Private efforts to prevent and control biological pests and infectious diseases can be a public good, and so incentivising private biosecurity management actions is both desirable and problematic. Compensation contracts can encourage biosecurity efforts, provide support against the collapse of economic sectors, and create an insurance network. We conceptualise a novel biosecurity instrument relying on formal compensation private–public partnerships using contract theory. Our framework explains how the public sector can harness increased private biosecurity measures by making payments to agents which depend both on their performance and that of the other stakeholders. Doing so allows the government to spread the risk across signatory agents. The framework also improves our understanding of government involvement due to public effects of biosecurity, influenced by the private agents’ capacity to derive private benefit from their own efforts on monitoring and control. Lastly, these theoretical results provide a foundation for further study of contractual responsibility sharing for pest management.  相似文献

For most Americans, a trip to the doctor's office or a hospital stay necessitates that medical personnel search through paper charts and records as care is administered. This remains the status quo, despite the increasingly large role that electronic communication plays in other aspects of our business and personal lives. The elevated use of information technology (IT) in healthcare settings—primarily via utilization of electronic health records (EHRs), which allow information to be readily communicated and shared among healthcare providers—has been advocated as a means of improving quality of care and helping to control healthcare costs over the long term. Yet, hastened implementation of healthcare IT will require considerable cost incursion in the near term, and will present various other challenges that must be addressed. Herein, we examine the merits and benefits of healthcare IT, as well as the costs and other challenges that may serve as obstacles to its wider implementation and use. We conclude with a set of recommendations designed to increase the likelihood that extensive expansion in the use of healthcare IT will yield the desired benefits.  相似文献

While many studies have employed stated preferences methods to estimate the value of non‐market ecosystem goods and services, contingent valuation (CV) still generates a significant amount of criticism. Besides ethical concerns, two of the key criticisms relate to insensitivity to scope and order effects. We examine the expectation that the presence of order effects in stepwise disclosure procedures affects the degree of scope sensitivity. We use data from a CV exercise asking farmers in Southern Spain to value two different levels of guarantee of water supply for irrigation in a context of water scarcity. We find that despite order effects being present, they do not affect the existence or the degree of sensitivity to scope. We conclude that, in the light of the mixed evidence found in the literature and the results of our study, it does not seem justified to ascribe order effects and their connection with sensitivity to scope to study design alone (e.g. step‐wise versus advanced disclosure, top‐down versus bottom‐up). The nature of the environmental good under valuation also matters. Our study of irrigation water as a common‐pool resource suggests that, when clear private benefits also exist, these appear to override any ‘good cause dumping effect’ that might arise from the public good component.  相似文献

Understanding the dynamics of import prices is an important but challenging issue that affects our assessment of welfare. We propose an exact import price index by extending the analysis of Broda and Weinstein (Q J Econ 121(2):541–585, 2006), who include growth in product variety in their calculations of import prices. While still relying on Armington’s (Int Monet Fund Staff Pap 16(1):159–178, 1969) definition of variety, we relax two assumptions, allowing the set of products and unobserved taste and quality parameter to vary. Our modified import price index shows that gains from variety in European G7 countries, although positive, are small compared with gains from taste and quality. Using food and tobacco products as a benchmark with unchanged taste and quality, we find significant gains from shifts in consumer preferences and improving quality for Germany, France, Italy and the UK between 1995 and 2012. By comparing results based on different benchmark groups we further flag the importance of consumer taste in international trade.  相似文献

This paper examines motorists’ speeds in wet weather compared with non-hazardous dry conditions (the control) for two separate survey locations on the M4 motorway, south Wales. One site was surfaced with conventional asphalt, whilst the other location had a porous asphalt wearing course. The aim of this study is to establish whether drivers compensate for the additional risks posed in rain by reducing their speed in wet weather. Drivers are slowing down in wet weather, but only marginally; and although the speed reductions proved statistically significant, they are insufficient to compensate for the additional wet weather risks imposed. Such findings have broader implications for the government’s road safety targets.  相似文献

The hypothesis that exports in technology-intensive industries have a higher potential for positive externalities coupled with higher productivity levels (due to higher rates of capitalization) is tested using a comprehensive and detailed data set, covering 45 industrialized and developing countries and including exports of 33 industries over the time period 1981–1997. The estimation results, using a random effects model and employing an instrumental variables estimator, support the hypothesis of qualitative differences between high- and low-tech exports with respect to output growth. The superior performance of high-tech exports stems from their positive productivity differential to the domestic sector, while the externality effect is not significant at any meaningful level of significance. The positive productivity differential is only significant for the subsample of developing countries. No significant effects were found to be present in the subsample of OECD member countries. This paper addresses the current trend of hiring part-time employees for United States businesses. This common practice is one that does not consider the best interests of the employee. I argue that, at the present time, many people, especially those who are poor, have no other choice than to accept these part-time positions. As a result, the quality of life of these workers and their family members suffers. Companies typically employ part-time workers in an effort to increase profits. I argue that this practice will only increase short-term profits, and hiring a large staff of part-time workers will actually decrease long-term profitability. This article looks at the business prospects for Canadian firms resulting from a gradual easing of US economic sanctions against Cuba. In the short term, the status quo on the embargo will mean little change for Canadian commercial interests. In the medium term, the removal of certain embargo provisions like the travel ban should provide a fertile ground for trade and investment. In the long term, once the whole embargo is finally lifted, Canadian companies should have the same competitive advantages in Cuba they already enjoy in Latin America, and especially in the Caribbean region. In general, traders will suffer more than investors from fierce US competition, but there should be growing opportunities in many business areas. Aggressive credit policies, innovative ways to acquire a greater knowledge of the Cuban market, and supply‐chain integration are among the key strategies that must be developed to overcome challenges and fully exploit these opportunities. © 2013 Wiley Periodicals, Inc.  相似文献
