This field study investigated the relationship between strategic human resource management, internal environmental concern, organizational citizenship behavior for the environment, and environmental performance. The originality of the present research was to link human resource management and environmental management in the Chinese context. Data consisted of 151 matched questionnaires from top management team members, chief executive officers, and frontline workers. The main results indicate that organizational citizenship behavior for the environment fully mediates the relationship between strategic human resource management and environmental performance, and that internal environmental concern moderates the effect of strategic human resource management on organizational citizenship behavior for the environment. 相似文献

This overview article sets out the broad themes behind the transformation of local political leadership, in particular the forces that have led to the introduction of stronger forms of local executive, such as directly elected mayors. After setting out the role of local political leadership in traditional local government and different traditions and patterns across Western Europe, the article sets out the likely factors driving the changes toward a stronger form of leadership in the more complex pattern of governing described as local governance: complex networks, the ‘new political culture’, Europeanization of public policy and institutional mimetism. The article observes that the articles in this symposium do not fully confirm these hypotheses, showing the complexity of the responses and the different contexts across Western Europe. The concluding sections draw together the implications of the stronger forms of local executive for the current practice and functioning of local politics and policy‐making: the legitimacy crisis that may have emerged from more autonomous political leaders, which combines with the decline in the conventional measures of local political participation; the lack of complementary institutional resources to assist the performance of the enhanced executive function; and the emergence of a new north‐south divide in governing styles. Cet article général expose les grands thèmes qui sous‐tendent la transformation de l'autorité politique locale, notamment les forces qui ont conduit à l'introduction de formes d'exécutif local plus puissantes, comme l'élection des maires au suffrage direct. Après avoir expliqué le rôle d'une autorité politique locale dans un contexte classique et selon plusieurs traditions ou modèles d'Europe occidentale, l'étude s'intéresse aux facteurs susceptibles de tendre vers une forme plus forte d'autorité dans le cadre pluscompliqué d'une gouvernance locale intégrant réseaux complexes, ‘nouvelle culture politique’, européanisation des politiques publiques et mimétisme institutionnel. Les articles proposés pour ce symposium ne confirment pas totalement ces hypothèses, révélant la sophistication des réponses et la multiplicité des contextes européens. All preferential trading agreements (PTAs) short of a customs union use rules of origin (ROO) to prevent trade deflection. ROO raise production costs and create administrative costs. This paper argues that in the case of the recent wave of North–South PTAs, the presence of ROO virtually limits the market access that these PTAs confer to the Southern partners. In the case of NAFTA, we find average compliance costs around 6% in ad valorem equivalent, undoing the tariff preference (4% on average) for a large number of tariff lines. Administrative costs amount to 47% of the preference margin. These findings are coherent with the view that North–South PTAs could well be viewed like a principal–agent problem in which the Southern partners are just about left on their participation constraint. 相似文献

When the indemnity schedule is contingent on the farmer's price and individual yield, an optimal crop revenue insurance contract depends only on the farmer's gross revenue. However, this design is not efficient if, as is the case with available contracts, the coverage function is based on imperfect estimators of individual yield and/or price. The producer's degree of prudence and the extent of basis risks have important influences on the optimal indemnity schedule. Subjective well-being (SWB) data are increasingly used to perform welfare analysis. Interpreted as “experienced utility”, it has recently been compared to “decision utility” using small-scale experiments most often based on stated preferences. We transpose this comparison to the framework of non-experimental and large-scale data commonly used for policy analysis, focusing on the income–leisure domain where redistributive policies operate. Using the British Household Panel Survey, we suggest a “deviation” measure, which is simply the difference between actual working hours and SWB-maximizing hours. We show that about three-quarters of individuals make decisions that are not inconsistent with maximizing their SWB. We discuss the potential channels that explain the lack of optimization when deviations are significantly large. We find proxies for a number of individual and external constraints, and show that constraints alone can explain more than half of the deviations. In our context, deviations partly reflect the inability of the revealed preference approach to account for labor market rigidities, so the actual and SWB-maximizing hours should be used in a complementary manner. The suggested approach based on our deviation metric could help identify labor market frictions. 相似文献

Abstract Participation in risky leisure activities (including so‐called ‘extreme’ sports) has increased in recent years, along with a concomitant growth in the related supporting industries, and in media coverage of events and associated lifestyles. The rise in popularity of dangerous leisure pursuits has led to questions about whether these activities should be regulated, or whether legislation should be enacted to prohibit particular activities. Arguments have centred on harm to individuals, and on the potential costs to others, such as families, rescue workers, and society at large. Very little work has been done on the moral legitimacy of dangerous leisure pursuits, and this paper attempts to address this, using a multidisciplinary approach. The paper evaluates both paternalistic and libertarian approaches, and pursues solutions to the moral problem from both utilitarian (consequence‐based) and deontological (duty‐based) perspectives. It is concluded that mature, rational individuals ought to retain the right to pursue activities that have potential deleterious consequences for themselves. While recognising that individuals ought to concern themselves with the effects of their actions on others, the paper accepts arguments based on autonomy, and defends the right to engage in dangerous leisure activities. 相似文献

In this paper we present a statistical analysis of four foreign exchange spot rates against the U.S. Dollar with several million intra-day prices over 3 years. The analysis also includes gold prices and samples of daily foreign exchange prices over 15 years. The mean absolute changes of logarithmic prices are found to follow a scaling law against the time interval on which they are measured. This empirical law holds although the distributions of the price changes strongly differ for different interval sizes.Systematic variations of the volatility are found even during business hours by an intra-day analysis of price changes. Seasonal heteroskedasticity is observed with a period of one day as well as one week as the result of an analogous intra-week analysis; taking this into account is necessary for any future study of intra-day price change distributions and their generating process.
