Manipulierte Schadenfälle als Herausforderung für die Praxis

Der Versicherungsbetrug hat insbesondere in den letzten Jahren stark zugenommen. In diesem Artikel werden Abwehrstrategien und Erfolgsfaktoren der Betrugsabwehr eines Versicherungsunternehmens beispielhaft dargestellt. Mit Hilfe der vorgestellten Vorgehensweisen wird sowohl dem Eigenschutz des Versicherungsunternehmens als auch dem Schutz der Versicherungsgemeinschaft Rechnung getragen.     

Accounting for farmers’ production responses to environmental restrictions within landscape planning

Environmental planning aims to safeguard and foster the ecological functionality of agricultural landscapes. In order to reach a sustainable development of agricultural landscapes, in addition to ecological objectives socio-economic ones also need to be considered. In this context, the authors draw attention to three points. First, whenever ecologically sensitive areas (“ecological sites”) are used for agricultural production, it is necessary to take account of the fact that farmers tend to adapt to environmental requirements by production responses outside the ecological site itself. Second, in order to identify the socially most “desirable” land-use responses it is necessary to supplement the above-mentioned environmental objectives by socio-economic ones. Third, when choosing an appropriate model for such multi-criteria decision analysis, the question of substitutability between criteria is of utmost importance. The paper discusses the above-mentioned issues against the background of a case study of environmental planning for an ecologically very valuable agricultural landscape in Germany, the Bayerisches Donauried. Two models of multi-criteria decision analysis (MCDA) are applied, one based on the “single synthesizing criterion” method, and the other one based on the “synthesis by outranking” method. The models serve to evaluate four different land-use options, using criteria mainly derived from landscape functions and weights gained from interviews with major stakeholders. The paper presents the models’ results concerning the ranking of the different land-use options and discusses the implications for agri-environmental policies and rural development planning.     

PRODUCTIVITY GROWTH IN SERVICE INDUSTRIES: ARE THE TRANSATLANTIC DIFFERENCES MEASUREMENT‐DRIVEN?

Since the mid-nineties, U.S. labor productivity outgrows its European counterpart by a wide margin. van Ark et al. (2003 ) have found three service industries where productivity growth has accelerated in the U.S., but not in Europe, to account for most of the difference. These three industries are wholesale and retail trade, and trade in financial securities. However, since measurement methods differ on both sides of the Atlantic, Europe's shortfall in productivity growth could be a statistical artifact. This paper tries to answer the question whether this is indeed the case by quantifying the extent to which the U.S. growth rates in trade and banking are pulled upward by measurement methods that are unusual in Europe. In addition, some observations are offered on whether the recent upswing in productivity growth in the U.S. services sector has cured "Baumol's Cost Disease."     

Monetary Union Enlargement,Fiscal Policy,and Strategic Wage Setting*

This contribution develops a framework for studying the effects of the enlargement of a monetary union on macroeconomic performances in the presence of strategic interactions between non‐atomistic labor unions, monetary, and fiscal authorities. We show that the integration of new identical member countries may have beneficial effects, depending on the fiscal policymaking structure. Qualifications to this result are provided under cross‐country asymmetries in the size of the economies, the structure of the labor markets, and the fiscal authorities' preferences.     

Profit Sharing, Capital Formation and the NAIRU

This paper reconsiders the impact of different remuneration systems on aggregate employment. Contrary to common wisdom on this topic, we show that the switch from a fixed wage economy to a share economy results in lower aggregate unemployment. An additional innovation of this paper is the endogeneity of the capital stock decision of the firm, which enables us to assess and reject the common "disincentive-to-invest" criticism of a share economy.

The first and most crucial step in any implementation is the specification and subsequent selection of the equipment or technology. It is important to make the "right" choice--one where the technology provides value-added services to the users so it helps them do their jobs better now and in the future. Making a "wrong" choice can severely impact even the best-managed implementation (and project managers' careers). There is simply no margin for error--so getting it right the first time is not merely an option, it is a prerequisite for success.
