THE INCOME TAX RESPONSIVENESS OF THE RICH: EVIDENCE FROM FREE AGENT MAJOR LEAGUE BASEBALL ALL-STARS

This paper examines the responsiveness of the rich to state income taxes. We use Major League Baseball free agents who were named All-Stars at some point in their career and who signed with a U.S. team for the 1991 through 2002 seasons. This data set overcomes some of the previous difficulties encountered in similar studies but also has limitations representing the general rich population. We find evidence that the wages of this subset of players do adjust to offset the burden of state income taxes, specifically a 1% decrease in net-of-tax rate leads to a 3.3% increase in salary. THE LABOUR SUPPLY AND SAVINGS EFFECTS OF SUPERANNUATION TAX CHANGES*

This paper investigates the effects on labour supply, consumption and savings of a change in the superannuation tax structure, involving the taxation of contributions to a fund, pre‐retirement earnings of the fund, and the benefits received from the fund during retirement. The effects on lifetime plans of tax changes are investigated using a simple three‐period model in which the final period is retirement. The effects of unanticipated changes, requiring revisions to plans, are examined. Although the partial effects of particular tax changes are unambiguous, the effects of allowing for a government budget constraint mean that it is difficult to predict a priori how labour supply is likely to be affected. However, private savings unambiguously fall.     

A Probit Analysis of Aboriginal Employment Prospects in New South Wales*

Using data from the 1986–87Survey of Working Age Aborigines in New South Wales, this paper presents the results of a probit analysis to determine the characteristics which differentiate employed Aborigines from Aborigines not in employment The results of the probit analysis show the importance of the acquisition of human capital to the employment success of Aborigines, at least in New South Wales. Increments in level of education, previous participation in formal labour market programs, and previous employment experience all have significant, positive impacts on the likelihood of individual Aborigines being in employment
