ACCOUNTING FOR CONTRIBUTED SERVICES: AN IDENTIFICATION OF ISSUES*

The purpose of this paper is to identify the main issues of accounting for contributed services in not-for-profit organisations. The AICPA position on accounting for contributed services is reviewed. The findings of a survey of not-for-profit organisation's use of and accounting for the contributed services of voluntary workers are reported.     

From welfare state to entitlement programmes

This paper reviews the record on the development of the welfare state. The Beveridge model though world famous had few imitators and insurance based models were more common. The irony of development was that the United States which had the greatest resistance now has the most severe problem with rising spending. From 1990 onwards there was a phase of reform with three there key variables in play, concern about competitiveness (Germany), the power of recipients of entitlement programmes (US) and concerns about work incentives (UK). The recession has made the problem of containing welfare spending more urgent but the political resistance has increased. The welfare state, the consensus programme for social solidarity of the twentieth century was set to be he focus for political conflict and social division in the 21st century.     

Perceptions of surfing tourism operators regarding sustainable tourism development in the Mentawai Islands,Indonesia

Surfing tourism has the potential to provide significant economic income and employment opportunities. However, the development of surfing tourism in the Mentawai Islands, Indonesia, has raised important questions regarding its impacts and sustainability. Economic leakages, increased pressure on the environment and resources, and adverse effects on local communities have been shown as the major barriers to sustainable development. This article provides insights into how surfing tourism operators perceive the development and impacts of the Mentawai Islands surfing tourism industry. This research project uses an interpretive qualitative approach and follows a case study methodology utilising semi-structured interviews with resort and charter boat surfing tourism operators. The study also investigated possible future directions for creating a more sustainable surfing tourism industry in the Mentawai Islands. Findings from the research showed that charter boat operators and resort operators had differing views as to how surfing tourism had developed: resort operators believed it to be sustainable, while charter boat operators felt it was unsustainable. A key finding of this study was that operators felt that surfing tourism had dramatically altered the traditional Mentawai village of Katiet and was producing adverse socio-cultural impacts on the local community. It is recommended that future research explore the issue of the impacts of surfing tourism development on other remote locations in Indonesia and other surfing tourism destinations around the globe.     

Corporate strategy financialized: Conjuncture,arbitrage and earnings capacity in the S&P500

The conjuncture that ushered in the era of shareholder value served to embed capital market expectations into corporate governance aligning management and shareholder interests. Market arbitrage focussed on modifying contractual relations with stakeholders to extract a (higher) return on invested capital. In this article we focus on cash earnings on capital employed generated by the S&P 500 survivor group of firms covering the period 1990–2008. We use this financial data to construct three complementary perspectives on corporate financial performance: firm, firm-relative and macro. Within this framework the financial numbers and perspectives are analogous to a ‘hall of mirrors’ where ambiguity and contradiction are in play frustrating straightforward performative narratives that connect purpose with financial transformation an era of shareholder value.     

The transition from social insecurity

The paper analyses the insecurity of state relative to private pensions. It considers issues such as moral hazard, policy-induced risk and the way in which property rights accrue to a scheme's beneficiaries. The article concludes that state schemes are fundamentally more insecure than private schemes and that the difficulties of state schemes have not arisen simply because of an accident of demographics. The difficulties of private pension schemes are also discussed as well as the transition problems arising from moving from state to private arrangements.     

Does Ethnic Discrimination Vary Across Minority Groups? Evidence from a Field Experiment*

We conduct a large‐scale field experiment to measure labour market discrimination in Australia, one quarter of whose population was born overseas. To denote ethnicity, we use distinctively Anglo‐Saxon, Indigenous, Italian, Chinese and Middle Eastern names. We compare multiple ethnic groups, rather than a single minority as in most other studies. In all cases we applied for entry‐level jobs and submitted a CV indicating that the candidate attended high school in Australia. We find significant differences in callback rates: ethnic minority candidates would need to apply for more jobs in order to receive the same number of interviews. These differences vary systematically across ethnic groups.
