Considering the complications of collecting empirical data on community participation, this study proposes a new methodological approach that departs from the current literature. For the first time, an experimental procedure is adopted to conduct a direct comparison between participatory and non-participatory decision-making in the context of heritage tourism planning. Contrary to previous work, this is the first ex-ante assessment of community participation at a destination with no such prior experience. The analysis relies on behavioural data on choices, deliberation and conflict studied in the context of a controlled collaborative environment. The findings suggest that choices and deliberation between participatory and non-participatory groups exhibit no statistically significant differences although participatory groups were more susceptible to conflict. However, interestingly, conflict was constructive as it increased provisions for heritage goods. Furthermore, intra-group heterogeneity did not always affect collective decisions negatively whereas trust and institutional credibility played a major role in influencing both individual and collective preferences. These findings have important implications for research and policy, opening a novel avenue for the systematic study of participation dynamics to inform the instigation of participatory endeavours. 相似文献

While human resource (HR) activities have traditionally been performed internally, the outsourcing of HR practices is a rapidly increasing phenomenon. The accelerated rate of HR outsourcing also corresponds to a sweeping change in which non-transactional activities, such as recruitment, selection and training, are among the most outsourced HR practices. This article investigates the outsourcing decisions of recruiting and selection (R&S). It develops a predictive model based on efficiency drivers, rooted in transaction cost economy (TCE), and competitive motivations, derived from the resource-based view. The model has been tested in a sample of 276 medium and large enterprises in two specific contexts: the outsourcing of administrative R&S practices (job advertisement and pre-screening) and that of the more strategic R&S practices (colloquia and selection). Findings confirm the relevance of both categories of predictors, but they reveal how efficiency motivations are more important for the decisions to outsource administrative R&S practices while competitive issues matter more for the strategic side of R&S activity. This case study reports the activities of the Queensland Water Commission (QWC) in securing the water supply for Brisbane and surrounding South East Queensland (SEQ) in response to the worst drought on record. The case focuses on residential water use and examines a three year period from 2006 to 2009. The focus of the study is the interventions of 2007, which centres on the Target 140 campaign. In 2007, the QWC faced with critically low dam levels identified household consumption as responsible for 70% of water use. The eight month Target 140 campaign targeted household users, aiming to change the water use habits of SEQ residents. The campaign achieved not only immediate reductions in water use but also contributed to long term behavioural and attitudinal change. The aim of the campaign was to reduce water consumption from 180 litres (l) /person/day to a target of 140 l /person/day by the end of 2007. This was achieved with water consumption dropping to an average of 129 l/person/day during the campaign and saving over 20 billon litres of water. In 2009, despite the drought broken for over a year and the water consumption target lifted to 200 l /person/day residents were continuing to consume water, on average, less than 140 l /person/day. The outcome was a capstone result for the QWC, and the Target 140 campaign went on to achieve international industry recognition. This case study demonstrates how attitudinal change, goal setting and feedback were key components of the change strategy and outlines the tactics used during the campaign. The reversibility of sequential economic choices concerning production and consumption is addressed. A geometric approach to substitution effects and output/income effects is set forth in terms of vector fields on bundle space. By means of suitable fixing relations the 0-homogeneity of such problems can be circumvented, so as to define global parametrizations of effects, for which Lie brackets measure the departure from commutativity. A couple of propositions are established, assessing the benchmark relevance of homothetic models. Application to Farrell decompositions, as tailored by Bogetoft et al. (Eur J Oper Res 168:450–462, 2006), results in complete agreement with the results found by such Authors. The theoretical relevance of the approach is thoroughly discussed. 相似文献

Many experiments investigating different decision theories have relied heavily on pairwise choices between lotteries. These are easy to incentivise, but often yield only limited dichotomous information. This paper considers whether respondents’ judgments about their strength of preference (SoP) for one alternative over another can usefully supplement standard choice data. We report extensive evidence that such judgments show sensitivity to variations in question format and parameter values in the directions we should expect, not only within-subject but also between-sample. We illustrate how such judgments can usefully supplement standard pairwise choice data and enrich our understanding of observed behaviour. 相似文献

We study the effect of taxation on entrepreneurship, investigating how taxes affect both the number of start-ups and their average quality. We show theoretically that even with risk neutral agents and no tax evasion progressive taxes can increase entrepreneurial entry, while reducing average firm quality. So called “success taxes” encourage start-ups with lower value business ideas by reducing the option value of pursuing better projects. This suggests that the most common measure used in the literature, the likelihood of entry into self-employment, may underestimate the adverse effect of taxation. 相似文献

ABSTRACT: The Europeanization of public services is frequently considered to have created pressure for Member States to progressively converge towards a new dominant organizational model, based on deregulation, de‐integration and privatization. However, while in some sectors European directives played a crucial role in boosting a common evolutionary path, in other cases, mainly related to local public services, this influence remained feeble and more uncertain. The empirical insight on EU Local Public Transport Services carried out in this paper aims at investigating if and to what extent this new dominant paradigm actually emerges, or if and to what extent more fragmented and heterogeneous outcomes prevail. What are the equilibrium features of a dynamic financial market in which traders care about their reputation for ability? We modify a standard sequential trading model to include traders with career concerns. We show that this market cannot be informationally efficient: there is no equilibrium in which prices converge to the true value, even after an infinite sequence of trades. We characterize the most revealing equilibrium of this game and show that an increase in the strength of the traders' reputational concerns has a negative effect on the extent of information that can be revealed in equilibrium but a positive effect on market liquidity. 相似文献
