In this paper, I test the argument that increased taxes on earnings correspond to increased incentives to shirk, thus causing an increase in the rate of worker absenteeism. After fixed job effects are taken into account, panel register data on prime‐age Norwegian males who work full‐time show that a higher marginal net‐of‐earnings‐tax rate reduces the rate of absenteeism. When the net‐of‐tax rate is increased by 1.0 percent, absenteeism decreases by 0.3?0.5 percent. Injury‐related absences are less affected by tax changes than other absences. Absenteeism becomes more sensitive to tax changes as the occupational unemployment rate increases. 相似文献

Drawing on the literature pertaining to the role universities play in promoting technology transfer, this paper develops an insightful conceptualization of spin-off processes, and applies it to a current regional case study. The suggested typology of university spin-off/start-up firms is based on several variables, including the type of university sponsorship, university involvement in firm formation, the character of knowledge applied, and co-localization of the founders. The empirical case study is used to demonstrate the usefulness of this approach in analyzing spin-off firms, and their dynamics. The study is based on interviews conducted with university spin-offs/start-ups in the information technology (IT) sector located in the Kitchener and Guelph metropolitan areas. This region, which is home to the University of Waterloo – one of Canada’s premier science and technology universities – has experienced an impetus of spin-off processes originating from university research dating back to the 1970s.The results of our analysis expose several trends: Sponsored spin-offs are largely the result of particular university research projects, and apply specific knowledge inputs in the development of their initial core technology. Unsponsored spin-offs, which find their foundation in decentralized idea development outside of the university setting, almost entirely rely on generic broad knowledge bases for the development of innovative products and services, which have enabled the firm-formation process. Overall, it is surprising that even firms that have received some form of university support described the role the University of Waterloo had in their start-up process as marginal. The dynamic research approach applied in this study, which outlines the university’s changing role over time and the regional dynamics associated with spin-off firms, further demonstrates the potential of our typology. As such, our typology of university-related start-up/spin-off firms is designed to support studies concerned with the wider impact of universities on technology transfer and regional development. 相似文献

Since the 1960s, the growth of high technology industries in Boston's Route 128 region has attracted the attention of academics, planners and politicians. What was especially remarkable about the region was the capability of its economic base to recover from major structural crises. Owing to this ability, the region is often looked at as being an American example of an industrial district. In contrast to Silicon Valley, however, Boston does not readily fit into the definition of an industrial district because of the dominance of large, vertically-integrated producers and the proprietary nature of high technology production. In the late 1980s, Boston was hit by an additional structural crisis when the minicomputer industry lost its competitive basis and defence expenditures were drastically reduced. As a result, almost 50000 high technology manufacturing jobs were cut between 1987 and 1997. This paper aims to identify the forces behind the region's economic recovery in the mid-1990s and relate these findings to the discussion of the importance of collective learning processes in industrial production and the development of localized competencies. In the literature, it is argued that firm-specific competencies and learning processes can lead to a regional competitive advantage if they are based on localized capabilities (e.g. specialized resources, skills, conventions and institutions). The author will demonstrate in an explorative way that the economic recovery of the Boston region is related to a number of specific forces that differ greatly between the subsectors of the high technology economy. The construction of buildings brings about a substantial ecological load: about 40% of energy consumption and about 25% of material moved by our economy is due to the construction of buildings. New construction technologies and new building components would allow us to reduce the ecological load of buildings to a fraction of its present value. However, the problem of making our building stock more sustainable is only to a minor extent a technical one. The required change of technologies can only be managed by simultaneously taking into account technical potentials and their social context. Social studies of technology, with their focus on the construction of technologies as an interactive effort of various actors and on the inseparability of the social and technical side of sociotechnical systems provide a perspective to better understand the processes involved in the construction and dissemination of sustainable buildings. A number of strategies to manage technical change towards sustainability will be discussed: better integration of various actors at the supply side, shift to a market for innovative and ecological building services, improvement of user-producer relationships and integration of consumers into the innovation process. 相似文献

This paper develops a framework to measure the exposure to systematic risk for pools of asset securitizations and measures empirically whether current ratings-based rules for regulatory capital of securitizations under Basel II and Basel III reflect this exposure. The analysis is based on a comprehensive US dataset on asset securitizations for the time period between 2000 and 2008. We find that the shortfall of regulatory capital during the Global Financial Crisis is strongly related to ratings. In particular, we empirically show that insufficient capital is allocated to tranches with the highest rating. These tranches account for the greatest part of the total issuance volumes. Furthermore, this paper is the first to calibrate risk weights which account for systematic risk and provide sufficient capital buffers to cover the exposure during similar economic downturns. These policy-relevant findings suggest a re-calibration of RBA risk weights and may contribute to the current efforts by the Basel Committee on Banking Supervision and others to re-establish sustainable securitization markets and to improve the stability of the financial system. 相似文献
