困境与出路:行政审批制度改革的经济学分析

无论加强改善民生还是推进社会建设均离不开政府行政绩效的提高。长期以来,各级政府在行政审批及其制度建设方面虽做过多种有益探索与创新,但仍存在如重投入轻产出、重用权轻约束等问题。为全面落实十七大报告精神,文章从完善行政监督制度、树立公共服务理念等方面进行了相关对策探寻。     

简析影响再生水利用的因素

再生水是指城市或生活污水经化学处理后达到一定水质标准并可重复使用的非饮用水资源。本文主要对再生水利用的问题进行了分析，并提出了一些改善的建议。

GMM estimation of a maximum entropy distribution with interval data

We develop a generalized method of moments (GMM) estimator for the distribution of a variable where summary statistics are available only for intervals of the random variable. Without individual data, one cannot calculate the weighting matrix for the GMM estimator. Instead, we propose a simulated weighting matrix based on a first-step consistent estimate. When the functional form of the underlying distribution is unknown, we estimate it using a simple yet flexible maximum entropy density. Our Monte Carlo simulations show that the proposed maximum entropy density is able to approximate various distributions extremely well. The two-step GMM estimator with a simulated weighting matrix improves the efficiency of the one-step GMM considerably. We use this method to estimate the U.S. income distribution and compare these results with those based on the underlying raw income data.

由于近年来权证市场的交易量巨大,对权证的研究逐渐成为证券市场的热点之一。通过对权证市场投资总体收益的研究表明,权证市场缺乏投资价值,权证二级市场上投资者遭受了严重的亏损,而其最主要的原因就在于券商不合理的巨量权证创设。     

Equity swaps in a LIBOR market model

This study extends the BGM (A. Brace, D. Gatarek, & M. Musiela, 1997) interest rate model (the London Interbank Offered Rate [LIBOR] market model) by incorporating the stock price dynamics under the martingale measure. As compared with traditional interest rate models, the extended BGM model is both appropriate for pricing equity swaps and easy to calibrate. The general framework for pricing equity swaps is proposed and applied to the pricing of floating‐for‐equity swaps with either constant or variable notional principals. 文章阐述了文化所具有的基本属性、诱导文化变革的原因,以及财富观、权利观、传统与权威观、企业家与企业家精神、知识技术与教育观等对人类社会经济繁荣有重大影响的若干种文化类型。在此基础上,提出了经济起飞或开始出现初步繁荣的发展中国家其下一阶段的战略重点应该是吏治的改革,以吏治的改革引导文化的革新,以文化的革新强化经济的持续繁荣的观点。     

证券内幕交易及其规制

一、内幕信息及其界定《证券法》第68条明确规定了内幕信息的含义为“证券交易活动中,涉及公司的经营、财务或者对该公司证券的市场价格有重大影响的尚未公开的信息”。可见,内幕信息有两个最基本的特征:1.内幕信息必须尚未公开。如何确定信息的公开性,在英美等判例法国家,对内幕交易的规定严格。反映在对信息“公开”的界定上取实质意义的公开,即信息公开后,在没有为实际的投资者获悉之前,该信息仍然视为内幕信息。典型的案例是SEC诉泰沙哥尔夫案。被告因在本公司向新闻界发布探矿成功的消息后约30分钟即在市场上购买本公司的股票而被判…
