Level Indicators for New Topics in policy evaluation) was aimed at testing the feasibility of collecting data on the sustainability performance of farms through the European Farm Accountancy Data Network (FADN). The project defined a list of sustainability themes based on an assessment of policy needs, the existing literature and a review of national initiatives to measure sustainability. Data were collected in nine Member States (Finland, France, Germany, Greece, Hungary, Ireland, the Netherlands, Poland and Spain) from 1,100 farms of different types. Although some problems were encountered, mainly due to the initial pilot project character of FLINT, we conclude that data collection is feasible, whatever the way a Member State has organised its data collection for FADN. The FLINT project has investigated options for upscaling the results from 9 to 28 Member States to create a representative panel with farm‐level sustainability data. This leads to the conclusion that the most attractive option is to reduce the current FADN sample in order to provide the sustainability data that are urgently needed for improved policy evaluation. This could be done without sacrificing information on other important indicators, such as income from farming.  相似文献

The rapidly growing population will soon require a near doubling of food production. This increase must be achieved in a manner that maintains environmental integrity, preserves public health and resolves food access and distribution equalities. The use of forage legumes in arable rotations can make significant and multidimensional contributions to this sustainable intensification and this paper reviews the potential contribution of red clover (Trifolium pratense L.), with particular reference to sustainable cereal production in conservation agriculture systems. The use of red clover as a tool in soil fertility-building and the multiple benefits to the cropping system in which it is used is described. The benefits discussed include atmospheric nitrogen fixation, soil conservation, structural soil improvements and a suite of agroecosystem services including increased soil microbial activity, the phytoremediation of polluted soils and the provision of food for pollinators. Reported allelopathic weed suppression by red clover cover crops and the role of modern plant breeding in creating new varieties that further enhance system sustainability is also discussed. Finally, as economic considerations will always impact on adoption rates, the profitability of red clover rotations in terms of silage value and yield benefits is taken into account.  相似文献

Despite several environmental and economic benefits of crop rotation, the adoption of this agricultural practice is relatively low. Understanding the reasons for low adoption is important from a sustainability policy perspective. This study explores the motivation, challenges, and sources of information of agricultural producers who participate in crop rotation practices in South Dakota, North Dakota, and Nebraska. The findings of a mail survey of 672 producers in these three states show that producers are familiar with the crop rotation practice. Economic profitability is found to drive motivation for crop rotation adoption. The results of a binary logistic regression model show that a producer who perceives that crop rotation is beneficial to farm profitability is 1.83 times more likely to adopt it than the producer who does not believe in its profitability to the farm. The lack of time or resources is the primary barrier to the adoption of crop rotation practice. This study provides additional evidence in support of the importance of farm profitability for the adoption of the practice of crop rotation. Understanding the rationale and addressing the challenges faced by agricultural producers would be useful in planning and policy making of sustainable agriculture.  相似文献
