同济堂股权收购案例中的资产评估问题研究

资产评估是企业并购过程中的核心环节,但近年来评估中的问题仍层出不穷。本文依据资产评估行业准则和企业价值评估的要求,对同济堂股权收购案例进行了研究,对其在评估程序和收益法的使用上存在的不足进行分析与改进,并以此为基础,从资产评估行业长远发展的角度提出若干建议。     

汇改、人民币国际化与汇率定价权 —基于双边随机前沿模型的实证研究

本文通过构建人民币外汇市场中关于人民币汇率定价权力的双边随机前沿模型, 分析了中外定价权差异对于人民币汇率的影响。实证研究表明,中国在人民币外汇市场上较外 部经济体具有更强的定价权力,近期的汇率贬值并非政府操作行为而是市场均衡结果;人民币 国际化和汇率市场化进程可以矫正偏离。本文的政策建议为：（1）继续推进人民币国际化和 汇改市场化进程。（2）进一步提高外部经济体参与人民币外汇市场交易的深度和广度。     

China's economic development: does exchange rate and FDI nexus matter?

This study aims to investigate the relationship between China's exchange rate, foreign direct investment (FDI) inflows, and economic development. We applied the bound testing approach on aggregate level data from 1981 to 2013. The results showed that the Chinese economy benefitted from a lower exchange rate over this period, and that there was a direct link between FDI inflows and economic development on an aggregate level both in the long and short run. The results of the Granger causality test identified a long‐ and short‐run association among these variables. The GMM estimations with dummies for financial crises and RMB exchange rate policy fluctuations also confirmed the growth enhancing impact of the exchange rate and FDI inflows. To promote sustainable economic development in the future, China should focus on improving the levels of domestic investment and human capital, as well as supervising the level of openness and capital controls.

On Minimally-supported <Emphasis Type="Italic">D</Emphasis>-optimal Designs for Polynomial Regression with Log-concave Weight Function

This paper studies minimally-supported D-optimal designs for polynomial regression model with logarithmically concave (log-concave) weight functions. Many commonly used weight functions in the design literature are log-concave. For example, and exp(−x ²) in Theorem 2.3.2 of Fedorov (Theory of optimal experiments, 1972) are all log-concave. We show that the determinant of information matrix of minimally-supported design is a log-concave function of ordered support points and the D-optimal design is unique. Therefore, the numerically D-optimal designs can be constructed efficiently by cyclic exchange algorithm.     

对于我国公平与效率关系的经济学思考

本文主要通过对我国公平与效率关系的描述及当前面临的现状的分析,运用帕累托效率的分析方法,得出公平与效率本质上具有一致性的结论,在此基础上提出公平与效率可以实现最优结合。我国目前正值“十一五”规划纲要的实施初期,大力发展和谐社会,应该在微观领域体现效率优先的原则,宏观领域公平优先的原则,来实现二者的最优结合。     

The Negligence Rule in the Presence of Judicial Corruption and Social Norms

This paper investigates the phenomenon of judicial corruption and incorporates it into Polinsky, A. M. (1980). Strict liability vs. negligence in a market setting. American Economic Review, 70, 363–367 framework so as to analyze the efficiency of the negligence rule. By shedding light on the role of social norms in regard to the phenomenon of judicial corruption, this analysis provides implications for policy. First, more prevalent corruption at the status quo tends to intensify the extent of the corruption itself and, as a result, the effectiveness of the government’s corruption enforcement is greatly lessened. This implies that an excessively lenient policy of corruption may result in an uncontrollable consequence; once corruption becomes rampant, it is costly to bring it down. Of great importance, in the presence of such a corruption effect, the social optimum cannot be achieved based on the negligence rule and the equivalence between the strict liability and negligence rule fails. Secondly, the attitude of the society toward a corrupt judge plays a crucial role in governing the effectiveness of an efficient wage arrangement. If the society can fully accept a corrupt judge, corruption will never be controlled even with the incentive wage scheme.

中国参与区域经济合作的历史进程及战略深化

20世纪90年代以来,与国内不断深入的改革开放历史进程相适应,面对席卷全球的世界经济一体化和新一轮区域经济一体化浪潮,中国开始了积极参与区域经济合作的艰辛探索,历经10多年的辛勤耕耘,取得了可喜成果,初步构建了多层次、多种机制的“米”字型区域经济合作基本框架。但中国的区域经济合作战略带有一定程度的“模糊性”和“软弱性”,总体上表现为一种务实的运动和一个具体的进程,没有清晰的议程和核心的目标。本文对中国参与区域经济合作的历史进程及当前的战略深化进行了初步探讨,并提出了自己的看法和见解。     

论行为公共政策及其在财政治理中的应用:逻辑、案例与对策

行为公共政策尚处于全球学术研究的前沿领域,而其应用特别值得中国中等收入发展阶段财政治理的重视和探讨。本文首先论述了行为经济理论四个阶段的发展逻辑,并对每个阶段进行了简要述评。基于理论逻辑所揭示的从"经济人"到"人类"的假设条件变化,在对公共政策进行简要回顾的基础上,本文阐述了行为经济为其带来的改变,并对行为政策与传统政策进行了比较分析。接着,在提出行为政策的五点特征及其对财政治理的启示后,本文较详细阐述了行为政策在全球实践的典型案例,并在最后为中国当下财政治理提出了五个方面的对策建议。     

提高盈余透明度能带来资本市场和企业双赢吗？——基于企业投资行为视角

盈余透明度作为企业盈余质量是否有效传递的关键,连接着资本市场与企业。在未来更加市场化的股票发行注册制下,盈余信息直接关系着投资者的判断与决策。盈余透明度的提高减少信息不对称,有利于抑制企业机会主义行为,有效保护投资者权益。但盈余透明度提高在有利于资本市场发展的同时,能否给企业自身发展带来好处呢？本文以我国2009-2018年A股上市公司为样本,探究盈余透明度与企业投资行为的关系,找出盈余透明度对企业投资效率的正向影响,证明提高企业盈余透明度是一种双赢的行为,既是机会主义行为防治的有效手段,优化资本市场环境,又是企业健康发展的有力助推因素。
