This article analyzes the impact of road rehabilitation on the spatial market efficiency of maize markets in Mozambique. We estimate a modified version of the Parity Bounds Model (PBM) that allows us to test the impact of road rehabilitation on spatial efficiency. This article seeks to contribute to the existing literature in three ways. First, a unique data set, where road rehabilitation episodes between market pairs are identified, is developed. Second, special care is devoted to estimation of transaction costs due to the sensitivity of the PBM model to the quality of transaction costs estimates. Finally, as opposed to most existing literature that focuses on relatively distant markets, the article focuses on spatially closed markets. We find that maize markets tend to be segmented due to high transport costs. Following road rehabilitation, inefficiency and average absolute price differentials tend to decrease, and market pairs have tended to shift toward autarky regimes. Overall, while the results point broadly toward a positive impact of road rehabilitation on spatial efficiency, they are not as strong or as robust as one would like. Large increases in fuel prices likely offset the positive impacts of road rehabilitation on transaction costs, contributing to the increase in the probability of being in an autarky regime.  相似文献

This article provides an in-depth review of the state-of-the-art and describes methodological advances in the design and evaluation of road network pricing schemes. A number of paradigm shifts from the two polar cases of the marginal social cost pricing of road traffic congestion and revenue-maximizing road toll pricing are analyzed, as induced by the need to address realistic design complexities and constraints. The crucial role of the joint consideration of pricing strategies with optimal capacity provision and several network management measures is manifested and an integrated evaluation framework is suggested to incorporate a wide range of road pricing impacts into the scheme design process.  相似文献

The authors demonstrate — using the HWWI/Berenberg Städteranking — that the socio economic development of most German cities is relatively constant in time. Road pricing or road user charging may be understood as an economic concept regarding direct charges applied for using roads. Different pricing paradigms may be distinguished mainly refering to pricing of congested, non-expandable urban networks as well as pricing of expandable, uncongested (principally, interurban) road infrastructure. Numerous technologies within Intelligent Transport Systems can provide support in efficiently applying various charging mechanisms. Recently, among others, tolling systems have been deployed that rely on the Global Navigation Satellite System (GNSS). The purpose of this paper is to discuss the state-of-the-art of using GNSS technology in road user charging.  相似文献

This article discusses the question of how urban shrinkage gets onto the agenda of public‐policy agencies. It is based on a comparison of the agenda‐setting histories of four European cities, Liverpool (UK), Leipzig (Germany), Genoa (Italy) and Bytom (Poland), which have all experienced severe population losses but show very different histories with respect to how local governments reacted to them. We use the political‐science concepts of ‘systemic vs. institutional agendas’ and ‘policy windows’ as a conceptual frame to compare these experiences. The article demonstrates that shrinkage is hardly ever responded to in a comprehensive manner but rather that policies are only implemented in a piecemeal way in selected fields. Moreover, it is argued that variations in institutional contexts and political dynamics lead to considerable differences with regard to the chances of making shrinkage a matter of public intervention. Against this background, the article takes issue with the idea that urban shrinkage only needs to be ‘accepted’ by policymakers who would need to overcome their growth‐oriented cultural perceptions, as has been suggested in a number of recent writings, and calls for a more differentiated, context‐sensitive view.  相似文献

The aim of the International Accounting Standards Committee is to formulate and to publish accounting standards to be observed in the presentation of financial statements and to promote their worldwide acceptance and observance. There is only one International Accounting Standard (IAS) which treats a particular industry (IAS 30 for banks); for insurance companies does not exist a specific IAS. An International Accounting Standards ?Insurance“ is being developed at the moment. The discussion of the Steering Committee for the IAS ?Insurance“ regarding special topics, e.g. acquisition costs or the equalisation provision, was recently published in an ?Issues paper“. The objective of this study is to answer the question if acquisition costs should be deferred and amortized over the policy period and if an equalisation provision is allowed in the system of the IAS. For this purpose acquisition costs must be classified as an asset and an equalisation provision must be classified as a liability. In contrast to the standpoint of the Steering Committee this study shows that acquisition costs meet the requirements of the asset definition in the Framework to the IAS and an equalisation provision meets the requirements of the liability definiton.  相似文献

The global financial crisis has shown that many financial institutions dealing with credit derivatives were exposed to severe unexpected losses. This indicates that systematic influences are decisively underestimated particularly with regard to structured products like securitized tranches of collateralized debt obligations. Our analytical study addresses these systematic effects: We provide a simple model which allows a closed-form comparison of both bonds and tranches with respect to their systematic risk. We demonstrate that the exposure to systematic risk of tranches may be many times higher than the exposure of bonds, even if both products share the same rating grade, e.g., an ‘AAA’ rating, measured by either default probability or expected loss. Particularly in economic downturns, default rates of tranches may be multiples of those of bonds. Our results help understand high default rates of tranches during the financial crisis and show that classical ratings are insufficient metrics for measuring risks of structured products.  相似文献

We formulate and solve a multi-player stochastic differential game between financial agents who seek to cost-efficiently liquidate their position in a risky asset in the presence of jointly aggregated transient price impact, along with taking into account a common general price predicting signal. The unique Nash-equilibrium strategies reveal how each agent's liquidation policy adjusts the predictive trading signal to the aggregated transient price impact induced by all other agents. This unfolds a quantitative relation between trading signals and the order flow in crowded markets. We also formulate and solve the corresponding mean field game in the limit of infinitely many agents. We prove that the equilibrium trading speed and the value function of an agent in the finite N-player game converges to the corresponding trading speed and value function in the mean field game at rate O ( N 2 ) $O(N^{-2})$ . In addition, we prove that the mean field optimal strategy provides an approximate Nash-equilibrium for the finite-player game.  相似文献
