Estimating the natural rates in a simple New Keynesian framework

The time-varying natural rate of interest and output and the implied medium-term inflation target for the US economy are estimated over the period 1983–2005. The estimation is conducted within the New Keynesian framework using Bayesian and Kalman-filter estimation techniques. With the model-consistent estimate of the output gap, we get a small weight on the backward-looking component of the New Keynesian Phillips curve—similar to what is obtained in studies which use labor share of income as a driver for inflation (e.g., Galí, Eur Econ Rev 45(7):1237–1270, 2001; Eur Econ Rev 47(4):759–760, 2003). The turning points of the business cycle are nevertheless broadly consistent with those of CBO/NBER. We find considerable variation in the natural rate of interest while the inflation target has been close to 2% over the last decade.     

Accountability and legitimacy in earth system governance: A research framework

Along with concerns over the effectiveness of earth system governance, ways of enhancing its accountability and legitimacy are increasingly coming to the fore in both scholarly debate and political practice. Concerns over accountability and legitimacy pertain to all levels of governance, from the local to the global, and cover the spectrum of public and private governance arrangements. This conceptual article elaborates on the sources, mechanisms and reform options relating to more accountable, legitimate and democratic earth system governance. We proceed in four steps. First, we conceptualize accountability and legitimacy in earth system governance. Second, we place questions of accountability and legitimacy within the larger context of earth system transformation, which, we argue, poses special challenges to the pursuit of accountability and legitimacy. Third, drawing on the contributions to this special section, we analyze different sources and mechanisms of accountability and legitimacy and their effects on the democratic potential and effectiveness of governance. Fourth, in concluding, we outline reform options that may help alleviate persisting deficits in the democratic potential of earth system governance.     

The NIRCU and the Phillips curve: an approach based on micro data

Abstract In this paper we propose a straightforward method to derive a non‐inflationary rate of capacity utilization (NIRCU) based on micro data. We condition the current capacity utilization of firms on their current and planned price adjustments. The non‐inflationary capacity utilization rate is then defined as the rate where a firm feels no price adjustment pressure. One of the main advantages is that this methodology uses structural aspects and does not make it necessary to operate with – often rather arbitrary – statistical filters. We show that our aggregate NIRCU performs remarkably well as an indicator of inflationary pressure in a Phillips curve estimation.     

Culture and personal values: How they influence perceived service quality

This research analyzes the effects of culture and personal values on perceived service quality. Data on bank service quality are collected from 509 Canadian and 216 French users. The results confirm that power distance and uncertainty avoidance influence perceived service quality. Personal values such as self-fulfillment, self-respect, sense of accomplishment, and security also influence perceived service quality. The study findings show that the effects of personal values (micro-level variables) and culture (macro-level variable) on perceived service quality are distinct.     

Reform der Grundsteuer

In seiner Stellungnahme vom Dezember 2010 hat der Wissenschaftliche Beirat beim Bundesfi nanzministerium vorgeschlagen, in die Bemessungsgrundlage für die Grundsteuer neben dem Bodenwert eine Geb?udekomponente einzubeziehen. Dirk L?hr h?lt den Vorschlag für verfehlt, weil er verschiedene bodenmarktpolitische Aspekte nicht berücksichtigt. Er befürchtet, dass es durch diese Reform zu einer Bestrafung der werthaltigen Nutzung kommen würde und entsprechend der angestrebte Rückgang des Fl?chenverbrauchs nicht erreicht werden kann.

Nach der Atomkatastrophe in Fukushima hat die Bundesregierung beschlossen, bis Mitte Juni die Zukunft der Atomenergie in Deutschland zu überdenken. Sie reichen von einer Rücknahme der im letzten Herbst beschlossenen Laufzeitverl?ngerung bis hin zum vollkommenen Ausstieg aus der Kernkraft. Die Autoren vertreten grunds?tzlich die Auffassung, dass die wirtschaftlichen Folgen eines Atomausstiegs zu bew?ltigen sind. Mit einer Steigerung der Energiepreise muss allerdings gerechnet werden — wie deutlich diese ausf?llt, und welche Referenzwerte herangezogen werden müssen, h?ngt von vielen Faktoren ab.

In light of the shortcomings of the Stability and Growth Pact, there has been a recognition that a surveillance framework is needed which goes beyond fiscal issues to cover wider macroeconomic factors. The question arises whether the surveillance and connected reform criteria should be applied symmetrically, to all members of the eurozone, or whether they should specifically target countries with current account deficits.
