Japan's International Tourism in the Context of its International Economic Relations

Despite the rapid growth of the Japanese economy, Japan still accounts for a relatively small share of international tourism as a recipient. However, Japan's outward tourism has grown to the point where it is the fourth largest tourism generator. This article analyses the role of tourist flows in Japan's external economic relationships and in the structural adjustments in the Japanese economy needed to correct its perceived external imbalance. Together with the massive and increasing outflows of long-term capital from Japan, increasing outward tourism could become an important factor in achieving external balance. Future policies and forecasts are also analysed.     

International Technology Transfer by Small and Medium Sized Enterprises

This paper attempts to summarize the key issues involved in the international transfer of technology by small and medium-sized enterprises. All the evidence suggests that small and medium-sized enerprises will not, in aggregate, be the major suppliers and transferrers of technology in the world economy, but they can fill crucial niche roles. The success of these niche roles will be partly determined by the key relationship between firm size and industry size and by small and medium sized enterprises being able to ride the dynamics of the industry.     

Housing and the Economy: Popular Myths

This paper identifies and tries to clarify the effects of a number of changes in the system of delivering mortgage credit and housing subsidies. First, we examine the trends in housing and mortgage market data and policy. This review highlights the perceived relationships of these sectors to the rest of the economy. We then focus on and develop the relationship between four issues that have been fundamental stumbling blocks to the development of effective policy. The issues are: (1) homeownership affordability, (2) measures of housing needs, (3) the costs of cycles in housing production, and (4) the effects of federal mortgage credit programs.     

International Business Versus International Management? International Strategic Management from the View of point of Internalisation Theory

This article examines the theoretical bases of both international management and the internalisation approach to international business. Similarities include: attention to the ‘make or buy’ decision, interaction between locational and organisational variables and attention to internal control mechanisms. International management pays particular attention to the specific constraints on the firm's strategy arising from its history, dominant culture and leadership and to the process of management. The two approaches are used to analyse a single problem: the management of research and development, and it is found that important differences in emphasis remain. The approaches contrast but do not conflict.     

Housing Policy in Developing Countries: Conjectures and Refutations

This article discusses housing policy in developing economies.It examines recent research findings in light of earlier argumentsas to the benefits of more market-oriented approaches. It alsolooks at whether the recommendations of earlier work have beenrefuted or developed in subsequent analyses and policy measures.In particular, it reviews the empirical analysis of the effectsof policy on housing supply, the richer understanding of theeffects that land market regulations have on housing affordabilityand the functioning of urban areas, and the alleged mysteriouseffects that researchers claim effective property rights haveon housing policy and on development more generally. It alsoexamines the effects of the increased emphasis on communityparticipation, showing how it helps to more fully reconcilethe incentives faced by beneficiaries of housing policy anddonors. Finally, it examines recent literature on the welfareeffects of rent control. The article shows that some of theconjectures as to the likely benefits of more market-based policyhave been refuted, but large welfare gains for poor people canstill be realized by adapting this approach. Furthermore, thisapproach appears to be gaining ground as the consensus approachto effective housing policy.
