The Growth of Jobless Households in Australia

In this article it is shown that individual-based measures of joblessness and household measures of joblessness have diverged over the last twenty years with joblessness becoming increasingly concentrated in certain households.     

Uncertainty, power and trust

This paper suggests that personal trust is best understood as a discursively constructed social relation that arises when interaction between people is governed by the norm of reciprocity (according to which one good turn deserves another and that people should treat others as they themselves would like to be treated). It is argued that trust enables people to deal with their ignorance of the future and so act in a purposeful, goal-driven fashion even in the face of radical uncertainty. However, where there are imbalances of access to economic and cultural resources and to positions of authority, there may arise an imbalance of reciprocity, so that what appear to be relations of genuine trust may in fact be no more than a façade of trust that conceals a relationship of domination.     

Are we operating effectively? A lean analysis of operating theatre changeovers

Hospital operating theatres are a critical but costly resource in healthcare processes. Their efficiency and utilisation impact upon hospital finances, clinical effectiveness and patient outcomes. Operations management techniques have now been applied widely to optimise flow. An important challenge is to balance the needs of process flexibility, efficiency and work standardisation with clinical requirements. This paper applies operations management methods to analyse elective orthopaedic surgery at five international hospitals to describe the issues that affect operating theatre productivity. It utilises an innovative method of video analysis to observe patient changeovers over 29 days of surgery and data is analysed to understand the causes of variability and waste. The findings suggest that processes which are standardised via operations management methodologies can improve productivity in a process that exhibits wide variation in practice. There are apparent trade-offs associated with efficiency and clinical concerns such infection control, that lead to different standard process archetypes being utilised. Recommendations for standardising patient changeovers are provided.     

The Spatial Distribution of Japanese Manufacturing Industries in Indonesia

This paper presents an analysis of regional changes in the spatial pattern of Japanese manufacturing industries and the effect of deregulation of foreign investment in Indonesia during 1984–1994. Empirical analysis in this paper uses data of 560 Japanese manufacturing industries in Indonesia. The result of this study indicates their continuous regional concentration in the core region of Java. The regression analysis indicates that market, agglomeration and infrastructure continue to be the main reasons for the location of Japanese manufacturing industries. The current economic crisis has substantially reduced the level of new investment in the core region of Java.     

Internalizing Neighborhood Externalities: The Effect of Subdivision Size and Zoning on Residential Lot Prices

Though land-development regulations potentially control neighborhood externalities, the developer of a residential subdivision contributes to that control by developing a larger parcel of land. This paper reports estimates of the effect of parcel size on the sale price of developed building lots. The results indicate that adding an acre to the median development increases lot prices by about 3%. Amenities appear to be income normal, and the return to parcel size is greater in unincorporated areas, perhaps due to less intensive governmental control over externalities.     

Managerial shareholdings, firm value, and acquired corporations

Prior research on the relationship between managerial shareholdings and firm value provides conflicting evidence. We take a different approach to its analysis and focus on managerial shareholdings in acquired firms. We argue that in a relatively unfettered market for corporate control, prior evidence of a nonlinear relationship between moral hazard costs and managerial shareholdings suggests that acquired corporations can be segmented according to managerial shareholdings, and that these segments will differ according to the source of wealth gains, managerial resistance, who acquires the company, and how target shareholders are paid. We find evidence consistent with these predictions.     

What is an Australian Job Worth?

The value of a job is an important issue for management, human resources, law and public policy, yet we lack good empirical estimates of this value. This article presents a theoretical framework for valuing jobs and estimates the average economic value of an Australian job at approximately $104,000. However, judges awarding compensation for unfair dismissal under the Fair Work Act implicitly value a job at around $10,000. If the economic value estimate is correct then workers place a high value on keeping their job, which has important human resources management implications, such as worker commitment and risk-taking.     

1917–2017: The Geopolitical Legacy of the Russian Revolution

The essays collected in this forum discuss the geopolitical legacy of the Russian Revolution of 1917, one of the most momentous political events of the twentieth century. From a range of different academic disciplines and perspectives, the authors consider how the profound transformations in society and politics were refracted through space and geography, and how enduring these refractions proved to be. The authors focus on three themes that have been dominant in Russian affairs over the past century: 1)the problem of center-periphery relations, 2)the civilizational dynamics of Russia’s self-identification in relation to Europe and to Asia, and 3)the geopolitics of national identity.     

Transportation cost changes with statewide school district consolidation

This article studies the relationship between school district size and bus transportation costs, and estimates the change in such costs when a statewide policy of consolidation is pursued. To explore this relationship, we develop a multiple-objective model and solution procedure that combines a geographic aggregation and bus routing heuristic to generate consolidation scenarios. The heuristic was developed to explicitly consider efficiency, effectiveness, and equity objectives, and can be applied in both urban and rural states. The scenarios will generate average statewide bus transportation costs. As applied to the State of Iowa, within the legislature's proposed range of consolidation of 500-1000 students, it was found that transportation operational and capital cost increases range from 0.6 to 10.6 percent and 0.7 to 7.7 percent, respectively.     

Modelling Heterogeneity and Uncertainty in Contingent Valuation: an Application to the Valuation of Informal Care

Both the lack of market data and the need to adopt a more holistic approach in the valuation of non‐market activities within health care have pointed towards the use of contingent valuation (CV) methods. However, to date, few studies have employed such techniques to value informal care, despite its provision being an important public policy question. We propose an analytical framework that through the use of random parameters models and respondents' certainty scales can incorporate both unobserved and observed heterogeneity in the CV modelling. This is the first CV study of informal care for Scotland (UK) and a £7.68 per hour value is estimated.
