Using point elasticities rather than using either arc elasticities or slopes of demand and supply curves provides the best method for teaching students about the economic impacts of excise taxes. Not only does a point-elasticity approach simplify theoretical analysis of tax impacts, but it also allows instructors to take advantage of publicly available empirical estimates of demand and supply elasticities to show students how theoretical results can be applied to real-world tax policy issues. To illustrate these advantages, the authors use several available estimates of point elasticities of demand and supply of raw sugar to calculate the economic impacts of a recently proposed penny-per-pound tax on raw cane sugar grown in the Florida Everglades.  相似文献

This article examines the corporate governance arrangements of police authorities in England and Wales. It provides empirical evidence from interviews with police authority members. Given the fundamental responsibility of police authorities for ensuring efficient and effective policing in their areas, their governance is of considerable interest and importance. Abstract

This is a response to Robert Cherry's comment on the article, “Welfare as We [Don't] Know It: A Review and Feminist Critique of Welfare Reform Research” that appeared in the 10(2) issue of Feminist Economics. This response argues that while some combination of welfare reform, the booming economy in the late 1990s, and changes in economic policy all worked together to decrease caseloads and increase employment rates among welfare leavers, these are incomplete measures of the impact of welfare reform on the lives of lone mothers. This paper also argues that the effects of welfare reform on lone mothers are more mixed than Cherry acknowledges. This paper concludes that when one holistically examines low-income lone mothers' lives, it is premature to declare welfare reform a success.  相似文献

Illicit drug use has declined among the U.S. adult population, but national surveys show the majority of illicit drug users are employed. Concern about workplace productivity, absenteeism, and safety has led many employers to establish employee assistance and drug testing programs. Given the sharp interest in workplace interventions, more information is needed about the relationships between drug use and labor market status. This study estimated the probability of employment and labor force participation for different types of drug users using nationally representative data from the 1997 National Household Survey on Drug Abuse. Results strongly indicated that chronic drug use was significantly related (negative) to employment for both genders and labor force participation for males. Furthermore, nonchronic drug use was not significantly related to employment or labor force participation. These findings suggest that workplace policies for illicit drug use should consider chronic or problem drug users apart from light or casual users.  相似文献

This paper presents estimates of the impact on re-employment and earnings of the two most popular active labour programmes used during the economic transition in Hungary: retraining and public service employment (PSE). To adjust for non-random assignment of programme participants, net impacts were computed using matched pair samples and regression models. The evidence suggests retraining may improve the chance for reemployment, is unlikely to improve re-employment earnings, but may improve job durability. Net societal benefits could be improved by retraining relatively more males, older persons, and those with less education. PSE does not appear to provide a reliable path to a regular non-subsidized job, and may even lower re-employment earnings. PSE might best be viewed as an income transfer programme having the collateral benefit of maintaining basic work habits. The net societal impact of PSE could increase if it involved relatively more females and older persons.  相似文献

We test empirically the proposition that race significantly affects an employee's layoff chances. Using data from a financial firm (N = 8918), we find that whites are less likely to be laid off than nonwhites and that, among nonwhites, Asians are less likely to be laid off than blacks or Hispanics. These findings are statistically significant after controlling for structural factors (business unit, occupation, and job level) and individual characteristics (tenure and performance rating). A similar pattern of racial differences exists in other employment practices more actively monitored by the firm, including promotions, pay raises, and performance ratings. Yet these differences are smaller than those in layoffs and are significant for blacks only, not for Hispanics. Our findings suggest that monitoring personnel decisions can reduce racial inequality. Furthermore, our findings highlight that racial differences in employment outcomes vary among minority groups.  相似文献

It is fashionable to think there is a tide, or sequence, of basically similar public management changes sweeping through Western Europe, North America and Australasia, and British ministers have proclaimed that the UK is an admired and copied leader in public sector reforms. This article argues that a uniform 'one-track' picture is not at all accurate. Looking at 15 years of change in Finland, New Zealand, Sweden and the UK, the authors argue there are not only significant differences between each of the countries, but a more general and persistent distinction between the two Nordic countries and the UK and New Zealand. In the 'Westminster system' countries, the aim appears to have been to minimize the extent and distinctiveness of the state sector, whereas in the Nordic countries much greater emphasis has been placed on modernizing the state apparatus so that it can deal better with a changing environment.  相似文献
