Atlanta has the reputation of being a city of opportunity for blacks. However, in Atlanta, as well as in other cities across
the nation, the nexus of racism and economic discrimination has resulted in disparities between the housing status of blacks
and whites. This article examines racial disparities in the Atlanta housing market. It begins by tracing recent trends in
the Atlanta-area economy and by providing background information on the local housing market. It then discusses the roles
of the federal Home Mortgage Disclosure Act of 1975 and Community Reinvestment Act of 1977 in the efforts of local groups
to reduce racial disparities in the housing market. The final section discusses recent local developments that might lead

Over the past year a gap has opened up between the growth of manufacturing productivity and that of real wages. This gap cannot persist indefinitely, but it can be closed in many different ways. The best that can happen is that wage settlements fall while output and productivity accelerate. The worst outcome would be continued stagnation of real output and no deceleration of wages, in which case the required productivity improvement would have to come about through renewed labour shedding. There are worrying signs that this has started to happen. An intermediate solution might involve a fall in the exchange rate, with some improvement in competitiveness boosting real output (so that UK producers get a larger share of buoyant consumer spending) and some rise in prices holding back real wages.
We continue to believe that the most likely outcome is a rise in output and a fall in the rate of wage settlements. In our June forecast this occurs despite a fall in the real exchange rate. In these circumstances we expect the growth of unit labour costs to fall back from its current high level so that the current 3 per cent inflation rate becomes a true "core" rate. But a moderate fall in the real exchange rate may prove hard to achieve, especially if the oil price continues to weaken. We therefore explore what would happen if the required depreciation happens more rapidly, so that interest rates have to remain high to prevent it getting out of control. In this case we would expect lower growth and higher inflation than we forecast in June. 相似文献

While much has been written on the racial gap in achievement, few national studies have assessed the gap’s trajectory over K-12 schooling. The reason for this is understandable—most national data sets do not contain respondent information for this entire educational period. I utilize survey data from three national data sets containing White and Black students to document the trajectory of reading and math inequality between school entry and the end of high school. An attempt to clarify these observed patterns is made by assessing changes in the score distributions of these students across grade level, and examining how Black score distributions would fare if held to the White score distributions. Findings suggest that efforts to equalize achievement disparities must not only focus on “bringing the bottom up”, but also on keeping the top Black achievers on pace with the top White achievers across grade level. 相似文献

I extend the standard materialistic rational choice model of conflict to consider groups. In particular, I consider how the aggregate amount of conflict in society depends on which groups form and oppose each other. The study is motivated by empirical findings about the relationship between inequality, conflict and economic development. I focus on a salient comparison: ethnic groups vs. social classes. I show that, contrary to the conventional wisdom, class conflict is not necessarily worse than ethnic conflict. In fact, ethnic conflict is general worse when the distribution of income is more equal. I also investigate the impact of the fact that while ethnicity is immutable, since there is social mobility, class is not. I show that the direct impact of mobility of conflict is as conventionally believed, but that there are important indirect effects which make the net effect ambiguous. We provide an overview of the pre-decision regulatory environment including the general leave provisions of the FMLA and DOL's regulations requiring employer notification of leave designated as FMLA leave.
