Summary The old growth theory of the 1950s led to certain conclusions about the sorts of economic policies that would promote economic growth, and also about their limitations. The new growth theory of the 1980s makes much stronger assumptions and leads to correspondingly stronger conclusions about the scope of growth-promoting policy. This article argues that: (1) empirical work so far has neither confirmed nor denied the strong assumptions underlying the new theory; (2) the theory is worth pursuing because of its intrinsic interest and the possibilities it opens up; (3) whatever the final verdict on the new theory, both theory and evidence support the belief that significant long-run gains, even if not permanent changes in the growth rate, can be achieved by increased investment in the broadest sense, including human capital, technological knowledge, and industrial plant and equipment.Fifth Tinbergen Lecture delivered on October 4, 1991, in Amersfoort for the Royal Netherlands Economic Association 相似文献
The South African research community which undertakes all research activity in the social and natural sciences, with and without state and corporate sponsorship, draws its membership mainly from the dominant social group. In this country, the dominant group is both economically and racially determined. Consequently, the white minority dominates the research community and intellectual discourse as it does other socio‐economic and political spheres of society. This situation guarantees the constant reproduction and perpetuation of the social relations of racial domination.
As an agent that generates knowledge and new ideas, research as an academic and intellectual tool of enquiry is an instrument of social control, producing new concepts, language and theoretical abstractions which are not accessible to those outside its multi‐farious disciplines. Insofar as the largest proportion of practitioners of these specialised disciplines is drawn from the dominant group, research has itself become a pivotal part of the dominant ideology. Its role is inevitably and inextricably bound up with the processes of systematic reproduction of the relations of domination.
The aim of this viewpoint is therefore to explore various ways in which research bodies and intellectual discourse in general in South Africa can be deracialised and be made more representative of the social make‐up of society. 相似文献
To examine the relationship between participation in a wellness program and the amount of absenteeism and medical claims, seven years of retrospective absenteeism and medical claims records were collected for 207 employees (pre- and postwellness intervention) and entered into a database. A proportional stratified random sample of workers by wellness participation was selected. While there was no significant change in the amount of sick leave taken over time, a log transformation revealed a significant increase in the dollar amount of medical claims over time, particularly for the middle-aged group of employees. This confirms that wellness intervention slowed the rate of increasing claims among middle-aged participants after just three years of wellness intervention. 相似文献

The elimination of unneeded services is a key to reducing medical costs and enhancing quality of care. Diagnostic tests have been a target of efforts to reduce costs primarily because they are discretionary and often appear to be unnecessary. Believing that the concept of prior review for many diagnostic tests is a good one, this pilot study sought to evaluate prospectively the propriety of diagnostic tests ordered during the first half of 1989 on individuals insured through a major insurance carrier. A physician review found that 21% of the tests were deemed inappropriate, leading to the conclusion that prospective review can be an effective means of screening inappropriately ordered tests. 相似文献
Urban development in Southern Africa has reflected western values and standards relating to health, safety, order, amenity, convenience and general welfare, and only incidentally to efficiency and economy. This article describes a project which relates to different value systems, and has different objectives. It highlights the imperatives for change, namely population growth, urbanisation and declining per capita GDP growth. In this milieu, the objective of affordability becomes paramount Standards are related to resources and are based on consultation with the developing community.
The article describes four key elements in the ‘Guidelines for Services and amenities’ being prepared by the CSIR for the Department of Development Aid, namely stormwater management, public transport, road layout and development density. It concludes by cautioning against development policies which deny or misunderstand the economic forces which drive the process of urbanisation. 相似文献
In this paper, we discuss the properties of preliminary test estimators (PTE) of the parameters of simple linear model with
measurement error (ME model) when the slope of the linear model is suspected to be zero. Expressions of the bias, MSE and
efficiencies are obtained under conditional as well as unconditional situations with known reliability coefficient. Conditional
model results are compared to the standard model without measurement error. We also provide the unconditional model analysis
in finite samples. Asymptotic theory under local alternatives is developed when the variance of measurement error or the ratio
of the variance of the model error relative to the variance of the measurement error is known. Asymptotic expressions of bias
and MSE of the estimators along with their efficiencies are obtained. In every case, it is shown that the measurement error
tend to increase the variability of the estimators compared to the estimators without measurement error. Graphs and tables
are provided to see these results and to determine optimum level of significance for minimum guaranteed efficiency.
