Family-Friendly Practices and Worker Representation in Germany

The determinants of three employer-provided family-friendly work practices are estimated for German establishments. The presence of a works council stands as a positive determinant of all three practices. When works councils exist in the presence of collective bargaining, their influence tends to reflect the demographics of the workplace. The role of the works council becomes larger when the share of women increases and the share of part-timers decreases. We suggest this is consistent with the voice role of works councils.     

Contributions of Longitudinal Data to Poverty Measurement in Australia*

Chronic poverty is of greater social consequence than transitory poverty but its measurement requires longitudinal data. This article uses six waves of data from the Household, Income and Labour Dynamics in Australia Survey to explore the extent to which longitudinal data contribute to what is known about poverty from cross‐section data. We find an imperfect correspondence between people’s annual poverty status and chronic poverty status. Consequently, policies that aim to reduce chronic poverty using means‐tested benefits may be partially misdirected if beneficiaries are identified using annual income. Furthermore, some households experiencing chronic poverty may fall through the safety net.     

Improved Metrics for Workplace Dispute Resolution Procedures: Efficiency,Equity, and Voice

Many debates surround systems for resolving workplace disputes. In the United States, traditional unionized grievance procedures, emerging nonunion dispute resolution systems, and the court‐based system for resolving employment law disputes have all been criticized. What is missing from these debates are rich metrics beyond speed and satisfaction for comparing and evaluating dispute resolution systems. In this paper, we develop efficiency, equity, and voice as these standards. Unionized, nonunion, and employment law procedures are then qualitatively evaluated against these three metrics.     

Learning from housing environments: home economics and home ecology — A Canadian demonstration project

An effective method for providing information to bring about meaningful change and encourage the adoption of innovation is by the use of demonstration projects. This paper examines a specific housing demonstration project based on three design criteria: dynamics, life cycle cost analysis, and nexus. The paper also includes some discussion about housing and society in the future, particularly in terms of environmental stress and social change, and how housing can be responsive to changing human needs.
