Taking the case study of a community based protest against the closure of a swimming pool in Glasgow, this paper seeks to raise important critical questions about some of the key ideas informing New Labour's urban policy agenda: social capital and active community. It argues that normative notions of active citizenship seriously conflict with bottom-up community protests, highlighting in the process issues of power and inequality. Against claims that New Labour is promoting government through community, here we claim that in the context of this community protest, there was government against community. 相似文献

In the past 20 years a key topic of public-sector reform inOECD countries has been the emergence of regulatory policy.During this period, the nature of regulation has undergone profoundand rapid change. This paper reviews the development of regulatorypolicy in OECD countries over the last quarter-century. It identifiesa range of tools and institutions that have been used by OECDcountries to develop high-quality regulation. The analysis attemptsto show that while there is considerable commonality on broadobjectives of regulatory policy, considerably diversity remainsin the implementation of regulatory policy across OECD countries.

The valorisation of cross-cultural understanding and promotion of an ethic of global citizenship are at the forefront of the recent development and proliferation of international ‘gap year’ travel programs and policies. Governments and industry alike promote gap year travel uncritically as a guaranteed pathway to the development of inclusive ideologies associated with global citizenship. In this paper we examine how the neoliberalist context in which gap year travel programs have proliferated does little to promote tolerance. We then consider the recent growth of ‘volunteer tourism’ as an alternative gap year youth travel experience and explore how the implied resistance to self-serving neoliberalist values that it engenders can become coopted by neoliberalism. 相似文献

This paper explores the managerial challenges facing firms seeking to build relationships with other network actors while doing business in foreign markets. By taking a critical perspective on an area of increasing importance in both manufacturing and service sectors, that of value co-creation, the paper explores how managers in different cultural contexts make sense of the notion of ‘value’ in inter-organizational B2B relationships between New Zealand service and service-infused supplier firms and buyers in China and India. From an analysis of the interview-based accounts on both sides of the buyer–seller dyad marked differences emerge regarding value-creation within managers' discourse around partnerships, collaboration and cooperation. Our findings suggest that the Indian manager's discursive use of ‘partnership’ draws on service-dominant logic in viewing this type of interaction as a means for co-creating value; they and their New Zealand suppliers are jointly involved in co-creating value within a service system, creating value-in-use. In contrast, the predominant perspective seen in the discourse of Chinese managers is the use of cooperation as a means of making transactions more cost-effective, or to fill gaps in their supply chains, resulting in the creation of transaction-based, co-production of value, which suggests a value-in-exchange orientation. In both cases, there is repeated reference to more peripheral actors whose efforts result in what we interpret as network value creation, based on their interactions with actors within the buyer–seller dyad. 相似文献

The conjuncture that ushered in the era of shareholder value served to embed capital market expectations into corporate governance aligning management and shareholder interests. Market arbitrage focussed on modifying contractual relations with stakeholders to extract a (higher) return on invested capital. In this article we focus on cash earnings on capital employed generated by the S&P 500 survivor group of firms covering the period 1990–2008. We use this financial data to construct three complementary perspectives on corporate financial performance: firm, firm-relative and macro. Within this framework the financial numbers and perspectives are analogous to a ‘hall of mirrors’ where ambiguity and contradiction are in play frustrating straightforward performative narratives that connect purpose with financial transformation an era of shareholder value. 相似文献

This paper outlines and analyses the major changes in work-force organization that have been introduced by British and German steel producers in the past decade, against a backcloth of retrenchment in the industry, new product development and technological change. Including multiskilling, a reduction in demarcation and team–working, these changes have had a major effect upon the composition of the work–force and the nature of work undertaken at the shopfloor level. While these changes have had a common broad trajectory, they have been introduced at a different pace and in different forms. The contrasts are provided not only at the international level, but between plants in the same countries. The EU seeks to improve its labour market performance through implementing the Lisbon and European Employment Strategies which encourage the modernization of work organization through the development of partnership with the assistance of an ‘appropriate’ regulatory framework. Key aspects of this latter framework concern workers' rights regarding information, consultation and participation in corporate governance. European labour laws, introduced in the 1970s, sought to strengthen employers' consultation with their workforce and, more recently, the changing economic, technological and organizational environment has returned issues related to workplace democracy to the top of the social policy agenda. Here we evaluate the significance of the new Directive on Information and Consultation with Employees (ICE) within the context of this planned modernization of European social policy. In doing so, we re-examine the historical development of workers' consultation laws in Europe and assess the economic rationale for regulating workplace social dialogue in an enlarged Social Europe. 相似文献

When discussing the motivations of entrepreneurs, it has become commonplace to represent them dichotomously as either necessity or opportunity driven. This paper evaluates critically this dualistic depiction of entrepreneurs’ motives through an examination of the rationales of entrepreneurs and potential entrepreneurs living in a deprived urban neighbourhood of an English city, a group of entrepreneurs who have been conventionally depicted as largely driven by necessity into entrepreneurship in the absence of alternative means of livelihood. Reporting the results of a face-to-face questionnaire conducted in 2008 with 459 respondents and a further 18 follow-up in-depth interviews, the finding is that forcing individual entrepreneurs’ motives into one or other of these categories grossly over-simplifies their rationales which in lived practice are not only a mixture of both opportunity and necessity but also temporally fluid shifting most often from more necessity- to more opportunity-oriented rationales. The outcome is to reveal that the opportunity versus necessity dichotomy, which uses the perceptions of an entrepreneur’s originating condition as the defining feature of their motivations, is a misleading way of categorising types of entrepreneurship not only because motivations change over time but also because entrepreneurs are frequently driven by both necessity as well as opportunity factors. The result is a call to move beyond the conventional either/or depiction of opportunity versus necessity entrepreneurship and towards a richer, more nuanced and dynamic appreciation of entrepreneurs’ motivations. 相似文献
