Although trading in securities in conventional financial markets on the basis of inside information is restricted by law, the rules against such trading in betting markets are rather more ambiguous. It is argued in this paper that, since insider trading in betting markets imposes a cost on the great majority of bettors, tighter strictures against such trading would benefit all but the insiders. This case is supported by the use of empirical evidence which shows that betting markets which are characterized by tighter controls against insider activity are also characterized by a significantly lower incidence of such activity.  相似文献

This article analyses the modified form of ad valorem royalty recently announced by the WA government in relation to gold production, which features a threshold price below which there is no tax liability and compares this royalty with a profit-based royalty. The level at which the threshold price is set plays an important role in determining the performance of the royalty in relation to its impact on production and the expected level and variability of tax revenue. It is argued that the higher this price is set, the stronger the grounds for preferring a profit-based royalty, even taking into account the reliability of each form for generating tax revenue.  相似文献

In recent years reducing the amount of waste generated by households has become an important policy issue in industrialised economies. It is no longer acceptable to discard waste without concern for environmental and natural resource issues. In an effort to reduce household waste various policy instruments such as kerbside charges, deposit-refund schemes, integrated sales tax exemptions and virgin material taxes, have been proposed and/or implemented. This article reviews the economics literature that has addressed household waste management. It is argued that a comprehensive modelling framework is necessary if the complex policy environment is to be accurately described.  相似文献

Drawing on extensive academic research concerning clusters and networks, this paper seeks to create a framework capable of reviewing and monitoring different aspects of clusters and networks on an ongoing basis. The nine-element framework allows evaluation of the structures and processes for the eight basic cluster types identified from the literature. The use of this framework as a complimentary tool to the Multi-sectoral Qualitative Analysis (MSQA) methodology is then demonstrated using three examples (the construction, hardwood timber and higher education sectors). The data was gathered from three sets of key stakeholders (government, institutions and industry) provided from a recent study funded by the Welsh Assembly Government's Small Grants Research Programme. These cases illustrate the use of the framework in helping to generate the initial information necessary for subsequent cluster development policy (within overall regional economic development) by government to occur. The framework provides tools for reviewing and monitoring individual sectors. Information captured within the framework can also help in ameliorating problems in sectors likely to decline further. The need for further development research is also identified. Specifically at the level of the firm and network, there is a need to generate a more detailed framework of analysis of factors that contribute to successful processes of network management, learning and innovation, from which more detailed policy could be enacted in future.  相似文献

The chinampas (raised beds) of Xochimilco, Mexico City, are highly productive, traditional wetland agricultural systems, which were able to feed most of the population in pre-hispanic times. There is a strong trend to substitute chinampas with plastic greenhouses for flower production, which creates negative impacts in the landscape, environment and culture. This study compares the environmental and socio-economic sustainability of chinampas and greenhouses, at both the farm and regional levels, using the MESMIS framework. Even though the results show that greenhouses are more profitable, the contribution of chinampas to ecosystem services cannot be substituted by greenhouses, as tree cover is lost, canals are filled and food is not provided. Greenhouses had a higher diversity, but also a higher agrochemical use and are heavily dependent on external inputs and subsidies. Chinampas have shifted from staple crops to commercial horticulture in order to remain a technically viable and economically feasible option for local farmers. However, compensation mechanisms for the provision of ecosystem services are urgently needed if this ancient system is to be maintained. The framework allowed the integration of indicators at both farm and regional scales, combining on-farm surveys with GIS techniques, which could assist in ecosystem service valuation.  相似文献

We provide evidence on the potential wealth effects of the 1996 U.S. Supreme Court decision that the U.S. government had violated contractual obligations when, in 1989, it passed legislation prohibiting savings and loan associations from counting “supervisory goodwill” as capital. The Supreme Court decision produced large wealth gains for the savings and loan plaintiffs, as did prior court decisions in favor of these savings and loans. However, little evidence exists to suggest negative market responses to important events surrounding the 1989 legislation.  相似文献

This paper analyses the issue of balancing the gains from trade with the risk of pest and disease transference. Two decision frameworks for determining whether or not to permit trade in a potentially invasive species-carrying good are presented. The first considers only the potential production losses resulting from an invasive species entering through a trade pathway, as is prescribed by WTO compliance. The second is a unilateral welfare-maximising approach which considers the consumer gains from trade, the loss of domestic producers’ market share and expected damage from the invasive species. It is shown that these alternative decision frameworks can be reconciled such that they produce the same outcome regarding whether or not trade is to be permitted. The key parameters which influence these decisions are also highlighted.  相似文献
