Land Reform in Kiaochow, China: From 1898 to 1914 the Menace of Disastrous Land Speculation was Averted by Taxation

A bstract . Mistaken land policies in overseas possessions of the German Empire resulted in disastrous land peculation. The small German Land Reform League vainly petitioned the Chancellor for a rational colonial land policy. Von Wissman, East African Governor, stopped the selling of crown lands, ordering their leasing. The speculators and the press denounced him. But the League supported him and the Colonial Office distributed its periodical to leading officials. The articles reached the Navy Department and high officers were won to the cause of land reform. When Admiral von Diederichs occupied Kiaochow in 1898, he was determined, as was his superior. Admiral von Tirpitz , to prevent land speculation. The Kiaochow Land and Tax Statute , in force from 1898 to 1914, achieved their goal. Inspired by Henry George , it was written by Wilhelm Schrameier , a young colonial officer who became Imperial Commissioner.     

An empirical inquiry into the short-run dynamics of output,prices and exchange market pressure

In this paper we develop a short-run disequilibrium model for the interaction of output, prices and exchange-market pressure. In this model we consider the trade-off between movements in exchange rates and movements in international reserves and we also incorporate and test purchasing power parity as a long-run hypothesis. The specification adopted preserves the properties of the monetary approach to exchange rates and the balance of payments in the long run. The theoretical model is applied to the small open economy of Greece for the period 1975–1981.     

Ordinary least squares versus principal components regression: Some simulation evidence

Simulation experiments are used to compare OLS and several principal components (PCR) estimators of the classical linear regression model. According to mean square error and mean absolute error criteria OLS dominates PCR in these experiments.     

The mini farmer approach: A case study of the South African tea industry

This article analyses the concept of mini farming on tea estates in South Africa from the point of view of the farmer and the estate. Although mint farmers who participate in these schemes are subjected to strict controls, they enjoy more freedom than labourers. The article shows the relative merit of the mini farming concept in the tea industry, and thereby contributes to the current debate on agricultural restructuring in South Africa.
