Justice for Janitors in Los Angeles: Lessons from Three Rounds of Negotiations

We examine an important recent organizing success of the US labour movement: the 'Justice for Janitors' campaign in Los Angeles. This campaign has spanned a complete business cycle and shows the union's capacity for growth over time. It illustrates the potential for unions to overcome pro–employer bias of labour laws, as well as their efficacy in appealing to the wider public. It exposes the importance of building coalitions, as well as the value of union analysis of legal, industrial, and political conditions. Our analysis suggests conditions under which unions might survive and thrive in the service sector in the twenty–first century.     

Monetary Union in West Africa: An Agency of Restraint for Fiscal Policies?

Could a monetary union in West Africa (either an informal monetaryunion of the non-CFA countries, or a possible future monetaryunion of all ECOWAS members) be an effective ‘agency ofrestraint’ (Collier, 1991) on fiscal policies? We discussthe ways, both positive and negative, that monetary union couldaffect fiscal discipline and the arguments for explicit fiscalrestraints considered in the literature about the European MonetaryUnion (EMU), and consider their applicability to West Africa.The empirical evidence, EMU literature and CFA experience allsuggest the possibility that monetary union could create thetemptation for fiscal profligacy through prospects of a bail-out,or costs that are diluted through the membership. We concludethat a monetary union in West Africa can be an effective agencyof restraint on fiscal policies only if the hands of the fiscalauthorities are also tied by a strong set of fiscal restraintcriteria, applicable not just for accession to monetary union,but throughout the life of the union.     

Useful Friendships: A Foundation for Business Ethics

"Friendship", for Aristotle, is a term with "focal meaning" which denominates relationships as casual as “fellow travelers on a voyage”, as permanent as spouses, and whose motives are as various as the commercial, military, religious, sexual, political and the virtuous. What can be said of all these relationships is that they involve a solidarity, a concordat, a reciprocity, which has its foundation in a common field between the parties and which produces common actions or exchanges. All friendships tend to equality in the sense that they do not insist on ‘what is due’ as an ultimate end; friendship, like equity, surpasses justice in the fulfillment of what is owed. Because friendship fosters solidarity and justice it is politically important as a virtue-context, according to Aristotle. Is it possible that friendship can function as a virtue-context within economic life as well? Aristotle's notion of a type of useful friendship which functions through expectation of moral behavior will be shown to provide both motive and context for the performance of acts of virtue in a business setting.     

Do Patent Rights Regimes Matter?

The paper asks whether exports are affected by importers’ patent rights regimes using a gravity trade equation. US export data to 71 countries from 1970 to 1992 are used. A two‐way random‐effects panel indicates that patent rights regimes per se do not matter; they matter with importing countries’ imitative abilities. For a country with an “average” imitative ability, US R&D‐intensive exports increase by 4–9% for a unit increase in the patent rights index; a unit increase in the patent rights index leads to a drop in US non‐R&D‐intensive exports by about 8–11%.     

Initial Public Offering Investor Valuations: An Examination of Top Management Team Prestige and Environmental Uncertainty

Relying on one of the more notable entrepreneurial settings, an initial public offering (IPO), this article extends prior work on top management team (TMT) characteristics. We examine whether or not prestigious TMTs at the time of an IPO enhance organizational legitimacy and thereby provide a signal to potential investors. Because an IPO represents an entrepreneurial context characterized by high levels of uncertainty, we also consider the impact of environmental uncertainty on the TMT prestige/investor valuation relationship. We find that both an element of TMT prestige and environmental uncertainty influence investor valuations. However, we also find that the influence of prestige does not assuage investors when analyzing IPOs in different environmental conditions.     

Urban Economic Development and Restorative Justice: Exploring the Relationship Between Creativity and Crime Control

This article examines the relationship between local economic development and a new approach to the problem of crime–i.e., ‘restorative justice.’ The latter concept is introduced and briefly explored, followed by a short review of Richard Florida's recently proposed theory of creative-class economic development. Against the backdrop of these theoretical innovations, an empirical question that arises is whether the specific character of creative-class economic growth enhances the probability that a given city will adopt a restorative justice paradigm in its efforts to reduce crime. Addressing this question using logistic regression analysis, the article provides preliminary evidence that creative-class economic development encourages experimentation with innovative approaches to social problems such as crime.
