Eleonora Masini on the empowerment of women

Eleonora Barbieri Masini's lifetime contributions as visionary sociologist and pioneering futurist are well known. Less well known, perhaps, are her roles as vital catalyst in organizing comparative research on the role and status of women and as activist leader in efforts to end the exploitation and subordination of women and to create a future world of equality, freedom, and social justice. In this article, examples of Masini's work on—and for—the empowerment of women are given.     

Investors in People: Market-led Voluntarism in Vocational Education and Training

Introduced in the UK in 1991, Investors in People (IiP) provides a benchmark for good training practice. It has become a central feature of the UK government's vocational education and training policy. This article aims to broaden the debate relating to IiP in two ways: first, by reviewing the existing evidence on recognition rates and its impact on training activity; and second, by exploring the new directions that IiP is taking in terms of its redesign and its overseas adoption. Finally, we consider the research agenda and the policy implications that arise from the review.     

Human Capital Formation and the Decision Makers

Recent empirical work has identified the existence of cultural filters — demographically non-neutral processes whereby employers differentially screen applicants to evaluative attributes and characteristics - and analyzed how they affect differential employment success rates and wage levels. Women are filtered differently than men, and the outcome is disproportionately lower levels of employment and wages. The analysis explores the proposition that, for women to obtain long-term employment at reasonable wages, alternative strategies for workforce participation should be developed at the regional level to better match needs of employers - and the way they filter applicants for those needs, through investment in the target population.     

Indigenous Tourism Policy in Australia: 25 Years of Rhetoric and Economic Rationalism

Successive Australian federal and State governments have produced tourism policies to facilitate the development of Aboriginal and Torres Strait Islander [ATSI] tourism. However, the effectiveness and appropriateness of these policies has been questioned. This paper describes a qualitative study examining federal and Queensland State governments' ATSI tourism policies during the period 1975 to 1999. Three main findings of the study were: (1) ATSI tourism policies are published in an ad hoc manner and appear to be related to a reactive approach by governments to broader ATSI social and economic issues; (2) economic concerns dominate ATSI tourism policies and emphasise the commodification of indigenous tourism; and (3) policies are strongly reflective of an economic-rationalist ideology. The study concludes that the emphasis on economic rationalism assists Australian tourism enterprises to be internationally competitive but may create undesirable consequences for indigenous tourism stakeholders.     

An uncertainty-aware AGV assignment algorithm for automated container terminals

This paper studies job assignments for automated guided in container terminal settings under various conditions of uncertainty. An introduction to their operation is provided, along with a flexible dispatching algorithm, suitable for real-time control of AGVs. Using these concepts a new AGV dispatching approach is developed, capable of operating under uncertain conditions within a detailed container terminal model. Several performance indicators are presented, focused on generic features of vehicle operations as well the assessment of uncertainty levels inside the terminal. From the results of the simulation experiments, it is found that the proposed technique outperforms well known heuristics and alternative algorithms.

The Structural Power of Business and the Power of Ideas: The Strange Case of the Australian Mining Tax

In 2010 the Australian federal government fought and lost an intense and very public battle with the country's mining industry over the introduction of a new ‘super-profits’ tax. The proposed tax was withdrawn and the Prime Minister, Kevin Rudd, was removed from office. Why did the government lose this battle and what can this episode tell us about the nature and determinants of business power? We argue that business power is not an objective condition but is shaped subjectively and inter-subjectively. What counts in the power equation is not whether business investment is essential for growth or whether business will disinvest if a new tax is imposed, but whether actors believe this to be the case. One reason why the structural power of business varies is because actors’ normative and causal ideas about the value and determinants of business investment vary. In the Australian case ministers did not believe that the introduction of a new tax would jeopardise investment. Ministers did however come to believe that the mining industry had successfully persuaded a large number of voters that the introduction of a new tax would jeopardise investment, employment and growth. This is why the tax was eventually abandoned.
